OAKDALE BASEBALL ASSOCIATION Specific Rules Revised February 2014 4.01. Authorities 4.1.01. In addition to the General Procedures, the following shall apply to all OBA sanctioned play and practices. 4.1.02. The league of the Oakdale Baseball Association shall play under, and abide by, the rules established by Babe Ruth League, Inc., superseded by OBA Specific Rules, if any. 4.02. General Rules 4.2.01. No game shall be allowed to go beyond 10:00 p.m. 4.2.02. A team failing to field at least eight (8) uniformed players at scheduled game time shall automatically forfeit the game. Only roster players play in lieu of emergency player. 4.2.03. The home team shall have the third base dugout. 4.2.04. When a second out is made and the catcher is on base, the player making the second out shall take the catcher s place on base. 4.2.05. One extra inning shall be allowed in case of a tie, providing it is within the time limit. If the game is still tied, then each team will be credited with a halfgame win and a half-game lost in league standings. 4.03. T-Ball League 4.3.01. The game. 4.3.01.A. All T-Ball games have a ninety (90) minute limit. 4.3.01.B. No inning shall start after one hour and twenty minutes (80 minutes) have expired. 4.3.01.C. An inning started before regulation time has expired shall be completed. 4.3.01.D. An inning is over when all players on the roster have batted once, regardless of the number of outs. 4.04. Rookie League 4.4.01. Pitching 4.4.01.A. The Rookie League team coach, or other adult person designated by the coach, will pitch to the players of his/her team. 4.4.01.B. The pitcher must be designated to the official league umpire before the start of the game. Any change of pitchers during a game must be agreed upon by both team coaches. 4.4.01.C. Pitcher must stay in the ten (10) foot pitching circle until the ball is live. 4.4.01.D. A batted ball hitting the designated pitcher shall be treated as in play. 4.4.01.E. The pitcher may talk to players and coach them while pitching. 4.4.02. Each batter shall receive a maximum of seven (7) pitches. However, a batter will not be called out on a foul ball. 4.4.03. The team in the field will have a pitcher (player pitcher) behind the designated pitcher to act as player for defensive purposes. 4.4.03.A. The player pitcher shall stay in the ten (10) foot [itching circle until the ball is live. 4.4.03.B. Play is dead once the player pitcher has control of the ball within the pitching circle. All base runners must retreat to the last fully gained base. 4.4.04. Ten (10) players are allowed on the field. The tenth player shall play in the outfield. 4.4.05. Pitching distance is forty (40) feet. Pitchers may throw from any position within the ten (10) foot diameter circle around the pitching rubber. 4.4.06. There shall be a six (6) run limit per team per inning. 4.4.06.A. All Rookie games have a ninety (90) minute limit. 4.4.06.B. No inning shall start after one hour and twenty minutes (80 minutes) has expired from the scheduled starting time. 4.4.06.C. An inning started before eighty (80) minutes has expired but not completed within ninety (90) minutes shall be completed. 4.4.06.D. The official starting time of the game is the scheduled time. 4.4.07. No player is allowed to sit on the bench defensively more than one inning a team having less than 11 players. 4.05. Minor League 4.5.01. A team may score a maximum of six (6) runs per inning, except during the last inning. 4.5.02. All team consecutive batting systems will be used in all games; all uniformed 4.5.03. Ten (10) players are allowed on the field for each defensive team. 4.5.03.A. The tenth player will play a position in the outfield, called the rover. 4.5.03.B. Rover must play at least twelve (12) feet back from the infield at all times and may not enter the infield to assist infield players. 4.5.03.C. When there are less than ten (10) players available, there will not be a rover position in the outfield. 4.5.04. The ten (10) run limit rule shall be in effect, once a game has reached 4-1/2 4.5.05. Game time limit. 4.5.05.A. No inning shall start after one hour forty-five minutes has expired from the scheduled starting time. 4.5.05.B. An inning started before regulation time has expired shall be completed. 4.5.06. In the American League, there shall be no runner advance to home from third base on a wild pitch, pass ball, or throw back to the pitcher from the catcher. In the National League, this rule is in effect through the 4 th week of the season. 4.5.06.A. In the National League there shall be only one stealing home attempt per inning per team. 4.5.06.B. In the American League there shall be no infield fly rule nor intentional walk. 4.5.07. No player is allowed to sit on the bench defensively more than one inning per team having less than 11 players. 4.5.08. Fielding regulations: 4.5.08.A. No pitcher shall pitch more than three (3) innings in one day and a maximum of six (6) innings during a calendar week. Upon the completion of three (3) innings pitched, the pitcher must wait two (2) full calendar days before pitching again. Penalty for violation shall be forfeiture of the game by the offending team. 4.5.08.B. A calendar week is determined to start at 12:01 a.m. Monday and end at 4.5.08.C. Only the coach and two (2) players will be allowed on the pitcher s 4.5.08.D. The manager must remove the pitcher on the second trip to the mound in 4.5.08.E.
