Motorcycling Meeting Numbers Guidelines and Requirements for Event Promoters Effective 1 st May 2017 Information about Meeting Numbers (IMNs) Meeting Numbers (IMNs) are issued by the international sanctioning body for motorcycle sport, the Fédération e de Motocyclisme (FIM) for meetings listed on the FIM Calendar. The FIM requires an IMN for any race meeting to be considered a valid international race meeting. An race meeting is defined as a meeting where licence holders from more than one FIMrecognised National Motorcycle Federation (FMN) compete in another FMN s permitted race meeting. Where this is the case, an IMN must be applied for. An IMN allows international riders to purchase a one-meeting FIM licence to take part in an event. An annual FIM licence is also accepted as a valid international licence. The IMN is only valid for the period of the meeting, therefore any event practice must be included in the application. Each meeting listed in the FIM Calendar has a registration number (IMN) which is published in the FIM yearbook and on the FIM website. In, events requiring an IMN will need to contact The Relevant Controlling Body (RCB) which can be either Motorcycling (MA) or a State Controlling Body (SCB) and who is issuing the permit related to the IMN. For MA permitted meetings (n Championships, national events), an IMN can be applied for directly with MA. For meetings permitted by an RCB other than MA (state, club meetings), IMNs can only be applied for via the relevant SCB, and will only be issued in conjunction with an open competition permit. Applications should be made a minimum of eight (8) weeks prior to the meeting. The RCB is responsible to ensure the IMN policy is adhered to. When an event is found to be in breach of the IMN policy the fine is $10,000. At an MA permitted event the fine will be the responsibility of the promoter. At an SCB permitted event the fine will be the responsibility of the SCB. IMN Fee Applications received more than eight (8) weeks prior to the meeting will incur a fee of $500 + GST Applications received less than eight (8) weeks prior to the meeting will incur a fee of $800 + GST Applications cannot be submitted less than 10 days prior to a meeting affiliated to the Federation e de 1 of 6

The following conditions apply to all events where an IMN is issued. affiliated to the Federation e de Event detail IMN requirement Rider licensing requirements Event has riders only from with MA licenses Event has riders from + New Zealand Event has riders from + one other FMN that is not New Zealand IMN not required All riders must hold current valid MA licence. IMN not required NZ riders must have a valid Start Permission (which confirms insurance) IMN required n riders must hold a current valid MA licence. Non-n (including New Zealand) riders must have: FIM licence & Start Permission from their FMN & Insurance cover to FIM standard Or Rider release from FMN & MA Senior or Junior National Licence (this includes proof of n ambulance air and road cover and n appropriate private health insurance that includes hospital stay ie: Medibank or Bupa) Medical Requirements The FIM requires that an international standard in medical care is provided at all events with an IMN. In conjunction with the FIM medical code the minimum requirements for international meetings is as follows: Vehicles & Personnel: 1. Emergency Ambulance A vehicle capable of transporting an injured person on a stretcher in reasonable conditions, and which is: i) Legally authorised by its relevant State/Territory Government Authority to transport on public roads, under emergency conditions (lights and sirens) any persons to hospital, and ii) Staffed by at least two Paramedics who are able to provide advanced life support inclusive of providing analgesia. 2. Medical Rapid Intervention Vehicle (MIV) A vehicle of rapid intervention at accident areas to give the injured immediate assistance for respiratory and cardio-circulatory resuscitation. This vehicle should be clearly marked. The type of vehicle used should be appropriate for this purpose in the relevant discipline, and is staffed by: a. A driver, experienced in driving the (MIV) and familiar with the course; and b. A doctor experienced in emergency care. A medical plan must be submitted confirming that minimum medical requirements are confirmed, and will be met for the duration of the event. The medical plan must be approved and authorised by MA before an IMN will be issued. Mandatory medical equipment: Portable oxygen supply Manual ventilator Intubation equipment 2 of 6

Medical Requirements Continued Suction equipment Intravenous infusion equipment Equipment to immobilize limbs and spine (including cervical spine) Sterile dressings ECG monitor and defibrillator Drugs for resuscitation and analgesia /IV fluids Sphygmomanometer and stethoscope Other required equipment: A method with which to screen the rider or the accident scene from public view e.g. protective canvas / tarpaulins. Radio communication with Race Control and medical personnel. Equipment to remove suits and helmets Officials Licensing Requirements Events requiring an IMN must have the following officials appointed: Level 4 Steward/Referee, Level 4 Clerk of Course, Level 4 Race Secretary, Accredited scrutineer/eligibility scrutineer. affiliated to the Federation e de Riders Licensing Requirements All n riders must be holders of a current and valid MA Senior National Licence or Junior National Licence. One-Meeting Competition Licences can be used as per the licensing requirements listed in Chapter 3 of the MA Manual of Motorcycle Sport, and eligibility will be listed in the Supplementary Regulations Motorcycling One-Meeting Competition Licences are not permitted to be issued to international competitors. All international start permissions and licensing information comes through the MA office via the discipline events coordinator. An entry list with international competitors needs to be supplied to the coordinator at least 30 days prior to the meeting. Once all start permissions and licences are received they will be sent directly to the SCB or to the promoter if the meeting is permitted by MA. The following essential information is required for each international rider prior to the start of competition and must be confirmed by the Race Secretary: FIM licence Start Permission Insurance summary Emergency contact details for insurance company Details of competitors next of kin or emergency contact Where international riders have a rider release from their respective FMN, proof of current n ambulance air and road cover, private medical insurance including hospital cover or medicare cover must be supplied before an MA licence is issued. Rider Insurance All riders who are riding at the meeting under non-ma licenses and insurance must supply information and contact details of their insurer upon entry in the meeting. This information is mandatory and will be necessary in circumstances where an insurance claim is required. 3 of 6

Ensuring participants have the correct licence, Start Permission and insurance is the Promoters responsibility. Failure to comply with this provision will render the permit void. Important note to Promoters: MA has seen an increase in the cost of medical expenses in recent years and is aware of riders whose medical expense bills have been higher than 50,000 following a serious injury overseas. MA recommends that participants take their own steps, at their own cost, to increase the medical and repatriation insurance to a sum that is higher than the minimum requirements stipulated by the FIM. In recent examples, the FIM minimum of 14,000 has not been an adequate sum to provide the necessary cover for riders who are injured in and who need to be repatriated to countries a considerable distance, such as the EU, Japan, Asia, The Middle East, North and South America and Africa. Please advise all competitors coming to they should ensure they are sufficiently covered. Foreign competitors should also ensure they have insurance coverage that includes transport in road and air ambulances. FIM Logo Promoters are advised that the FIM emblem is the property of the Fédération e de Motocyclisme (FIM). All intellectual property rights in respect of the FIM emblem and FIM logo rest in the FIM. Under the FIM Statutes the FIM emblem may not be used by any party without the prior written approval of the FIM Board of Directors. An IMN does not allow an event to use the FIM logo or name in association with the event without the express written consent of the FIM. IMN APPLICATION FORM An Meeting Number (IMN) allows for the event to be conducted as an international meeting, enabling riders with an Competition Licence to compete. IMN numbers are allocated by the Fédération e de Motocyclisme (FIM) and placed on their calendar which can be viewed at www.fim-live.com/en The application for an IMN can only be submitted by the RCB and will only be issued in conjunction with an open competition permit. The IMN fee must be paid prior to an IMN being issued. An invoice for payment will be sent to the relevant party on receipt of an application. If the application is made more than six weeks prior to the state of the date of the meeting a fee of $500 + GST will apply If the application is made between four to six weeks prior to the start date of the meeting a fee of $650 + GST will apply Please note: An IMN cannot be applied for within four weeks of the meeting.
