Page 1 of 10 MATAGORDA COUNTY FAIR & LIVESTOCK ASSOCIATION 2016 FAIR QUEEN GENERAL QUALIFICATIONS & POLICY Deadline: January 24, 2016 No late entries will be accepted. 1. Matagorda County Fair & Livestock Association may be referred to as MCFLA throughout the following rules and policies. 2. All contestants must be a citizen of the United States. All contestants must be a current resident of Matagorda County or enrolled in High School courses at a home school, private school, or public school for the current year in Matagorda County. 3. All contestants must be current and active members of a Matagorda County 4-H, FFA or FHA Club and eligible under UIL rules. 4. A contestant may not enter, both, the Fair Queen and Rodeo Queen Contest in the same year. 5. All contestants must be a single female, never have been married, never had a marriage annulled, never have given birth, and never have been convicted of a felony prior to the contest. The contestant must be in good moral character and never have been convicted of any crime, with the exception of Class C traffic offense. If the contestant violates the Controlled Substance Penal Code Act, she will be disqualified from this contest. These rules will remain intact throughout the reign of the Fair Queen and her runners-up. If any of these infractions occur, then the crown and any awards will be forfeited. 6. Contestants are to be in good health. Good health is defined as adequate health to fulfill duties of Fair Queen, if selected. Each contestant will not hold the Matagorda County Fair and Livestock Association, County of Matagorda, or any individual or organization associated with the MCFLA liable for any accident or injury that may or might occur as a result of the contest or future obligations. A Release Form must be signed and submitted with the entry forms. 7. Each Contestant must have a sponsor(s). Each sponsor fee will be $50.00, payable to the Matagorda County Fair & Livestock Association, and due with the entry form on January 24, 2016. 8. Fair Queen Contestants are required to write a short autobiography to turn in with the entry forms. Do not use your last name or your family s names. It may be typed or handwritten and must be no more than one page in length. If typed, the print must be no smaller than 12 point. It should have at least 1 ½ spaces between the lines with one inch margins all around. The paper should contain information about you that you think best describes your character, why you want to be (or would be a good) Fair Queen and what your plans are for college and/or your future may be. 9. Fair Queen Contestants are required to turn in an additional 85 word on stage introduction that will be used by the EMCEE during the on stage presentation. Anything that exceeds 85 words will be at the discretion of the royalty committee to remove words. Please use 3 rd person narration and the contestant s first name only. Do not include any names of parent(s) or guardian(s). The contestant s sponsor, grade, school, and fair participation must be included. Additional information can include, but is not limited to, extracurricular activities, clubs, hobbies, awards, and future plans. This will not be scored by the judges.

Page 2 of 10 10. There will be a MANDATORY meeting on Sunday, January 24, 2016 at 2:00p.m. in the Multi- Purpose Bldg. No late or incomplete application forms will be accepted. Come with completed application and entry fees. At this time, ALL publicity photos will be taken with no exceptions. There will be an opportunity to ask any questions and discuss the rules. 11. Fair Queen and her runners-up must attend any function that is required by the Queen's Committee. Participation will be kept on a score sheet. (Awards, Parades, etc.) 12. Permission is hereby granted to the MCFLA to use photographs and information submitted for the contest in news stories or other publicity in advance of the contest. Pictures may be altered for reproduction purposes only. 13. All Fair Queen Contestants will be required to sell at least 10 concert tickets at $20.00 per ticket. All monies ($200 per contestant) are due in the Fair Office by NOON, Monday, February 15, 2016 or that contestant will not be allowed to participate in the contest (or omitted from the contest). 14. Eligibility Master Listing will be used this year at the Fair for UIL requirements. We advise that you contact your school, public or private, to ensure you have been placed on the eligible or the ineligible list. Matagorda County Fair & Livestock Association will not be responsible to advise anyone of their eligibility in advance of any contest. Home School students will still need to furnish an eligibility form to the Fair Office by 12:00 pm NOON, Friday, February 5, 2016 in order to participate in this contest. 15. Former MCFLA Fair Queens are ineligible to compete in the Fair Queen Contest and Rodeo Queens are ineligible to compete in the Rodeo Queen Contest. Former contestants are eligible to compete in either contest as long as they were not a queen in that contest. You may not compete in both contests in the same year. 16. MCFLA Fair Queen, Fair Princess, Little Miss Cowgirl and Little Mister Cowboy Contests will be held on Friday, February 19, 2016 at the Bay City Service Center. All Contestants will be asked to stay for the entire contest. Scoring at the contest will be completed by a panel of out of county judges. Judges will not be related to any contestant and no contestant will be allowed to give judges any sort of gift prior to or during the contest. 17. The Fair Queen and runner-ups will be announced immediately following the contest. Parents and friends may take pictures of the contestants after the Fair Photographer gets his/her pictures. 19. The Queen will receive a $500.00 award, all MCFLA rules apply. This check will be made available to her on the last day of the Fair. 20. The Fair Queen is required to wear her crown on a cowboy hat.

Page 3 of 10 21. The Rodeo Queen, Fair Queen, Fair Princess, Little Miss Cowgirl and Little Mister Cowboy will be presented during the Grand Entry of each Rodeo Performance. All runners-up are to ride on the truck during each Grand Entry, as well. 22. Fair Queen and her runners up must attend any function that is required by the Queen's Committee. They are expected to participate in the parade, the Matagorda County Fair, Livestock Show & Rodeo, and Livestock Auction on Saturday, March 5, 2016. You will receive an itinerary, with the events and times of all the events that you will be assisting in, from the Royalty Chairman. Participation will be kept on a score sheet. 23. The contestant that is crowned Fair Queen of the Matagorda County Fair must be available to attend any public event or function as a representative of the Association during the year of her reign. In addition, she must crown the next year's Fair Queen. 24. There will be no use of foul language and no involvement in any illegal or illicit activities while serving as Queen. 25. The Fair Board and Manager have a zero tolerance policy in regards to drinking alcohol, MIP (minor in possession), smoking cigarettes, or any other drug abuse. If this rule is violated, it will result in immediate dismissal. 26. The Fair Queen and Rodeo Queen will be co-chairpersons responsible for the MCFLA Float. They must be available to decorate and ride on the float in any parades represented by MCFLA. 27. No financial reimbursement for transportation, expenses, etc. will be provided by the Matagorda County Fair Assn. unless approved by the Board of Directors. 28. The Fair Queen will be sponsored by the MCFLA as a candidate for Rice Festival Queen. In the event that the Fair Queen is not eligible or elects not to be a Rice Festival Queen contestant, then the 1 st runnerup would be next in line followed by the 2 nd then 3 rd runner-up. The Queen or Runners-up will only be sponsored by the MCFLA during the year of her reign. MCFLA will pay any entry fees for the Rice Festival Queen Contest. 29. In the event the MCFLA pays any entry fee or expense money for a contestant that does not complete the contest, the contestant will be asked to reimburse the MCFLA for those expenses. 30. If the Fair Queen is unable to fulfill her duties, due to circumstances found to be objectionable by the Board of Directors of the Fair Association, she will forfeit the crown and all awards. The 1st Runner Up will finish her reign. 31. MCFLA Protest Procedures - All protests concerning Matagorda County Fair Royalty Entries must be submitted prior to judging and be accompanied by a $150 cash deposit. The deposit will be returned ONLY if the protest is upheld. Once judging has commenced NO protests will be accepted. The Judges decision is final and not subject for protest. Judging procedures will not be interrupted for protest investigation. The protest will be reviewed by at least (5) members of the Fair Board. The ruling of the Fair Board Directors will be final. Both sides of the protest must be present at the time of the protest. There will be no anonymous protests accepted. Every contestant agrees that the conclusion reached by the Fair Board Directors shall be final, without any recourse against the Matagorda County Fair and Livestock Association, Board of Directors, Division Chairman, Superintendent, or Committeemen.

32. No scores will be released to any competitor. This is a board decision and is final. Page 4 of 10 33. Remember, you are a Fair and Rodeo Representative. You will be looked upon as a role model and an example to others. While the Fair Manager and Royalty Director have no right to ask you to give up any personal activities, they have every right to expect you to behave in a manner befitting of your position. The Fair Board and Manager, also, have every right to remove a Queen if they feel she has shown misconduct. *REMINDER: UIL REQUIREMENTS APPLY! You must be on your school s eligibility list (or have completed and turned in a home school/private school eligibility form) to the Fair Office by NOON on February 5, 2016 to be eligible to participate in the contest.
