1 A. ELIGIBILITY BRAZORIA COUNTY FAIR ASSOCIATION 2017 YOUTH RODEO SERIES RULES Ages for the event will be determined January 1, 2017. Contestants must be enrolled in a state accredited School or a graduate of the current year and must be 19 years of age or under. Contestants must have a copy of their birth certificate. Contestants must not be married. Minor s release will be required and must be signed by at least one parent or legal guardian. If a contestant is age 18 or over, he/she or an immediate family member must be a current member of the Brazoria County Fair Association OR purchase a YRS Seasonal Membership in order for the contestant to be able to compete in the Brazoria County Fair Youth Rodeo Series. If a contestant is under 18 years of age an immediate family member must be a current member of the Brazoria County Fair Association OR purchase a YRS Seasonal Membership. Like in-county contestants, out of county contestants or an immediate family member must be a current member of the Brazoria County Fair Association OR purchase a YRS Seasonal Membership. Refer to general rules of the BCFA. B. AWARDS Payback: winner of each event will receive their entry fee as payback IF they are wearing a Youth Rodeo Series t-shirt. Accumulative points will be used for the year-end awards. There will be no drop times. A contestant must have accumulated points to receive an award. In the roping events, the contestant must have caught at least once to receive a year-end award. Contestants must participate in five out of six rodeos per event to receive year-end awards. Points will be figured as follows: 1 st Place 100 points 6 th Place 50 points 2 nd Place 90 points 7 th Place 40 points 3 rd Place 80 points 8 th Place 30 points 4 th Place 70 points 9 th Place 20 points 5 th Place 60 points 10 th Place 10 points In case of a tie, the following procedure will be used: 1. The contestant with the most 1 st, 2 nd and 3 rd, etc. will be the winner. 2. The fastest average time in that event for the series. 3. The contestant participating in the greatest number of times in that event. Year-end awards may be based on the number of contestants per class. BCFAYRS may be giving (1) place for every (2) entries up to (6) places. For example, (10) entries will award (5) places. Five saddles will be awarded at year end awards to include: High Point Junior Roper, High Point Senior Roper, High Point All Around Sub-Jr (will include SJ Chute Dogging, SJ Goat Ribbon Pulling & Speed), High Point Junior Speed and High Point Senior Speed. Two $500 scholarships will be awarded to the High Point Girl and High Point Boy who are currently high school seniors attending high school or an accredited home school program. If there is not a high school senior girl or a high school senior boy, the scholarships will go the high point girl or boy in a high school junior class. Each winner must be a resident of Brazoria County in order to receive the scholarship; if not, it will be awarded to the next highest point winner. Contestant may not win the scholarship 2 consecutive years. C. WORK POINTS Each family must work 2 work points per rodeo for roping events or 2 work points per rodeo for speed events for a total of 12 points for the series. If the contestant is entered in both roping and speed events, they must work 1 point for roping and 1 point for speed each rodeo. The contestant is responsible to sign-up the day of the event. Adults and senior division contestants are the only ones allowed to work for points. Sub-juniors and juniors are not allowed to work their own work points.

2 All work points can be bought out for $200.00 on the day of the first registration of the contestant ONLY. If the contestant is unable to earn their work points or have not bought the points, the contestant will not be eligible for year-end awards. D. RULES 1. All event rules will be determined by the BCFA Youth Rodeo Series Committee. 2. There will be a $250 protest fee for any discrepancies that cannot be resolved the day of the event to be brought before the BCFA Disciplinary Committee. The decision of the BCFA Disciplinary Committee is FINAL. 3. The Arena Judge will have the final say in matters regarding runs, safety issues and unsportsmanlike conduct during the arena events. 4. No hats, caps, visors or bandanas will be worn during the events. Shirts will have long sleeves or standard T- shirt length sleeves and cannot be rolled under (no cap sleeve). Shirts will be tucked in. Contestants must wear long pants and heeled footwear. Failure to be comply with dress code can result in a no time. 5. The equipment must fit the horse and the rider for safety purposes. 6. Contestants must be ready to ride in their event. If their name is called 3 times and they are not ready, they will not be allowed to participate in that event. 7. There will be a 2-minute time limit from the time your name is called to enter the arena and begin your run. 8. NO alcoholic beverages are allowed on the grounds during the BCFA Youth Rodeo Series. Any adult with alcoholic beverages will be barred from the BCFA Youth Rodeo Series. Any youth caught with alcoholic beverages or other illegal substances will be asked to leave immediately. 9. Any child or parent that displays poor sportsmanship will be asked to leave. For example: excessive profanity, fighting, etc. All parents and contestants will sign a code of conduct agreement. 10. There will be a 60 second time limit on all events. 11. No one other than contestants, parents or workers are allowed in the arena during roping or speed events. During the roping events, only the contestants that are entered in that event are allowed in the arena. 12. No one other than the contestant on horseback and workers are allowed in the alleyway during speed event runs. 13. No schooling your horse during the event. For example, if the pattern is broken the contestant may not start the pattern but must leave the arena. There will be a $25 fine if this rule is broken. 14. Current NEGATIVE Coggins Paper must be presented on each horse before they will be allowed on the Brazoria County Fairgrounds property. 15. No stallions will be allowed. 16. Slack will be allowed for the following conflicting youth events, & must be ran on a date selected by the committee. a. Junior High Nationals b. High School Nationals c. 4-H State 17. Checks may be written. Please make them payable to Brazoria County Fair Association (BCFA). 18. Raffle tickets ($50) are due prior to riding in Rodeo 5. If raffle tickets are not turned in prior to Rodeo 5 the contestant will not be able to compete, & will not be eligible for year-end awards. 19. Each event must have at least 3 entries to be offered. ROPING EVENTS 1. Main alley gate will remain open during roping events. 2. No one is allowed in the arena during the roping events other than the contestants or workers. 3. Courtesy ropers will have best times counted. Only one time counted per event. 4. There will be no times for the following. a. Contestant horse must be released prior to nod. b. No assistance of any kind (rope, barrier, calf or steer). c. Breakaway roping- rope must be broken from horn of saddle before stock enters catch pen gate. Rider must not touch saddle or rope before rope breaks away from horn.

3 Breakaway Calf Roping 1. A legal catch is a clean bell collar loop, around the neck, WHEN THE STRING BREAKS. 2. The rope must be tied with string to the saddle horn at the end of the rope. 3. A rag or handkerchief of contrasting color to the rope color must be attached to the end of the rope at the horn. 4. Contestant must stay mounted until calf breaks string. 5. ONE LOOP may be used, but when string breaks, a time is given. 6. CALF must break the string. 7. Contestant must use the string provided by the BCFA Youth Rodeo Series. TIME: Between barrier and flag and field judge flag. Disqualification and NO TIME If: 1. Roper commits any of the offenses listed under the RULES. 2. Roper fails to rope the calf. 3. Roper breaks the string with his/her hand. 4. Contestant is not mounted when calf string breaks. 5. Lost or broken rope. 6. ROPE GOES ON CALF BEFORE NECK ROPE COMES OFF. 7. THERE WILL BE NO INTENTIONAL ABUSE TO LIVESTOCK OR HORSES as so ruled by the judge. Re-Run: 1. If roper does not ask for calf, he/she must stop his/her horse as soon as possible without throwing his rope and re-run will be given. If contestant throws his/her rope, it will forfeit the run. 2. Roper is fouled at barrier by calf neck barrier ONLY. If a roper is fouled, the roper must pull up immediately without throwing his/her head loop. THERE WILL BE A (10) SECOND PENALTY FOR BREAKING THE BARRIER. Breakaway Steer Roping 1. Must be a legal head catch. 2. The rope must be tied with string to the saddle horn. 3. A rag or handkerchief of contrasting color to the rope color must be attached to the end of the rope at the horn. 4. Roper must rope from the heading side of the steer. 5. Contestant must stay mounted until calf breaks string. 6. ONE LOOP may be used, but when string breaks, a time is given. 7. STEER must break the string. 8. Contestant may enter only one breakaway steer roping event. TIME: Between barrier and flag and field judge flag. Disqualification and NO TIME : Same as 1-7 on Breakaway calf disqualifications. Re-run: Same as 1-2 on Breakaway calf re-run rules. THERE WILL BE A (10) SECOND PENALTY FOR BREAKING THE BARRIER. Ribbon Mugging

Stock: While calf is in chute, short length of ribbon about ½ inch wide and 10 inches or more in length must be fastened with a RUBBER BAND to the tail of the calf. Roper: 1. A contestant or adult may mug for a ribbon roper. The roper will run his own ribbon. 2. The roper is responsible for making sure the mugger is ready when the roper is called to rope. 3. Muggers may mug for multiple ropers. 4. Catch as catch can. Rope must hold calf until roper/mugger gets hand on calf. If after roper/mugger has touched calf the rope comes off, the roper/mugger must NOT lose contact with calf before the roper removes the ribbon. Roping the calf without releasing the loop from the hand is NOT permitted. 5. A neck rope must be used. 6. The mugger must be touching the calf when the roper removes the ribbon. If the roper removes the ribbon before mugger is touching the calf there will be a 10 second penalty. 7. After the calf is roped, the roper dismounts, removes the ribbon from the calf s tail and runs back across flag line. 8. If roper sees there is NO ribbon on the calf s tail he/she should grab hair from the tail. 9. Muggers may choose where they wish to stand in the arena. If the calf is roped on the chute side of the flag line, the roper must cross the flag line for a time. The roper may cross the line from either side to receive a time. If the roper crosses the time line without a ribbon (or hair) after the roper has touched the calf the roper will receive a no time. 10. If the calf enters the alleyway before the contestant removes the ribbon, the roper will receive a no time. TIME: Arena conditions will determine start and finish lines, but roping score line should be used under most conditions. Officials: 1. Two (2) or more timekeepers. 2. One (1) field judge. 3. One (1) barrier judge. Re-Run: 1. Any penalties incurred during original run will be added to re-run time. 2. OTHER RE-RUNS SAME AS STATED IN BREAKAWAY. Penalties/Gate/Time Limit: SAME AS STATED IN BREAKAWAY. Chute Roping Contestants: Sub-Junior contestants may participate. Run 1. Roper must stand at designated line if stepped across the line he/she will receive a 10 second penalty. 2. One loop and one shot is allowed. 3. Roper will call for calf to be turned out. 4. A bell collar catch must be made in order to get an official time. 4 Team Roping

May Head once and Heel once. Show manager will team up all the team roping headers/heelers who have paid their fees but have no partners before courtesy header/heeler combinations will be considered. Courtesy ropers are drawn. May not choose courtesy roper. Courtesy ropers times DO NOT COUNT. 1. Roper is permitted one rope. Each team is allowed two loops. 2. Contestants are not allowed to change catch by rubbing rope over horn or nose by hand to make bad catch legal. Loops may be changed by fishing only. 3. Header of the team must come from behind the barrier. 4. Animals must be on feet when roped by either end. 5. HEADER MUST DALLY AND HEELER MAY BE TIED OFF IF UNDER 14 YEARS OF AGE. NO EXCEPTIONS. Time: Between barrier flag and field judge when steer is roped on both ends, in a direct line and horse is on all fours. Horses facing steer in L, better, with rope tightly dallied. LEGAL HEAD CATCHES: a. Around the horns b. Around the neck c. Half a head LEGAL HEEL CATCHES: a. Any heel catch behind both shoulders is legal if rope comes on from around the heels. b. Dewclaw catches are legal if rope holds for flagger inspection. 5 Officials: 1. Two (2) or more timekeepers. 2. One (1) field judge. 3. One (1) barrier judge. 1. Either roper commits any of the offenses listed under the RULES. 2. Animal is not on its feet when roped by either end. 3. Using more than two (2) loops per team. 4. Failure to head steer before heeling. 5. Lost or broken rope. 6. Either contestant dismounts during contest run. 7. Front foot in heel catch. 8. Header fails to catch. 9. CROSSFIRING: This consists of roping heels of steer before its direction has changed. Direction of steer must be changed by header in a forward motion. 10. THERE WILL BE NO INTENTIONAL ABUSE TO LIVESTOCK OR HORSES as so ruled by the judge. Re-Run/Penalties/Time Limits: Same as Breakaway Roping: There will be a five (5) second penalty for catching one heel. Chute Dogging

6 Contestants: Junior & Senior boys may participate. Run 1. All steers shall be turned out in the same direction and the same chute will be used. Left chute delivery is preferred. Bucking chute shall be part of the arena during the dogging events. 2. Score line will be parallel to bucking chutes. It will be set at ten (10) feet in front of the bucking chute. The measurement will be made with the chute gate in the closed position. 3. With steers loaded in bucking chute, dogger gets beside the steer, right hand in front of or behind right front shoulder. Left hand will be placed on the neck between shoulders and base of horns. When dogger calls for the steer, the chute gate will be opened. (SEE PENALTIES) 4. Contestant is considered working the steer when the steer leaves the chute. 5. After crossing the start line, wrestler must bring it to a stop or change its direction & twist it down. 6. Steer will be considered thrown down only when it is lying flat on its side, or on its back with all four feet and head straight. 7. If steer is accidentally knocked down or thrown before being brought to a stop or is thrown by wrestler putting animal s horn into the ground, it must be let up to all four feet and then thrown. 8. Wrestler must have hand on steer when flagged. 9. Contestant is required to turn steer s head so that he can get up. 10. A steer falling in the opposite direction the steer wrestler is attempting to throw him (dog fall) the contestant may choose to turn the steer s head to correspond with the leg position to make this a legal fall. Time Taken: Between line judge flag & field judge flag Dogger must not grab the horns or any part of the head, or move into throwing position before steer s nose crosses score line. If this occurs, a ten (10) second penalty will be added to his time. Officials: 1. There shall be two timers, a field flag judge, and a line flag judge. 2. Field judge is required to watch contestant and steer until animal is turned loose. 3. Line judge will stand on the start line and flag when the animal s nose crosses the line indicating the start of the run. 4. Field flagger will flag when the animal is legally thrown indicating the end of the run. Disqualification and NO TIME : 1. Dogger commits any offense under RULES. 2. The judge rules the throw illegal. Throwing the steer before he has changed direction or come to a complete stop. 3. Dogger does not have hand on steer when flagged. 4. Dogger fails to throw steer. 5. Person follows cattle out of chute in the act of tailing cattle. 6. Dogger will be disqualified for any abusive treatment or steer. 7. Dogger will be disqualified if he attempts in any way to choke or hold the steers forward movement before the start line. 8. Dogger will be disqualified if animal is thrown before start line. Reruns: 1. In cases of mechanical failure. 2. If the contestant does not call for the steer, providing contestant declares himself by pulling up. 3. If in the opinion of the line judge contestant is fouled by chute, contestant shall get his steer back, providing contestant declares himself by pulling up. Tie down Calf Roping 1. Only one (1) loop will be permitted. 2. Catch as catch can with rope from horse but rope must hold calf until roper has his hands on calf.

3. Contestant must adjust rope and reins in a manner that will prevent horse from dragging calf. Excessive dragging will be decided by the disciplinary committee. 4. Contestant must receive no assistance of any kind from anyone except to start the calf. Junior Tie Down contestants have the option for assistance in flanking their calf for a ten (10) second penalty. The arena judge must be made aware of the request for assistance before the roper leaves the box. Seniors may not receive assistance in flanking their calf. 5. Contestant may have anyone start his calf. 6. Rope must be tied hard and fast. 7. After roping calf, roper must dismount, go down the rope, throw calf by hand, cross and tie any three feet. 8. A legal tie shall consist of one or more wraps and a half hitch, with at least one wrap around all three feet. 9. If calf is down when roper reaches the calf, it must be cleared to the satisfaction of the judge. 10. If roper s hand is on the calf when calf falls, calf is considered thrown by hand. 11. Tie must hold until passed on by the judge, and roper must not touch calf after finishing signal until judge has completed his examination. 12. The field judge will pass on the tie, timing six (6) seconds from the time the roping horse takes his first step forward after the roper has remounted and put slack in the rope. IN THE EVENT A CONTESTANT S CATCH ROPE IS OFF THE CALF AFTER THE COMPLETION OF TIE THE SIX SECOND TIME PERIOD IS TO START WHEN ROPER CLEARS CALF. 13. Rope will not be removed from calf and rope must remain slack until field judge has passed tie. 14. Contestant must compete on calf drawn. 15. Neck rope and/or keeper must be in use. 7 TIME: Between barrier flag and field judge flag. Officials: 1. Two (2) or more timekeepers. 2. One (1) field judge. 3. One (1) barrier judge. 1. Same as 1, 2, 5, 6, 7 on Breakaway Disqualification 2. If tie comes loose or calf gets up before the time is ruled fair. 3. If the tie is ruled illegal. 4. If roper missed with loop. Re-Run/Penalties/Time Limit/Gate/Score: Same as Breakaway Roping. Goat Ribbon Pulling 1. Goat shall be staked with rope ten (10) feet in length. 2. Goat is to be staked 100 feet from timer line (starting line). 3. Goat holder will hold goat at all times. 4. All arena gates are to be closed after contestant enters arena. 5. A No Time will be received if the horse comes in contact with the rope and/or goat. 6. The flagman will stand ten (10) feet past the goat. 7. The child must dismount their horse by themselves but a parent or volunteer may hold the horse. A parent or volunteer may stop the horse and hold the horse behind the line of the goat. They may not stop the horse before the line of the goat. 8. Time will start when the mounted contestant crosses the starting line and will stop when the flag judge signals that the competitor has crossed the flag line with the ribbon in hand. 9. The contestant may only enter either Goat Ribbon Pulling or Junior Goat Tying. Goat Tying 1. Junior contestants must participate in the Junior Competition. 2. Senior contestants must participate in the Senior Competition.

3. Goat will be changed every five (5) runs. 4. The contestant must be mounted on a horse and rider must ride form staring line to goat, dismount, throw goat by hand and tie any three (3) feet together with leather string or pigging string, then stand clear of goat. 5. Goat must remain tied for at least five (5) seconds. Time will begin when contestant has moved at least three (3) feet away from goat and rope. 6. Legs must be crossed and tied to qualify as a legal tie. There will be one or more wraps, a half hitch or tied. 7. Time will start when the mounted contestant crosses the starting line and will stop when flag judge signals the completion of the tie. SPEED EVENTS 1. Horses may run through the center alley for speed events. The back gait of the alley will remain closed during the run unless a special request has been made by the parents or contestant. 2. The entry gate will remained open unless contestant or parent asks to close the gate during the run. 3. In barrels and poles, NO LEADING OF HORSES IS ALLOWED past starting line or will result in no time. Leadline Contestants: 6 & under 1. Contestants cannot compete in any other class. 2. Contestants MUST stay on lead at all times. 3. Contestants MUST be led by someone 14 & over. 4. Buckle or trophy MUST be designated at the first Rodeo. Must choose only 1. Cloverleaf Barrels Barrels: 1. The barrels may be placed by the management at distances that confirm WITH THE ARENA CONDITIONS AS DECIDED BY ARENA DIRECTOR, but not closer than FIFTEEN (15) feet. 2. Horse and rider must easily see the barrels. 3. All barrels are to be INSIDE of stake. Pattern: 1. Contestants will start from behind the starting line, run around barrel number one, around barrel number two and around barrel number three finishing by crossing the staring line. This pattern may be altered by starting with number two barrel then proceeding to number one barrel. ALL FORWARD MOTION. 2. The time starts when contestant crosses starting line and stops when he/she crosses in on the way back after running the pattern. 3. No re-runs or restarts for a broken pattern or there will be a $25 fine. THERE WILL BE A FIVE (5) SECOND PENALTY for each barrel knocked over. If a contestant knocks over a barrel and it stands up again on its other end, it will be the same as knocking it over. 1. Contestant commits any offense listed in rules. 2. Contestant breaks pattern or stops forward motion. 3. Contestant does not remain mounted for entire run. 4. Contestant crosses the starting line during the run. 8 Straight Barrels Barrels: 1. Barrels are set sixty (60) feet apart, with the third (3 rd ) barrel twenty-five (25) feet off the back wall

9 2. No barrel may be closer than ten (10) feet from any arena fence. 3. Location must be permanently marked for the entire rodeo. 4. Barrels must be easily seen by the horse and rider. 5. All barrels are to be INSIDE of stake. Pattern: 1. Contestants will start from behind the starting line, run to the left or the right of the first barrel, then continue the figure eight (8) pattern. ALL FORWARD MOTION. 2. The time starts when contestant crosses starting line and stops when he/she crosses it on the way back after running the pattern. 3. If the contestant backs up, it is considered a broken pattern. 4. No re-runs or restarts for a broken pattern or there will be a $25 fine. Poles are to be to the side of the stake. 4. Poles must be six (6) feet from base to the top of pole. Pattern: 1. Contestants may start either to the right or to the left of the first pole and then run the remainder of the pattern accordingly. ALL FORWARD MOTION. 2. If the contestant backs up it is considered a broken pattern. 3. No re-runs or restarts for a broken pattern or there will be a $25 fine. THERE WILL BE A FIVE (5) SECOND PENALTY for each pole knocked over. 1. Contestant commits any offense listed in rules. 2. Contestant breaks pattern or stops forward motion. 3.
