Contestants will play from red CWAC Starlets markers. Ties will be broken by a sudden-death play-off immediately following play. Announcement regarding play off holes and their sequence will be made at the public scoreboard prior to commencement of the second round. Starlets Flight is one flight. Prizes will be awarded for Starlets Winner and Runner- Up. All rounds start on Tee # 10 Shore Course Monday 6/25 ¾ 8:30 AM Tuesday 6/26 ¾ 8:30 AM Please meet at the CWAC workroom (located in a tent near the Clubhouse) at 8:00 AM for transportation to the 10 th tee on the Shore Course. Please check the CWAC website for pairings and start times, www.cwacgolf.org. No practice rounds. Except for emergencies, talking on cell phones is prohibited anywhere on the property including in the buildings; cell phones may be used in the parking lots. All phones must be set to silent and can be used for text or email. ALL PLAYERS and SPECTATORS MUST wear slacks and collared shirts. In addition to dress code on CWAC Hard Card, no shorts, skirts, spandex or exposed midriffs or halter tops allowed. NO JEANS ALLOWED. Smoking on the course and the MPCC grounds is not allowed. Smoking is allowed only in Parking Lot C. Contestants must carry and use divot filler, repair ball marks and rake bunkers. Divots should be removed and placed in the rough. Prohibited. Prohibited.

Practice balls are free. Players who have completed play for the day may not practice on the range. All players may use the chipping/putting areas before and after play until they have been eliminated from the competition. Once competition is completed on Tuesday, they may no longer use any practice facilities. Access to the MPCC Clubhouse is strictly prohibited. A restroom is available in the Pro Shop in the MPCC Golf House located next to the driving range. Players and guests may browse and purchase items in the MPCC Pro Shop. Access to Locker Rooms, Lounges, Men s Grill, and gym is strictly prohibited. The Shore Shelter is located behind the 6 th green and adjacent to the 11 th tee. Children under 13 MUST be accompanied at all times by an adult. Food and beverage services are available Monday and Tuesday 7:30 AM until 3:00 PM, Wednesday 7:30 AM until 5:00 PM and Thursday 7:30 AM until 1:00 PM. Only credit cards are accepted in the Pro Shop. All credit cards are accepted. Food at the Shore Shelter is cash only. When you enter Pebble Beach, please indicate that you are playing in the California Junior Girls State Championship at MPCC. Parking ONLY in Parking Lot C, located on the left after entering MPCC. Mobile homes are strictly prohibited from MPCC property and surrounding neighborhoods. To withdraw prior to the start of the Championship, notify Jennifer Noonan, Entries and Acceptance Chair, at JenniferNoonan@CWACgolf.org or 925-699- 8731. Players who fail to notify CWAC prior to their starting time will be listed as No Shows. To withdraw during the Championship, notify Patty Frazer at PattyFrazer@CWACgolf.org or 925-330-9256, or if on course, please withdraw by notifying a Rules Official. No Shows: A player who has not withdrawn and does not show up or complete all rounds of the Championship or turn in a score card shall receive a one year suspension from all CWAC events for the calendar year following the infraction. Please see Refund Policy on CWAC website, www.cwacgolf.org Prior to the first round, contestants must familiarize themselves with the CWAC 2018 Local Rules and Conditions of Competition (also known as the CWAC Hard Card), Pace of Play Policy and Notice to Player. These documents are included in this packet and also available on the CWAC website, www.cwacgolf.org.

Local Rules and Conditions of Competition for 2018 CWAC Championships California Women s Amateur Championships are governed by the Rules of Golf effective January 1, 2016 and the 2016-2017 Decisions on the Rules of Golf and, where applicable, the following Local Rules and Conditions, along with additional Local Rules as may be supplied. Complete text of Rules and Appendix I may be found in the current edition of the Rules of Golf. Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: Match play Loss of Hole; Stroke play Two Strokes Local Rules Score Card Any Local Rules listed on the golf course scorecard or posted at the host club are unofficial and have no status in CWAC competition. Water and Lateral Water Hazard Stakes and Lines When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. Ground Under Repair Defined by white lines and/or stakes. French drains are deemed to be ground under repair (Rule 25-1). White-Lined Areas Tying into Artificially-Surfaced Roads and Paths White-lined areas tying into artificially surfaced roads and paths are part of the obstruction. Wood Chips and Mulch Wood chips and mulch are loose impediments, unless otherwise noted in the Notice to Players. Turf Plugs on the Putting Green May be repaired even if they are not 4 ¼ inches. Aeration Holes Local Rule as prescribed in Appendix I is in effect. Embedded Ball Through the Green Local Rule as prescribed in Appendix I is in effect. Seams of Cut Turf (Sod Seams) Local Rule as prescribed in Appendix I is in effect. Conditions of Competition List of Conforming Driver Heads Optional Condition as prescribed in Appendix I is in effect. Time of Starting Tee Times: The clock at the tee where the player begins her stipulated round is the official time of starting (Decision 6-3a/2.5). Players will not be paged in advance of their starting time and should arrive at their assigned tee 10 minutes prior to their starting time. Shotgun Start: Players should be ready to play at their assigned hole at the designated start time. Close of Competition A competition is deemed to have closed when the result has been officially announced or in stroke play qualifying followed by match play when the player has teed off in her first match (Rule 34-1b). The result of a match is considered to have been officially announced when the Committee has approved the result as posted on the public scoreboard. Disqualification When a player breaches a Rule where the penalty is disqualification, she must leave the course immediately. Discontinuance of Play Optional condition as prescribed in Appendix I is in effect. A discontinuance of play by the Committee will be signaled as follows: - Non-dangerous condition: Three consecutive air horn notes, repeated. - Dangerous condition: One prolonged air horn note, repeated. Distance-Measuring Devices A player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect her play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule 14-3. Accidental Movement of a Ball on a Putting Green When a player s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, her opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. (NOTE: Full text of Local Rule available at http://www.usga.org/2017localrule). Wrong Score for Hole in Stroke Play If a competitor returns a score for any hole lower than actually taken due to failure to include one or more penalty strokes that, before returning her score card, she did not know she had incurred, she is not disqualified. In such circumstances, the competitor incurs the penalty prescribed by the applicable Rule, but there is no additional penalty for a breach of Rule 6-6d. This Exception does not apply when the applicable penalty is disqualification from the competition. - Resumption of play: Two consecutive air horn notes, repeated. Cellular Phones Players should ensure that any electronic device taken onto the course does not distract other players. For further guidelines see Decisions 14-3/16 and 14-3/18. Serious Breach of Etiquette Disruptive or inappropriate behavior contrary to the good conduct of the championship in the determination of the Committee will not be tolerated. Further disciplinary action may be imposed, including suspension from future events. PENALTY: DISQUALIFICATION (Rule 33-7). Dress Code PLAYERS and CADDIES must be properly attired both on the golf course and on the premises of the club. Blue jeans, designer jeans, T-shirts and tank tops are prohibited. Golf shirts must be worn and shorts must be of appropriate length (no jean shorts). This dress code will be used at all CWAC Championships in conjunction with any additional dress code restrictions of the particular golf course involved. A player/ caddie violating this dress code will not be permitted to start the competition. A violation during the stipulated round must be rectified without undue delay or the player/ caddie will not be permitted to continue. Footwear Shoes with traditionally designed spikes (regardless of composition), or spikes made with metal (regardless of design) are prohibited. Pace of Play See separate 2018 CWAC Pace of Play Policy.

2018 CWAC PACE OF PLAY POLICY Stroke Play PACE OF PLAY: Rule 6-7 states, in part: The player shall play without undue delay and in accordance with any pace of play guidelines which may be laid down by The Committee, and thereafter prescribes penalties for slow play. In order to prevent any such penalty, we suggest that you review carefully the following guidelines. MAXIMUM ALLOWABLE TIME: Scorecards have printed on them the MAXIMUM allowable time to complete the play of each hole based on a group s scheduled starting time. These times are established based on the difficulty of the course and the ability of the field. They include time to search for lost balls and deal with other common occurrences encountered during play. A normal speed of play should result in completing play FASTER than the time indicated on the scorecard. If a group falls behind, they must play efficient golf and make up the lost time. This might mean playing ready golf or continuous putting, which are both permitted in stroke play. It is the PLAYERS RESPONSIBILITY to know their group s position relative to the published Pace of Play and to ensure they play within the published limits. Failure to play within the Pace of Play guidelines will result in a penalty of two strokes. The Rules Committee only may communicate with groups throughout the stipulated round regarding their pace of play position, but are not required to do so. NO WARNINGS ARE ISSUED. LEAD GROUP(S): The lead group(s) must finish their stipulated round within the maximum allowable time established by the Committee. If they finish over their maximum allowable time, each player will be assessed a penalty of two strokes to their score for the final hole. Exception: If the lead group is delayed by play that was sent out before them or that began on the opposite tee, they will be exempt from penalty if they finish over their maximum allowable time but within 14 minutes of the group in front of them. FOLLOWING GROUPS: Any subsequent group must finish their stipulated round within the maximum allowable time established by the Committee. If they finish over the maximum allowable time, they must finish within 14 minutes of the group in front of them. If they finish over the maximum allowable time and more than 14 minutes behind the group in front of them, each player will be assessed a penalty of two strokes to their score for the final hole. EXEMPTION FROM PENALTY: If a group does not finish within their maximum allowable time or within 14 minutes of the preceding group due to circumstances which the Committee deems to be exceptional, but was otherwise in position during the play of the final four holes, the Committee MAY determine not to assess the penalty. Being in position means to be immediately behind the preceding group. GROUPS MAY BE MONITORED: If a player believes that her group is being delayed by the play of another player(s) in her group she should first address the issue with the player(s) involved. If she believes this discussion was ineffective, she may indicate to a Tournament Official on the course that she would like to have her group monitored. The Committee may also monitor a group that is failing to play within the maximum allowable time, whether or not a player has requested it. If the Committee identifies that a player(s) in the group is the cause of the group failing to maintain pace of play and determines other players are playing within the requirements of this policy, those meeting the requirements of this policy may be absolved from penalty while others may not. UNDUE DELAY: If the Committee determines that a group or player(s) in a group are failing to play in accordance with the established guidelines severely disrupting the play of fellow-competitors or following groups, the player(s) or group may be subject to penalty for undue delay. Penalties for undue delay are independent of penalties issued under the above pace of play policy (see Rule 6-7). The CWAC Committee reserves the right to review all penalty situations.

California Women s Amateur Championships 69th Annual California Junior Girls State Championship Monterey Peninsula Country Club, Shore Course, Pebble Beach, California June 25-28, 2018 NOTICE TO PLAYERS Starlets ¾ June 25-26 The CWAC 2018 Standard Local Rules and Conditions of Competition and this Notice to Players will govern play. TEES: Play will be conducted from the red CWAC STARLETS markers. SCORE CARD: The Monterey Peninsula Country Club Shore Course scorecard and yardage book are unofficial and have no status in the competition. Ties: Ties for 1 st place will be broken with a hole by hole play off. All announcements regarding the playoff will be made prompty after the completion of the second round at the public scoreboard. CADDIES: A player is prohibited from using a caddie during a stipulated round in the championship. AUTOMOTIVE TRANSPORTATION PROHIBITED: Players must not ride on any form of transportation during a stipulated round unless authorized by the Committee. Exception: Players may accept transportation from a vounteer or Rules Official when she needs to return to where a previous stroke was played or for medical assistance. THROUGH THE GREEN: Any sand area not containing a rake is deemed to be through the green. (The player may ground her club and remove loose impediments; relief for embedded ball is not granted.) OUT OF BOUNDS: Out of bounds is defined by the inside edge of all public roads and wood fences bordering the golf course, and white stakes and lines, where applicable. A ball crossing the inside edge of a public road that comes to rest on or beyond the road is out of bounds, even though it may have come to rest on part of the course. The public road in front of Shore #11 tee is an immovable obstruction and is not a boundary during play of that hole. IMMOVABLE OBSTRUCTIONS: Cart Paths: Cart paths that are improved with artificial surfaces, e.g., concrete, asphalt, or gravel, are considered immovable obstructions. Cart paths through the sand without artificial surfaces are considered an integral part of the course, and relief without penalty is not available. Railroad Ties and Edging Stones Adjacent to Cart Paths: Railroad ties and edging stones that are used as curbing for cart paths are immovable obstructions. If the cart path is also considered an immovable obstruction, the railroad ties/edging stones are considered part of the cart path and one obstruction. Immovable Obstructions Near Putting Greens: The Local Rule as prescribed in Appendix I-A-4 of the Rules of Golf is in effect. If a ball lies through the green and an immovable obstruction on or within two club-lengths of the putting green and within two club-lengths of the ball intervenes on the line of play between the ball and the hole, the player may take relief by lifting and dropping the ball at the nearest point to where the ball lay which is not nearer the hole, avoids intervention and is not in a hazard or on a putting green. Relief under this Local Rule is permitted only when the ball and the immovable obstruction lie in a closely-mown area. DRESS CODE: Players must wear slacks and collared shirts. NO jeans, shorts, skirts or tank tops allowed. No spandex or exposed midriffs; no t-shirts, or halter tops. A player violating this dress code will not be permitted to start the competition. If the dress code is violated during the competition, it must be rectified without undue delay or the payer will not continue play. CELL PHONES: Except for emergencies, you may not talk on your cell phone anywhere on the property or in buildings, except for the parking lot. All phones must be set to silent mode and can be used for email or texting. COURSE CARE: Repair ball marks, move loose divots to the rough, fill divot holes with sand/seed mix and rake bunkers.
