Definition of terms In this Constitution the following words bear the meanings unless the context requires otherwise; Annual General Meeting (AGM) shall mean an Annual General Meeting of the Scottish Women s Football Youth Regional League. Association Football shall mean any football played under the jurisdiction of FIFA and in accordance with the Laws of the Game. the Board shall mean the board of the Scottish FA. Chairperson of the Regional Management Committee shall mean the Chair of the Regional League Management Committee, who is nominated by the Scottish FA. Club shall mean a football club playing Association Football in the Scottish Women s Football Youth Regional Leagues. Club Member shall mean a Club in the Scottish Women s Football Youth Regional Leagues which has been recognised as a club member in accordance with Article 6 of Scottish Women s Football Articles and the expressions Club Membership and Club Members shall be construed accordingly. Code of Ethics shall mean the code of ethics issued by Scottish Women s Football from time to time. the Constitution shall mean the Constitution of the Scottish Women s Football Youth Regional Leagues. Disciplinary Procedures shall mean the disciplinary procedures for players and club officials of the Scottish FA as promulgated by the Board from time to time to deal with incidents and/or acts of misconduct occurring at a match. FIFA shall mean the Federation of International Football Associations. General Meeting shall mean a General Meeting of the Scottish Women s Football Youth Regional League.

Girls /Women s Policy Working Group shall mean the Girls /Women s Policy Working Group which operates under the auspices of the Non-Professional Game Board of the Scottish FA. IFAB shall mean the International Football Association Board. Laws of the Game shall mean the laws of the game of Association Football promulgated and amended by IFAB from time to time. the League shall mean the Scottish Women s Football Youth Regional League. League Administrator shall mean the National League Administrator employed by the Scottish FA. League Committee shall mean the Scottish Women s Football Youth Regional League Committee, comprising of the office bearers of the League. League shall mean the Scottish Women s Football Youth Regional Leagues. League Cup shall mean the Scottish Women s Football Youth Regional League Cups. League and League Cup Competition Rules shall mean the Competition Rules for the Scottish Women s Football Youth Regional Leagues and the Scottish Women s Football Youth Regional League Cups. Non-Professional Game Board shall mean the body responsible for driving the development of the non-professional game in Scotland. Office Bearer(s) shall mean the Chairperson, Vice Chairperson, Secretary and Treasurer of the Scottish Women s Youth Football Regional League elected at the Annual General Meeting of the Scottish Women s Football Youth Regional League. Official shall mean any person having a function or duty or position involving authority or trust within a club or recognised football body. Player shall mean a player participating in Association Football under the jurisdiction of the Scottish FA and registered in accordance with SWF Article 7. Quorum shall mean the minimum required number of voting delegates attending a meeting before the meeting can commence.

Regional Committee shall mean the Committee in each of the identified Scottish FA Regions in which one representative from each of the six affiliated SWF Youth Football Leagues is representing the Scottish Women s Football Youth Regional League. Regional League Administrator shall mean the Regional League Administrator employed by the Scottish FA to work within a designated Region. Regional Management Committee shall mean the Regional League Management Committee comprising of representatives elected from the Scottish Women s Football Youth Regional League and representatives nominated from the Scottish FA. Scottish FA shall mean the Scottish Football Association Limited. SWF shall mean Scottish Women s Football. SWF Youth Committee shall mean the Youth Committee comprising of two representatives from each of the six affiliated member leagues. SWF Youth Executive Committee shall mean the Youth Executive Committee elected on an annual basis by the SWF Youth Committee, and shall consist of a Chairperson, 2 Vice-Chairpersons, Cup Organiser, and Child Protection Officer. UEFA shall mean the Union of European Football Associations. 1. Name The league will be named the Scottish Women s Football Youth Regional League hereinafter referred to as The League, and it shall be affiliated as a full member of Scottish Women s Football. All in membership, players, clubs and league, shall be bound by the SWF Articles of Association. The League shall participate in Regional Football within the Scottish FA designated Regions. 2. Aims & Objectives The object of the League shall be to provide organised football for girls at the relevant age-groups as directed by Scottish Women s Football in conjunction with the Girls /Women s Policy Working Group. The Scottish Women s Football Youth Regional League shall adhere to the Laws of the Game, the Scottish FA Articles, Scottish Women s Football (SWF) Articles, League and League Cup Competition Rules and Code of Ethics. 2013-01-23 3

In pursuance of that objective, the Regional League Administrator shall be empowered to organise and administer League and League Cup Competitions at such age groups as may be authorised from time to time. The League shall support the Regional Management Committee, the Girls /Women s Policy Working Group, the Girls /Women s Regional Development Group, the Scottish FA and the SWF Youth Committee, and shall have representation on such committee as detailed in the SWF Youth Committee Constitution and SWF Articles. The League may work with any other league or association affiliated to the SWF to promote and encourage the game for girls in Scotland, with the prior knowledge and consent of the SWF Youth Committee. 3. Membership Clubs will be admitted into membership of the League at the Annual General Meeting of the Scottish Women s Football Youth Regional League attended by all clubs in their respective region. Application for membership shall be made in writing to the SWF. On receipt of application, the Regional League Management Committee shall be advised and approval shall be granted to the club by the SWF. All clubs accepted must comply with the requirements of SWF in respect to Insurance, First-Aid, Coaching Certificates, and any other regulations as deemed necessary from time to time. The clubs shall also be required to sign up to SWF Code of Conduct. There shall be three categories of membership: Player membership, Club membership and Associate Membership. Membership shall be open to all who fulfil the league criteria. 3.1 Player A player shall be recognised by the League as a Player Member through her participation in a Club providing she has not been removed or barred from membership by the League or SWF, subject to the following provisions:- Submission to the League of the Players Recreational Form as per SWF Registration procedures (to be collected by the League), which will effect her agreement to adhere to the Laws of the Game, this Constitution, the Rules, the Disciplinary Procedures and other statutes/codes as required, by the League, SWF or Scottish FA, from time to time. 3.2 Club A club shall be recognised by the League as a Club Member through its participation in the League providing that it has not been removed by or barred from membership by the League or SWF, subject to the following provisions;

Payment of the Annual Affiliation Fee (to be collected by the relevant League and submitted to SWF, as per SWF Articles); and Submission to the League of the Club Affiliation form in terms of which it has agreed to adhere to the Laws of the Game, this Constitution, the Rules, the Disciplinary Procedures and any other statutes/codes as required, by the League, Regional League Management Committee, SWF or Scottish FA, from time to time. 3.3 Associate Membership At the discretion of SWF a Club may be admitted as an Associate Member on receipt by SWF of an application in the form prescribed by the board of the SWF from time to time. The terms and conditions of Associate Membership and the Associate Member s annual subscription shall be as prescribed by the SWF from time to time. At the discretion of the League a former Player may be admitted as an Associate Member on receipt by the board of the SWF of a written application. The terms and conditions of Associate Membership and the Associate Member s annual subscription shall be as prescribed by the League from time to time. Associate Club Members will have no voting rights, and will not participate in the League s competitions but may participate in non-league games/tournaments, by invitation, within the designated area. 3.4 Patrons The League shall have the power, by resolution at its Annual General Meeting, to invite any person to accept nomination as a patron of the League. This will be a non-voting role. Acceptance shall be confirmed by a three-quarter majority vote, of those present and entitled to vote at the AGM subject to ratification by the board of the SWF. 3.5 Life Membership The League shall have the power, by resolution at the Annual General Meeting, to convey life membership upon any person whose service to girl s football at youth levels within the area is deemed meritorious. A life member shall be entitled to attend at all meetings of the League Committee and the Annual General Meeting. This will be a nonvoting role. Acceptance shall be confirmed by a three-quarter majority vote, of those present and entitled to vote at the AGM subject to ratification by the League Committee. 4. Affiliation to SWF The League shall ensure that each of its clubs pays the Annual Subscription to the SWF timeously which it shall collect on behalf of the SWF and pay to the SWF by the SWF Annual General Meeting in each season. 5. Annual League Affiliation Fee Clubs admitted to the League shall pay an Affiliation Fee to the SWF. A Club Registration meeting shall be held following the AGM.

6. Termination The League may terminate any membership should any infringement of the Constitution and/or Rules occur or other statutes or codes be broken, also if the Annual League Affiliation Fee has not been paid by the Club Registration day in each season and/or the Affiliation Form has not been submitted to the League by the Club Registration day in each season. 7. League format A League shall ideally not consist of less than six teams or more than twelve teams. Sub-divisions may be formed by the Regional Management Committee when there are more than twelve member teams. Where there are less than six teams assistance will be sought from the Youth Committee, in consultation with the Girls /Women s Policy Working Group, in seeking to establish a combined league with another Regions League at the relevant age group. Should a team resign mid-season from the League, the League will continue until the end of the current season, when the situation will be reviewed by the Regional Management Committee. 8. Management of the Leagues (the Regional League Management Committee) The Scottish FA shall, on behalf of Scottish Women s Football, organise and administer the League(s) and the League Cup(s) in accordance with the Rules and the Laws of the Game, and as directed by the Regional League Management Committee in conjunction with the Girls /Women s Policy Working Group. A Regional Management Committee shall comprise a total of six representatives. The representative s period of tenure shall be for one year from date of appointment. Within each region three representatives shall be nominated by the SWF Youth Regional Leagues, from members elected at an Annual General Meeting, of all clubs in that region and of which one representative shall be a member of the Youth Committee of Scottish Women s Football. The Scottish FA shall nominate a further three representatives including the Chairperson. A Regional League Administrator, employed by the Scottish FA, shall provide secretariat and administrative support to the Regional Management Committee. Regional Management Committee members representing the SWF Youth Regional Leagues (retiring club representatives included) shall be eligible to become candidates for re-election without nomination. Other club representatives seeking election to the Regional Management Committee shall be nominated by forwarding to the Regional League Administrator in writing their intention to stand for election, and shall be formally supported in writing by the individual s member club.

Within each region the names of the candidates for election shall be circulated with the notice of the Annual General Meeting of the SWF Youth Regional Leagues for that region. In the event of there being no nomination in accordance with the terms aforesaid, nominations may be received at the Annual General Meeting. If an election is required to determine the Management Committee representatives from the SWF Youth Regional Leagues, this will be conducted on the day of the Annual General Meeting by ballot. The Regional Management Committee has responsibility for all matters relating to the League(s) and the League Cup Competition(s) within their own Region. The Regional Management Committee shall consider, review and implement, where appropriate, recommendations of the Girls /Women s Policy Working Group. Each member of the Regional Management Committee shall have the right to attend and vote at all Regional Management Committee meetings and have one vote thereat. No member shall be allowed to vote on any matter directly appertaining to themselves or the club which they represent. In the event of voting being equal on any matter, the Chairperson shall have a second and casting vote. The quorum for any meeting of the Regional Management Committee shall be three. 9. Appointment/Election of Office Bearer(s) to the League Committee The Scottish Women s Football Youth Regional League Committee will consist of a Chair person, a Vice Chair person, a Secretary, a Treasurer and other identified roles as the SWF Youth Regional League may determine. All positions to hold office for a period of one year. Election to office will be by means of a majority vote of members present. The SWF Youth Regional League Committee shall administer the AGM (and EGM) of the SWF Youth Regional League. The SWF Youth Regional League Committee Chairperson shall chair the AGM (and EGM). Club representatives seeking election to the League Committee shall be nominated by forwarding to the Regional League Administrator in writing their intention to stand for election, and shall be formally supported in writing by the individual s member club. Within each region the names of the candidates for election shall be circulated with the notice of the Annual General Meeting of the SWF Youth Regional Leagues for that region. In the event of there being no nomination in accordance with the terms aforesaid, nominations may be received at the Annual General Meeting. If an election is required to determine the League Committee Office Bearers this will be conducted on the day of the Annual General Meeting by ballot.

Each member of the League Committee shall have the right to attend and vote at all League Committee meetings and have one vote thereat. No member shall be allowed to vote on any matter directly appertaining to themselves or the club which they represent. In the event of voting being equal on any matter, the Chairperson shall have a second and casting vote. The quorum for any meeting of the League Committee shall be three. 10. Disciplinary The League Management Committee shall carry out the Disciplinary Procedures for Players and Club Officials Misconduct for the clubs in accordance with the Scottish FA s Disciplinary Procedures for SWF Youth Regional Football. 11. Regional Committee Delegate The League shall elect one representative who will sit on the Scottish FA Regional committee for the Region subject to ratification by the SWF board. The SWF Regional Representative will also represent the League on the SWF Youth Committee. These members will be nominated on an annual basis. 12. Annual General Meeting a) The AGM of the League shall be held annually at a date in December when the order of business will be as follows: 1. Minutes of previous AGM 2. Matters arising 3. Chairperson s Annual Report 4. Financial report 5. Election of Office-Bearers (annually) 6. Proposed Amendments to the Constitution 7. Admission of New Clubs 8. League set-up Each club within the region will be required to send one representative to the AGM and will be entitled to one vote only on any issue. Where a club representative is a member of the League Committee then that club shall be entitled to send an additional representative to the AGM (but will only be entitled to one vote on any issue). The AGM will require a quorum of two thirds of the member clubs. 13. General Meeting On a special requisition signed by not less than one-half of the clubs in membership of the League and stating the business to be considered, the Regional League Administrator, in conjunction with and on behalf of the League, shall be required to convene a General Meeting. The General Meeting will require a quorum of two-thirds.

The majority of members of the League Committee will also have the power to request the convening of a General Meeting. The meeting shall be called no sooner than twenty-one days from the time of notice, and the business detailed on the notice shall be the only business discussed. 14. Amendments to the Constitution All proposed amendments must be submitted to the board of the SWF, in consultation with the Girls/Women s Policy Working Group for approval prior to the League s AGM. They will then be presented to the SWF AGM for ratification and acceptance. No amendment shall be made to this Constitution except at the Annual General Meeting or at a General Meeting convened for the purpose. Notice of any proposed alteration or addition for consideration at the Annual General Meeting shall be submitted in writing and be in the Regional League Administrator s hands not later than 30 th September. Such notice must be proposed and seconded by representatives of different Clubs. The League Committee shall be empowered itself to propose any amendment. A copy of any proposed amendment shall be sent to all teams not later than twenty one days prior to the Annual General Meeting or General Meeting at which it is to be considered. No amendment shall be made to the Constitution unless two-thirds of those present and qualified to vote shall have voted and a majority of members voting shall be necessary to carry the motion. 15. Accounts The League Committee will have the authority to request a copy of club accounts, as required, from time to time. 16. Insurance SWF recommends that all youth clubs should insure through the SYFA policy. Clubs who do not wish to do this shall submit a copy of their insurance policy to the league for approval. 17. Child Protection All clubs must have a Child Protection Policy and adhere to the SWF Child Protection Policy. 18. Code of Ethics The League and its members will agree to adopt and abide by the Code of Ethics. 19. Anti-Doping Charter The League and its member clubs will agree to adopt and abide by the Anti-Doping Charter. Furthermore, the member clubs shall procure compliance with the Anti- Doping Charter by its officials, players and coaches.

20. Dissolution of the League SCOTTISH WOMEN S FOOTBALL The League will not be dissolved except with the consent of not less than two-thirds of the members present at a General Meeting called especially for that purpose subject to ratification by the SWF in consultation with the Girls/Women s Policy Working Group. However, should the League be wound up, any remaining funds will be transferred to the Regional League Management Committee as having similar aims and objectives to that of the League. 21. Interpretation The League Committee, in consultation with the Girls /Women s Policy Working Group, shall have full powers to determine any matter relating to the interpretation of the Constitution, and matters not covered within will be covered through SWF Articles of Association and/or Scottish FA Articles.
