These excessive high temperatures can be damaging to landscape plants. Many of the plants commonly used in our landscapes can be harmed when temperatures exceed 110 degrees. Plants commonly found in desert landscapes that are marginal during summer conditions (but not limited to) include those listed below. Shrubs: Pittosporum sp., Nandina, Japanese Boxwood, Ligustrum, Carolina cherry, Japanese Blueberry, Hibiscus, Euonymus, Texas privet, Roses, Raphiolipis, Carissa This is a partial list of plants that by and large have experienced damage or failure during excessively hot CVWD Update CVWD has approved its budget for their fiscal year 2017/2018 without increasing water rates. The Association continues to closely monitor water usage and tier allotments. CVWD increased incentives for outdoor conservation projects and increased rebates for replacing grass with desert- summer months. Our landscape company is monitoring trees, shrubs and turf to assess increased stress on these plants which can drastically affect their survivability. Proper irrigation and pruning are critical during stressful periods. Trees that are in areas where turf was removed and the irrigation was modified will be monitored for signs of decline due to inadequate water in their root zones. During the summer months the amount of water allocated for turf areas by the Water Districts is inadequate to keep ryegrass alive. In shade areas where the Bermuda does not grow because of inadequate sunlight one can expect to see bare dirt during July, August, and September. High temperatures are not only dangerous to plants but also for people. In temperatures over 110 degrees work will slow down and stressful tasks limited. At 115 degrees or when it reaches an extreme risk, work is stopped for the safety of landscape workers. friendly/water-efficient landscape from $1 to $2 per square foot. The new changes are effective July 1, 2017, through June 30, 2018, or as long as the funds are available. The Landscape Committee is reviewing common areas and offering recommendations for the Board s approval in an effort to take advantage of the rebates.
Annual Request for Owner s Address Please note that new Civil Code section 4041 requires owners to provide the following updated information to the Association on an annual basis: The address or addresses to which notices from the association are to be delivered. An alternate or secondary address to which notices from the association are to be delivered. (This may be an email address if you complete the Going Green form; or already have this form on file with the Association.) The name and address of his or her legal representative, if any, including any person with power of attorney or other person who can be contacted in the event of the owner s extended absence from the separate interest. Whether the separate interest is owner-occupied, is rented out, if the parcel is developed but vacant, or if the parcel is undeveloped land. Time Warner/Spectrum Seasonal Hold Did you know that Time Warner offers a seasonal hold plan where a resident can place any additional services they have with Time Warner/Spectrum (internet, phone, etc.) on hold while you are away for up to six months? By activating a hold on certain services, homeowners do not have to turn in equipment (modem, DVR box, etc.) to Spectrum during their time away = no standing in line at the Spectrum service center. For example, if a resident places their internet service on the seasonal plan for four months, they will be billed $5.00 per month for those four months. If they place internet and phone on seasonal hold, the charge would be $10.00 per month rather than the regular monthly billing. It is important to note that the Exterior Painting Information In this desert environment, our painting professionals recommend the painting of stucco every eight years, and exposed wood and metal every four years. You may want to consider painting your home if you have not done so within this time frame. Regular painting helps maintain the integrity of the building and preserves your home and your neighborhood s property values. However, if a resident places additional services on the seasonal plan, all services (including bulk cable) are disabled It s an all or none program. Seasonal hold is limited to six months or less. The Association is in the process of transitioning the painting manufacturer for Fairways from Dunn Edwards to Vista Paint. Vista Paint is still transitioning all color palettes to its website and we will share that information, once available. For those SBAs the Association is responsible to paint, you will receive separate correspondence relative to your SBAs painting project. As a general note, any changes to the exterior of your home require Architectural approval. Fall Color Selected The Fairways Landscape Committee recommended a fall flower selection of red and white petunias which was approved by the Board at its April meeting. Flowers will be planted in all common area and front yard flower beds during the month of October. Pet Rules Leash Your Pets Walking your dog off a leash is against the La Quinta City Code (10.28.010) and the Fairways Rules and Regulations. It is also a serious safety concern within the community. Please keep your pets on leashes at all times when they are outside of your home. Pet Waste Pet waste transmits disease. The Association has installed Fido stations throughout the community in order to assist homeowners with the proper disposal of pet waste in trash containers. In addition, several homeowners have raised concerns of neighbors allowing pets to relieve themselves and leaving Fido bags or pet waste in neighboring yards. Please respect your neighbors and refrain from using your neighbor s yards. The Association has several common areas throughout the association which serve as nice areas for dogs. Schedule Palm Tree Trimming All Washingtonian Robusta (Mexican Fan) Palms should be trimmed once per year during the summer months. The Fairways Association palms were trimmed during the month of July. It is important that you schedule the trimming of the palm trees in your area that are not maintained by the Association, if you haven t already done so. If palms are not trimmed by the end of September, homeowners will begin to receive hearing notices from the Association for maintenance violations. As a reminder, any company that you use for tree trimming needs to have the appropriate license and insurance. Please verify this with the contractor when scheduling the tree trimming. Hedge Height Restrictions Did you know the Fairways Association has a maximum hedge height requirement? Please note the following: Maximum hedge height along party wall(s) between two (2) homes may not exceed two feet (2') in height above the highest point of the existing wall. On the rear property line, hedges shall not exceed thirty-six inches (36') in height. Where party walls do not exist, hedges shall not exceed thirty-six inches (36') in height. Architectural Application, Review Process, And Completion Form The Association has noticed an increase in architectural modifications throughout the Fairways. While enhancing the exterior of your home is appreciated, the Association wants to remind homeowners that there is an architectural application and approval process in place that is required when modifying the exterior of your home. When considering making improvements to the exterior of your home whether that includes landscape, painting, rear or side yard changes, you will need to complete an architectural application and submit the application to the management office for consideration by the Association s Architectural Review Committee. Owners are urged to provide appropriate notice to the Architectural Committee as to the progress of construction, reconstruction or the alteration of improvements particularly in case of major construction, reconstruction or alterations. Requests for a compliance review should be made upon completion of the approved Architectural installations. Trash Compliance Reminder The Association is on automated trash pickup service; barrels to be used within the Association are limited to 35-gallon or 64-gallon size barrels provided by the waste management company. Individual bags that do not fit in the barrels are not acceptable to be left at the curb and will not be picked up by the waste management company, unless a special pickup is scheduled. ATTENTION, RENTALS: In accordance with the Fairways Rules & Regulations, homeowners that lease/rent their homes are required to have Behind the Gate service. If you rent or lease your home within the Fairways Association, please make sure your home is enrolled in this program with Burrtec Waste at (760) 340-2113. In accordance with the Fairways Rules & Regulations, containers shall not be put out prior to 6:00 P.M. the day before pick-up and must be removed within 12 hours after pickup. Management Holiday Schedule In observance of the Labor Day holiday, the Fairways Management office will be closed Monday, September 4, 2017, and will reopen on Tuesday, September 5, 2017, at 8:30 A.M. We advocate signing up for this program as soon as possible as we have several legally required mailers coming up this year and it will save the Association money on printing, postage and administrative costs. In addition, you will receive all of the information you are legally entitled to but easier and faster.
