(USA) where the 25th World Championships were taking place. * The 26th World Championships will be held in York, Great Britain, from July 28th to 31st, 1971. BOBSLEIGH - FEDERATION INTERNATIONALE DE BOBSLEIGH ET DE TOBOGGANING * The world championships will be held at St. Moritz (Switzerland) from January 24th to February 1st, 1970 BOXING - ASSOCIATION INTERNATIONALE DE BOXE AMATEUR * The President of the A.I.B.A., Lieutenant Colonel R.H. RUSSELL asks us to point out that he, on behalf of his Federation, is entirely in agreement with the contents of the letter from Mr. Donald PAIN, Honorary Secretary and Treasurer of the I.A.A.F., concerning the Winnipeg Charter. CANOEING - FEDERATION INTERNATIONALE DE CANOE * The courses for the rowing and canoeing events at the Games of the 20th Olympiad were made the object of a competition. On October 17th, the jury responsible for selecting the best solution awarded first prize to Mr. Michael EBERL, engineer, whose project was the best of the fourteen submitted. 42

* The Olympic races will be held near Feldmoching to the north of Munich, just under 5 miles from the Olympic Village. By the new motorway, it will take only 10 minutes to drive this distance. A small stream, whose course will have been modified, will separate the spectators from the space reserved for the officials. Let us also add that a big carpark with space for 5,000 vehicles is also planned. * The agenda for the 1970 Congress of the International Canoeing Federation will include proposals for the amendment of the rules for the slalom. Here are the main amendments proposed: 1) The organization of international competitions shall be modified: A jury and a chief technical expert shall be added to the ranks of the officials who will thus comprise the jury, the chief steward, the organizer of the competition, the chief judge and the chief technical expert. The national delegates (team managers) shall no longer play any part in the organization of the competition. 2) The width of the I.C's shall be reduced from 80 to 70 cm. The restrictions concerning the design and construction of the Canadian canoe shall be removed as from January 1st, 1973. However, a rule shall come into force on January 1st, 1971 prohibiting any artificial increase in the size of the boats effected with a view to making them satisfy the dimensions required by the rules. 3) It is proposed to introduce a junior class (14-18 years old), in international competitions. 4) A course shall comprise between 25 and 30 gates, at least four of which are to be taken in reverse, with one gate par team. The "free gate" shall be done away with. 5) The system of penalties shall be modified as follows: 43

No points: correct passage of a gate without touching it (as before) 10 points: one side of the gate touched from the inside 20 points: a) both sides of the gate touched from the inside b) one side of the gate touched from the outside with subsequent correct negotiation of the gate 50 points: a) one side of the gate touched from the outside, without correct passage of the gate b) if the maximum time of 15 seconds is exceeded by any team at the gate c) eskimo roll in a gate d) gate missed No difference shall be made between touching with the body, the boat or the paddle. The maximum penalty of 100 points is done away with. "Imaginary" touching shall not be taken into account. At the end of the 1970 season, a course for trainers and instructors will be held in or near Prague. Mr. CZECH, Palacheho 60, Dolni Pocernice, Prague, will be responsible for the organization of this course. * An international canoeing dictionary in French, English, German, Swedish, Italian, Serbo-Croat and Polish will be published at the beginning of this year. * The December 1969 bulletin of the Federation Internationale de Canoe also contains the international slalom calendar for 1970. EQUESTRIAN EVENTS - FEDERATION EQUESTRE INTERNATIONALE * The General Meeting of the Fédération Equestre Internationale was held in Madrid, on December 3rd and 4th, 1969. From the minutes of this meeting published in its bulletin No. 69, let us call attention in particular to the dates and places of the championships to be held in 1970. * The new Amateur and Professional Status of the FEI as decided on by the General Meeting in Rome in 1966 and 44

amended by the G.A. in Madrid, will come into force on January 1st, 1970. The regulations governing Amateur and Professional Status will be included in the FEI's "Brief News" and sent to national federations. Here are a few extracts: * An Amateur is any person who, having reached the age of 18, derives no material profit from competitions and exercises no activity that might make him a professional. For the Olympic Games and Regional Games, he must in addition satisfy the definition of an amateur as laid down in article 26 of the Rules of the I.O.C. and its official commentaries. * Any person who is or who has been a professional and who wishes to be requalified as an amateur because he has ceased to exercise any activities making him a professional, must apply to his National Federation which, subject to the approval of the FEI, will give him the necessary authorization. A licence shall not be issued to him until 12 months after the date of his application. FENCING - FEDERATION INTERNATIONALE D ESCRIME * The 1970 world championships, all categories, will be held in Ankara (Turkey) from September 11th to 23rd and not from September 1st to 12th as announced earlier by mistake. * The question of the allocation of the 1971 world championships will be included on the agenda of the 51st Congress to be held in Paris, from May 6th to 8th, 1970. * The next South-American championships will be held at Mar del Plata, Argentina, in November 1970. * Circular 123, published by the FIE, contains the international calendar for 1970 and 1971. HANDBALL - FEDERATION INTERNATIONALE DE HANDBALL * The 7th Indoor World Handball Championships (men's teams) will be held in France from February 25th to March 7th, 1970. 45

The results of these championships are of great importance since the first eight automatically take part, without qualifying heats, in the Munich Olympics in 1972. * The French Handball Federation will make a 16 mm sound film in black and white of these 7th World Championships. * The British Olympic Association has asked the British Handball Federation to apply for its official admission. Having been recognized as a sport by the Olympic Committee, handball may now hope to benefit from further backing for its expansion. * With a view to preparing the world championships, Sweden earlier this year organized for the first time a Scandinavian indoor championship reserved for national A teams, in which Denmark, Finland, Norway and Sweden took part. PENTATHLON AND BIATHLON UNION INTERNATIONALE DE PENT- ATHLON MODERNE ET DE BIATHLON * The World Championships will be held at Ostersund, Sweden, from February 19th to 22nd, 1970. SWIMMING - FEDERATION INTERNATIONALE DE NATATION AMATEUR * The board of the Fédération Internationale de Natation Amateur met in San Remo, Italy, from September 25th to 27th. The official bulletin for 1970 contains the minutes of this meeting, from which we quote a number of interesting passages: Concerning the Regulations governing Amateur Status, it was agreed that commercial firms may pay a sum of money to the club and/or the Federation of the swimmers they use in their advertising and that they may donate outergarments or swimsuits provided they bear no advertising. * A select committee was formed to study the programme of the Olympic Games in Munich. It distributed this programme on January 15th and is waiting for replies until March 1st at the latest. The Secretary of the Board presented a report on the facilities provided in Munich, which he had visited 46

in May. Everything seemed well planned with the exception of the seating which is inadequate and unsuitable. Dr. GEBHARDT will continue to represent the board of the Fédération Internationale de Natation Amateur on the Organizing Committee. * In London (May 8th-1Oth, 1969), the Medical Committee in cooperation with the Amateur Swimming Association, organized the 1st International Medico-Scientific Conference of the Fédération Internationale de Natation Amateur. The 2nd conference is scheduled for 1970, in Eire. * In addition, the board has accepted the idea of organizing a course for international referees with the approval of the Fédération Internationale de Natation, thus implementing a proposal submitted by the Hungarian Federation. * The Fédération Internationale de Natation has decided to do everything in its power to organize world championships in the four events in the same place in 1971. * Let us also mention that the bulletin of the Fédération Internationale de Natation contains a list of world records up to December 31st. * A correction must be made to the christian name of the President of the Fédération Internationale de Natation. The President is Mr. Javier (and not Jaime) OSTOS. TOBOGGANING - FEDERATION INTERNATIONALE DE LUGE DE COURSE * On the occasion of the world championships to be held on the artificial ice run at Roeniqsee on January 31st and February 1st, the 18th Congress of the Fédération Internationale de Luge de Course will be held at Berchesgaden, from January 28th to 30th, 1970. * The European Championships on a natural run will be held at Kapfenberg, Austria. At the same time, the Fédération Internationale de Luge de Course is organizing a Technical Congress to study the problems faced by this sport on natural runs. WEIGHTLIFTING FEDERATION HALTEROPHILE INTERNATIONALE * Bulletin No. 145 of the Fédération Haltérophile Internationale celebrates this year the 50th anniversary of its foundation, and contains the calendar of European and World Championships for 1970, 1971, 1972 and 1973. 47
