TREASURER S REPORT & FINANCE MATTERS Kevin Bengston (Agenda Item A5) FINAL ACCOUNTS FOR YEAR ENDED 30 JUNE 2001 (Agenda Item A5) 2001/150 That the Final Accounts presented by the Treasurer including the Balance Sheet for the year ended 30 June 2001, Statements and Trading Accounts together with explanatory notes prepared by CW Stirling & Co, External Accountants be presented at the Annual General Meeting be received and adopted. 2001/151 That the Financial Accounts for the year ended 30 June 2001 be signed by the President and the Treasurer on behalf of Council. 2001/2002 BUDGET PAPERS (Agenda Item A5 (b)) 2001/152 The Chairman first requested a motion that Council receive the 2001/2002 Budget Papers. After considerable discussion the following was resolved. 2001/173 It is recommended that the : 1. Undertake a Review to establish and review the current role of the Australian Harness Racing Council and to recommend on 7

AGM Executive Summary October 2001 how its role may be restructured for the betterment of Australian Harness Racing and to make recommendations on the best national structure for the regulation and promotion of Australian Harness Racing. 2. To appoint a Working Party comprising a Controlling Body Chairman (Peter James-HRSA) and three Chief Executives from the State Controlling Bodies of Victoria, New South Wales and Western Australia. 3. Finalise the review by 31 st January 2002 after seeking input from Member States and industry participants. 2001/175 That Council adopt an interim funding level of.5% until the end of January 2002 subject to the review at that time. 2001/178 REAPPOINTMENT OF AUDITORS (Agenda Item A5 (c)). That Council reappoint the professional Chartered Accounting Audit firm of Dobrigh & Winterbottom as Auditors until the 2002 Annual General Meeting. 2001/179 REAPPOINTMENT OF FINANCIAL ACCOUNTANTS (Agenda Item A5(c)) That Council reappoint the professional accounting firm of C.W. AGM Executive Summary October 2001 2001/185 Representative Functions: Chief Executive Officers & Others Australian Horse Industry Council RIRDC Racing Training Australia Standards Australia: - Sulkies Peter Caldwell & - Helmets - Microchip & Electronic Identification & Dr Tony Britt - Protective Vests Utilising Consultancy Services of Tom Gibson, Human Impact Engineering, Sydney, NSW and co-opted Chairman of Stewards where appropriate. 2001/186 Continuing Appointments Council should note the following continuing appointments: Hon Legal Counsel Public Officer Accredited Travel Agent Dean Cooper Denis Page, Senior Partner, Ernst & Young, Canberra Harness Racing Travelworld CONTINUOUS REVIEW OF RULES OF ASSOCIATION, RECIPROCAL AGREEMENTS AND OTHER COUNCIL GOVERNING MATTERS (Agenda Item A9) 2001/187 Dean Cooper advises that this allows the finalisation of Reciprocal Agreement 2 by deleting Clause 7. This finalises this action commenced at Council s last Meeting. 2001/188 Peter V Landys moved that the past service of Kevin Bengston to the in the role as Treasurer be acknowledged formally. REVIEW OF CURRENT RULES OF HARNESS RACING (Agenda Item A10) 2001/193 The recommended Rule changes as displayed in the Legal Counsel s Memorandum of 4 October 2001 are attached as Appendix 3. The recommendations cover changes to Rule 162 (sub-rules), Rule 96A, Rule 75(2)(d), Rule 91(3), Rule 167, Rule 273(4) and a new Rule to keep and maintain a log book. In addition, a Rule on the racing careers of pregnant mares will be included and a Sub-Rule 149 amended on drivers fully driving their horse out 10

AGM Executive Summary October 2001 2001/194 It was recommended that the Rule Changes as above be adopted. 2001/195 That Council organise the printing of the Rule Changes for those Members wishing to participate. CANBERRA HARNESS RACING CLUB (Agenda Item A11) 2001/197 After brief discussion it was recommended that and Tony Mullins discuss this matter directly with the Club, investigating this application and come back to Council at its next Meeting. EXPORT OF HORSES OVERSEAS (Agenda Item B2) 2001/203 That a revised uniform national fee of $A1,000 on the export of Standardbreds apply. WOODEN SULKIES (Agenda Item B6(d)) 2001/222 After discussion it was moved that the use of wooden sulkies in races including all official trials be discontinued from the commencement of the next season 1 st September 2002. RACING CAREERS OF PREGNANT MARES (Agenda Item C5 (f)) 2001/229 Moved that a suitable Rule be drafted subsequently by the Legal Counsel and implemented on this issue for inclusion with the other Rule Changes. THERAPEUTIC SUBSTANCES FOR THE WELFARE OF THE STANDARDBRED (Agenda Item C5 (g)) 2001/236 That Council proceed further and receive reports/recommendations from its Racing Testing Laboratories and the Veterinary Profession in this area. FEATURE RACE SCHEDULING (Agenda Item C6 (a)) 2001/239 That Council ratify the Executive s decision acting as a Grading Committee on the Grand Circuit and Group/Feature Racing Calendar published in the Calendar s area of the National website. CO-ORDINATION OF RACE DAYS (Agenda Item C6 (b)) 2001/242 That Council s agreement in principle for all Members (incorporating New Zealand) to co-ordinate and develop an 11

AGM Executive Summary October 2001 Australasian racing template and logistics scheduling on days, nights and times for the coming season. HANDICAPPING (Agenda Item C6 (c)) 2001/243 Council considered the aspects raised and agreed with the recommendations offered by the Chief Executives. They are: i. That the Metropolitan Threshold of $8000 remains unchanged. ii. That the Restricted Class Threshold of $1500 remain unchanged, & iii. That G be used instead of R as the identifier for renamed Graduation races rather than Restricted Races in future. DNA GENOTYPING (Agenda Item C8) 2001/257 That the above action be implemented including acceptance of the recommendation that Maxxam Analytics be appointed as the Service Provider to the Australian Harness Racing Council OTHER MATTERS 2001/282 The Chairman advised that he had written to the widow of Peter Burge on his recent death offering Council s condolences and acknowledging the work that he had done as a Delegate.
