In 2008, the Custodian of the Games, the Indian Olympic Association (IOA) decided to allot the35 th National Games to the State of Kerala. The entire planning for the Games is based on the Host City Contract signed on November 8, 2008 jointly by the Government of Kerala and the Kerala Olympic Association (KOA) with the IOA. Accordingly the Government of Kerala had started the preparations for the Games. The 35th National Games Kerala 2015 is now scheduled to be held in Kerala from January 31, 2015 to February 14, 2015. The National Games Secretariat (the NGS ) has been formed as the Nodal Agency of the State Government of Kerala, mandated with the responsibility of organizing the 35th National Games of India. With large scale participation of the Indian Sports Fraternity and Spectators, the 35 th National Games Kerala 2015 is one of the largest multi-sport Events of the World, on the lines of the Olympics, Asian Games and the Commonwealth Games. Hence there is need for providing comprehensive insurance coverage for the Games. This Expression of Interest (EoI) is being invited from the General Insurance Companies of India for finalising a package wherein comprehensive Insurance Coverage is arranged for the Games and for granting the status of the Official Insurance Partner of the Games for the selected Agency. The National Games shall provide the selected Insurance Agency a great platform for getting high degree of visibility through advertisements in the Stadiums that are Games Venues and also through exhaustive Television Coverage. In return for this high visibility, it is expected that the selected Insurance Agency shall offer a

substantial discount on the Insurance Premium to be paid by NGS for the required Insurance Cover. Through this EoI, NGs is inviting Insurance Companies to offer the best possible financial deal, which will make it a win-win situation for both Parties. NGS expects to get comprehensive Insurance Cover for the Games at the least insurance premium. In return, NGS promises to provide high degree of visibility to the selected Insurance Agency, by granting the status of the Official Insurance Partner and associated privileges. The sole criterion for selecting the Insurance Partner shall be the lowest net amount to be paid by NGS for the Insurance Cover(C), that is equal to (A) Gross Insurance Premium payable, minus (B) iscount Offered by the Company for the status of the Official Insurance Partner. Overview of the Games The Games will be held in 29Competition Venues and one Event Venue located across seven istricts of Kerala. Competitions will be held in 31 isciplines, which will attract the crèmede-la-crème of the Sports Fraternity of India to the State of Kerala to participate in this largest multi-sport Event of India. The Games will see participation by about 12,000 Sportspersons, Team Officials, Coaches and Technical Officials from across the country. With almost half the Competition Events taking place in Thiruvananthapuram, 50% of the Participants shall be coming to Thiruvananthapuram istrict and the rest shall be distributed across the remaining six istricts. The istrict wise details of Venues and the respective Sports are attached as Annexure No. 1. Accordingly, large number of existing Stadia across seven Host istricts have been refurbished and modernised. About six new sports facilities have been constructed. With the exception of Thiruvananthapuram istricts, in the remaining six istricts the Participants shall be accommodated in Hotels. Those who are coming to Thiruvananthapuram shall be accommodated in Games Village in enamkulam in the north western suburbs of Thiruvananthapuram, which is being completed at an outlay of Rs. 60 crores and furnished for about Rs. 6.00 crores. For the successful conduct of the Games, state-of-theart sports equipment worth about Rs. 35.00 crores is being procured, which includes both imported and indigenous equipment. In addition to 12,000 Participants comprising of Sportspersons, Team Officials, Coaches and Technical Officials, the Games shall have about 6,000 Facilitators (Volunteers), 1,000 IOA

National Sports Federation (NSF) and other Officials, about 2,000 Staff, Support Staff, Security Personnel and Technicians. The total Accredited edia Personnel is expected to be upto 2,500, including the Broadcast Teams. Therefore, the total accredited population is expected to be about 23,000 to 25,000. What we require InsuranceCover for the Games As per the Host City Contract, NGS is contractually required to provide Insurance Cover for the Games. The requirements of this insurance cover, as given in the Host City Contract, are mentioned in the Annexure No. 2 of this ocument. The Applicant should factor in the requirements stated in Annexure No. 2, while submitting the proposal. When do we require this Insurance Cover uration The proposed Insurance Cover shall be for a period of one month from January 23, 2015 to February 22, 2015. The Schedule of the 35 th National Games is attached as Annexure No. 3. What we offer to the selected Insurance Agency Official Insurance Partner Status The selected Insurance Partner shall enjoy high degree of vicibility in the Stadiums and during the telecast of the Events by the Official Host Broadcaster and a few other select Sports Channels. The standard Sponsorship Proposal Format is shown inannexure No. 4. In the case of the Official Insurance Partner, NGS will make payment for the insurance premium net of the amount offered for the status of Official Partner. Who can Apply against this invitation for EoI Interested General Insurance Agencies or their Brokers authorised by the Insurance Regulatory Authority may send their applications to the address mentioned below, as per the format in Appendix I, enclosing all supporting documentation. General Conditions of this EoI 1. NGS reserves the right to not to follow up this EoI, modify the EoI process or terminate the entire EoI Process, without assigning any reason or without any obligation to any of the Applicants. 2. This EoI in no way forms any commitment or indication of any business from NGS. Submission of the EoI shall not guarantee an automatic selection or empanelment of the Applicant. 3. Each Applicant shall be liable to individually bear the cost of data collection, preparation and submission of this EoI. 4. Annexure No. 2 Insurance Cover, as mandated by the Host City Contract The NGOC Insurance in Respect of All Risks Associated with Games: The NGOC shall arrange to obtain adequate Insurance coverage in respect of all risks associated with the organization and staging of the Games. In particular, the NGOC shall, within six(6) months after the execution of this Contract and in consultation with the IOA and its marketing agent, take out with a reputable Insurance Company an Insurance Policy or policies against the risks referred to below(the Insured Risks ) with a minimum cover for the total value of all agreements entered in to by the IOA within the marketing programme. The NGOC shall pay the premium (s) on the said policy (ies) and shall make available to IOA a copy of such Policy (ies). If one or more of the Insured Risks occurs, the NGOC shall promptly make a claim under the Policy. The Insured Risks shall be: I) That the Games or any part thereof are not held for any reason whatsoever _or II) That the Games or any part thereof are held out are either not Broadcast by Television in Whole or in substantial part, or the Television Broadcast is substantially interrupted or the Television signal does not conform to generally accepted international standards or the advertising boards of any IOA sponsor or supplier are substantially obscured ; or III) That storm, Earthquake, Riot, National state of Emergency, War or any other occurrence prevents the holding of the Games or a substantial part thereof ; or IV) That there is a material change in any Governmental regulations and regulations of official authorities of any kind whatsoever or applicable Broadcasting regulations so that the NGOC s ability to perform its obligations under this contract is impaired or jeoparadised; or V) That any other reason unforeseen and beyond the control of IOA or the NGOC makes it impossible to carry out this Agreement in whole or in part. Not later than six() months prior to the beginning of the Games, the NGOC shall secure and maintain at its sole cost an adequate general liability Insurance covering the risks of IOA /HCC (35 th National Games 2015)death and personal injury and damage to property and any liability or damages arising out of the organization and /or staging of the Games including, without limitation, any risk of loss of or damage to the goods and equipment put at the

disposal of the IOA, the NGOC or the SOA by any of the Games sponsors or suppliers. The NGOC shall also take out adequate edical Health Insurance for the benefit of all the Athletes, Coaches, Trainers and other Officials. The level and extent of all coverage shall be subjected to the prior approval of the IOA Executive Council. 1. IOA as additional Insured : The NGOC shall designate and maintain the IOA as an additional named Insured in all policies of Insurance in connection with the Games. 3. The NGOC Reports to IOA Executive Council : The NGOC shall report to the IOA Executive Council from time to time and upon its request in respect of all matters of risk and insurance.

BACKGROUN National Games, Kerala - 2015 The National Games of India is a sporting event held in India. It comprises various disciplines in which sportsmen from the different states of India participate against each other. The Games were held every two years from 1924 as Indian Olympic Games and were renamed as National Games when they were first held in Bombay in 1940. NATIONAL GAES, KERALA playing it different! The 35th National Games will be held from 31 st January to 14 th February 2015 across 7 districts in Kerala, India. This is the first time ever, across globe, that a multi disciplinary Games will be held across geographical radius of 600 kms. Kerala is poised to provide Indian athletes a national competition which can be a benchmark for conduct of multi-sport event in India. Kerala is all set for a sporty state due to the impetus because of 35 th National Games. To deliver a high quality event the National Games Secretariat has put together ateam, of professional experts, who will help NGS in their endeavor.the experts appointed are: PREPARATION FOR THE 35 TH NATIONAL GAES 35 teams from around the country will make the draw to win the Gold, Silver and Bronze medals. The impressive venues for the Games will have a seating capacity range of 3,000 50,000 spectators across different sports venues. Facilities at the venues include athlete rooms, VIP seating and lounges, dope control & monitoring rooms, a media center, press conference room. Traffic arrangements are planned to ensure smooth flow&parking. Kerala s Chief inister OommenChandy has ensured that there is no stone unturned, for the efforts for the preparation and the conduct of the 35 th National Games across the state.
