Application of Oncor Electric Delivery Company LLC to Amend its Certificate of Convenience and Necessity for a Proposed CREZ 138 kv Transmission Line in Ector County, Texas. (Ector County North-Moss CCN) PUBLIC UTILITY COMMISSION OF TEXAS (PUC) DOCKET NO. 38677 Oncor Electric Delivery Company LLC ( Oncor ) provides this notice of intent to amend its Certificate of Convenience and Necessity for a new 138 kv transmission line to be located entirely within Ector County, Texas. The project is intended to allow for reliable and cost-effective delivery of power produced from wind generators located in West Texas and the Panhandle in Competitive Renewable Energy Zones ( CREZ ) to load centers throughout the state. The estimated cost of this project is $21,009,000. A map of the project area showing Oncor s proposed preferred and alternate routes for the proposed project in this CCN application, along with written descriptions of these routes, appears with this notice. Link A3 begins at the intersection of Links F, V, X, and A3 and proceeds in a southsoutheasterly direction for approximately 10,000 feet, roughly parallel and approximately adjacent to the east side of an existing Oncor 138 kv electric transmission line, crossing two existing pipelines, SH 302, and three existing pipelines. Link A3 then terminates at a point approximately 370 feet north of West Yukon Road at the intersection of Links H, N, and A3. Link A4 begins at the proposed Ector County North Switching Station, located on the south side of SH 158 in Ector County. From this point the route proceeds in a west southwesterly direction for approximately 940 feet, roughly parallel and approximately adjacent to the south side of an existing pipeline, before terminating at the intersection of Links A, WW, and A4. Link B Link B begins at the intersection of Links A, B, and D and proceeds in a southwesterly direction, roughly parallel and approximately adjacent to the north side of an existing 2

Link BB Link BB begins at the intersection of Links I, J, KK, and BB and proceeds in a southsoutheasterly direction for approximately 2,530 feet, crossing Oncor s existing 138 kv transmission line and two existing pipelines. At this point Link BB proceeds in an eastnortheasterly direction for approximately 8,515 feet, roughly parallel and approximately adjacent to the north side of West 3rd Street, crossing two existing pipelines, North Damascus Avenue, three existing pipelines, and North Knox Avenue. Link BB then terminates at the intersection of Links JJ, J, and BB. Link C Link C begins at the intersection of Links D, E, and C and proceeds in a west southwesterly direction for approximately 7,240 feet, roughly parallel and approximately adjacent to the north side of an existing pipeline, crossing three existing pipelines and RR 866. Link C then terminates at a point immediately west of RR 866, which is the intersection of Links A2, B, and C. Link D Link D begins at the intersection of Links A, B, and D and proceeds in a southerly direction for approximately 21,630 feet, roughly parallel and approximately adjacent to the west side of an existing pipeline, crossing four existing pipelines, an unnamed road, three existing pipelines, an unnamed road, two existing pipelines, YT Ranch Road, and three existing pipelines. Link D then terminates at a point approximately 7,130 feet north of SH 302 at the intersection of Links E, C, and D. Link E Link E begins at the intersection of Links C, D, and E and proceeds in a southerly direction for approximately 4,000 feet, crossing two existing pipelines. Link E then terminates at the intersection of Links R, U, and E. Link G then proceeds in a south southeasterly direction for approximately 5,920 feet to a point approximately 4,860 feet north of YT Ranch Road, crossing an unnamed road, an existing pipeline, an unnamed road, two existing pipelines, and an unnamed road. Link G then proceeds to the northeast for approximately 11,150 feet, crossing two unnamed roads, an existing pipeline, an unnamed road, and an existing pipeline. At this point Link G proceeds in a southeastwardly direction for approximately 5,900 feet to an angle point immediately east of Altura Lease Road, crossing an unnamed road, an existing pipeline, and Altura Lease Road. Link G then continues in a southeasterly direction for approximately 20,530 feet, roughly parallel and approximately adjacent to the ease side of Altura Lease Road, crossing YT Ranch Road, an existing pipeline, an unnamed road, three existing pipelines, an unnamed road, and an existing pipeline. Link G then terminates at the intersection of Links H, V, and G. Link H begins at the intersection of Links G, V, and H and proceeds in a southwesterly direction for approximately 16,200 feet, roughly parallel and approximately adjacent to the north side of two existing Oncor 138 kv transmission lines. Link H crosses an unnamed road, four existing pipelines, an unnamed road, an existing pipeline, an unnamed road, an unnamed creek, an unnamed road, an existing pipeline, SH 302, and two existing pipelines. Link H then terminates at a point approximately 200 feet north of West Yukon Road at the intersection of Links A3, N, and H. Link I Link I begins at the intersection of Links A1, SS, N, and I and proceeds in a south southeasterly direction for approximately 5,200 feet, roughly parallel and approximately adjacent to the east side of North Mark Twain Avenue. This portion of Link I crosses West Yukon Street, 64th Street, and an existing Oncor 69 kv electric transmission line. Link I then crosses to the west side of North Mark Twain Avenue and proceeds to the southeast for approximately 18,500 feet, crossing an existing pipeline, 57th Street, 52nd Street, West 42nd Street, Samuel Street, West University Boulevard, two tributaries to Monahan s Draw, and two existing pipelines. Link I then terminates at the intersection of Links KK, J, BB, and I. Link J Link J begins at the intersection of Links I, BB, KK, and J and proceeds in an east northeasterly direction for approximately 7,960 feet, roughly parallel and approximately adjacent to the north side of an existing Oncor 138 kv electric transmission line, crossing an existing pipeline, West Jonquil, North Damascus Avenue, two existing pipelines, North Knox Avenue, and one existing pipeline.
