The General Act of 1946 requires approval of the location and plans for bridges over navigable waters of the United States, prior to commencing construction. A Coast Guard Permit will be required for this project. WATEWAY AND LOCATION: Los Angeles/Long Beach Harbor, mile 3.3, (5.31 km), at the Port of Long Beach, Los Angeles County, California. ENVIONMENTAL CONSIDEATIONS: Under the provisions of Section 6005 of the Safe, Accountable, Flexible, Efficient Transportation Act, the California Department of Transportation (Caltrans) has assumed the United States Department of Transportation Secretary s responsibilities under the National Environmental Policy Act (NEPA). Caltrans, Lead Federal agency, has reviewed the environmental assessment prepared by the applicant and has determined the proposed action will not have a significant impact for purposes of NEPA. The Coast Guard, as a cooperating agency for NEPA, concurs. U.S. Fish and Wildlife Service section 7 informal consultation was completed on May 27, 2011. The bridge replacement project is located within the 100-year floodplain. The 100 year flood elevation is 4.67 ft (1.42 m.) above Mean High Water. There will be no fill below the 100 year flood elevation. A California State issued 401 Water Quality Certification has been applied for. The project is located in the coastal zone. A Level III
Harbor Development Permit (HDP) has been forwarded to the California Coastal Commission (CCC) for a 10 day appeal process in accordance with the Port of Long Beach, Port Management Plan (PMP). Subsequent to completion of the appeal period, the CCC will issue a consistency determination in accordance with the PMP and the Coastal Zone Management Act. No parklands, wildlife refuges, or historic properties will be affected by the project. Navigational lighting will be required for the proposed replacement bridge. SOLICITATION COMMENTS: Mariners are requested to comment on navigational safety issues, including the need for clearance gauges and extent of nighttime navigation through the bridge. Interested parties are requested to express their views, in writing, including the possible impact on minority and/or low income population, if any, giving sufficient detail to establish a clear understanding of their reasons for support of or opposition to the proposed work.
