Registration Team/Individual Team and Individual registration must be received according to the following deadline schedule, Summer: MID MARCH Winter: END OF JULY Deposit Requirements League Team Individual Summer $1,000.00 $150.00 Winter $1,000.00 $200.00 Telephone and email intent to register must be confirmed in 48 hours, after which time the next team or individual on our priority list will be offered the placement. 2. Payment Schedule Full payment due as follows; - Summer League: June 15 - Winter League: October 31 Any team falling behind in their payments will have games cancelled and defaulted without refund until full payment has been received. Payment Procedure It is the responsibility of the Team Representative to ensure each player makes required payments on time. Players can make payments at the information desk at Iroquois Park Sports Centre. Payments may be made as follows; cash, cheque, debit or credit card. You may also phone in your payment using your credit card. 3. Schedules, Team/Player Statistics & League Rules http://www.whitby.ca/en/residents/ipscadulthockeyleague.as p?hdncontent= All schedules, team/player statistics and league rules will be posted on our web site. 4. Team Roster All team rosters must be completed in full, and returned to the league by the first week of the season. Players NOT listed on the final roster after the closing date indicated below are not eligible to play for the team. See Rule 34 Ineligible Player for clarification. A team may carry up to 20 players on their roster. No changes will be permitted after; Summer Season: June 30th Winter Season: November 30th * All players must be 18 years of age or older by the start of the regular season to compete in league play. 5. Season Awards Awards for Division and Playoff Champions will be provided to each respective division up to a maximum of 16 prizes per team, regardless of the number of players on their roster. 6. Weekly Awards Shut Out: $10.00 TBD Voucher Penalty Free: $15.00 TBD Voucher 7. Division Balancing (re-alignment) All teams will be reviewed during the first few games to determine their current level of play to ensure equality and fairness to each division. If a team is deemed too strong or weak for a particular division they will be requested to move to a division that best suits their level of play. Remember this is a recreational adult hockey league and fairness of play is the league's intention, your cooperation will ensure all teams continue to enjoy their hockey season. 8. Alcohol/Drug Policy The terms and conditions of the facility rental agreement prohibit the use of alcohol/drugs in the arena, dressing rooms or players bench. If the officials suspect any player or team to be under the influence of alcohol/drugs, players will be requested to leave immediately. If the requested player(s) refuses to leave, the game will be suspended and appropriate penalties issued. The non-offending team of a suspended game, due to the above conditions, will be recorded as the winning team and receive the appropriate points in the standings. If both teams are suspected of being under the influence of alcohol/drugs the game will be suspended and no points will be awarded to either team. Suspended games will not be made up and League Standings adjusted accordingly. Any violation of this policy will result in the termination of a team or player from the League with no refund. 9. Dressing Room Keys Dressing room keys will be provided by the league convener at the start of each night. Teams will be responsible for locking their own dressing room door prior to the start of their game, and leaving the key in the door at the end of their game ready for the next team. Page 2
Pre - Game Conditions Rev Aug 2018 10. Game Sheets/Rosters Game sheets will be prepared and circulated to the home team by the League Convener. Each team will receive a completed roster and all players must sign the roster sheet prior to game start. Players not listed or who have not signed the game sheet and roster will not receive credit for points or attendance. If players are not listed they must complete a waiver prior to the start of the game. 11. Game Sheet Game sheets will be supplied to under the Visiting teams roster attached to the clipboard. The visiting team is responsible to bring out the game sheet with their Roster and provide it to the timekeeper during the warmup. 12. Entry to Ice Surface Players are NOT permitted to enter the ice surface until the Zamboni has finished, and the gate is completely closed. 13. Game Length Each game consists of three, 10 minute stop time periods. To start the warm-up, the timekeeper will put 13 minutes on the time clock. Players are to be ready to face off when the clock reaches 10 minutes. The clock will continue to run until the first stoppage of play in the period regardless if teams are ready to play. Teams must be prepared and ready to play 10 minutes prior to the listed time indicated on their schedule. 14. Player Lateness A Late player participating in a game must be on the ice fully dressed at the start of the third period. (They must also sign the game sheet.) 15. Team Lateness If a team is late at the beginning the game, the referee will issue a minor penalty for delay of game. When the clock reaches the 5 minute mark of the first period, a goal will be awarded to the opposing team. The game is an official forfeit if the team is not on the ice and ready to start play in the last 2 minutes of the first period. 16. Absent Goaltender a) If a team is aware that their goalie will be absent for a game they may contact the league to assist in obtaining a replacement. b) In the event that a team does not have a goaltender ready to begin the game, that team may put a player in net, or ice six skaters for the first period. If a goalie is not fully dressed prior to the start of the second period, the team will default the game and the game may be continued as an exhibition match, (note: officials are note required to remain on the ice during this period) c) In the event that a goaltender is unavailable for a playoff game, a replacement must have played in at least two regular season games and signed the game sheet to be eligible. Otherwise, the replacement must be approved by the league prior to the game. d) Goalies excepted, spare goalie is only required to participate in 2 regular season games, listed and have signed the game sheet to be eligible to participate during playoffs. 17. Defaulted Games Teams must advise the league at least 6 hours prior to the defaulting of a game, (extreme weather the exception) this will give the league sufficient time to advise the opposing team of the defaulted game. Penalty for Non-Notification of a defaulted game: 1 st occurrence - minus 2 points from standings 2 nd occurrence - minus 3 points from standings 3 rd occurrence - minus 4 points from standings 4 th occurrence - minus 6 points from standings and each default thereafter. Every team must dress at least 6 players in order to play a game (five skaters and a goalie). In the event of a default, the winning team will be credited with a 2-0 win. Double defaults will be recorded as a 0-0 tie and neither team will receive points for the defaulted game and could subject to a loss of points. 18. Jersey Requirement Each team member shall is required to have a numbered jersey, only 1 jersey will be permitted to have no number. In the event of two teams wearing similar colored jerseys, the team listed as the Visitor team on the game sheet shall change jerseys, or wear the league pullovers which are provided by the league are in the timekeeper s box. Note: If a teams jersey colors are not coordinated they will be required to wear the pullover jerseys upon request by the officials. League Playing Rules 19. League Governance All Hockey Canada and Ontario Hockey Federation rules are in effect unless otherwise stated in the following League Playing Rules. 20. Team Code of Conduct This is a Recreational. Please remember to treat officials, opposing players and facility staff with fairness and respect. During the course of the game, the referee s decision is FINAL. Verbal/ Profane abuse, threatening or physical contact with any league official will not be tolerated and will result in immediate League Page 3
expulsion. Teams in violation of the Code of Conduct will not be permitted to re-enter the League without a review. 21. C.S.A. Approved Helmet Full Facial Protection Is Highly Recommended For All Players! All players must wear a C.S.A. Approved Helmet. The helmet must also be properly fastened with a chinstrap (a skate lace or tape used as a chin strap is not permitted.) 22. Player Eligibility All players must play 33% of regular season games and be listed on the team roster prior to the deadline to be eligible to participate in the playoffs. Summer Season: 3 games Winter Season: 8 games Spare goalies are the only exception, spare goalies are only required to participate in 2 regular season games, listed and have signed the game sheet to be eligible to participate during playoffs. Exceptions may be considered in extenuating circumstances, please contact the League Convenor prior to any further player participation. 23a. Regular Season Standings Tie Breaker Format Team standings will be determined as follows: a) Most points b) Most wins d) Goals for e) Goals against f) Least penalty minutes 23b. PLAYOFF Tie Breaker format Team standings will be determined as follows: a) Most points b) Most wins c) Head to head (only if 2 teams tied) d) Goals for minus goals against (plus/minus +/-) e) Least penalty minutes f) Regular season standings 24. Centre Red Line and Blue Line Icing There is no centre red line in the league. Icing must be initiated from behind the defending Blue line, and is automatic when the puck crosses the goal line. 25. Contact with Goaltender Contact with the goalie, whether in or out of the crease will be penalized. This includes slashing at a puck the goaltender has covered, regardless of whether the whistle has blown. Any contact with the goalie while inside his crease will result in a major penalty if they player does not attempt to avoid contact with the goalie. The only exception to this would be if a player is pushed or forced into the goalie and is not able to avoid contact with the goalie. players/coaches persist, or are abusive they will be penalized. If necessary this will be reviewed by the league for further action. During further persistence, the referee will run the clock until teams are prepared to continue play. 27. Running Time Running time will commence in the last 5 minutes of the third period during the regular season and playoffs, where there is a 5 goal spread. It will revert back to stop time if the game is brought within 2 goals (i.e.: 5-3). The clock will also run during altercations to avoid the game delay. Examples: includes fighting or lengthy verbal disputes between players or officials. 28. Protests A team wishing to protest a game must inform the officials that they are playing the game under protest and indicate so on the game sheet prior to the start of the third period. 29. Stick Infractions Referees have been instructed to strictly enforce all stick infractions. Any stick infraction may be assessed a minor, major or match penalty depending on the severity. 30. Time Outs Timeouts are only permitted during playoff games; each team is entitled to one 30 second timeout per playoff game and one 30 second time out in overtime. Penalty Interpretation 31. Game Ejection Any player receiving three (3) minor penalties of any type in the same game will be ejected from that game regardless if the penalties are coincidental in nature. Double minor penalties count as two penalties, thus 2 double minors equal a game ejection. 32. (B.O.G.) Balance of Game Penalty A Balance of Game (B.O.G.) penalty is a game ejection only, with no penalty or suspension assessed to the offending player. Failure to leave the ice quickly will result in further penalty or suspension. *Goalies receiving 4 penalties will NOT be ejected from the game, but will be suspended from their next scheduled game. Note: Goaltenders will be ejected immediately from the game for all match, major and/or game misconduct penalties, the offending team may continue the game with six (6) skaters or if there is less than five minutes remaining in the game, the game will be suspended and the score will remain as is and the game considered completed. 26. Rule Clarification During Game Referees may address player concerns briefly during stoppages in play, and limit it to rule clarification. If Page 4
33. Player Suspension Responsibility The Team Rep is responsible to investigate any match/major/game misconduct penalties issued to their team with the Convenor to determine suspension. Any player on the team roster, knowingly participates in a game while under suspension will be further suspended as indicated below. If The Team Rep permits a suspended or ineligible player to participate, he will also be suspended as follows: 1 st occurrence 2 games suspension 2 nd occurrence season suspension 34. Ineligible Player(Only for Playoffs) If a team believes their opponent has an ineligible player on their team they must inform the officials who will make note of the player on the game sheet, and contact the league Convenor immediately (during or at the end of the game). > Upon request the player will provide Photo ID, if it is found that the player(s) is eligible the requesting team will be issued a Bench Minor penalty for a false request. > Upon request the player will provide Photo ID, if it is found that the player is ineligible, (not on the team roster) the player will be removed from the game and suspended for the remainder of the season. The team rep will also be suspended according to Rule 33 The game will be suspended and defaulted in favor of the non-offending team and the offending team representative suspended according to Rule 33. 35. Penalty Minutes Carry Over All team and player penalty minutes will carry over into the playoffs and will be used to determine the total minutes accumulated for the season, and any other suspensions due to accumulated penalty minutes. 36 Player Penalty Minute(s) Threshold Suspension Player suspensions for accumulating penalty minutes are as outlined below; a) 40 minutes = 1 game suspension b) 60 minutes = 3 game suspension c) 70 minutes=review and possible season suspension d) 80 minutes = season suspension 37. Team Penalty Minutes Threshold Suspension Any team with an average accumulation of 16 minutes per game in minor and major penalties or more during the Regular season will NOT be eligible for playoffs. The team will be disqualified from playoffs without any refund. A post season review of team penalty minutes will be conducted by the league Convenor and supervisor to determine each teams standings for the following season. This may include re-consideration for a spot into the League. Penalties and Suspensions 38. Fighting Major + GM Penalties Fighting and intent to injure will not be tolerated. (One punch can constitute a fight or a one player fight) Any or both players dropping their gloves to incite a fight will receive a B.O.G. (see Rule 32) Any goaltender dropping their glove(s) to incite a fight will receive a 2 minute minor penalty in addition to any other penalties incurred. Note: In all fighting situations, if an Instigator and/or Aggressor are identified, that player will receive an additional game misconduct(s) to the following fighting suspension as outlined here. If a clear instigator/aggressor is identified, the opposing player involved shall receive only a 1 game suspension 1 st Occurrence - 3 game suspension in any period 2 nd Occurrence - 5 game suspension in any period 3 rd Occurrence - League Expulsion Fighting Off of the Playing Surface Fighting off of the playing surface, in the dressing room areas or in the hallways of the Iroquois Park Sports Centre will not be tolerated, this action will result in a SEASON SUSPENSION. 39 Major + GM Penalties (excluding; Rule 38, 40, 41) 1 st Major Occurrence - 1 game suspension during any period. 2 nd Major Occurrence - 2 game suspension during any period. 3 rd Major Occurrence - 4 game suspension during any period.. 4 th Major Occurrence - League Expulsion Note: Any infraction which causes injury to a player that draws blood, an automatic major or match penalty plus a game misconduct will be assessed, along with the appropriate suspension. 40 Head Contact The Head Contact rule will apply as follows; A 4 minute minor penalty will be issued for any moderate intended Head Contact, examples; punch, elbow, high stick, face wash, etc. The following suspensions will apply to any player in any period for receiving a HC penalty, as listed here: 4 minute minor penalty for intentional Head Contact 5 Major + GM will result in a 2 game suspension Match (deliberate intent/injury) will result in League Expulsion. 41 Checking from Behind ( CFB ) The following suspensions will apply to any player receiving a CFB penalty, as listed below: 2 + GM = if issued in 3 rd period a 1 game suspension will apply. 5 + GM = 3 game suspension Page 5

Match Penalty Any match Penalty is determined by the deliberate intent to injure and/or inflicted injury. 1 st Match Occurrence will result in: A review of the incident by a review committee and could result in an indefinite suspension from any further league play with league and no refund. 43. Game Misconduct Penalties Any player receiving a Game Misconduct penalty will be suspended according to (Iroquois Park Sports Centre/OHF minimum suspension guidelines) See the Suspension Chart on page 7. Additional Game Misconducts incurred by the same player, 1 additional game suspension will be applied for each occurrence, when a player reaches 4 occurrences they will receive a season suspension. A post season review will be conducted by the Convenor and a committee to determine if the player will be ineligible to participate in the league. Playoff Format 44. Summer League Due to the short summer season the playoff format will consist of a mini-round robin (were applicable) where each team will play a 3 game series with the 2 top teams playing a 1 game Playoff FINAL. See your season schedule for playoff times and details. 45. Winter League Each team will play a full round robin series regardless of the number of teams in a division; the regular season schedule will be altered to accommodate this playoff format. See your season schedule for playoff times and details. 46. Overtime Conditions Round Robin Play There will be no overtime in any round robin playoff games. Semi-Final and Final Series Overtime will only commence if the score is tied at the end of regulation time. 2 Game Total Playoff Series Overtime will only commence if teams are tied in points at the end of the second game. 47. Overtime Format Note: Overtime will only be applied to the Semi-final and/or Final Series only. 1. A 4 on 4 five (5) minute stop time sudden victory period will commence, changing of players will be as any other game. Penalties: Penalties incurred prior to the start of overtime will be carried forward and the penalized team starts the overtime 4 on 3, if additional penalties are incurred they will be served concurrently, the minimum number of players on the ice will not be less than 3 on 3 per team. If teams are playing 3 on 3 and one team incurs another penalty, play will resume as 4 on 3 to the nonoffending team. Teams do not change ends for overtime. If tied at the end of the 5 minute 4 on 4 overtime period a shoot out will commence as follows; Note: Players penalties that have not expired at the end of overtime are not eligible for the shoot out. 2. 3 player shoot out will commence; players must be identified prior to the start of the shoot out. 3. If tied at the end of the 3 player shoot out, a sudden victory shoot out will commence using any player as many times as required. Note: shooters will go at the same time and all players must be on the bench during the shoot out format. 49. Dead Puck Should the puck make contact with the goalies helmet, mask or billie protector the play is to be blown down and deemed a dead puck. A goal may not be scored off any part of the goalies head or mask. If the puck lands on the top of the net as a result of the defending team then the play must be blown down immediately and face off will be in the defending zone face circle. Should the puck be last touched by the offensive team, the play will be blown down immediately and the face off will be taken at the neutral zone face off dot closest to the defensive zone. Page 6
Suspension Chart - (Iroquois Park Sports Centre/OHF minimum suspension guidelines) The following are the minimum suspensions that shall be imposed, which occur in all Iroquois Park Sports Centre games during the current playing season. Additional suspensions will be imposed wherever conditions have been outlined and circumstances are warranted, as deemed necessary by the League.
