2018 J/24 U.S. District 19 Championship October 6 7, 2018 Corinthian Yacht Club of Seattle and J/24 Fleet 26 In conjunction with the CYC Fall PSSC Regatta https://www.cycseattle.org/event-2877071 Notice of Race 1.0 RULES 1.1 The CYC Fall PSSC regatta is the parent event. All PSSC event rules and Sailing Instructions shall apply. 1.2 All J24 class boats are eligible to compete in the PSSC parent regatta and will compete on the same course with the same start but in two categories; 1.1.1 Category 1 is for general entrants that will be competing for the PSSC trophy, but not for the District Championships. Whereas all boats are expected to be compliant with current International J/24 Class Association Rules, and carry marine liability insurance coverage to the value of $300,000 (US Dollars), Category 1 entrants will not be required to present a currently valid measurement certificate or be subject to confirmation of crew weight. 1.1.2 Category 2 is for entrants that choose to be eligible for the District Championships. Category 2 entrants shall be required to present full, current certification and daily crew lists with crew weigh-in at registration. 1.1.3 Both Category 1 and Category 2 participants will compete equally for the PSSC standings. 2.0 J24 DISTRICT 19 CHAMPIONSHIPS 2.1 The 2018 J24 District 19 Championships shall be run concurrently and in conjunction with the PSSC parent regatta. All boats competing for the District Championships must enter the PSSC regatta per CYC requirements. J24 Fleet 26 shall manage the District 19 Championship entrants, certification compliance, and results as a separate category of the PSSC J24 Fleet. 3.0 ELIGIBILITY AND ENTRY: 3.1 Whereas all J/24 BOATS are welcome to participate in the PSSC Regatta, only those boats that meet the following criteria will be eligible for and have their results scored in the 2018 J24 District 19 Page 1 of 5

Championships. Boats that are using the PSSC regatta for placement in this District 19 Championship, in addition to registering for PSSC, as part of the registration process shall: 3.1.1 Provide proof of current marine liability insurance coverage to the value of $300,000 (US Dollars) 3.1.2 Provide proof of IJCA membership in the country they represent for the owner and the helmsperson. 3.1.3 Provide a valid (current) copy of your J/24 Measurement Certificate (issued by the IJCA Class Office) including fully completed Part C: Inventory of Required and Optional Equipment. You must also keep a copy on the boat at all times. 3.1.4 Be able to show that all four sails have been measured and signed as class legal by official class sail measurers. 3.1.5 Have each crew member weighed at registration, with total crew weight not to exceed 400 kilograms (882 lbs.) A valid photo identification must be shown for each crew member as they are weighed. (Parent/guardian can vouch for minors). 4.0 REGISTRATION: J/24 SKIPPER AND CREW, REPLACEMENT OF CREW 4.1 If there are co-skippers, one shall be designated as the primary skipper for this regatta. 4.2 Under RRS 87, IJCA rule 5.3 is changed as follows: 4.2.1 IJCA rule 5.3: A boat may sail with different crew on different days provided the crew changes are declared at registration 4.2.2 Substitution of competitors after that will be allowed only with prior written approval of the Jury/Race Committee. 5.0 MEASUREMENT/WEIGH-IN FOR J/24 CLASS DISTRICT CHAMPIONSHIPS 5.1 Boats will NOT be measured or weighed upon registration, but boats entering as a qualifier or for this Championship are subject to random inspection at any time. Inspected boats not compliant with IJCA rules will be penalized accordingly. 5.2 Boats requiring measurement to obtain or modify a Measurement Certificate must make advance arrangements by October 1, directly with Noel (noelsmorgan@yahoo.com) and Mike (mj_3747@yahoo.com) via email. 5.3 Premeasured sails, Measurement Certificates and Part C: Inventory forms will be received and registered during registration. 5.4 Sails that have NOT been previously measured will be measured on Wednesday October 3, between 5 8 PM downstairs at CYC. It is requested that boats needing measurement bring 2 crew members to fold sails after measurement has been completed. 5.5 Lifelines will be checked. Page 2 of 5

5.6 Adjustable forestays will be checked and taped. 5.7 Mast height will be checked. 5.8 Crew weight will be measured at registration. 6.0 FEES: 6.1 The required entry fee is $120. 6.2 Fee includes measurement, launching, hauling, storage/mooring while at the event, racing, and prizes. 6.3 All fees are payable through the website registration link (see NOR 3.3 above) or paid directly to Corinthian Yacht Club via check or major credit card. Saturday and Sunday scheduled crew weigh-ins are only for measurement committee approved replacement crews for boats competing for the Worlds berth. 8.0 SAILING INSTRUCTIONS: 8.1 The Sailing Instructions will be available ahead of the event at the event web site: https://www.cycseattle.org/event-2877071 9.0 THE COURSES: 9.1 Courses will typically be windward / leeward and may include gates, offsets, and gybe marks. 9.2 A target of at least four and up to six races may be sailed each day. 9.3 The target time for each race is approximately 20 60 minutes. 10.0 SCORING: 10.1 Whereas the PSSC regatta may require a different number of races to constitute the series, a minimum of 4 races is required to conclude and award the District Championship Trophy. 10.2 Regardless of whether a boat is entered as a "Category 1 - PSSC only" vs Category 2 - District Championship eligible" participant, the entire fleet will be scored as one for the regatta (and for the PSSC standings). The District 19 Championship standings shall be the order of finish in the parent regatta of only those Category 2 participants. 11.0 BERTHING: 11.1 Moorage will be available in the assigned area for the event, as directed by the organizing authority. Moorage outside the assigned area will be the competitor s responsibility and not covered by the event or the organizing authority. 12.0 HAUL-OUT RESTRICTIONS: 12.1 Boats shall be afloat by 1800 Friday, October 5 and shall not be hauled out during the regatta except with, and according to the terms of prior written permission of the jury. This includes rudders. 13.0 DIVING EQUIPMENT, PLASTIC POOLS AND OTHER PROHISITED ACTIONS: 13.1 Underwater breathing apparatus and plastic pools or their equivalent shall not be used between the time the boat is afloat and the end of the regatta. The hull may be cleaned at any time by swimming or keelhauling using ropes, cloth or other equipment designed for that use. 13.2 Careening by any means for the purpose of cleaning or inspecting the hull is prohibited during the regatta. 14.0 RADIO COMMUNICATIONS: 14.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. 14.2 The race committee may choose to make VHF radio communications to the fleet on a channel to be announced in the sailing instructions. It is strongly encouraged that each boat have a VHF radio on board capable of receiving these communications. 15.0 PRIZES: 15.1 Separate from the prizes presented by CYC for the PSSC regatta, if the requisite 4 races or more have been completed (reference 10.1 of this NOR), the J24 Fleet will present the 2018 J/24 Page 4 of 5
