POLICY This plicy is designed t prvide general guidelines when dealing with any incident requiring rescue by rpe. INTRODUCTION Rpe rescue peratins are t be attempted nly as a last ptin. All ther means f access and egress must be cnsidered first. During rpe rescue peratins, judgment, experience, training, and crdinatin amng team members is an abslute necessity. RESCUE OPERATIONS 1. NFPA Standard #1983 will be fllwed, whenever pssible. 2. All victim lads will be n at least tw separate lines f at least 1/2 inch in diameter. Bth lines will be attached t separate bmbprf anchrs. 3. All victim transprt systems must be securely attached t the victims. N free, shrt nn-secured rides will be permissible. 4. Any pint where the rpe passes a statinary bject, the bject must be padded r the directin f the rpe altered t prevent rpe chaffing. 5. All single line rappels will be bttm belayed. If a bttm belay is nt pssible, a tp belay will be used. 6. Helmets will be wrn at all times when n an emergency scene and glves will be wrn whenever actually n rpe. 7. All nn-essential persnnel shall be remved frm the rigging and peratins areas. 8. A clearly identified "RIG MASTER" and "SAFETY OFFICER" will be established. When pssible, the highest rpe rescue level certified team member shall be designated the rig master. 9. All stages f the rescue peratins shall be cmmunicated t the Incident Cmmander fr lgging f times and crdinatin. Directins: 1. A technical rescue incident will generally include incidents that invlve trench, cnfined space, swift water, dive teams, high angle, structural cllapse and mass casualty incidents. 2. The Incident Management System will be used during any technical rescue respnse. 3. Cmmand will be established n any technical rescue respnse. The cmmand pst will be established utside f the area f IDLH. 4. All technical rescue respnses will be determined t be a rescue r recvery prir tdeplyment f persnnel int the area f IDLH. 1

Any ffensive peratin must establish an IRIC f at least 2 persnnel that are utside the immediate hazard area. This crew can have ther functins but cannt functin in the area f IDLH. 7. After sufficient cmpanies arrive n the scene, a dedicated RIC will be established with at least ne member being an fficer. 8. The 2-In/2-Out rule will be strictly enfrced thrughut the incident. 9. The first arriving cmpany n the scene will prvide a full size-up f the situatin. 10. A Safety Officer will be assigned n all technical rescue peratins. 11. All persnnel wrking n the scene will wrk within the Accuntability System. 12. Cmpany passprts will be cllected at the Cmmand Pst, prir t the cmpanies being allwed int the area f IDLH. 13. Persnnel Accuntability Reprts (PAR) will be called after every majr scene event. PARs will be cmpared against the passprts at the cmmand pst. 14. A PAR will be answered with the cmpany designatin and the number f persnnel. 15. The apprpriate technical rescue team(s) will be requested early int the technical rescue incident. 16. If the incident ccurs ut f twn, fill-in cmpanies will be cnsidered fr the duratin f the event. Rpe Rescue: 1. Primary respnse fr high angle rescue incidents will be assigned t Cppell Fire Department persnnel. Additinal technical expertise and persnnel may be requested utilizing the Dallas Cunty mutual aid system. 2. All rescues using rpes will be made with Life Safety rpes nly. 3. All rigging will be duble checked by the designated riggers befre the Life Safety is used t supprt weight. 4. All rigging will utilize a secnd belay line fr safety purpses. 5. All rigging will utilize knts and hitches acceptable fr rescue. 6. All anchrs must be bmb-prf in design. All anchrs have t be agreed upn by the persnnel rigging the rpes and the Safety Officer. 7. Rpe prtectrs will be used n all edges that the rpe cntacts. 2

ROPE CARE AND MAINTENANCE Purpse: T prvide directin fr persnnel in regards t rpe utilized fr rescue peratins Scpe: This plicy applies t all members f the Operatins Divisin Directins: 1. Rpe fund within the Cppell Fire Department will be classified as Life Safety Rpe r Utility Rpe. 2. Life Safety Rpe must be thrughly inspected mnthly, after each incident in which it was used, r any time the rpe may have been expsed t damage. 3. A thrugh inspectin includes bth a visual and tactile inspectin f the rpe. 4. A Yes n any f the Pst-Incident r Damage Assessment questins will be grunds fr remving the rpe frm service. 5. Each inspectin will be dcumented n the Rpe Inspectin Lg attached t this SOG. 6. Any discrepancy that places the rpe ut f service will be nted and the item immediately remved frm service and replaced with an item frm the reserve stck. This rpe must underg the very same inspectin prir t being placed in service. Any rpe remved frm service will be nted n a Wrk Order and frwarded t Fire Administratin fr fllw-up. 7. All Rpe Inspectin Lgs will be frwarded t Fire Administratin fr recrd keeping. 8. The care and maintenance f all rpe is essential t the extended life f the equipment. 9. All care and maintenance f the rpes must be carried ut with regards t the manufacturer s recmmendatins. 10. Rpe Cleaning shuld fllw these guidelines: a) Mix water and the Life Safety Rpe Cleaner accrding t manufacturer s recmmendatins in an apprved cntainer. b) Submerge the rpe in the cntainer and allw t sak fr 20 minutes, vigrusly agitating every 5 minutes. c) The rpe shuld then be remved and prcessed thrugh a Bkat r ther cmmercial rpe washer a minimum f 3 times. d) The rpe will be placed in a clean area t hang dry, free f dirt, the elements r direct sunlight.
