I. DRAFT Each year before the start of league games, the league will conduct a draft where new or returning players may enter this League. Any player who enters their name for the draft must participate in at least one Pre- Season scheduled game or the Ice Breaker Tournament to be eligible for the draft. The Draft order will be determined by how the teams placed in the League standings the previous year. Teams will draft in reverse order of standings with the last place team drafting first in each round that it is eligible to draft in and all other teams following in that sequence. If a first round draft pick from the immediately preceding season does not return to his original drafting team, the team would receive a compensatory draft pick in the second round immediately after their second round normal drafting position if they have draft space available. Each team must draft players until their roster is full or no players remain in the draft. The Executive will set the roster size prior to the draft. If a team has a full roster of returning players then they will not be able to draft. The draft will be conducted before the first scheduled league games as set by the Executive. II. DISCIPLINE ISSUES The league will only deal with discipline issued by notice from a referee's written report or referral from the elected Executive. The referee must submit any report on a player s conduct as soon as possible after the game in which the incident happened and no later than 2 days after the incident. The President will appoint a Disciplinary Committee as outlined in the Constitution. The KRSL will honour suspensions imposed on players by other leagues. Players missing six (6) consecutive games without a valid reason (work, medical, family, etc) may be dropped from the roster by their team as long as written notification is given to both the player and the KRSL executive. III. SPONSORS The sponsorship fee will be $400 per year unless otherwise agreed upon at the Annual General Meeting. The league will try and support their sponsors business when doing league related business. 2
All jerseys must be approved in advance by the league as to type of jersey and colour. Teams with alternate jerseys that conflict with another team's assigned colours must change jerseys for games against the team who are assigned that colour by the league. If a team is short jerseys a player is permitted to play in a tee shirt that is similarly coloured to the team s jerseys and should have a number on it. The referee will decide if an alternate shirt is acceptable. IV. REFEREES AND ASSISTANT REFEREES All Referees must be qualified, District Referee or better. All attempts will be made to have Assistant Referees that are qualified in some manner. District or better qualifications are preferred but small side or other qualifications are acceptable. V. REGISTERED MEMBERS AND FEES Registered members shall meet the definition in the Constitution Each team must declare prior to the draft protected player(s) who, will be unable to play in the coming season either due to: medical reasons or, hence forth known as the Medical Reserve List personal/work related reasons, hence forth known as the Protected List; These lists allow each team to carry the player(s) on their inactive roster. There are important distinctions between these lists: Medical Reserve List Players may stay on this list as determined by when medical attention (such as surgery and/or rehabilitation) is completed and they are deemed fit enough to play again. They may return to their team as long as a roster position is available, otherwise the player must return to the draft. Verification of the player s medical condition must be provided in writing to the league registrar upon request, otherwise they are considered on the Protected list. Protected List Players may stay on this list for a maximum of 1 season. These players can return to their team the following year, as long as a roster position is available, otherwise, the player must return to the draft. Teams have option to put players on the Medical Reserve List or Protected List at start of the year or at mid-season. For each list, players can return to their team prior to the early registration date or at the mid-season draft, as long as a roster position is open on their team. 3
At mid-season, if a team does not have room and a player on the Medical Reserve List or Protected List wants to play he can go into the mid-season draft. At the end of the season, the player goes back to their original team as if they had not been playing that season. He may also choose to go back into the draft the next season. Registration Fees Registration fees will be set each year and payable for returning players by the early registration date. New players or players reentering the draft may be given additional time to register at the discretion of the Executive. A one-time initiation fee of $30.00 be charged to all players registering to the KRSL, who have not previously registered in the KRSL. VI. TEAM ROSTER Masters Players In the 45+ division, a Masters category will be created. Masters players will be fully registered and paid players that turn 65 or older in the current season. Masters players will have the normal benefits and rights of any other player however they will not count as part of the active roster for draft purposes. Teams must designate 2 players as Masters players so long as they have players on their team that meet the criteria and there are sufficient draftees to fill roasters. If there are not sufficient draftees teams will be obligated to designate 1 player as a Masters player. If there still are not enough draftees teams will not designate any players as Masters players. Submission of Team Lists Teams must submit their roster by halftime. If an eligible player shows up after halftime and was included on the roster submitted they will be permitted to play. The team does not have the ability to update the roster after it has been submitted at halftime. Playoff Eligibility A player must play in a minimum of six (6) regular season games to be eligible to participate in the playoffs VII. STANDINGS Teams will receive 3 points for a victory and 1 point for a tie during the regular season. The league standings will be based on total points. Ties will be broken in the following manner: League Standings Tie-Break 1. Head-to-head record 2. Most wins 3. Best Goal Differential 4. Most goals For 5. Coin toss 4
VIII. PERFORMANCE BOND Each team will post a performance bond before the start of the season. This bond will be collected from each individual as part of their registration. The amount will be $20 per player. Game Forfeit Penalties will be assessed to a team when that team fails, for any reason, to field the required number of players to constitute a regulation match and/or to finish a game in regulation time in accordance with league policy. If for any reason a team falls below seven (7) players on the field it will be considered a forfeit. If a team cannot field a team within 15 minutes of the scheduled start time it will be considered a forfeit. As soon as a team has seven (7) players they must start play and cannot opt to wait until 15 minutes after the scheduled start time. A forfeited game will be recorded as a 1-0 loss. Penalties are as follows: 1 st Game Missed: $140 2 nd Game Missed: $140 3 rd Game Missed: $140 Total: $420 If a team misses a third game in one season that team also forfeits their 1 st round draft pick next year. If at halftime a team, still having at least seven (7) players, is losing by five goals or more the teams can end the game or redistribute players for the second half. This must be mutually agreed upon by both teams and the final score will be recorded as the score at halftime. This will not be considered a forfeit. League Meetings Penalties will be assessed to a team for failing to have a representative of that team at any meeting of the Executive that is scheduled in accordance to the constitution and bylaws. The team representative can be any registered player on the team or one of the team representatives named prior to the season. A penalty of $50 will be taken from the performance bond for failing to have a representative. Refund All teams that have all, or a portion, of their team performance bond intact at the conclusion of league playoffs will be refunded their unused bond. Refunds will be provided to the team representative for all teams eligible for a refund. Distribution of refunded performance bond back to individual team players is the sole discretion of the team and its representatives. 5
