Chairman Sipsma then asked the Cmmittee members, guests, and staff present t intrduce themselves. REVIEW AND APPROVAL OF MINUTES Mr. Gentz made a mtin t apprve the minutes fr the March 16, 2015 Cmmittee meeting. The mtin was secnded by Mr. Buehler and was apprved unanimusly by the Cmmittee.

-2- PRESENTATION AND DISCUSSION ON VISION 2050 DETAILED ALTERNATIVE LAND USE AND TRANSPORTATION PLANS AND THEIR EVALUATION Chairman Sipsma asked Mr. Yunker t present the VISION 2050 detailed alternative land use and transprtatin plans and their evaluatin. Referring t the VISION 2050 alternatives handut, Mr. Yunker stated that the Cmmissin staff develped and evaluated three detailed year 2050 land use and transprtatin plans. He stated that the Trend is a prjectin t the year 2050 f land use and transprtatin trends f the last 15 years, including lwer density develpment and declines in public transit service. He stated that Alternatives I and II were develped based n public input frm the initial visining stage f VISION 2050 and include higher density land use develpment patterns and expanded public transit service. The three alternatives were evaluated and cmpared using a set f bjectives and 50 criteria rganized under fur themes healthy cmmunities, mbility, cst and financial stability, and equitable access. He nted that public feedback n the alternatives and their evaluatin, including cmments frm this Cmmittee, will help determine which aspects f the alternatives will be included in the VISION 2050 Preliminary Recmmended Plan. The fllwing cmments and questins were raised during and fllwing Mr. Yunker s review f the VISION 2050 alternatives and their evaluatin. 1. Mr. Kiel suggested that the Preliminary Recmmended Plan include a bus rute cnnecting western Kensha Cunty t the Metra cmmuter rail statin in Antich, Illinis. He nted that Metra s cmmuter rail rute serving Antich des nt perate n weekends. 2. Mr. Kiel stated that bicyclists using the paved shulders alng STH 75 may be at risk frm distracted mtrists. He suggested that separate bicycle paths shuld be cnstructed alng highways instead f paved shulders. Chairman Sipsma stated that the paved shulders alng STH 75 are abut five t six feet wide, but that the State des nt have signs alng this highway alerting mtrists t the ptential presence f bicyclists. Mr. Kerkman stated that prviding nstreet bicycle facilities n radways with higher speed limits and higher traffic vlumes culd expse bicyclists t mre risk. Mr. Yunker nted that n-street bicycle facilities cmply with Cmplete Streets legislatin. Mr. Kiel stated that fr safety reasns, the Preliminary Recmmended Plan shuld include mre miles f ff-street bicycle facilities and fewer miles f n-street facilities. Mr. Yunker nted that a fur ft paved shulder typically is cnsidered an adequate n-street bicycle accmmdatin, but n higher vlume rads it may be mre apprpriate t accmmdate bicycles n an adjacent, separate path. DISCUSSION ON FUNCTIONAL IMPROVEMENTS TO THE KENOSHA COUNTY ARTERIAL STREET AND HIGHWAY SYSTEM TO BE CONSIDERED FOR THE VISION 2050 PRELIMINARY RECOMMENDED REGIONAL LAND USE AND TRANSPORTATION PLAN Chairman Sipsma asked Mr. Yunker t present the Cmmissin staff s analysis f Kensha Cunty arterial street and highway functinal imprvement issues raised by the Kensha Cunty Jurisdictinal Highway Planning Cmmittee at its previus meeting held n March 16, 2015. -3- Realignment f CTH Q between USH 5 and CTH MB Mr. Yunker stated that as requested by the Cmmittee, the Cmmissin staff will recmmend including a realignment f CTH Q between USH 5 and CTH MB in the Preliminary Recmmend Plan. Chairman Sipsma stated that it is imprtant that VISION 2050 shw a reasnable realignment f CTH Q. Mr. Yunker respnded that Cmmissin staff will wrk with Kensha Cunty staff n the realignment. Extensin f CTH L between CTH H and the IH 9 East Frntage Rad Mr. Yunker stated that shuld the area adjacent t the extensin f CTH L between CTH H and the IH 9 East Frntage Rad be recmmended fr planned urban develpment f medium density under the preliminary recmmended year 2050 reginal land use plan, the Cmmissin staff wuld recmmend that the extensin f CTH L between CTH H and the IH 9 East Frntage Rad be included as a planned functinal imprvement in the Preliminary Recmmended Plan. Mr. Buehler nted that the Village f Smers is cnsidering mre develpment than it has in the past, which ptentially wuld increase the need fr the extensin. Need fr Fur Traffic Lanes n CTH E between IH 9 and STH 32 Mr. Yunker stated that as frecast year 2050 average weekday traffic vlumes may be expected t apprach, but nt exceed, the design capacity f CTH E between IH 9 and STH 32, Cmmissin staff recmmends that the Preliminary Recmmended Plan include the reservatin f right-f-way alng this segment f CTH E t accmmdate pssible future imprvement f the facility beynd the design year f the plan. Need fr Fur Traffic Lanes n CTH KR between IH 9 and STH 32 Mr. Yunker explained that even thugh frecast year 2050 average weekday traffic vlumes may be expected t be belw the design capacity f CTH KR between IH 9 and STH 32, it has lng been suggested that this facility culd prvide higher speed access between IH 9 and the City f Racine. Thus, he indicated that the Cmmissin staff recmmends that the Preliminary Recmmended Plan include the reservatin f right-f-way alng this segment f CTH KR t accmmdate pssible future imprvement f the facility beynd the design year f the plan. Chairman Sipsma nted that traffic vlumes must exceed the design capacity f a radway in rder fr the prject t be eligible fr Federal r State funding. Cmmittee members agreed with the Cmmissin staff s recmmendatin. Mr. Yunker stated that the frecast year 2050 traffic vlumes alng this segment f CTH S were clse t the radway s design capacity and that Cmmissin staff wuld agree t add the widening f this segment f CTH S t the Preliminary Recmmended Plan. Respnding t an inquiry by Mr. Abngwa, Mr. Yunker stated that Cmmissin staff cnsidered each cmmunity s cmprehensive plan during the develpment f the Preliminary Recmmended Plan. He nted, hwever, that generally the cmprehensive plans cllectively anticipate mre develpment than what wuld be reasnably expected cuntywide r Reginwide by the design year f the plan. Mr. Yunker stated that Cmmissin staff annually mnitr estimates f ppulatin, husehlds,

-- emplyment, and traffic vlumes in the Regin. If any f these estimates wuld depart significantly frm the Cmmissin s frecasts, the Cmmissin wuld re-evaluate its frecasts. He indicated that histrically the Cmmissin ppulatin and emplyment frecasts ver the last 35 years have been accurate. Mr. Gentz stated that truck traffic alng CTH S has increased east f CTH H. Respnding t an inquiry frm Mr. Buehler, Mr. Yunker stated that an increase in truck traffic wuld reduce the capacity f a radway. Mr. Buehler nted that a planned develpment at the nrtheast crner f CTH H and CTH S is expected t significantly increase truck traffic in that area. Alternatives t Prviding Fur Traffic Lanes alng STH 83 Traveling thrugh the Histric Dwntwn Salem Area Mr. Yunker stated that as frecast year 2050 average weekday traffic vlumes may be expected t apprach, but nt exceed, the design capacity f STH 83 between STH 50 and the Wiscnsin State line, Cmmissin staff recmmends that the Preliminary Recmmended Plan include the reservatin f right-f-way alng this segment f STH 83 t accmmdate pssible future imprvement f the facility beynd the design year f the plan rather than widening this segment frm tw t fur traffic lanes as recmmended in the year 2035 reginal transprtatin plan. Mr. Buehler agreed that the Preliminary Recmmended Plan shuld include the reservatin f right-f-way alng this segment f STH 83, nting that the segment f STH 83 between the Wiscnsin State line and CTH C may experience higher traffic vlumes in the future. Need fr Fur Traffic Lanes n CTH H between CTH KR and the Wiscnsin State Line Mr. Yunker stated that as frecast year 2050 average weekday traffic vlumes may be expected t exceed the design capacity f CTH H between CTH S and CTH C, Cmmissin staff recmmends that the Preliminary Recmmended Plan include the widening f this segment f CTH H frm tw t fur traffic lanes. Mr. Yunker further states that as frecast year 2050 average weekday traffic vlumes may be expected t apprach, but nt exceed, the design capacity f CTH H between CTH KR and CTH S and between CTH C and STH 165, Cmmissin staff recmmends that the Preliminary Recmmended Plan include the reservatin f right-f-way alng these segments f CTH H t accmmdate pssible future imprvement f the facility beynd the design year f the plan. Mr. Yunker als stated that as frecast year 2050 average weekday traffic vlumes may nt be expected t apprach the design capacity f CTH H between STH 165 and the Wiscnsin State line, Cmmissin staff recmmends that the Preliminary Recmmended Plan include resurfacing r recnstructin f this segment f CTH H t prvide essentially the same capacity. Chairman Sipsma suggested that the Preliminary Recmmended Plan include the widening f CTH H t fur travel lanes between CTH C and STH 165. Mr. Yunker stated that the frecast year 2050 traffic vlumes alng this segment f CTH H were clse t the radway s design capacity and that the Cmmissin staff wuld agree t add the widening f this segment f CTH H t the Preliminary Recmmended Plan. Need fr Fur Traffic Lanes n 85 th Street between Cper Rad and 65 th Avenue Mr. Yunker stated as frecast year 2050 average weekday traffic vlumes may be expected t apprach, but nt exceed, the design capacity f the segment f 85 th Street between Cper Rad and 65 th Avenue, Cmmissin staff recmmends that the Preliminary Recmmended Plan include the reservatin f right-f-way alng this segment f 85 th Street t accmmdate pssible future imprvement f the facility beynd the design year f the plan. Mr. Fineur stated that this segment f 85 th Street was recently recnstructed with tw travel lanes with bicycle and parking lanes n bth sides f the radway.

Mr. Fineur agreed with the Cmmissin staff s recmmendatin. Need fr Fur Traffic Lanes n 116 th Street between STH 31 and STH 32 Mr. Yunker stated that as frecast year 2050 average weekday traffic vlumes may be expected t be belw the design capacity f 116 th Street between STH 31 and STH 32, Cmmissin staff recmmends that the Preliminary Recmmended Plan include resurfacing r recnstructin f this segment f 116 th Street t prvide essentially the same capacity. Mr. Fineur agreed with the Cmmissin staff s recmmendatin. He indicated that if the Cmmittee agrees, the realignment f CTH H at CTH C wuld be included in the Preliminary Recmmended Plan. Chairman Sipsma nted that a rundabut was cnstructed at the CTH H and CTH C intersectin and that there is rm t expand the rundabut t accmmdate additinal travel lanes n CTH H. Reservatin f Right-f-Way n CTH U between CTH C and CTH WG Mr. Yunker stated that frecast year 2050 average weekday traffic vlumes may be expected t be belw the design capacity f CTH U between CTH C and CTH WG. Mr. Yunker nted that future traffic vlumes alng this radway wuld depend, in part, n the prpsed Abbtt Labratries develpment. Chairman Sipsma stated that it is apprpriate at this time t base the year 2050 plan recmmendatins n the current develpment plans f the cmmunities. He nted that preserving the right-f-way alng a radway based n a future develpment withut definitive plans culd have significant impact n adjacent landwners. He stated that the Cunty prefers t nt reserve right-fway alng the radway unless it has been determined t be necessary. He stated that based n current traffic vlumes, the reservatin f right-f-way alng this segment f CTH U des nt seem t be necessary. Mr. Kerkman stated that the Village f Bristl is cnsidering prviding sewer and water service t an area, ttaling abut 500 acres, lcated between CTH U and IH 9 and suth f CTH C. Chairman Sipsma suggested that the Preliminary Recmmended Plan culd include the reservatin f right-f-way alng CTH U between CTH C and CTH Q, but nt between CTH Q and the State line. He nted that primary access t the develpment wuld be prvided by CTH C and IH 9. Mr. Yunker stated that Cmmissin staff wuld include the reservatin f right-f-way alng CTH U between CTH C and CTH Q and that Cmmissin staff wuld re-examine current land use plans in this area. Reservatin f Right-f-Way n CTH K between USH 5 and IH 9 Mr. Yunker stated that as frecast year 2050 average weekday traffic vlumes may be expected t apprach but nt exceed the design capacity f CTH K between USH 5 and IH 9, Cmmissin staff

Mr. Kerkman stated that truck traffic alng this segment f CTH K histrically has been high but has recently decreased. Mr. Gentz nted that a landfill is lcated alng this highway segment which may cntribute t the truck traffic. He als stated that this segment f CTH K is a narrw rad with n shulders and that mtrists use this rad as an alternative t STH 50 and travel at high speeds. Chairman Sipsma supprted the recmmendatin t include reservatin f right-f-way alng CTH K between USH 5 and IH 9, and he further suggested that a bicycle rute be cnstructed alng this segment f CTH K. In additin t the Cmmissin staff s analysis f Kensha Cunty arterial street and highway functinal imprvement issues raised by the Cmmittee, included in Attachment B, the Cmmissin staff prpsed additinal functinal imprvement changes fr the Cmmittee t cnsider: Reservatin f Right-f-Way n STH 165 between STH 31 and CTH ML Mr. Yunker stated that as frecast year 2050 average weekday traffic vlumes may be expected t apprach, but nt exceed, the design capacity f STH 165 between STH 31 t CTH ML, Cmmissin staff recmmends that the Preliminary Recmmended Plan include the reservatin f right-f-way t permit future widening alng this segment f STH 165 rather than recmmending future widening t fur traffic lanes.
