Seniors of Spring Creek Men's Golf Association (SSCMGA) 1. SSCMGA PURPOSE By-Laws The Seniors of Spring Creek Men's Golf Association, a.k.a. SSCMGA or SMGA, is an organization for male members of the Spring Creek Golf Club who are 50 years and older. The goals of the SSCMGA include senior golfers signing up and lining-up to enjoy friendships and competitions playing at a game we know we will never truly master. We recognize that we are part of the Spring Creek Golf Club and, as such, strive to improve the Club s image and strengthen its membership. 2. SSCMGA CORE VALUES The core values of the SSCMGA are Openness, Respect, Integrity and Fun. a. Openness All are welcome. Members come from all walks of life; with different golfing abilities- ranging from scratch to 20+ handicaps. b. Respect We respect each player s individuality and state of game. c. Integrity We play with honesty, obey the rules of competition and post all our scores. d. Fun We share the joy of our golf and attempt never to take each other or ourselves too seriously. 3. ORGANIZATION The SSCMGA is led by a Board of Directors. The Board of Directors is comprised of the Officers, and the Chairmen of the Standing Committees. These 7 members are elected annually by the SSCMGA membership. Each member of the Board of Directors is elected to a 12-month term from January to December. a. Officers: At the first meeting of the Board of Directors in January or before, the Board of Directors shall elect Officers from their ranks. Election of officers shall be by voice vote with the individual receiving a simple majority being elected. These officers shall serve in that capacity for the following year unless they resign, or are asked to resign by the members of the Board of Directors. The officers include: i. Chairman: Responsible for the overall leadership of the Board, scheduling and chairing meetings, assigning Ad Hoc 1 P age By- Laws
committee members, and facilitating coordination between the Board and Spring Creek staff. ii. iii. Secretary: Responsible for establishing and maintaining this, and all documents, meeting minutes and reports, to ensure continuity of operations of the SSCMGA. Treasurer: The Treasurer will manage the SSCMGA account and will submit a report to the Board of Directors on the general fund indicating income and expenditures along with a rationale for expenditures on a quarterly basis. b. Standing Committees: The Chairman of the Board of Directors selects a board member to chair one or more of the following committees. The standing committee chairs oversee their designated area of responsibility and provide information to the membership when indicated. i. Tournament Committee: Prior to the beginning of each year, the Chairman of the Tournament Committee will prepare a list of dates and events for review by the Board of Directors. These events include the Kick-off tournament, home and home matches, and an array of traditional Intra-club matches. The Tournament Committee Chairman and the Board of Directors will coordinate the events identified. ii. iii. iv. Membership Committee: The Membership Committee Chairman will maintain and distribute the SSCMGA membership roster. The roster will include the name, phone number, and email address of each SSCMGA member. The roster will be updated on a periodic basis to ensure its accuracy. Food Committee: The chair of the Food Committee negotiates contracts menus and costs with the Spring Creek Golf Club for meals in connection with SSCMGA home and home tournaments, intra-club tournaments and other activities. Communications Committee: The chair of the Communications Committee is the focal point for communicating decisions and guidance between the Board and the membership. He is responsible for facilitating official communications flow throughout the SSCMGA. 2 P age By- Laws v. Tee Time Committee. The chair of the Tee Time Committee is the Tee Time Tsar. The Tee Time Tsar coordinates weekly competitions. He informs members of weekly tee times, days of play, daily game fees, pay outs, games to play, sign up and line up procedures, pace of play
suggestions, and scorecard handling. Prior to the first tee time the Tee Time Tsar, or his designated representative, communicates any variance in the rules of play for that day given playing conditions. vi. vii. Competition Committee. The chair of the Competition Committee maintains records of the results of weekly competitions including scores and winnings totals and will inform the membership of these results on a regular basis. The chair shall maintain the integrity of the handicapping system by monitoring scores and developing procedures to ensure member compliance. Election Committee. An Election Committee composed of one Board member (Chairman) and two general members selected by the Chairman will distribute the ballots for annual elections to all the members via email, and oversee the yearly election process. c. Ad Hoc Committees. The Board of Directors as needed to organize an event, address a membership request, or other SSCMGA requirements may form ad hoc committees and request participation from the membership. 4. NOMINATIONS, ELECTIONS, AND VACANCIES The Election Committee will manage nominations and elections. a. Nominations: Each year, on or about November 1, the Elections Committee will ask the SSCMGA members for nominations for the Board of Directors. Those who would be willing to serve on the Board of Directors will be placed on a ballot to be distributed to the membership by the Board. b. Elections: The membership will vote to select 7 of the nominees to serve the following year. The 7 nominees who garner the most votes will be the new Board of Directors for the following year. The ballots will be distributed and collected by the Election Committee (again via email) by December 1. The ballots will be counted and the results distributed by the Election Committee. c. Vacancies: If a vacancy occurs on the Board of Directors prior to annual elections, the Board of Directors will choose a replacement to complete the term of office of the replaced individual. 5. ANNUAL DUES and GENERAL FUND a. Annual Dues i. Annual Dues for returning and new members are predicated upon the projected income and expenses for the upcoming year. and collected by the Spring Creek Golf Club and given to the SSCMGA Treasurer to deposit in the account for the benefit of the SSCMGA. ii. New member dues may be prorated: 50% after August 1 st. iii. The Board of Directors sets the Annual Dues each December for the following year. b. General Funds Usage i. SSCMGA Meals The SSCMGA general fund will provide funds to offset costs associated with meals in connection with SSCMGA home and home tournaments, intra-club tournaments and other activities. Amounts provided are dependent upon funds availability and determination of SSCMGA Board of Directors. ii. Other Expenditures The SSCMGA general fund will provide funds for activities that benefit the SSCMGA membership as determined on a caseby-case basis and approval of SSCMGA Board of Directors. iii. Annual Review and Redistribution On or about November 1 of each year, a review of the general fund will be performed. Based upon that review the Board of Directors will determine the disposition of the general fund and make a determination to either carry the balance forward for the following year s operations, earmark the funds for a specific use, or redistribute the on-hand balance to the general membership on an equitable basis as a credit toward the following year's dues. iv. General Fund Report - The Board of Directors will monitor funds usage on a quarterly basis by reviewing the General Fund Report submitted by the Treasurer. 5. WEEKLY OPERATIONS: Prior to the beginning of each season, the Board of Directors will develop and distribute Guidelines that outline general rules governing play for the SSCMGA. Play is conducted under USGA rules as modified from time to time by the Spring Creek professional staff or the Tee Time Tsar. Walking is accepted and encouraged consistent with maintaining the stated standard for pace of play. 6. MEETINGS a. While no meetings of the general membership are anticipated, the Chairman shall call, schedule and chair this meeting if necessary. b. The Board of Directors shall meet when asked to meet by the Chairman. 4 P age By- Laws
7. BY-LAW REVIEW AND AMENDMENTS a. The Secretary will manage this document. The incoming Board of Directors will review these by-laws annually. b. The Board of Directors may make amendments by a consensus. 8. MEMBERSHIP a. Those eligible for membership will be male members of the Spring Creek Golf Club who are 50 years and older. b. Members agree to conform to the SSCMGA CORE VALUES. c. Members who have concerns about other members deportment, structure of weekly games, or any other factor relevant to SSCMGA activities and events will present these concerns directly to a member of the SSCMGA Board or the Chairman. While members are encouraged to present their issues to the Board Member with oversight of that particular functional area, all board members will ensure that the member s issue is fully addressed.
