Velocity tests of ammunition used by athletes in the 25m Rapid Fire Pistol Men event shall be conducted as follows: 1. ISSF Rule 8.4.4 requires that pistols and ammunition used in the 25m Rapid Fire Pistol Men event must produce a minimum velocity of 250.0 m/sec. and have projectiles / bullets that weigh a minimum of 2.53 g (39 gr). 2. ISSF Rule 8.4.4.2 specifies testing procedures to be followed. This Annex provides additional instructions for conducting velocity tests in accordance with this rule. 3. The Equipment Control Jury must supervise the testing, ISSF Rules 6.7.6.1, 6.7.9.1 and 6.8 c). 4. Organizing Committees must provide a high-quality chronograph for conducting velocity tests, a scale for weighing bullets and a Testing Officer to perform the test (ISSF Rule 6.5 a), 8.8.4.1). 5. The chronograph should, if possible, be located in the 25m Pistol Function Fire Range (ISSF Rule 6.4.11.11). The Equipment Control Jury must ensure that the chronograph screens are set up properly, that requirements in the instruction manual are followed and that pistols being tested are fired perpendicular to the screens, with the pistol muzzle 3.0 m from the first screen. The chronograph should be set up so that both screens are in a shaded area where light is uniform (sun or partial sun can cause erratic measurements). 6. Prior to the start of Official Training, the Equipment Control Jury must select one (1) rifle and ammunition and fire a minimum of five (5) shots to establish control data for the chronograph. The Pistol Velocity Testing Set-up control test must be documented. This rifle and ammunition must be available during the competition to confirm chronograph measurements. 7. During Official Training and PET, the chronograph must be available for athletes to use to check their pistols and ammunition. Jury Members and Range Officers must observe this voluntary testing to ensure that reasonable velocity measurements are being obtained. 2

8. The ammunition of at least one (1) athlete from each relay of each stage must be tested. The Equipment Control Jury will supervise the selection of the athletes to be tested and collect the ammunition to be tested. Ammunition must normally be collected during the preparation period for a 30-shot Qualification stage, but ammunition for additional testing may be taken at any time. A Jury Member will take ten (10) cartridges from the ammunition that the selected athlete(s) is using, place them in an envelope with a Test Record Form (printed on page 3), seal the envelope and secure it until testing is done. The athlete s name, Bib number and NOC code must be recorded on the envelope, which must be sealed and signed by the athlete and Jury Member. The pistol number also must be recorded. 9. Athletes must begin each stage of the competition by placing one full box of 50 cartridges on the bench or table (5 sighting shots, 30 match shots, 10 cartridges for possible ammunition testing, 5 cartridges for a possible malfunction re fire). No additional ammunition or boxes of ammunition may be placed on the bench or table without obtaining permission from a Range Officer or Jury Member. 10. After the command, UNLOAD following the last series in a 30-shot stage, a Range Officer must escort the athlete to the testing station. The athlete s coach also has a right to be present. The testing must be supervised by the Equipment Control Jury Chairman or one Jury Member designated by him and conducted by a Testing Officer. a) The bullet from one (1) cartridge must be pulled and weighed. If the bullet weight is less than 2.53 g, two (2) additional bullets must be weighed. If the average weight of the three (3) bullets is less than 2.53 g, the Chairman of the Equipment Control Jury or one Jury Member must confirm that the test was performed correctly and that the athlete is disqualified in accordance with ISSF Rule 8.4.4 and 6.7.9.2. b) Three (3) shots must be fired from the athlete s pistol by a Testing Officer. If the average velocity for the three (3) shots is 250.0 m/sec. or greater, the pistol and ammunition pass the test. If the pistol produces an average velocity below 250.0 m/sec., three (3) additional shots must be fired. If the average velocity of the six (6) shots is less than 250.0 m/sec, a control test with the rifle and ammunition used to conduct the Velocity Testing by Testing Officer original control test (see paragraph 6 above) must be made to confirm that the chronograph is measuring accurately. 3

c) If the average velocity of the six (6) shots is less than 250.0 m/sec. and the control test confirms that the chronograph is measuring accurately, the Chairman of the Equipment Control Jury or one Jury Member must confirm that the test was performed correctly and that the athlete is disqualified in accordance with ISSF Rule 8.4.4.2 and 6.7.9.2. d) The test and mandatory disqualification must be documented on a Range Incident Report Form (IR). A copy of the completed Form IR must immediately be forwarded to the 25m Range RTS (Results, Timing and Scoring), Control Room. 11. If an appeal is filed against the disqualification in accordance with ISSF Rule 6.7.9.3, the Jury of Appeal must decide if the testing was done according to ISSF Rules and these procedures, but the Jury of Appeal may not repeat the test (ISSF Rule 6.7.9.3).
