2017 CONGRESS Recent changes in the IFBB constitution and rules
ARTICLE 19.4.7 OF THE CURRENT IFBB CONSTITUTION Any athlete who competes, or performs as guest poser, in International Events not approved and/or sanctioned by the IFBB shall be subject to a fine and/or (a) non adverse doping test to be performed in accordance to the IFBB Anti-Doping Rules, (b) payment by the athlete of a reinstatement fee in an amount to be established annually by the Executive Council and (c) payment by the athlete of the doping test costs, as condition precedent for said athlete to be allowed to compete in any future international event approved and/or sanctioned by the IFBB. RULE ABOUT VISA An athlete included in an official National Federation team, who request and received an invitation from the IFBB Head Office or the Organizing Committee of an IFBB sanctioned event for visa purposes and uses that visa to unlawfully stay in the host country or any country, will be subjected to the disciplinary proceedings and measures. The relevant National Federation is responsible to carefully control the proper, legal use of the visa by his/her athlete, and it will be subjected to a fine and/or a suspension, in case of any misuse and/or unlawful utilization of the same visa IFBB GENERAL PROVISIONS 7.1 GENERAL PROVISIONS: The general provisions of the IFBB are: 1. The IFBB is a legally registered entity (an Asociación-Federación ) without share capital (not-for-profit). Members of the Executive Council are democratically elected or appointed and serve on a voluntary basis. As such, they may neither derive a salary by virtue of their membership nor derive any personal financial gain by carrying out any duty that may ensue because of such membership. 2. The IFBB forbids its membership from engaging in any racial, sexual, political or religious discussion, demonstration or act that may result, whether directly or indirectly, in the fostering of bias or prejudice between any of its members. 3. The IFBB does not distinguish or discriminate between individuals or countries for reasons of race, color, sex, sexual orientation, religion or politics. 4. The IFBB encourages gender equality at all levels in all of its ambits.5. The duration of the IFBB shall be unlimited. 6. The sole authority to interpret the Constitution and Rules shall rest with the President whose interpretation shall be final and binding. The President may, at his own discretion, seek the advice of other Members of the Executive Council or Congress before arriving at a final decision.
TO AMEND THE ARTICLE 12.5 ( RIGHT TO VOTE ) OF THE CURRENT IFBB CONSTITUTION AS FOLLOWS: To remove, in the aforesaid article, the number 8 and the word Patrons. The following Members of the Executive Council shall have the right to vote at all meetings of the Executive Council and Congress: 1. President 2. Executive Assistant to the President 3. Executive Director 4. General Secretary 5. Assistant General Secretary 6. All Vice Presidents 7. Chairpersons and Secretaries of Standing Committees. 8. [Patrons] Removed 14.2. INCLUSION OF THE ATHLETE S COMMITTEE AS APPOINTED POSITIONS OF THE EXCO Athletes Committtee is a new commission joined by Members from the Executive Council shall hold their position by virtue of being appointed by the President: The Athlete s Committee shall be comprised of a Chairperson and a secretary of a different gender who have to be athletes still pursuing an active career- and shall have the following duties: 1. to be spokeperson of bodybuilding and fitness athletes in every matter concerning the course of bodybuilding and fitness competitions and to recommend improvements in this area to the President and the Executive Council; 2. to assist the Judges Committee and the Technical Committee in ensuring the smooth running of the World Bodybuilding and Fitness Championships or any International event; 3. to have te power to temporarily co-opt members to assist in carrying out the duties of the Committee; 4. to meet at least once per year, on the occasion of the World s Bodybuilding and Fitness Championships; 5. to fulfill any other duty or duties that may be assigned by the President or the Executive Council. IFBB JUDGES COMMITTEE REQUIREMENTS FOR INTERNATIONAL CLASS Division of the IFBB International Judges in three classes (C-Class; B-Class; A-Class), in accordance with specific requirements for each class.

1. A category can only be run if there are not less than 5 athletes. If less than 5 athletes, the categories will be combined with the next heavier/ taller class, wherever possible. a) If less than 5 athletes in the heaviest or tallest class, it will be combined with the closest lighter or shorter category. b) If still less than 5 athletes, more categories will be combined or, eventually, one open class will be run. c) Juniors and masters age divisions will not be combined; however, categories inside the same age division may be combined, if less than 5 athletes per category. d) In case of categories with less than 5 competitors, no titles will be awarded and no points to the IFBB World Ranking will be counted. POSING ROUTINES The length of the posing routine in Women s Physique has been increased up to 60 seconds. Acrobatic moves are strictly prohibited in Bodybuilding, Classic Bodybuilding and Women s Physique posing routines. Performing the routine, competitor is not allowed to jump up or lift both legs off the stage if there is no contact of any other body part with the stage at the moment. ALL IFBB INTERNATIONAL CHAMPIONSHIPS There will be no A-Teams and B-Teams at the World and Continental Championships. National teams will be unlimited. Each National Federation may enterer as many athletes as it wants in any category. From May 1st, 2018, onwards, crossovers will not be possible. Each competitor, including juniors and masters, may only compete in one category (junior or master or open) at an IFBB international competition. Competitor may compete in other category at other international competition, if he/ she so wishes. WOMEN FITNESS New categories with no acrobatic moves will be created as a test for 1 year. IFBB ELITE WORLD RANKING Additional points will be granted to the overall winners, as follows: World Bodybuilding or Fitness Championships: 5 points for overall winner. Continental Bodybuilding or Fitness Championships: 3 points for overall winner. IFBB ELITE PRO QUALIFICATION In the Elite Pro Qualifying event, if the Overall winner is an athlete who previously qualified to obtain the Elite Pro Card and refused to have it, deciding to stay in the Amateur Division, the second place winner in the Overall shall be entitled to obtain the Elite Pro Card. If an IFBB amateur athlete participated in the Elite Pro Qualifier and qualified to turn Pro, he/she will have one year to make the final decision if he/ she wants to turn Pro. After this period of time, he/she will have to qualify once again. At the World Bodybuilding Championships, the results of the following competitors from each National Team, but no more than 2 per category, will be taken into consideration to calculate the total points of each team: 1.
