Oregon Youth Soccer Association Regular Board Meeting July 14, 2014 6:30 PM Meeting was called to order by President, Steve Meckel at 6:35PM. A quorum was not achieved. Board Members Attending Steve Meckel Vicki Pounds Keith Blackerby John Cronkrite Attending by Phone Conrad Peterson John Thomas Steve Meckel went over the transition of Matt Madeira leaving and his stepping into the President position. Minutes and Reports Minutes of the June board meeting will be tabled until the August meeting. Reports were addressed with the following questions: o Corvallis Soccer Club new club membership. Questions were asked regarding how much of their club membership application was missing. Steve Meckel will send out email asking for provisionary approval from board. Budget Not enough board members present at June 26 th phone call and at this current meeting to vote in budget. Steve Meckel will send out an email asking for board approval. New Business We currently have a board opening for the position of Vice President. Steve will send out an email asking for recommendations. Steve Meckel requested that the bylaws and policies be updated to reflect old ED roles vs. new CEO roles to blend the 2 positions. Specifically Policy 301-2. Steve Meckel formed a committee consisting of Vicki Pounds, Jodie DeMoe and Ben Ashley to look at the procedures that we currently have for new and existing clubs to initiate or renew their club status with us. Seems that we are giving to many provisionary grants to clubs when we should be waiting until all information is in. Also we are not holding existing clubs to renewing properly each year. Steve Meckel would like a suggestion to the process by the committee by the October, 2014 meeting. Meeting adjourned at 7:30PM. The next meeting will be August 4, 2014 at 6:30PM.

Member Services Report July 14, 2014 Club Development The OYSA board approved the membership applications of Yamhill Carlton Soccer Club and Oregon Coast Futbol Club at the June meeting. Those clubs have been configured in Affinity and have begun registering players and coaches. OYSA has received an application from Corvallis Soccer Club to be recognized as a member club. The club is a result of the merger of two former OYSA members, Valley Futbal Club and Corvallis United Soccer Club. The two former clubs had been entering their teams in the OPL. Following the merger, the club is registering all of its players and team with OYSA. Staff has facilitated registering the club s players, admins, and teams for upcoming tournaments and league play. The club seeks formal recognition as a member club. Corvallis Soccer Club has submitted all required documents and meets all of the criteria for membership. Although the club is the result of a merger, the new organization has chosen to have a corporate and tax identity separate from either of the former clubs. An application for exempt status has been filed with the IRS, but has not yet been formally granted. Staff recommends that Corvallis Soccer Club be approved as a member club in OYSA. Risk Management There are no risk management issues pending at this time. Grievance and Discipline OYSA has scheduled a hearing for 7/21/14 to consider whether additional disciplinary sanctions should be imposed on a coach who was coaching in an OYSA match while suspended from all federation activities. Leagues and Tournaments There are no leagues and tournaments currently being played for which OYSA is providing operational assistance. The Region 4 Presidents Cup was played in Morgan Hill, California, June 11-15, 2014. Oregon had 8 teams participating in the tournament. The following Oregon teams advanced past the group stage to the knockout rounds: U13 Boys Westside Timbers B00 Copa TS - Quarterfinals

U13 Boys Capital FC Timbers Boys 2000 Red - Quarterfinals U14 Boys WAFC America - Semifinals The Far West Regional tournament was played in Albuquerque, New Mexico, June 16-22, 2014. Oregon had 17 teams participating in the tournament. The following Oregon teams advanced past the group stage to the knockout rounds: U12 Boys Eastside Timbers B01 Red - Quarterfinals U15 Boys Capital FC Timbers B98 Red - Quarterfinals U17 Boys Westside Timbers B96 Copa - Quarterfinals U18 Boys Westside Timbers B95 Copa - Quarterfinals U13 Girls Eastside Timbers G00 Aston Villa - Quarterfinals OYSA/Timbers fall leagues are open for registration. The following leagues are open for registration in Affinity: Timbers and Thorns Premier League - 14 games; U11 $850, U12- U14 $950 Timbers and Thorns Championship League - 12 games; U11 $750, U12- U14 $850 Timbers and Thorns High School Boys - 10 games $750 Timbers and Thorns Metro Select - 8 games: U11 $600; U12- U14 $650 The Premier League, Championship League, and High School Boys League are all competitive leagues. Oregon registered teams playing in the Premier League are eligible for the Oregon State Cup in spring 2015. Oregon registered teams playing in the Championship League will be eligible for the Oregon Presidents Cup that will begin play in November 2014. Teams in the Championship League may choose to play in the Oregon State Cup, but teams playing in the Premier League are not eligible to enter the Presidents Cup tournament. Washington registered teams playing in these competitive leagues will be eligible for Washington Youth Soccer tournaments in accordance with WYS rules. The Metro Select league is classified as recreational. The league is expected to be composed primarily of teams from Tualatin Hills and PYSA. OYSA will also run a U9- U10 Developmental League. All games will be played on Sundays at Delta Park. The U9- U10 league will play 7v7 on fields configured for that number of players. The U11 age group in all Timbers and Thorns leagues will play 9v9.

Regionals Far West Regionals - June 16-22, 2014 Albuquerque, NM Check out OYSA s facebook page for the updates that were posted during the tournament. Brett Thompson of PYSA did a fantastic job of taking pictures, interviewing players and coaches and updating the website with game stats. I want to say a HUGE thank you to Brett Thompson and Steve Meckel for their time and assistance during the tournament. They were a huge asset to OYSA the players and teams - THANK YOU! Oregon took 17 teams to Regionals. 5 teams made it to quarterfinals 0 moved on. BU12 Eastside Timbers 01 Red BU15 Capital FC Timbers 98 Red BU17 Westside Timbers 96 Copa BU18 Westside Timbers Copa GU13 Eastside Timbers 00 Aston Villa Cal South took 11 out of the 16 Championships. Oregon also took 8 referees to Regionals. 5 out of our 8 referees on the first day of the tournament had whistles!!!! Go Oregon! Andy Deuker was selected to attend the USYS National Championships in Germantown. This will be Andy s third consecutive national championship series event 2 more than any other Oregon referee. Any was selected to return this year as a top- 20 performer from last year. Thank you to the following referees for a great job! 07/7/14 CEO/Technical Director Report OYSA Office Staff The month of May was a busy one for the office staff. Brian and Desia both spent time on the road at Presidents Cup Regionals and Far West Regionals respectively. Both events were a success. After reviewing potential candidates for the position of Manager, Coaching Education I selected 3 finalists to be interviewed by a committee on June 24 th. The interview committee was unanimous in its recommendation and I offered the position of Director of Education to Bob Bigney. Bob officially accepted the position on June 30, 2014. His start date with OYSA is August 1, 2014. Financial We are in the process to closing our books for 2013/2014 and shifting our bookkeeping to Sport Services of Oregon (SSO). SSO will handle all of our accounts payable and monthly reports. We will handle accounts receivable in- house and have developed a process for check requests. Coaching Education These are the courses currently scheduled for the coming months: E Licenses in Beaverton NSCAA Premier Diploma - August NSCAA Director of Coaching Diploma - August National Youth License August Timbers I met with Mike Smith and Gavin Wilkinson to discuss the 10 year agreement last week and we are in the final stages of having the agreement ready to sign. We have agreed that neither party should profit from the other and that this is a true partnership. It was also made clear in the agreement that we remain separate entities and that we are working jointly towards common goals. Upcoming Staff Travel Schedule Brian, Steve Meckel, Bob Bigney, and I will be travelling to Anchorage, AK for the Region IV Fall Planning Meeting September 24 28, 2014. I will be out of the office July 14 25 on family leave. I will have my phone and computer so I will be able to answer voicemail and email.
