City of Richmond has the highest ratio of 1.71. Counties of Henrico, Hanover and Goochland also have relatively high number of jobs as compared to households. Goochland County has several major employers in the region. Chesterfield County almost has a flat ratio of 1. Rural counties of Powhatan, New Kent and Charles City have jobs to household ratio less than 1. October, 2013 Page 10

Dissimilarity index is computed in the range 0 to 1.0. If the region is completely balanced (e.g., every county has the same number of population and jobs assuming one job per household), an index of 0 is computed. If the region is perfectly unbalanced (e.g., no county containing a job has a resident and no county containing a resident has a job), an index of 1.0 is obtained. In the Richmond region, the dissimilarity index from 2009 to 2011 has decreased overall as shown in the table above, which means the region s jobs and households are being more balanced over the years. Map 1 The percentage of workers working in the County of Residence total for the Richmond region has slightly increased from 48.46 % in 2009 to 49.09% in 2011. As shown in Map 1, in 2011 more than half of the workers in City of Richmond and Henrico County work in their respective counties. In Charles City County and New Kent County less than a quarter of the workers work in their respective counties. There is a steady trend in an increase in the number of workers employed in the same jurisdiction where they live. October, 2013 Page 13

The socioeconomic data is updated every four years. The last time it was updated the base year was 2008 and the number of Transportation Analysis Zones (TAZs) in the Region was 712. (Next year the data will be available for 2012 base year and the number of TAZs in the region will increase to 875). For this performance measure, only the households and employment within the urbanized area in the region is considered, not the whole region. Out of 712 TAZs in the region 607 TAZs are within the urbanized area. As shown in the table and in Map 2 roughly one-third of the urbanized area is covered by the local transit system, GRTC. Numerically, 245 TAZs of the 607 TAZs in the urbanized area are covered by local transit. As a result, 40% of the households and 51 % of all employment in the urbanized area is served by local transit. Map 2 October, 2013 Page 14

Looking at individual jurisdictions, the City of Richmond shows an increase in the number of residents who walk to work every year. Goochland, Charles City and Powhatan show a decrease from 2009 to 2011, and Henrico and Chesterfield show almost no change from 2009 to 2011.
