FOOTBALL ADVISORY COMMITTEE REPORT January 4, 2012 Robert W. Hughes FHSAA Building (Gainesville, Florida) Gary Pigott, FHSAA Football Administrator, called the meeting to order at 10:00 a.m. The following committee members were in attendance: Marty Lee, First Coast High School (Jacksonville), Robert Craft, North Florida Christian School (Tallahassee); Andre Dobson, Northside Christian School (St. Petersburg); Barry Goettemoeller, North Fort Myers High School; Dan Marguriet, Taravella High School (Coral Springs); Randy Bethel, Sebastian River High School & FACA Rep.; Bob McKinney, Broward Football Officials Association. FHSAA staff members Justin Harrison, Alex Ozuna, and Michael Colby, were present during portions of the meeting. Committee members Craig Damon, North Marion High School (Citra), Randy Hallock, Astronaut High School (Titusville); and Alex Pacheco, Miami Springs Senior High School were unable to attend. Welcome and Procedures AGENDA ITEMS Mr. Pigott welcomed the committee to the FHSAA Office, reviewed the agenda and gave the committee an overview of the process for any recommendations from the football advisory committee. Each person present introduced them self. Selection of Chairperson Motion by Mr. Lee, seconded by Mr. Dobson and carried (6-0 vote) to select Dan Marguriet, Taravella High School (Coral Springs), as committee chairperson. Adoption of Agenda The agenda was adopted. Motion by Mr. Lee, seconded by Mr. Dobson and carried (6-0 vote) to approve the agenda. Review of 2011 Advisory Committee Minutes The committee reviewed the 2011 Advisory committee meeting minutes, and discussed several items that were previously voted upon. The Items that the committee discussed included the following: Complimentary State Finals Recommendation, State Finals Participation Team Payout, Football Classic/Jamborees Sanction Fee, and Mandatory Quarterly Water Break Rules. Motion by Mr. Lee, Second by Mr. Goettemoeller and carried (6-0 vote) to approve the 2011 Advisory Committee Meeting Minutes. Review of 2011 State Championship (Orlando) Mr. Pigott explained to the committee that the Football Finals went well in Orlando. The weather cooperated during both weeks of play. Mr. Pigott discussed the RFP process that took place during the offseason and why the Florida Citrus Bowl was selected to be the championship site for the next three years. The committee pointed that they really liked the new turf that was installed last year and appreciate the team host at the stadium as they were extremely helpful and knowledgeable. Mr. McKinney stated the Officials at the event really enjoy how smooth the process at the Florida Citrus Bowl went for all officials present. NFHS Playoff Game Stats Mr. Pigott reviewed the NFHS playoff stats for the 69 playoff games from which data was collected during the state series. FACA Recommendations None submitted

Submitted Agenda Items A) Playoff Kickoff Time: 7 p.m. vs. 7:30 p.m. Recommendation: To move the start time back for all football state series contests from 7:30 p.m. to 7 p.m. Rationale: Several schools in the state play their regular season games at 7 p.m. and they enjoy the 7 p.m. game time because it helps clear the field at an earlier time and helps coaches and student athletes get home at a reasonable time. The committee feels comfortable with the 7:30 game time mainly due to travel issues, especially in the southern counties where there are densely populated cities and travel becomes difficult. B) District Tie-Breaker Procedures Recommendation: To review and restructure the district tie-breaker procedures where the #1 seed gets a choice of hosting, bye or ball first (first quarter only), the #2 seed gets the second choice, and the #3 gets the last option. Rationale: It does not seem fair that 3 teams are tied in the district standings, but the team who plays a weaker non-district schedule gets every advantage. The committee likes the current method of producing the district tie-breakers. C) School Bands Performing During Play Recommendation: To not allow school bands to play music once the huddle has been broken and the offensive center gets over the ball. Rationale: Home schools take advantage to the current rule and have the home band play music as loud as possible while the visiting team is in the huddle and trying to call pre-snap signals. The committee likes the current rule, the committee believes that the playing of the band creates some the great atmosphere which everyone loves. D) The Use of Dummies during the First 3 days of Practice (R. Hallock) Recommendation: To allow schools to use dummies in the initial three days of football non-contact practices. Rationale: Due to the fact most football players have been conditioning all offseason and summer, the athlete are in contact ready shape and should be allowed to use dummies as practice for contact. The consensus of the committee was that this may be a good idea due to increase summer actives being done during offseason conditioning programs and summer camps, although not all athletes attend summer camps, the athletes already come into the first practice in shape for contact. In addition, this can become a beneficial teaching tool to show athletes how to correctly hit individuals during full contact practices before the start full contact practices. Motion by Mr. Bethel, seconded by Mr. Dobson and carried (5-1 vote) to approve the recommendation to allow the use of dummies during the first three days of football non-contact practice. E) Footballs Used During Postseason (R. Hallock) Recommendation: To allow schools to use the football of their choice during the FHSAA state series. Rationale: Not all schools use Spalding footballs during the regular season and some quarterbacks are not as comfortable throwing a Spalding football. Due to contractual obligation school must use the Spalding JV5 or the Spalding TF-SB1 during the state series for the next several years. In addition, the consensus of the committee was that Spalding JV5 and the new TF-SB1 are great footballs to compete with.

F) Give Head Coaches Free Passes to FHSAA State Finals (R. Hallock) Recommendation: To allow each head coach a free pass to the FHSAA State Finals games. Rationale: This would be a nice incentive for all head coaches to go support all the team who have reached the FHSAA State Finals. The committee believes that the school administration can purchase a state series pass for the coach, and this would allow the coach to attend any state series event in any sport. G) Play Rule for Football (R. Hallock) Recommendation: To increase the play rule to allow athletes to play six quarters in the span on one week. Rationale: This allows a junior varsity or freshman player to participate in a full game at the lower level and still be a backup at the varsity level. The committee believes that is recommendation can increase the quality of depth and the quality of playing experience for athletes. But the committee had questions on how the rule may be implemented in our state, what will constitute a quarter? who will be eligible? how will it be enforce? etc. The overall consensus was that this recommendation needs further research to see how other states may implement this type of rule before the recommendation can be voted upon. Motion by Mr. Goettemoeller, seconded by Mr. Lee and carried (6-0 vote) to hold the recommendation for further research and place the recommendation on the 2013 football advisory committee meeting agenda for vote. H) State Entry List (R. Hallock) Recommendation: To allow schools to put 70-80 names on the official state entry list. Rationale: In track, swimming, and wrestling the number of athletes that may be listed on the official state entry list are unlimited. Football should have the same option. The committee is in favor of increasing the number of athletes that may dress out during the state series. The committee believes this would reward those athletes who are not on the playing roster but have been participating in practices and scout teams throughout the entire season. The committee recommends to amend the recommendation to have unlimited number of athletes on the entry list but only allow a maximum of 70 athletes to dress out during the state series. Motion by Mr. Lee, seconded by Mr. Goettemoeller and carried (6-0 vote) to approve the amended recommendation to have an unlimited number of athletes on listed on the entry list but only allow a maximum of 70 athletes to dress out during the state series. I) Water Breaks (R. Hallock) Recommendation: To do away the mandatory in-game water breaks after October. Rationale: By the end of October, the weather is cooler and the players are in game shape and should not need extra water breaks. The committee likes the current rule on water breaks during games. The committee discussed the consistency of how the officials should enforce the water breaks during play. The committee believes there should be more verbiage in the FHSAA Officials Guide Book on how exactly should the breaks be implemented so there can be more consistency throughout the state on how officials conduct the water break.

Sportsmanship Update A. Filming Through Handshakes The committee discussed the benefits of filming through the handshakes and discussed why this practice is not normally done at a regular basis. B. Filming During Stoppages The committee discussed the benefits of filming during stoppages and discussed why this practice is not normally done at a regular basis. C. Handshake Procedures The committee discussed some of the pros and cons of the team handshake at the end of each contest. During discussion the questions was bought up, should there be an established rule on handshake procedures to decrease incidents from happening. The committee discussed that in some counties the coaches have decided not to have the athletes shake hands and instead clearing the field and have only the coaches shake hands once the game has concluded. Open Agenda A. Review Policy 24 (M. Colby) Mr. Colby discussed issues pertaining to policy 24 of the FHSAA Handbook concerning coaching schools, camps, clinics, combines or workshops by member schools B. NCAA Memo The committee discussed the rising concerns of the NCAA pertaining to the summer 7-on-7 club programs and their affiliations with third party institutions. The committee believes the role of most high school football coaches are being marginalized in the recruiting process due to the third party institutions involvement with recruiting agencies. The committee believes that the NCAA needs to find some way of regulating the third party access to assist in controlling a situation that is beginning to become out of control. C. Limit the numbers of athletes on each side of the ball during an onside kick. (M. Lee) Several coaches across the state were concerned with the current kickoff rule, where a team can place as many players as they like on one side of the ball. They would like to see the association adopt a rule similar to the higher levels, where a team needs to at the very least have a minimum of four players on each side of the ball during the kickoff. D. Feedback on 5 man crews versus 7 man crews. (B. McKinney) Officials will like schools to have several games during the season to have 7 man crews to give the officials the experience in the back wing positions before the state series. Background Information: Recommendation: To review and either discontinue or restructure the 10% rule that allows teams to pick if they play up a classification or play down a classification. Rationale: It does not seem fair that teams in the lower 10% gets the choice to chose which district classification they want to join which ultimately results in which ever one is weaker; when other teams outside of this 10% must play where their enrollment numbers place them. Alternative to Recommendation: 1. Approve recommendation. 2. Modify the recommendation 3. Background Information: Recommendation: To not allow schools to play down a classification for any reason including in county conferences or any other personal gains or benefits. Teams should not have the choice of playing down but should have the choice of playing up due to mileage purposes. Rationale: It does not seem fair that a team can play down in a smaller classification for any reason. Enrollment numbers matter and regardless if the entire county is requesting that they all be in the same district, this is unfair if a team is allowed to play down a classification for this purpose.
