Funding the facilities and infrastructure upgrades is a challenge. Muni trains are too crowded, no air on trains after ballgame, makes taking transit to games unappealing, squeezes out regular c cars are needed. Why doesn't Muni run 2-car trains to relieve Embardadero service congestion and create capacity? Muni and BART may not be able to meet needs with plans for vehicles coming on line, using aged and inefficient cars. A transfer from Muni (south of Ferry Building) to historic F-line is required to travel the entire Embarcadero in a single transit tri The E-Embarcadero historic streetcar must become a full-time service to provide one seat from Caltrain to Fisherman's Wharf Why doesn't Muni run 2-car trains to relieve Embardadero service congestion and create capacity? Congestion blocks Muni between 2nd Street and King (Giants Stadium) and 4th and King, making it difficult for commuters to ge Muni turn-backs at Caltrain are inefficient. 1.4 Develop Transportation Strategies ID # STRATEGY NAME STRATEGY DESCRIPTION STRATEGY JUSTIFICATION M -1 Muni Metro Extension (MMX) Optimization: Vehicle Storage & Passing Track Muni Lighr Rail Would include adding a third track in the right of way between the two existing tracks on Embarcadero between 2nd Street platform and Brannan St platform and between Brannan St platform and Folsom St. platform. Would allow more operating flexibility within the existing rail and platform configuration, without requiring additional real estate. Passing track or other storage capacity for holding trains during high demand periods would allow more efficient coordination between platforms at Brannan Street, 2nd Street and 4th and King. M -2 E-Embarcadero Historic Streetcar Southern Terminal Loop Provides for engineering design and construction of terminal tracks and loop around or near the terminal at 4th Street and King Street. M -3 20th Street Transit Hub: Mission Bay Loop Extension Expands Mission Bay Loop by adding an additional leg along Illinois Street, 20th Street to Third Street. Would require additional rail, turnouts and overhead contact wire system (OCS) on Illinois, 20th Street and Third Street. Would require reconfiguration/rebuild of 20th Street northbound Muni platform. M -4 T-Third Travel Time Improvments Provides for planning and implementation of modified transit operations along the 3rd Street T-Third Light Rail route from Sunnydale to 4th Street and King Street. M -5 New Light Rail Vehicles This would provide funding to be used in the procurement of new LRVs to support service demands from new developments. M -6 Embarcadero MMX Optimization: Pocket Tracks, Passing Tracks, Signal Improvements, etc The loop would enhance historic streetcar operations along Muni Metro Extension (MMX) and extending into Mission Bay. The loop is very desireable and would help with service reliability on the E line and the N/T. It will also help with vehicle availability/reliability, as well as avoid locking service planning into double-ended vehicles. This project would extend the Central Subway "short line" service to 20th Street, expanding it into the core Pier 70 development area and connecting it to the (post TEP) 22-Fillmore and 58-24th Street Muni coach terminal at Third Street and 20th Street. This project would identify service plans such as signal timing and priority or "skip-stop" that could increase the service delivery on the T-Third. It would complement the Central Subway service improvements to improve customer perception of slow service along this corridor. This would help to fund vehicles needed to support service demands from new developments. M -7 LRV service to Fisherman's Wharf North Embarcadero Overhead Contact Systmen (OCS) and Platform Enhancements: Use LRVs to address capacity challenges on historic street cars (E and F) on the Embarcadero M -8 Evaluate running 3-car LRVs along MMX M -7 Advance 22-Fillmore Interim Motorcoach Extension to Mission Bay by April 2015 by contributing to operating funds Muni Bus Extends the 22-Fillmore on 16th St., connecting Mission Bay with regional transit at the 16th-Mission BART station as well as neighborhoods along the 22-Fillmore route. M -8 58-24 th Street Extension to Pier 70 Extends future (TEP Line) 58-24th Street motor bus into Pier 70 along 20th Street with terminal loop at appropriate location in proposed development. This option will provide direct service between the Mission and UCSF where many more trips are expected with the opeing of the new UCSF Hospital, expected to open in February 2015. SFMTA Transit is planning for this service to come on-line in tandem to the opening of the Hospital in 2015. This project would increase accessibly to transit for new residents and employees in the Pier 70 area. It would also present the opportunity to add operator restrooms at the future terminal (see F-01). M -9 Event Re-routes and Service Augments This is a transit serive planning task that would be evaluated on a per-event basis. Planning for service modifications for specific events can provide additional capacity during key demand periods. M -10 TPS (Transit Preferential Streets) for Muni buses that serve the waterfront Non-transit vehicles are generally permitted to enter transit-only lanes to access curbside parking or to complete a turn, unless specifically prohibited. Emergency vehicles may use transit-only lanes at all times, and often taxis may also use these lanes. Transit-only lanes can be created by removing an existing travel lane or by removing a parking lane. SOURCE: SFMTA, Turnstone Consulting, Fehr & Peers, Jungle Communications M -11 "Bridge" Service This is a transit service planning option that would identify Muni Bus service that could expand or increase service to the waterfront area to meet capacity demands prior to The TEP has proposed several transit-only lanes throughout the Muni system. Services that include transit-only lanes, and that serve the waterfront include 14-Mission, 27- Folsom, 22-Fillmore. Transit only lanes can reduce transit travel times by allowing transit vehicles to bypass traffic congestion and avoid conflicts with other vehicles in mixed travel lanes.
