USA Gov ern ment Spe cial Warn ing in force 11 No vem ber 2005 SPE CIAL WARN ING NUM BER 123 EAST AF RICA 1. Due to con tin u ing con di tions of armed con flict and law less ness in So ma lia and wa ters off its coast, mar i ners are ad vised to avoid the port of Muqdisho (Mogadishu) and to re main at least 200 nau ti cal miles dis tant from the So mali coast. The US gov ern - ment does not have an em bassy in So ma lia and can not pro vide ser vices to US cit i zens. 2. Re cent ves sel hijackings off the east coast of So ma lia dem on strate that pi rates are able to con duct at sea hijackings from as far south as Kismaayo (Chisimayu) (00-22S), though ves sels are ad vised to tran sit no closer than 02-00S, to as far north as Eyl (08-00N), and out to a dis tance of 170 miles. The first known at tempt to hi jack a cruise ves sel oc curred in No vem ber 2005. All mer chant ves sels transiting the coast of So ma lia, no mat ter how far off shore, should in crease anti-pi racy pre cau tions and main tain a height ened state of vig i lance. Pi rates are re ported to have used pre vi ously hi jacked ships as bases for fur ther at tacks. 3. An other re ported pi rate tac tic has been to isssue a false dis tress call to lure a ship close in shore. There fore, cau tion should be taken when re spond ing to dis tress calls keep ing in mind it may be a tac tic to lure a ves sel into a trap. 4. Vic tim ized ves sels have re ported two to three (2-3) speed boats mea sur ing six to nine me ters (6-9M) in length. Each ves sel has a crew of three to six (3-6) armed men with AK-47s and shoul der launched rock ets, which are open ing fire on ves sels in broad day light in or der to in tim i date them into stop ping. 5. To date, ves sels that in crease speed and take eva sive ma neu vers avoid board ing while those that slow down are boarded, taken to the So mali coast line, and re leased af ter suc cess ful ran som pay ment, of ten af ter pro tracted ne go ti a tions of as much as 11weeks. Dis tances ob served by ra dar and the read ings of Lo ran, Decca, etc., should be quoted. Lat i tude and lon gi tude should only be used spe cif i cally to po si tion the de tails when they have been fixed by as tro nom i cal ob ser - va tions or GPS and a full de scrip tion of the method, equip ment and da tum (where ap pli ca ble) used should be given. 4. A cut ting from the larg est scale chart is the best me dium for for ward ing de tails, the al ter ations and ad di tions be ing shown thereon in red. When re quested, a new copy will be sent in re place ment of a chart that has been used to for ward in for ma tion, or when ex ten sive ob ser va tions have in volved de face ment of the ob server s chart. If it is pre ferred to show the amend ments on a trac ing of the larg est scale chart (rather than on the chart it self) these should be in red as above, but ad e quate de tails from the chart must be traced in black ink to en able the amend ments to be fit ted cor rectly. 5. When soundings are ob tained The Mar i ner s Hand book (NP 100) should be con sulted. The echo sound ing trace should be marked with times, depths, etc., and for warded with the re port. It is im por tant to state whether the echo sounder is set to reg is ter depths be low the sur face or be low the keel; in the lat ter case the ves sel s draught should be given. Time and date should be given in or der that cor rec tions for the height of the tide may be made where nec es sary. The make, name and type of set should also be given. 6. Mod ern echo sound ers fre quently re cord sig nals from ech oes re ceived back af ter one or more ro ta tions of the sty lus have been com pleted. Thus with a set whose max i mum range is 500m, an echo re corded at 50m may be from depths of 50m, 550m or even 1050m. Soundings re corded be yond the set s nom i nal range can usu ally be re cog nised by the fol low ing: (a) the trace be ing weaker than nor mal for the depth re corded, (b) the trace pass ing through the trans mis sion line, (c) the feath ery na ture of the trace. As a check that ap par ently shoal soundings are not due to ech oes re ceived be yond the set s nom i nal range, soundings should be con tin ued un til rea son able agree ment with charted soundings is reached. How ever, soundings re ceived af ter one or more ro ta tions of the sty lus can still be use ful and should be sub mit ted if they show sig nif i cant dif fer ences from charted depths. 7. Re ports which can not be con firmed or are lack ing in cer tain de tails should not be with held. Short com ings should be stressed and any firm ex pec ta tion of be ing able to check the in for ma tion on a suc ceed ing voy age should be men tioned. 8. Re ports of shoal soundings, un charted dan gers and nav i ga tional aids out of or der should, at the mar i ner s dis cre tion, also be made by ra dio to the near est coast ra dio sta tion. The draught of mod ern tank ers is such that any un charted depth un der 30 metres or 15 fath oms may be of suf fi cient im por tance to jus tify a ra dio mes sage. 9. Port in for ma tion should be for warded on Form HO-16a to gether with Form HO-16. Form HO-16a lists the in for ma tion re - quired for South Af ri can Sail ing Di rec tions and should be used as an aide memoire. Where there is in suf fi cient space on the form an ad di tional sheet should be used. Note : An ac knowl edge ment or re ceipt will be sent and the in for ma tion then used to the best ad van tage which may mean im me - di ate ac tion or in clu sion in a re vi sion in due course. When a No tice to Mar i ners is is sued, the sender s ship or name is quoted as au thor ity un less (as some times hap pens) the in for ma tion is also re ceived from other au thor i ties.
