Nay Hlaing, JEA Ken Kosky, Golder CALL TO ORDER Dr. Lucinda Sonnenberg called the meeting to order at 4:07 p.m. VARIANCE REQUESTS James Richardson, EPB Administrator, provided information on the two variances before the committee: A noise variance request for the South Shores Force Main Installation Project which seeks a sound level of 75 dba, at all times, for all receiving land uses from January 4, 2016 through September 30, 2016. A noise variance request for the Broward River Water Main Replacement Project which seeks a sound level limit of 85 dba, at all times, for all receiving land uses from January 2016 through October 31, 2016. PRESENTATION BY PETITIONER Andrew Sears, JEA, provided opened the presentation and provided a general overview as to the South Shores project variance application timing. He introduced Ken Kosky to provide the technical details of the project (presentation attached). PRESNTATION BY STAFF Steve Pace, EQD Air Branch Manager, discussed observations from his review of the variance application. He sought clarification form JEA on a few items. Mr. Pace expressed no opposition to the variance, but pointed out to the committee that the items contained in the variance which have presented issues of concern in the past were the barrier to be utilized during the project, the pile driving equipment to be used and the possibility of nighttime construction. COMMENTS FROM THE PUBLIC None. COMMITTEE QUESTIONS/CLARIFICATIONS Discussion took place regarding various technical aspects of the project. Clarification was sought, and given, on the use of the pili driving equipment, project duration and whether nighttime hours would have any construction activities. COMMITTEE VOTE Following discussion, a motion was made (Howland) to forward to the full the EPB, a recommendation to approve the South Shores project variance with the following conditions: Receipt of a revised application which contained the correct JEPB Rule references Commitment to the Community Outreach plan provided A public meeting to discuss the project Monthly progress reports to include: o project progress, any complaints received, substantial changes to the project and duration of use per day of pile driving equipment The motion was properly seconded (Fu) and approved by the members. The process was then repeated for the Broward River Project variance application. He introduced Scott Richards to provide the technical details of the project (presentation attached). Mr. Sears then discussed the outreach components of the plan. He indicated that he did not see any issues that would raise any concern regarding the project and variance being sought. COMMENTS FROM THE PUBLIC Mr. Richardson indicated that one written comment had been submitted in response to the public notice of the pending variance hearing. COMMITTEE QUESTIONS/CLARIFICATIONS Discussion took place regarding various technical aspects of the project. Clarification was sought, and given, on the project location and the dba being sought by JEA. The concerns received via email were also discussed and addressed. COMMITTEE VOTE Following discussion, a motion was made (Howland) to forward to the full the EPB, a recommendation to approve the Broward River project variance with the following conditions: Commitment to the Community Outreach plan provided Monthly progress reports to include: o project progress, any complaints received, substantial changes to the project

PURPOSE OF PROJECT AND CONSIDERATION Purpose Provide redundancy for the force main in the event of a failure or and operational need. Not proceeding with the project could result in: Potential loss of sewer services Potential river contamination given a failure Diminished service to customers Alternative Construction Technique There is no alternative technique other than to limit the time that activities can be conducted to week days. CONSTRUCTION PROJECT OVERVIEW South Shores Crossing Activities Horizontal drilling will be used to install a forced main under the St. Johns River. The drilling will be conducted at both the north and south entry points with the drills meeting the middle. Once tunnels are connected a series of reaming and swabbing passes will be conducted to widen and clean the tunnel. Then the steel pipe strings will be pulled through the tunnel north to south.
