Old Business: Spring Sccer Start f Seasn There was an errr n the start date fr the Spring seasn. It was scheduled t start n April 15 th which is Easter weekend. The seasn will nw start n April 22 nd. Ben M. wanted t knw if everyne was k with having tw games n a Saturday s that we wuld nt have games n Mther s Day r Father s Day. N ne was ppsed t having games n tw games n a Saturday if needed. Only ne club asked WVYSA t assign referees. Clubs can decide t assign Spring referees but WVYSA will have the clubs sign a dcument stating that the club is liable if they chse t use an uncertified referee r assignr. WVYSA will reimburse the clubs that assign their wn referees fr the cst f the referees. If WVYSA assigns the referees fr Spring, WVYSA will fllw the certificatin recmmendatin.
There will be a chance that WVYSA will nly send ne certified referee and then use 2 linesmen. Fr Spring WVYSA will reimburse the clubs fr a tw-man system because that is what was built int the Spring fee. This infrmatin came befre WVYSA was tld abut the changes. This will be changed in rules fr the future. Spring Affiliatin Teams The Spring Affiliatin membership wuld allw teams such as Hazletn t play the Spring Seasn nly. NEPSAY has als been in cntact with Ben M. regarding putting a few teams int ur Spring seasn. This will be strictly fr the Spring seasn nly. It will prvide an avenue fr nn-wvysa and/r nn-epysa teams fr WVYSA Spring play. This is nly fr recreatinal teams. Spring affiliated members wuld nt have vting rights within WVYSA. Membership Requirements: Teams must be recreatinal in nature and be affiliated with a club and/r league. Must submit a cpy f their club/league by-laws and rules fr review by WVYSA member clubs. Affiliate teams wuld have t abide by all WVYSA league rules and plicies while playing in the Spring league. Membership Prcess: Teams/Clubs wuld need t submit their by-laws and rules t WVYSA prir t the February meeting fr review by member clubs. Leeway will be needed fr this year. WVYSA will review the infrmatin submitted at the February meeting. It is suggested that the team/club send a representative fr the February and March meetings t answer any questins a club r WVYSA may have. WVYSA clubs will vte in the March meeting t either apprve r deny membership. A 2/3 majrity vte f the member clubs is required fr apprval. Annual renewal f membership will be autmatic upn receipt f all WVYSA and/r EPYSA dcuments and fees. A 2/3 majrity vte f the member clubs is required t revke the Spring affiliate status f an rganizatin. While it is encuraged that a Spring affiliate member attend all January thrugh April meetings it will nt be mandatry. N fines will be incurred. Membership Fees: Fr all nn-affiliated EPYSA teams all EPYSA fees will apply.
Payment vucher and intramural/recreatinal sectin will need t be cmpleted and accmpanied with the payment sent directly t EPYSA. Nn-Affiliated WVYSA teams will als pay an additinal $3 team fee t cver seasnal WVYSA dues. Ben M. had Chris Branscme frm EPYSA review affiliatin by-law and he thught it lked gd. Mike R. (Suth Wilkes-Barre) wanted t clarify that affiliate teams wuld pay all the same fees that member clubs wuld pay during the fall. This wuld include all insurance fees that member clubs already pay plus a $3 team fee fr nt being part f WVYSA. Ben M. said this wuld be verified with EPYSA thrugh their registrar. Jhn K. (Bear Creek) wuld like added t the by-laws that there wuld be a $250.00 perfrmance bnd added t any team that is nt part f WVYSA. If they shw up fr all eight games it wuld be refunded t the team at the end f the Spring seasn. If they miss any f the 8 games a $50 fee wuld be subtracted frm the $250.00 perfrmance bnd as a fine fr a missed game. Ben M. said that this is already cvered in the rules abut a missed game resulting in a $50 fine. Any affiliate team wuld have t abide by all WVYSA rules. Jhn K. wants assurance that the affiliate team wuld be liable fr the fee because we miss enugh games already this seasn. Jhn K. wuld like fr the mtin t be brught t the vte. Mtin fr a $250.00 perfrmance fee was made by Bear Creek. N secnd was made. N vte was taken. Steve P. (WVYSA treasurer) wanted t make sure that any teams have had prper clearances dne t make sure that ur teams are prtected. Are these teams required t cmplete an RG-1. Ben M. said that they are nt required t cmplete an RG-1 thrugh EPYSA. Ben will add t the by-law that the parent rganizatin will make sure that caches fr an affiliate team have all prper backgrund checks and cncussin educatin. Rules Clean Up Change Tribr t full member status. Spring Affiliate members wuld be listed under members as Spring Affiliate members. Remved club attendance frm the rules as it is already cvered in the By-Laws and des nt need t be in bth By-Laws and Rules. Mtin made t remve it frm Rules by Ben M. Secnded by Dave J. All clubs in attendance agreed t remve it frm the rules. Game Day mdified #3 which stated that if a team is unable t rster the minimum number f players a tw-hur ntificatin is required t ppsing team r club president is required. This was updated a few years ag, t the ppsing cach must be ntified by 9pm Thursday befre the scheduled game.
Rule #4: If a team desn t attend a WVYSA scheduled game and the ppsing team was nt ntified by 9pm Thursday befre the schedule game and the cancelling team des nt make up the game by the end f the seasn the team will incur a $50 fine as well as pay all referee fees. It was changed t the member club will be respnsible t pay all referees games fr the game that was missed. They will als be accessed a $50 fine if they d nt attempt t make up the game by the end f the seasn. Mtin made t adjust the rule by Ben M. Secnded by West Side. All clubs in attendance agreed t clarify the rule. Heading Rule The heading rule will need t be changed because we are n lnger using the arm bands t identify what players cannt head the ball. The new rule handed dwn by US Yuth Sccer and EPYSA is that there is n heading at all fr U12 and dwn. There is t be n heading in small sided games. The rules will be updated by Ben M. EPYSA Updates and Cncerns Chris Branscme and sme EPYSA staff meet with a cuple f the clubs t g ver questins and cncerns. Registratin Prcess The registratin prcess needs t be cleaned up. All registratins and rster must be turned int WVYSA t be submitted t EPYSA. We can n lnger submit registratins and rsters t EPYSA directly unless the children are in an in-huse prgram. If they play in WVYSA they must be turned int WVYSA. Recreatinal Sccer is nt held t the same standard as Travel Sccer. EPYSA is affrding recreatinal time and wiggle rm t make the changes in regards t US Sccer Initiative. Referees in Recreatinal Sccer d nt have t be registered as a USSF referee. EPYSA strngly recmmends it due t insurance liabilities. Recreatinal sccer can use Grade 8 r Grade 9 referees. PIAA referees are nt recgnized as a standard fr referees. EPYSA des nt recgnize the tw-man system which is almst exclusive t PIAA. Stan Nagle stated that whever trains nn-registered referees may be held liable fr any incident where his negligence may have prevented an injury thrugh fficial training. If a club is assigning referees EPYSA recmmends that the clubs use certified referees as well as a certified referee assignr. If a club des nt use certified referees and assignrs than there is a chance that a referee/assignr/club/league can be sued.
WVYSA will leave it up t the club t make the decisin n whether they use certified referees/assignrs. New Business New Secretary President Ben M. pened the meeting with nminatins fr a new secretary because the current secretary needed t step dwn due t wrk and family cmmitments. The nly nminatin was Jenny Y. (Kingstn). She was nminated by Ben M. and secnded by West Side United. Jhn K. (Bear Creek) asked if ne persn can serve tw psitins n the bard because Jenny Y. is als the current Registrar. Ben M. said per the by-laws ne persn can hld tw psitins and Jenny Y. said she des nt hld tw bard psitins because the Registrar is a trustee psitin. Fall Sccer Small Sided Initiative WVYSA is ging t handle the small sided initiative a little at a time s that it is easier t make the transitins where it makes sense. U11/U12 mve t the current U10 field. U11 and U12 have already mved frm 11v11 t 9v9 U9/U10 field is the least utilized field that mst clubs have. This may be an easy transitin because the U9/U10 field is nt used as much. WVYSA will table U9/U10 playing n the U8 field fr nw until we assess the U8 mving t U6 field. U8 fields are the mst utilized as f right nw. WVYSA will als need t discuss whether t mve U13 and up t 9v9 r 11v11 r stay at 8v8. U13 and up is currently 8v8 n a full-sized field. Ben M. made a mtin starting fr Fall 2017 that U13 and up play 9v9. Tribr secnded the mtin. Mtin passed with an 11-1 vte. EPYSA recmmends that U13 and up play n a field that is 75x47 which wuld be the current U10 field. Ben M. fund a recmmendatin frm Oregn State Yuth Sccer Assciatin f 80x55 fr U14 thrugh U19 small sided. Ben M. made a mtin t keep current standards fr U13 and up t play n a full-sized field. Tribr secnded the mtin. Mtin passed with a 12-0 vte.
U11/U12 are already playing with the recmmendatin f 9v9. EPYSA prpses the U11/U12 play n the small sided field which is the current U9/U10 field. The recmmended size fr U11/U12 is 75x47 (This is ur current U10 field nw) Mike R. (Suth Wilkes-Barre) made a mtin t reject US Initiative and keep the standards that WVYSA currently has fr field size and gal size fr U11/U12 (full-sized field). Plains secnded the mtin. Vted did nt pass with a vte f 5-6. WVYSA will then be ging t the small sized field fr U11/U12 (current U10 field). Ben M. made a mtin that U11/U12 will play dwn nt the current U10 field. N new nets r fields will need t be created r bught. Field size wuld be rughly 75x47 and gal size wuld be 6 1/2 x 18. Mtin was secnded by Bear Creek. Vte passed with a vte f 6-5. Brian F. (Nanticke) said this is a critical vte and we shuld have all clubs vte because the tw vtes brke WVYSA dwn the middle. WVYSA is missing vtes frm West Side and Wilkes-Barre. Mike R. (Suth Wilkes-Barre) said that all clubs received an agenda and if they wanted a say they shuld have sent a representative t the meeting. We need t cunt the vtes f the clubs that attended. Any changes t U9/U10 will be tabled fr the nw until U8 is discussed. We may need t mve U11/U12 t Sunday t accmmdate U9/U10/U11/U12 n the current U10 field. This will be added t the March agenda. We will need t access hw hard the current U10 fields culd be used in the Fall. Muntain Tp asked abut the status f the Audit fr WVYSA. Ben M. said WVYSA is still lking at getting the audit dne based n the cst. Ben M. asked the clubs t let him knw if they knw anyne wh wuld be interested in prviding the audit. In the past WVYSA had a review dne f the accunts by Wilkes University students. A frmal audit was nt dne tw years ag. Travel League Guest Speaker: Pat Uptn (Sccer Cach frm Crestwd) Find a suitable, qualified directr f caching. Create a separate bard frm WVYSA with reciprcal bard seats. This shuld start with the yunger age grups (U7/U8) and grw frm there every year. These age grups will be fcused n fun/develpment and t start the initial training befre mving int U9. WVYSA culd use the travel prgram t generate revenue back t the clubs.
Run clinics/camps with travel trainers t find players and trickle the revenue back t the clubs. This will nt be an vernight prcess. This will take nearly seven years t be as successful as Lehigh Valley and ther cmparable clubs. WVYSA can make it cst efficient cmpared t ther travel clubs. This wuld nt make ne persn wealthy as it can with ther clubs. Fundraising will be an imprtant part f keeping csts lw fr the travel prgram. The travel prgram will need pay trainers and a Directr f Caching in rder t secure quality trainers t develp the players. Pittstn, Frty Frt, Suth Wilkes-Barre, Back Muntain, Kingstn and Tribr are interested in further discussins abut creating a travel prgram. A few clubs left befre the travel prgram was discussed.
