Canadian Forces Sailing Association 2018 Annual Regatta Series Racing Saturday & Sunday, September 22 & 23, 2018 This regatta is a designated Vancouver Island Racing Series (VIRS) event and results will count towards the 2018 Vancouver Island Racing Series NOTICE OF RACE 1 RULES The Regatta will be governed by the: a) Rules as defined in the Racing Rules of Sailing (RRS) b) Prescriptions of Sail Canada c) Class rules for any Division sailing One Design d) PHRF-BC handicap rules for any Division sailing PHRF e) Pacific International Yacht Racing Association (PIYA) f) This Notice Of Race, the Regatta Sailing Instructions and any amendments 2 ELIGIBILITY 2.1 All yachts shall comply with Rule 75.1 (member of a club or other organization affiliated to a World Sailing member national authority). 2.2 The regatta is open to keelboats and multihulls with a valid PHRF certificate or, if racing One-Design, are members in good standing of a One-Design keelboat class. PHRF-NW certificates will be accepted and will be normalized to PHRF-BC regulations. Skippers must be prepared to show a copy of their valid rating certificate or One-Design certificate if requested. 2.3 Boats racing in the PHRF divisions shall comply with the PIYA Safety Equipment Requirements (SER) Nearshore with the following modifications: 2.4.2 through 2.4.8 are: Advisable Lifejackets are to be worn at all times while on deck on boats that do not meet this requirement. 2.4.4 the first sentence is modified to: Lifelines SHALL be either coated or uncoated stainless steel wire or high molecular weight polyethylene (HMPE) line (see appendix- Lifelines for requirements). 3.20 Required (non-electronic chart). 2.4 Boats racing in the One-Design divisions shall comply with Class Rules. 3 ENTRY 3.1 Competitors are requested to register in advance through the Canadian Forces Personnel Support Program (PSP) office either online or by phone: a) Online ~ Follow the link https://bk.cfpsa.com/esquimaltpub/courses/index.asp which opens the course catalogue for CFB Esquimalt. In the left column, click on the subcategory Sailing ; in the right column scroll down to CFSA Regatta and select Register Now. Copies will be available during Registration on September 21 and 22. 7 VENUE AND RACING AREAS Attachment A shows the location of the Regatta Harbour and Venue. Attachment B shows the location of the racing areas ~ Esquimalt Harbour and the Victoria waterfront from Albert Head to Victoria Harbour 8 DIVISIONS AND COURSES 8.1 The following divisions are proposed; however, the Race Committee may adjust the number of divisions and the division splits after all entries have been received. Division splits will be announced at the Competitors Meeting on Saturday September 22 at 0900. PHRF 158 or less PHRF 159 to 194 PHRF 195 and higher One-Design Boats (4 or more) may be given their own division Multihulls 8.2 A One Design Class must have four or more registered boats for an individual start. 8.3 Courses will be defined in the Sailing Instructions. 9 PENALTY SYSTEM For this event, RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 10 SCORING SYSTEM 10.1 For PHRF Divisions: Time on Time scoring will be used. 10.2 For One Design Classes: order of finish will be used. 10.3 One race must be completed to constitute a series. a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. b) When 5 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 10.4 This is a designated Vancouver Island Racing Series (VIRS) event and, as such, results will count towards the 2018 VIRS Trophies. VIRS scoring is provided by Royal Victoria Yacht Club. 11 MOORAGE 11.1 Visiting boats will be provided moorage at CFSA, rafting may be required. Unless otherwise directed, enter CFSA on the west end of the large floating breakwater (barges) directly opposite the Navy Dockyard in Esquimalt Harbour. Boats arriving on September 21 should contact CFSA Foreshore on VHF Ch 09 for directions, after entering the harbour. 11.2 Boats competing in the SNSYC CRASH Regatta and wishing to lay over at CFSA will be provided moorage free of charge as available for the period September 16 to 21. Prior arrangements must be made with CFSA Foreshore ~ 250-385-2467 or email moorage@cfsaesq.ca. 11.3 All Multihulls and Monohulls over 40 feet are requested to contact the CFSA Foreshore ~ 250-385-2467 or email moorage@cfsaesq.ca by September 16. 2 P a g e
12 ESQUIMALT HARBOUR SECURITY 12.1 The Department of National Defence (DND) Port Security is responsible for security in Esquimalt Harbour. During the Regatta, the Race Committee will assume responsibility for advising Port Security of vessel activity involving race participants. All vessels entering Esquimalt Harbour outside of the regatta events are requested to contact QHM on VHF Channel 10 when entering the Harbour, or by telephone at 250-363-5310. Vessels should state their destination as CFSA and proceed directly to the CFSA docks. 12.2 DND has established two Controlled Access Zones (CAZ) on the east and west side of the harbour encompassing the Naval Jetties and ships. Racers are advised that they are not permitted within 300 feet (100 yards) of any naval vessel. Further clarification of the CAZ will be discussed at the Competitors Meeting on Saturday morning. Any boat entering the CAZ may be protested and disqualified. 13 CUSTOMS American entrants: CFSA Esquimalt is NOT a Canada Customs clearance station. Telephone 1-888-226-7277 for Customs information. 14 HAUL-OUT RESTRICTIONS Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the Race Committee. 15 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. 16 RADIO COMMUNICATIONS 16.1 The Race Committee working channel will be VHF Channel 09. Competitors are encouraged to monitor the starting sequence. 16.2 With the exception of the preceding instruction, and in the case of safety or reporting retirement from a race, boats shall neither make radio transmissions nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 17 PRIZES 17.1 Prizes will be awarded for 1 st, 2 nd and 3 rd place in each division with at least 5 boats. 1 st and 2 nd will be awarded for divisions with fewer than 5 boats. 17.2 An overall trophy may be awarded for the top overall boat based on score and fleet size. 17.3 The Interclub Challenge Trophy is awarded to the best club two-boat aggregate score. 18 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 19 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1,000,000 for Canadian vessels, and at least $350,000 per event or the equivalent for US vessels.
