THE 39th ANNUAL COWICHAN BAY REGATTA August 3rd to 5th, 2018 featuring NW Multihull Championship & M242 North American Championship NOTICE OF RACE Organizing Authority ~ Cowichan Bay Sailing Association This regatta is a designated Vancouver Island Racing Series (VIRS) event and results will count towards the 2018 Vancouver Island Racing Series 1 RULES The Regatta is governed by the following: a) Rules as defined in the Racing Rules of Sailing (RRS) b) Prescriptions of Sail Canada c) Class rules for any Division sailing One Design d) PHRF-NW handicap rules for any Division sailing PHRF e) This Notice Of Race (NOR), the Regatta Sailing Instructions and any amendments 2 ELIGIBILITY 2.1 All yachts shall comply with Rule 75.1 (member of a club or other organization affiliated to a World Sailing member national authority). 2.2 The regatta is open to keelboats and multihulls with a valid PHRF certificate or, if racing One-Design, are members in good standing of a One-Design class. PHRF-BC certificates will be accepted and will be normalized to PHRF-NW by the Event Handicapper. Skippers must be prepared to show a copy of their valid rating certificate or One-Design certificate, if requested. 2.3 At least five (5) One-Design boats are required for a One-Design division. 2.4 Boats racing in the One-Design divisions shall comply with Class Rules. 3 ENTRY 3.1 Competitors are requested to register in advance through the online registration form by following this link: http://www.cowbay-regatta.ca/2018/registration_form.htm to receive the Early Bird Entry Fee. Pre-payment via PayPal is appreciated (PayPal account not required) or payment may be made at the Registration Check-In by cash, cheque or credit card. A copy of the Registration Form, emailed to each competitor, should be printed and brought to Registration. The Entry List will be updated once the Registration Form is completed. 3.2 Alternatively, competitors who register in person at the Cow Bay Regatta Registration Desk (on the stage at the Cowichan Tribes Kil-Pah-Las beach) on Friday, August 3rd from 1700 until 2030 will pay a higher fee. 3.3 There may be a last-minute registration (highest fee) available on Saturday morning but it is discouraged as it delays completion of preparation for the start of racing. 4 FEES 4.1 Early Bird Registration fees are $60 Cdn per boat (includes one Saturday Night Dinner ticket) if online registration is received before Friday July 27th. 4.2 Registration Fees are $75 Cdn if registering on-site on Friday August 3rd. 4.3 Last-minute Registration Fees are $100 Cdn if registering on-site before the Skippers Meeting on Saturday August 4th. 4.4 Cheques, made payable to the Cowichan Bay Sailing Association, should include the Boat Name on the Memo line. 5 SCHEDULE 5.1 FRIDAY AUGUST 3rd 1700 to 2030 ~ Registration, Sailing Instructions, Dinner Tickets and Souvenirs 1700 until supplies end ~ Wine and Cheese 5.2 SATURDAY AUGUST 4th Last Minute Registration before Skippers Meeting 1000 ~ Skippers meeting by the stage at Cowichan Tribes Kil-Pah-Las beach 1130 ~ Warning Signal first race, subsequent races follow 1630 ~ No Warning Signal after this time 1800 (or earlier) ~ Daily prizes plus BBQ Dinner After Dinner ~ Dance the night away 5.3 SUNDAY AUGUST 5th 1130 ~ Warning Signal first race, subsequent races follow 1530 ~ No Warning Signal after this time Results, daily prizes and overall awards after racing ends 6 SAILING INSTRUCTIONS The Cow Bay Regatta Sailing Instructions may be available on the Cow Bay Regatta Website: http://www.cowbay-regatta.ca/2018/2018_cowichan_bay_regatta_sailing_instructions.pdf Copies will be available during registration on Friday August 3rd and Saturday August 4th. 7 VENUE 7.1 ATTACHMENT A shows the location of the Regatta Harbour and Venue 7.2 ATTACHMENT B shows the location of the racing areas. 8 COURSES The courses to be sailed will be described in the Sailing Instructions. 9 PENALTY SYSTEM For all classes, RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 10 SCORING SYSTEM 10.1 The low point scoring system of RRS Appendix A will apply. Handicap Divisions will be scored using PHRF-NW Time on Time calculations with the exception of the Multihull Division which will be scored using PHRF-NW Time on Distance calculations. 10.2 One race is required to be completed to constitute a series. a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. b) When 5 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 10.3 Scores will be entered in the scoring for the Vancouver Island Racing Series. 11 MOORAGE 11.1 Participants are responsible for making their own moorage arrangements. Be prepared to anchor out. There will be no tying to the floating breakwater. Water taxis will be available (for a small fee) for those anchoring out. 11.2 Moorage at Cowichan Bay Fisherman's Wharf will be on a first-come, first-serve basis, no reservations available. All boats should register upon arrival. There will be a dock master on-site Friday. VHF channel is 66. Office telephone number is 250-746-5911. 11.3 Other Marinas in the area will try to accommodate as many vessels as possible but space is very limited. 12 HAUL-OUT RESTRICTIONS Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the Race Committee. 13 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. 14 RADIO COMMUNICATION 14.1 The Race Committee working channel will be VHF Channel 72. Competitors are encouraged to monitor the starting sequence. 14.2 With the exception of the preceding instruction, and in the case of safety or reporting retirement from a race, boats shall neither make radio transmissions nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 15 PRIZES 15.1 Daily prizes will be awarded following racing on Saturday and Sunday. On Sunday, 1st, 2nd and 3rd in each division will receive an award. 15.2 The Cowichan Bay Sailing Association Trophy will be awarded to the member of the Cowichan Bay Sailing Association with the best performance overall. 15.3 For the M242 Class ~ The Big M Perpetual Trophy will be awarded to the winner of the M242 North American Championship. In addition: Keeper prizes will be presented to the top 5 boats; the Dr S. Williams Trophy will be awarded to the most improved sailor (Crew or Skipper) and the Screwdriver Trophy will be given for the biggest screw up by an M242 during the event. 15.4 The NW Multihull Trophy will be awarded to the winner of the NW Multihull Championship. 16 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 17 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $500,000 per event for Canadian vessels, and at least $400,000 per event for US vessels.
