Malabar Road (SR 514) PD&E Town of Malabar Briefing (July 17, 2017) 1
Agenda Project limits and briefing focus PD&E process and project status Public and agency project comments Review Recommended Alternatives: Weber Road to Marie Street Current funding schedule Next steps
Project limits Briefing focus Project limits: From east of Babcock Street to US 1 Briefing focus: From Weber Road to Marie Street
PD&E Process Establish Purpose & Need Public Involvement ETDM Summary Report Engineering Analysis Data Collection Traffic Analysis Concept Development and Evaluation Concept Refinement SEIR Public Hearing Environmental Analysis Approval
Project status since April 3 rd meeting Developed and evaluated additional alternatives between Weber Road and Marie Street based on public and stakeholder input Reviewed with FDOT team to determine recommended alternative Coordinated with Brevard County Environmental Endangered Lands (EEL) staff concerning the Malabar Scrub Sanctuary (MSS) briefing scheduled for July 21 st Initiated coordination with FDEP Acquisition and Restoration Council
Summary of public and agency input Comment Public Agency Resultant Action Safety is a concern: Vehicle speeds, Intersection accidents, Pedestrians and bicyclists Intersection improvements at Weber and Corey Improved capacity Provision for bicyclists throughout the corridor Preservation of the Disc Golf Course Lower posted speed limits Impacts to Malabar Scrub Sanctuary Addressed in the concepts Ongoing FDOT project to add left turn lanes on Malabar Road Concepts improve capacity where warranted for projected travel demand Provided by all concepts Addressed by shifting alignment and multi-use trail to north, minimizing impacts Concepts promote lower speeds through geometric design features Minimized by best-fit alignment approach and modified roadway concept width 6
Summary of public and agency input Comment Public Agency Resultant Action Impacts to private property and relocations due to R/W acquisition Access to the hospital and addition of traffic signal Only east-west roadway intersecting I- 95 that is not multi-lane Drainage in the area: although not specifically a roadway driven problem Trail continuity and connection of key community assets Continuity of the roadway (typical section/number of lanes and appearance to the driver) throughout the corridor Adjusted alignment to use a best-fit approach Traffic signal warrant to be considered by FDOT Traffic Operations; General access is accommodated by concepts by full directional median opening Concepts address this through most of the corridor Concepts provide for roadway-related drainage system and non-roadway drainage Multi-use trail used to complement the bike and pedestrian facilities included Typical sections do vary by major segment based on capacity needs and safety considerations 7
Recommended alternatives - considerations Capacity and future travel demand forecasts Multi-modal: bike/pedestrian facilities Safety, current design criteria Comments from the public, Town of Malabar, Brevard EEL Drainage needs Environmental (plants, animals) impacts Public, conservation, and private property impacts Right-of-way requirements and costs Construction costs
Weber Road to Corey Road 4 vehicular travel lanes (12 ) Bicycle lanes (7 ) Sidewalks (5 ) Grassed median (22 ) 4-Lane Suburban Typical Section Paved inside shoulders (4 ) Improved drainage Right-of-way (160 ) Roundabouts at Weber and Corey Right-of-Way Varies (160 Min)
Weber Road to Corey Road: 4-L Suburban 10
Why roundabouts? FDOT s standard approach to new intersection capacity analysis Safer than traditional intersections where warranted Fatalities reduced by 90% Injury crashes reduced by 76% Pedestrian/vehicle conflict points reduced (next slides) Supports local goal of speed control Used in both urban and rural situations
Vehicle conflict point comparison 32 conflict points associated with a conventional intersection: 8 merging (or joining), 8 diverging (or separating) 16 crossing 8 total conflict points at an equivalent roundabout: 4 merging 4 diverging
Pedestrian conflict point comparison
Corey Road to Marie Street 2 vehicular travel lanes (12 ) Multi-use trail north side (10 ) 2-Lane Rural with Multi-use Trail Paved outside shoulders (7 ) Improved drainage Right-of-way (101 )
Corey Road to Marie Street: 2-L Rural, Multi-use Trail 15
MSS and Disc Golf Park impacts Property Roadway Segment Acres impacted Encroachment (west to east) Malabar Scrub Sanctuary Weber Road to Corey Road 0.43 Tapers from 0 to 45 Malabar Scrub Sanctuary Corey Road to Marie Street 0.37 Tapers from 31 to 0 Malabar Scrub Sanctuary Total MSS for the corridor 0.80 Malabar Disc Golf Park Corey Road to Marie Street 0.10 Tapers from 16 to 10 16
Why these alternatives were recommended Best overall response to public and agency views Addresses safety concerns Continuity for pedestrians and bicycles Best-fit design that reduces overall property impacts Increases capacity in those areas with heaviest existing and forecasted traffic while leaving the option for future capacity as needed
Current SR 514 Corridor Funding Scenario Design Funded for 2020 Right-of-Way Currently Not Funded Construction Currently Not Funded
Next steps Meet with Brevard EEL Selection and Management Committee SCTPO and Brevard County Commissioners: obtain support for alternatives and application to FDEP ARC FDEP ARC: complete information package and submit for coordination Disc Golf Park: prepare request for Management Plan modifications to allow use of linear facilities and related appurtenances on the Trust Project Site After ARC / FCT approval: update/develop documents for Public Hearing Finalize State Environmental Impact Report (SEIR) Approval by FDOT 19
What are we requesting from the Town? Resolution of support from the Town Council for the recommended alternatives and provision of maintenance of the paved multi-use trail Town of Malabar support is important to both Brevard EEL Science Committee, Board of County Commissioners, TPO, and FDEP Acquisition and Restoration Council (ARC) approval to gain approval to use MSS property
