DOFASCO NON-CONTACT COMPETITIVE HOCKEY LEAGUE LEAGUE CONSTITUTION (Revision Date: January 9, 2009) 1. RECREATION POLICIES AND GUIDELINES 1.1 Within the Recreation Department of Dofasco, the name of the organization is the Dofasco Non-Contact Competitive Hockey League. The objective of the league is to provide recreational non-contact hockey for employees of Dofasco. 1.2 All players must be employees of Dofasco, spouses or dependants of Dofasco employees or an associate sponsored by a Dofasco employee. All players must be 18 years or older at the start of the season. All coaches, managers and league executives must be employees or retirees of Dofasco. 1.3 Any employee (casual, part-time, student, or permanent) leaving the employment of Dofasco must have taken part in 40% of the league games before being considered eligible to complete the current season, except in the case of a lay-off in which case an individual in good standing with the Recreation Office can be considered eligible. 1.4 To receive consideration, the employee must have left Dofasco in good standing. The League Executive is required to check with the Recreation Office for clearance on employees leaving Dofasco employment. If clearance is received, the participant must sign a waiver form prior to further participation if he expresses a desire to continue. 1.5 With respect to Section 4, Player Penalties and Suspensions, the Recreation Department may assess additional suspension time as applied to hockey and possibly other recreation activities. 1.6 Approved CSA helmets with face protection must be worn in all games. Suitable face protection can be one of the following types: Half plastic shield three quarter plastic shield Full plastic shield Full metal cage 1.7 Exhibition games involving visiting teams must be approved in advance by the league executive and the Recreation Office in writing. A release form must be signed by the visiting team's manager or coach. Whether outside teams come into Dofasco or Dofasco teams are involved in outside activities as Dofasco representatives, it is the managers' and players' responsibility to conduct themselves in a credible manner. 1.8 The F.H. Sherman Recreation and Learning Centre Zero Tolerance of Violence Code of Behaviour will prevail at all times. 1.9 Any personal information collected, used or disclosed, is solely for the purpose of administering the Dofasco Men's Non Contact Competitive Hockey League in accordance with the Personal Information and Electronic Documents Act (PIPEDA). 2. LEAGUE STRUCTURE AND OPERATION

2.1 The league executive has the option to alter or extend any part of the constitution. The executive also has the option to rule on any occurrence not covered by league rules. 2.2 This constitution covers the activities of players while they are wearing any equipment or of coaches during any phase of the game. A rough guideline is leaving the dressing room prior to the game to leaving the dressing room after changing. Outside this time frame, jurisdiction belongs to the Recreation Dept. 2.3 This league abides by C.A.H.A. rules with exceptions covered by this constitution. 2.4 The league structure (number of teams, divisions, and schedule) will be determined at the start of each season by the league executive. 2.5 League fees and due dates will be determined by the league executive and communicated to team managers at the start of each season. Participation in the league cannot be guaranteed if fees are not submitted by the due dates. 2.6 Roster forms must be signed by every player on the team. Use of unsigned players will result in a team suspension. 2.7 Team standings and individual scoring are kept. There are play-offs to determine a champion. Every team makes the play-offs. 2.8 League timekeepers are responsible for recording team attendance, penalty notations and scoring statistics. Refer to the attached Table 2 - Timekeeper's Duties. 2.9 A team must have at least six skaters to start and finish a game. A team may not borrow players from another team in the league, except for goalies which may be borrowed from another team in the league at anytime. 2.10 A team must have a goalie to play. A team has 10 minutes to find a goalie. The clock will not be stopped during that time. A minor penalty for delay of game penalty will be assessed when the game starts. 2.11 If as a result of injuries a goalie cannot continue to play, a replacement goalie must be in place within 15 minutes. If less than 15 minutes are left in the game, the game will be officially ended and the score at that time will remain. 2.12 If as a result of penalties a goalie cannot continue to play, a replacement goalie must be in place within 15 minutes. If less than 15 minutes remain in the game, the game will be officially ended. Regardless, the penalized team will forfeit the game. 2.13 If as a result of penalties and/or injuries a team is unable to provide the required number of on ice skaters that team will forfeit the game. 2.14 If a team forfeits a game a score of 1-0 will be entered against them. If there are less than 3 minutes left in the game the current score will stand. 2.15 Teams may be required to pay a forfeit deposit at the start of the season which will be withheld by the league in the event a team forfeits a game.

3. TEAM STRUCTURE AND OPERATIONS 3.1 A team may sign more than 20 players, but no more than 20 players are allowed to dress for any game. No skater may participate in a game unless he is wearing a team sweater. 3.2 Teams are allowed to accept casual, part-time or student employees up to a maximum of 20% of the team roster provided permanent employees have first refusal to sign. 3.3 No changes to rosters may be made after the team's 15th game without executive approval. One player can be added to the roster after the 15 th game, but he will not be eligible for the play-offs. 3.4 A player not granted his release must notify the league president in writing that he has requested a release from a team and he has been refused. The player then sits out 3 games, following which he is free to sign with another team. However, the player must play 50% of the remaining league games with his new team to be eligible for the play-offs. 3.5 It is the team manager's responsibility to have all team sweaters crested with a logo approved by the Dofasco Recreation Department. 3.6 Appropriate cover-up sweaters will be worn by the away team at the request of the home team or referee. Prior to or on December 15 th the lowest team number is the home team. After, the highest team number will be the home team. 3.7 Sponsored associate players are permitted in the league to a maximum of 30% averaged across the league, permitted all permanent employees wishing to play have been placed on a team. 4. PLAYER PENALTIES AND SUSPENSIONS Player penalties and suspensions are summarized in Tables 1a and 1b attached. Each penalty type is described below. 4.1 A player receiving a minor penalty is penalized for three minutes running time. A player receiving nine or more minutes in minor penalties in a game is ejected for the balance of the game. Subsequent occurrences during the regular season and play-offs follow A type suspension schedule. See Suspension Schedules. A player receiving a 10 min misconduct penalty is not suspended for the balance of the game. 4.2 A goalie receiving nine or more minutes in minor penalties in a game will not be ejected from the game. However the incident will be recorded and Suspension Schedule A will be followed. Should the goalie receive any further penalties in the same game they will be ejected and the game forfeited. NOTE: In the following sections 4.3 to 4.19, the term player refers to both goalies and regular players. 4.3 A player receiving a hitting from behind penalty is automatically suspended for the balance of the game. There are two situations. The first is on free ice where the call can be a minor (as part of Sec. 4.1), a major or a match penalty. The second is into the boards where the call can be a major or a match.

4.4 A player assessed an incidental high sticking penalty receives a double minor. Further incidental high sticking penalties in the same game result in a suspension for the balance of the game plus a one-game suspension. 4.5 A player receiving a major penalty (except intent-to-injure see 4.11) is dismissed from the game, and the team plays shorthanded for 7 minutes, (see 4.16 for options). Major penalties result in a minimum of a 1-game suspension. Subsequent infractions result in suspensions being double the previous suspension. 4.6 If an injury results from the major infraction, additional suspension time applies. The normal suspension time is increased by the number of games that the injured person misses due to the injury. See the decision tree on the last page. 4.7 A player who is assessed a fighting penalty is ejected from the game and suspended for a minimum of 5 games, pending executive review. An additional 2-game suspension is assessed to the fight's instigator. Any player who becomes involved in any altercation and receives a "Third Man In" penalty will be assessed a 2-game suspension. 4.8 A player leaving the bench or penalty box during an altercation on the ice or getting involved in the play or an altercation from the bench or penalty box is suspended for the remainder of the game. The player also receives a three-game suspension in addition to any suspensions resulting from the altercation. 4.9 A game or gross misconduct results in the players being suspended for the balance of the game and being suspended for one game. Subsequent infractions double the previous suspension. 4.10 Excessive use of profane language is not tolerated and can result in a gross or game misconduct. Blatantly profane language can result in further suspensions as determined by the league executive. 4.11 Match or intent-to-injure penalties result in the player being assessed a major penalty, ejected from the game and a minimum of a 10-game suspension, pending review by the league executive. Match or intent to injure includes specifically: Spearing; Slashing, resulting in a major penalty; Butt-ending; Contact, resulting in a major penalty; Intentional high-sticking; Any combination of actions where intent to injure is a reasonable conclusion, decided by the executive. 4.12 If an injury results from the match or intent-to-injure infraction, additional suspension time applies. The normal suspension time is increased by the number of games that the injured person misses due to the injury. See the decision tree on the last page. 4.13 For players leaving the game due to ejection or at the end of the game, their responsibility is to go directly to their dressing room. Events that occur in the runway can receive suspensions and will receive a minimum added 3-game suspension for not going directly to the dressing room.

4.14 It is the player's responsibility to be aware if he is suspended. Playing while suspended will result in the remainder of the suspension being doubled. Subsequent violations can result in permanent suspension from Dofasco Competitive Hockey. 4.15 A player under suspension may not sit with his team during suspension. 4.16 For all penalty time to be served when an ejection occurs, the team may choose one of the following options: a) Put another player into the penalty box at the start of the penalty. b) Leave the penalty box empty and play shorthanded until the first whistle AFTER the penalty expires. 4.17 To appeal a suspension a player must submit a written appeal and a $25.00 personal cheque (made to out Dofasco Non-Contact Competitive Hockey League) to the league's Secretary. If the appeal is successful the $25.00 cheque will be refunded. 4.18 Suspensions carry over from regular season play into the playoffs and into the next season(s) where applicable. For a carry-over into the following year, the player must sign a contract with a team before the count of suspension games can begin. If the player cannot sign with a team, he must notify the executive before the count of suspension games can begin. Any suspension falling into the B, C, D and E category is in effect for a 24 month period, which means any subsequent repeat of the incident within the time period is considered an additional occurrence. The league will look back from the date of the suspension within a 24 month period to determine the infraction occurrence. Suspensions from other Dofasco hockey leagues (Fun and Old-timers) carry over to the Competitive league. A one-game suspension as a result of three minor penalties occurring in the last game of the play-offs does not carry over to the next season. 4.19 If player(s) step onto the ice, or throws pucks onto the ice prior to the red light being turned off by rink staff the offending team will be assessed a bench minor and start the game shorthanded. If the offending player can be identified they shall serve the penalty otherwise the team may designate a player to serve the penalty. 4.20 The list of permanently suspended players, as of Feb. 12, 1993 is: 1. P. Kush 2. L. Wilson 3. R. DePaulo 4. J. Speakman 5. Shon Mackay (associate player) If a person on this list plays for a team, then a) The team forfeits the game(s) played. And b) the team manager receives a 3-game suspension.

5. REGULAR SEASON 5.1 All games are 50 minutes long comprised of two 25-minute periods. The last two minutes of each game are stop time unless the goal difference between the two teams is greater than 3. The opposite end is to be used for the first period. 5.2 Ties stand for all games. 5.3 There will be no timeouts allowed during regular season games. 6. PLAY-OFFS 6.1 To be eligible for the play-offs a skater must play a minimum of 40% (rounded down when percentage is less than.5) of the league games for which he is eligible. In the case of an injury, a skater must have participated in a minimum of 40% of the games he was uninjured. Injuries may need to be substantiated by a doctor's note. Provisions for involuntary inability to participate in league play must be submitted to the league executive for approval in order to satisfy the minimum game requirements for play-off eligibility. An example would be a player having to perform an extended Jury Duty, which restricted his participation. Voluntary Inability to participate becomes a player s decision and therefore no provisions are set aside to reduce the minimum game requirement. An example is a player who chooses night school over league play is not exempt of the minimum game requirement. 6.2 To determine the play-off positions from the regular season final standings, the following tiebreaker rules will be applied: 1. Record between the tied teams 2. Most wins in the regular season 3. (goals for - goals against) between the tied teams 4. (goals for - goals against) for the entire season 5. Goals for between the tied teams 6. Goals for the entire season 7. Coin toss If three or more teams are tied, the same tie-breaking sequence is followed, but only rules #2, #4, and #6 are used. This is repeated until two teams remain. Then start at the top of the list to break the tie between the remaining two teams. 6.3 Stop time is the same as regular season except for the championship games. In this case, stop time is the last 3 minutes if the goal differential is 3 or less. If the goal differential changes in the last 3 minutes from 4 to 3 or 3 to 4, stop time changes accordingly. The stop time rule applies to the third period or to the non sudden-death period for a tie-breaking situation. 6.4 Each team will be allowed to take a single 30 second timeout during the course of regular playing time or overtime period. A timeout can only be taken during a normal stoppage of play. In championship games, a minor penalty that occurs within the last 3 minutes is a 2-minute penalty if the goal differential is three or less at the start of the penalty. Otherwise, it is a 3-minute penalty. 6.5 Ties stand for all round-robin play-off games and the first or second game of a 2-game total series. Ties do not stand for Sudden-death elimination game,

Where a 2-game total goals series is tied at the end of the second game, Championship games. 6.6 To determine the two championship teams at the end of a round robin play-off series, the following tiebreaker rules will be applied: 1. Record between the tied teams 2. Most wins in the round-robin play-off 3. (goals for - goals against) between the tied teams 4. (goals for - goals against) round-robin play-off 5. Goals for between the tied teams 6. Goals for the entire round-robin play-off 7. Coin toss If three or more teams are tied, the same tie-breaking sequence is followed, but only rules #2, #4, and #6 are used. This is repeated until two teams remain. Then start at the top of the list to break the tie between the remaining two teams. The round-robin tie-breaking situation does not incorporate the regular season results. In play-offs, more effort is made to overcome shift conflicts in order to play a game. Thus, the play-off results are more reflective of the team's true capability, as compared against specific game results during the regular season. 6.7 Overtime for a semi final game will consist of a 10 minute sudden death period with the last 3 minutes being stop time. If teams remain tied after the overtime period a 5 player shootout will determine the winner. Shootouts will be repeated until a winner is determined. 6.8 Overtime for a championship game will consist of a 25 minute sudden death period with the last 3 minutes being stop time. The C, D & E lists are considered as one group, from the point of view of number of incidents. Therefore, a player receiving a B incident, would then have subsequently received a first occurrence of C, D & E. In the event at the player should incur a C incident, it will be treated as a second occurrence of C, not the first.

TABLE 2 : TIMEKEEPER'S DUTIES As "minor game officials", timekeepers are expected to accurately complete their own duties and be attentive to any developments on the ice for which referees may require or solicit their assistance. Timekeepers are expected to: 1) Accurately record player attendance using the player attendance sheet submitted by each team manager prior to the start of each game. Each team must submit a roster attendance sheet prior to the start of each game which is to be transferred to the official game sheet by the timekeeper. Any late arriving player, must check in with the timekeeper and ensure his name is added to the game sheet. 2) Accurately record scoring statistics 3) Ensure that attendance and scoring statistics are consistent (ie. no points attributed to players not in attendance) 4) Accurately and legibly record penalties 5) Ensure that game officials have an opportunity to write their comments on the game sheet for any penalties they wish to describe and all serious infractions 6) Ensure that starting and stopping of the clock exactly coincides with the play on the ice 7) Remain in the timekeeper s box until all players have left the ice (to insure that any penalties that may occur after game can be properly recorded) 8) Place completed scoring sheet in the hole in the glass at the front of the timekeeper s box before leaving the box 9) Ensure that accurately completed game sheets are promptly mailed to the league statistician
