3 million mapping project to transform road improvements and maintenance 25 February 2015. Transport Minister Robert Goodwill said: This government is backing schemes that will make Britain s transport system world-class. This mapping project has the potential to substantially improve how we look after our roads. It will help make journeys more efficient and ensure traffic keeps moving. This funding demonstrates our commitment to funding the technology of the future, which will drive economic growth and create jobs.
Highways Network This project brings together intelligence from Integrated Transport Network (ITN) National Street Gazetteer (NSG) Local Street Gazetteer (LSG) Trunk Road Street Gazetteer (TRSG) Other information held by government Aims To create a common authoritative view of the road network. 3 26 May 2015
The Department s 2013-14 Annual Report states: Quick, efficient and reliable transport links are absolutely essential for people and businesses. The Department for Transport is the lead government department for this project The DfT needs a highly accurate representation of the road network that contains accurate information to allow: Managing policies Producing statistics Allocating funding Supporting legislation Other Government departments
Drivers - Why we are doing it Feedback from PSMA community ITN critical analytical dataset that has delivered substantial savings in routing Increasing need for more analytical information across the community PSMA User Representative Group (PURG) Represent you Prioritising Accountability Public Sector mapping Agreement (PSMA) community Survey results Direct Feedback PSMA Events Ordnance Survey Sample data Funded specification development Illustrative data Product
The local highway network is the country s most valuable public asset. Valued in excess of 400 billion Source: Action for Roads, network for the 21st century July 2013 However, the Department lacks a definitive understanding of the road network due to gaps in knowledge e.g. Ownership (e.g. identifying private roads) Road classification Speed limits Evidence based policy making Q - How much of the road network has three lanes? Q - What's the impact ( ) of changing a speed limit?
This introduces; The need to formally consult local authorities (R199b) Uncertainty into the Department s Economic Modelling National Statistics R199b form used in 2012 The R199b consultation was not run in 2013 2014
Efficiency Road length should be an easy statistic to calculate Select a network Define shape to cut it up Other dimensions become available Lanes Width Surface Recalculate the lengths Tabulate the results Job done More efficient process (R199b) Increased capability
Classification Legal road classifications Classified Unnumbered Unclassified roads Ordnance Survey classifications Minor roads and local streets Differences ITN verses NSG How OS surveys road Private Trunk Roads Motorways A roads B roads C roads U roads Not classified Improve funding allocation Reduce need to consult
Ownership Government lacks information on who is responsible for classified roads Local authorities Highways England Transport for London Central Government uses legislation to find out missing information from local authorities in England Single Data List - R199b consultation Publically maintained Not publically maintained Correct allocation of funding Reduce burden
Policy Evidence base ITN NSG Highways England Local highways authorities Transport for London Devolved administrations Drivers for information Scope of policy Strategic Road Network England England and Wales Great Britain United Kingdom European Union Example - Road investment strategy ( 15billion over next 5 years) Prevent over 2500 deaths or serious injuries on the network Build over 1300 additional lane miles Improve 200 sections of the network for cyclists Benefit up to 250,000 people by reducing the noise impact of the SRN Better decisions Improved VFM assessments Assess wider benefits
