Clearwater Lake Deer Hunt for the Non- Ambulatory A Recreational Opportunity for Permanent Mobility Impaired Individuals. Purpose The Clearwater Lake Special Deer Hunt is to help improve the deer herd in this area through the provision of a recreational opportunity. This opportunity is being extended to a special group of the nation's population that has a permanent physical condition that severely impairs their mobility. These individuals are fully capable of properly using a firearm to hunt game, but may have restricted ability to access land for a quality hunting experience. This hunt is an effort to provide proper access, facilities, and other needed resources so these individuals can enjoy a safe and successful recreational experience as most other individuals in our nation. Point of Contact U.S. Army Corps of Engineers RR 3 Box 3559D Piedmont, Mo 63957 Chris Alley, Natural Resource Specialist, 573-223-7777, ext.1480 Description of Proposed Area Located west of Piedmont, Missouri, in Wayne County, the Clearwater Lake managed hunt will take place within the boundaries of the Watchable Wildlife Area on the Clearwater Lake Project. The Watchable Wildlife Area consists of 335 acres of land intensely managed for the purpose of promoting a high diversity of wildlife habitats. The north side of the hunt area is bordered by the Lower Black River and the remainder by private land. The habitat of this area is for the most part oak-hickory forest with pine savanna. There are seven food plots scattered throughout the area, which are managed for cereal grain food sources as well as native grasses and forbs. The entire area is split into a rotational burn schedule, which maximizes successional diversity. Method 1. Type of hunting devices permitted on the hunt will be muzzleloading rifle. No centerfire firearms will be allowed. Muzzleloader: To be legal, muzzleloading long guns must have a barrel at least 18 inches long and be at least.45 caliber. Magnifying sight may be used. The use of shot is not legal. Legal muzzleloaders use flintlock or percussion cap, are loaded only through the muzzle and are not capable of firing a cartridge. 3

2. No dogs will be allowed in the hunt, nor allowed on the area during the hunt. Bag Limit 1. One deer, antlerless or antlered. Antlered Deer An antlered deer is a deer having at least one antler at least 3 inches long. In the case a button buck is harvested, it will not qualify as an antlered deer. Monitoring 1. A check station will be located at the entrance to the watchable wildlife area to provide control and safety during the hunt. The station will also be used to gather biological data and to insure compliance of the regulations of the hunt. 2. Each hunter will be required to check in and out at the entrance check station to verify the permit before the hunt and allow for the examination of the deer after the hunt is completed. This will accommodate the check station personnel to gather the needed data and any other information needed. Check in time is at 6:00 a.m. and check out time 6:30p.m. on Saturday. Check in time is 5:00 a.m. and check out time 5:30 p.m. on Sunday. This is due to the time change. Season 1. The 2017 season will be a 2 day season beginning at one half hour before sunrise on Saturday, November 4 th and ending at sunset on Sunday, November 5 th. Permits Criteria for eligibility: 1. Successful applicants must posses a managed deer hunting permit for the State of Missouri. A resident permit is $17.00 and nonresident is $225.00. 2. Applicants must be non-ambulatory individuals. Non-ambulatory is defined as a permanent physical condition that severely impairs their mobility from either paralysis or amputation of lower extremities, which requires the assistance from a wheelchair, braces, crutches, or other similar aids of mobility. 3. Applicants must also provide a letter from a physician to verify the applicant's physical condition that severely impairs their mobility without proper assistance. The level of paralysis or amputation must be stated in the letter to verify extent of the applicant s condition. The physician's letter must be on an official letterhead with an original signature. 4

Safety 4. In case any emergency medical assistance is required during the hunt, all applicants must list on the application form any special medicine or medical equipment needs EMS personnel may need. 5. Due to volunteer support basis, assistance for personal hygiene needs will not be provided. If help is needed, applicant will be required to provide his or her own personal assistant. Application Procedure and Permit Notification 1. In order to apply for a permit, the eligible applicants need to complete the application form within this packet and submit with their physician s verification letter. Permit applications must be received by close of business September 30 th, 2017. 2. Three (3) permits will be issued by random drawing for the designated hunting blinds. 3. Notification of successful applicants will be by mail. A packet of instructions will be mailed to each successful applicant after the drawing. Hunters and their assistants will be required to attend an orientation meeting. This will be held on Nov. 4 th at 6:00 am to instruct participants on blind locations and safety requirements during the hunt. Hunting Areas/ Firearms. 1. Hunters will be required to have a volunteer assistant or guide in the blind during the hunt. The guide will not be permitted to have any weapon in possession during the hunt. Only one firearm per blind will be permitted. Hunting will be restricted to the hunting blinds. Hunters and their assistants will be required to remain in designated blinds during hunting hours. The assistant may leave the blind to retrieve a harvested deer, but only during scheduled breaks. 2. Hunting from any vehicle is prohibited. All firearms will be unloaded until the hunter is safely seated inside their blind. Firearms must be unloaded upon departure from the blind. (The cap removed from the muzzleloader is considered unloaded.) 3. Portable radios and cell phone numbers will be provided to the volunteer assistants for direct communication to the check station personnel in case of emergencies or needed assistance. Hunter Orange 1. All hunters and their assistants during the hunt must wear Hunter orange. 2. The colored area of the garment must total at least 400 square inches above the waist. In addition, a hunter orange head garment must be worn. Safety Briefing 1. All permitted hunters and volunteer guides must attend a safety briefing starting at 6:00 am on Saturday, November 4 th at the entrance to the Watchable Wildlife Area. Before the hunt begins the permitted hunter and their assistant will receive instructions and review of safety rules and regulations from Corps employees. 5
