Notice of Race & Sailing Instructions For the Traveller s Trophy 2017/18 Round 2 SAILING INSTRUCTIONS At Middle Harbour Yacht Club Sunday 10 th September 2017 This combined notice of race and sailing instructions apply to Round 2 of the NSWIODA Traveller s Trophy 2017-18 at Middle Harbour Yacht Club. 1. Organising Authority & Venue The regatta will be conducted from Middle Harbour Yacht Club in conjunction with the NSW International Optimist Dinghy Association (Organising Authority). 2. Rules 2.1 Racing will be governed by the rules as defined in the Racing Rules of Sailing. 2.2 The YA Special Regulations Part 2 (Off the beach boats) and prescriptions shall apply, and Personal Flotation Devices shall be worn at all times while afloat, in accordance with Regulation 1. 2.3 Rule 61.1(a) is amended to read as follows: the protesting boat shall inform the Race Committee of the boat/s being protested at the finishing line immediately after finishing 3. Eligibility and Entry 3.1 Entries will be accepted online, up until 7pm Thu 7 Sep 2017, via the NSWIODA website - see http://www.optinsw.org.au. After this time entries may be received at registration upon payment of the late entry fee. 3.2 All competitors shall be current members of the NSWIODA. 3.3 A boat must sail under the sail number advised on its Entry. 3.4 The entry fee for on time entries received prior to 7pm Thu 7 Sep 2017 will be $40 per boat. A additional $15 late entry fee applies to entries received after 7pm Thu 7 Sep 2017. 3.5 This event will consist of an Open Fleet, Intermediate Fleet and a Green Fleet. In the event the total entries in Open and Intermediate Fleets does not exceed 70 they will be sailed and scored as a single fleet with a sub-pointscore for Intermediate fleet. 4. Signing On and Signing Off Provisions 4.1 All boats intending to race must sign on prior to launching. A boat failing to sign on will be scored, without a hearing, DNS for the first race of that day. This amends rules 63.1, A4 and A5. 4.2 All boats returning to shore must sign off as soon a practicable, but not later than the expiry of protest time. Notice to Competitors Notice to competitors will be posted on the official notice board outside the MHYC clubhouse no later than one hour before the commencement of racing. 6. Changes to Sailing Instructions Any change to the Sailing Instructions will be posted on the official notice board not later than one hour before the commencement of racing. 7. Signals Made Ashore 7.1 Signals made ashore will be displayed on the MHYC flag mast located to the east of the boat ramp. 7.2 Flag AP with two sound signals means the race is postponed. Lowering of the AP flag with one sound signal means that the warning signal will be made in not less than 30 minutes. 8. Schedule of Races 8.1 Sunday 10 th September 2017 Registration 0900-1030hrs MHYC Clubhouse Briefing 1040-1045hrs MHYC Beach Racing (first warning signal) Not before 1130hrs Hunters Bay/Middle Harbour Presentation ASAP after racing MHYC Clubhouse 8.2 Racing Schedule Maximum of five (5) races are scheduled for Open and Intermediate Fleets. Minimum of two (2) races are required to constitute a regatta. One race may be discarded after five (5) completed races. No warning signal shall be made after 1630hrs on 10 th September. 8. Warning Signals 8.1 The warning signal shall be: Open Fleet- the Optimist Class emblem on a white flag. Intermediate Fleet- the Optimist Class emblem on a blue flag. Green Fleet- the Optimist Class emblem on a green flag. 10. Racing Area The racing area will be on the waters of Hunters Bay in the vicinity of CPSC. 11. The Course The course to be sailed, including the order in which marks are to be passed and the side to which each Mark is to be left are shown in Attachment One. The course for the marathon race will be described at the briefing and posted on the regatta notice board. 12. Marks 12.1 For Open and Intermediate fleets: a) Marks 1 and 2 will be yellow inflatable buoys. b) Starting mark will be a pink inflatable buoy. c) Finish mark will be a yellow pyramid buoy with a white band. 12.2 For Green fleet the marks will be described at the Green Fleet briefing. 13. The Start 13.1 The Starting Line will be between a staff displaying an orange flag on the Race Committee boat at the starboard end and the start mark at the port end. 13.2 A boat starting later than 4 minutes after her starting signal will be scored DNS. This changes RRS 35, A4 and A5. 14. Time Limit 14.1 The time limit for completion of a Race will be 15 minutes for the first boat to reach the first mark or 40mins for the first boat to sail the course. 14.2 Any boat finishing more than 10 minutes after the fifth boat to sail the course and finish will be scored DNF. This changes RRS 35, A4 and A5.

Protests 15.1 Protests shall be lodged in writing at the MHYC office, on the form available from the office, within 60 minutes of the finishing time of the last boat to finish in the last race of the day. 15.2 In the event of a protest involving an alleged breach of a rule of Part 2, Part 4 or Rule 31, an arbitration hearing will be conducted by an experienced judge, in accordance with the provisions of the ISAF Judges Manual. 15.3 Protests will be heard at the MHYC clubhouse as soon as practicable and approximately in order of receipt. The time of any hearing will be posted on the Official Notice Board no later than 15mins after the expiry of protest time limit to advise parties. 15.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). 15.5 A request to re-open a hearing, or a request for redress as a result of a protest committee decision shall be delivered in writing to the protest committee no later than 30mins after the party was informed of the decision. This changes rules 62.2(a) and 66. 16. Scoring 16.1 Two completed races are required to constitute a series. 16.2 (a) When fewer than five (5) races are completed a boat s series score will be the total of her race scores. (b) When five races have been completed a boat s series score will be the total of her race scores excluding her worst score. 17. Prizes 17.1 Trophies will be awarded for the 1 st, 2 nd and 3 rd Placed boats in Open Fleet. 17.2 Medals will be awarded to 1 st Placed female skippers in Open and Intermediate fleets. 17.3 Medals will be awarded to the 1 st Placed 11yo and 10yo or under skippers. 17.4 Medals will be awarded for 1 st, 2 nd and 3 rd Place boats in Intermediate Fleet. 17.4 Other prizes may be awarded as determined by the organising authority. 18. Disclaimer Of Liability & Risk Warning 18.1 This Risk Warning is issued jointly by MHYC, NSWIODA and NSW Roads & Maritime, pursuant to the Civil Liability Act 2002 to all persons wishing to participate in this event. 18.2 Competitors participate entirely at their own risk. RRS 4, Decision to Race states the responsibility for a boat's decision to participate in a race or to continue racing is hers alone. 18.3 The Organising Authority, MHYC, NSWIODA, NSW Roads & Maritime, their directors, officers, volunteers and sponsors: (a) (b) will not accept any liability for damage or personal injury or death sustained in conjunction with or prior to, during, or after this event; and shall not be responsible for the seaworthiness of any boat whose entry is accepted, the adequacy of its equipment or its insurance arrangements.

SAILING INSTRUCTIONS 4 of 5 Traveller s Trophy 2 2016/17 18.4 Participants are warned that, regardless of the precautions which might be taken by reasonable and experienced persons, sailing can be a dangerous pursuit and participants are exposed to significant risk of property damage, physical harm and possibly death. These risks may include, but are not limited to: the extremes of weather and sea conditions; the potential that control of vessels may be lost, resulting in collisions; the sudden movement of the vessel at any time and the possibility that participants may fall or be thrown overboard; the possibility that participants may be injured by equipment on the vessel; the absence of immediate medical care and the likelihood that significant delays may occur before medical care is available; exposure to the elements for extended periods. 18.5 The Organising Authority, MHYC, the Association and NSW Roads & Maritime jointly warn participants that regardless of their best intentions, they may be unable to render assistance to participants who are in distress. 18.6 Participants are warned to consider all risks before deciding to participate in any sailing event. 19. INSURANCE 19.1 Participants are advised that NSWIODA s third party liability insurance cover does not extend to participants. Participants must make their own private arrangements with an insurer. 19.2 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5,000,000 (recommended minimum $10,000,000). 20. Rights to use Name and Likeness By participating in an event, a competitor automatically grants to Middle Harbour Yacht Club and NSW International Optimist Dinghy Association the right in perpetuity to make, use and show from time to time and at its discretion, any motion still or live pictures, taped or film television and other reproductions of him or her during the period of the event in which the competitor participates and in all material related to the event without compensation in cash or in kind. 21.
