He confirmed that during 2008 the Paralympic Sailing Competition had taken up a great deal of time. The success of this event was highlighted and IFDS extended their gratitude to China for their organization of the event. Annual Report The IFDS Annual Report which had been published for the first time was discussed and it was noted that the report contained further information about the activities of IFDS. It was also noted that a number of other IFDS Events took place which encouraged and enhanced the continued growth of the IFDS. 2. MINUTES OF THE LAST MEETING Minutes The minutes of the meeting that took place on the 4 November 2007 were noted. On a proposal by Hungary, seconded by Great Britain, the minutes from the 2007 IFDS AGM were approved. Matters Arising There were no matters arising. 3. ELECTION OF OFFICERS IFDS Executive Committee The two retiring members of the IFDS Executive Committee, President Serge Jorgensen and Vice-President Jan Romme were thanked for their contributions to the sport and a presentation was made by IFDS Vice-President Linda Merkle. IFDS Vice-Presidents (i) Eligible Candidates The Eligible Candidates standing for the IFDS Vice-Presidents were confirmed as: Page 2 of 9

Election The process which would be used to elect members to the IFDS Executive Committee was confirmed by the IFDS President. A ballot was then conducted to elect two IFDS Vice-Presidents. The new Vice-Presidents were congratulated and the unsuccessful candidates thanked for their contributions and interest in the organization. The following candidates were elected to serve on the IFDS Executive Committee: Wilfried KLEIN (GER) 4 years, ending 2012 Costantine (Costas) TSANTILIS (GRE) 4 years, ending 2012 (c) IFDS Committee Members The new committee members were noted as: (i) (ii) IFDS Development Committee Gillian THOMSON (CAN) IFDS Events & Scheduling Commission - Micky AYALON (ISR) (iii) IFDS Medical Committee Rick DOERR (USA) (iv) IFDS Rules & Regulations Committee - Micky AYALON (ISR) (v) IFDS Sailors Advisory Council Gillian THOMSON (CAN) (vi) IFDS Technical Committee - Micky AYALON (ISR) The nominees were thanked for showing an interest in IFDS and it was confirmed that the relevant Committee Chairmen would be in contact with the new members. 4. EQIPMENT EVALUATION COMMISSION The IFDS President briefed those present about the work of the IFDS Equipment Evaluation Commission (EEC). He noted that this was an exciting time for IFDS and Page 3 of 9

the organization was working closely with a variety of classes to grow participation opportunities and events and foster innovation that will enable more athletes with a wide range of disabilities to compete at an International Level. Development of equipment has been part of the growth of IFDS which has been reflected in the increase in the number of Recognized National Authorities (RNA s) from 13 in 2002 to 34 in 2008. The class representatives who were present were given the opportunity to give a brief presentation about their class. Single-Person Keelboat, 2.4mR Class representative, Stellan BERLIN (SWE) presented a report which informed those present that the class had adopted a One- Design rule and that eligible boats will form a subdivision within the 2.4mR class. There is a need to decide with IFDS when the transition will be made from the current Appendix K to the new One-Design rule, which could possibly happen after the 2009 Miami OCR. It was noted that the class had taken control of boat specifications and as a result the One-Design boats will now be more equal in performance and measurement will be simplified. Single-Person Keelboat, FI460 Designer, Javier CELA (ESP) presented a report about the development of the equipment. It was noted that there would be an event held in 2009. Those interested were given the opportunity to pick up a compact disc which shows the boat. The Challenger Class representative, David NEWTON (GBR), gave a report on the development of the class. The Challenger has been in use for 20 years and is owned by the RYA; the equipment and class rules have been updated accordingly. It was noted that the class is growing again in the UK and is attracting young people. The aim of the class is to grow internationally with cooperation with IFDS. Multihulls address issues such as cost and access to the water where keelboats have limitations. International events have taken place and have attracted a large number of countries, with 20-25 nations participating. The class is owned by RYA Sailability. The President Serge JORGENSEN, also the IFDS Representative and Chairman of the SKUD18 Class Management Committee (SCMC), noted that the SCMC included representatives of IFDS, Access Class, the owners, the builder and designer. This group has managed the class until now but owners/sailors will from 2009 take on management of the class under the International Access Class Association. The designer has proposed some changes to the SKUD18 and concern was raised that this may impact on existing boats. It was requested that any proposed changes be approved after consultation with the IFDS, owners and RNA s. 5. SUBMISSIONS 01-08/IFDS Proposed Equipment, Three-Person Keelboat A submission from the IFDS Executive Committee regarding the proposed equipment for the Three-Person Keelboat at the Paralympic Sailing Competition for 2012 and 2016 was discussed. On a motion made by the Executive Committee which was seconded by GBR, it was recommended that this submission be approved. (15 in favour, 0 against, 1 abstain) 02-08/IFDS Proposed Equipment, One-Person Keelboat A submission from the IFDS Executive Committee regarding the proposed equipment for the One-Person Keelboat at the Paralympic Sailing Competition for 2012 was discussed. There was a broad discussion regarding the level of international support for the 2.4mR. On a motion by the Executive Committee which was seconded by AUS, it was recommended that this submission be approved. (5 in favour, 10 against, 1 abstain). This motion was rejected. On a motion by SWE which was seconded by USA, submission 02-08 was amended to adopt the International 2.4mR as the Single-Person Paralympic Sailing Equipment through to 2016 (8 years). (12 in favour, 1 against, 3 abstained). This motion was approved. (c) 03-08/IFDS Proposed Equipment This submission was withdrawn by the IFDS Executive Committee without objection. (d) 04-08/IFDS IFDS Events Structure A submission from the RYA regarding producing a time-scaled action plain in respect of the decision E 05-06/IFDS, Paralympic Events, made during the 2006 IFDS AGM was discussed. The President Serge Jorgensen addressed the meeting about progress toward achieving the outcomes outlined in the 2006 AGM decision E05-06/IFDS4. The Executive continues to work towards this and RNAs will be updated about future progress in writing. He also advised that the meeting that IFDS aims to provide competition opportunities for a wide range of disabilities and is addressing the areas that the IPC is focused upon. Sailing has been awarded a third event while other sports are being reduced. While IFDS is working on growing the fleets and depth in the existing three disciplines, discussions have commenced with IPC regarding additional events. IPC may be prepared to increase total athlete numbers but IFDS must ensure that all spots will be filled. IPC will consider additional events and medals from 2016 onward but would prefer that equipment does not proliferate. It was confirmed that the IFDS Executive Committee would keep the LM Page 5 of 9

RNA s updated and will issue a statement in response to this submission. (e) 05-08/IFDS Classification Eligibility for the SKUD18 Class This submission regarding Classification Eligibility was discussed. On a motion by USA and duly seconded that this submission be approved as amended. **Appendix K Classification System for the Two-Person Keelboat 1. The crew of the Two-Person Keelboat shall include a female. 2. One sailor shall be rated as TPA (Two-Person System Classification A), which is defined as follows: The sailor is rated as FCS 1 or 2 on the FCS 2005 9 (IFDS Functional Classification System & Procedures Manual 2005 2008 2009-2012. 3. One sailor shall be rated as TPB (Two Person System Classification B), which is defined as having at least minimal disability. 4. Foot steering shall not be allowed unless as determined by the classification committee, the sailor has no other way to function in the boat or otherwise must use chin or sip and puff steering. 5. Adaptive aids shall be shown to the classification committee. On a motion made by USA which was seconded by CAN, this submission was approved as amended above. (10 In Favour, 2 Against, 4 Abstain) (f) 06-08/IFDS Eligibility and Role Definition for SKUD18 Sailors A submission from US Sailing regarding the clarification of roles of TPA and TPB Athletes was discussed. With the agreement of the meeting, this submission was tabled for further discussion between IFDS and USA. (g) 07-08/IFDS World Championships This submission was withdrawn by the IFDS Executive Committee without any objection. 6. IFDS RECOGNIZED NATIONAL AUTHORITIES The following new members of the IFDS were noted and welcomed: Malaysia (MAS) Philippines (PHI) Page 6 of 9

7. FINANCE IFDS Accounts The IFDS Treasurer presented a Financial Report to the AGM. He informed those present that the report that was circulated with the AGM Papers is still a true reflection of the IFDS Finances. Queries regarding the Classification Seminar Fees form 2007 in Rochester were noted and it was confirmed that these fees were reflected in the Classification Fees income. There was also discussion about responsibility for Classifiers travel and accommodation. The increase in the costs incurred by IFDS International Classifiers at the beginning of a Paralympic Cycle was noted and it was confirmed that because of the reclassification of athletes, this was expected. The President noted that a significant donation was being presented by the METS Boat Show in Amsterdam to support a major IFDS project. (i) 2007 Income and Expenditure (ii) The 2007 Income and Expenditure was discussed. 2007 Balance Sheet The 2007 Balance Sheet was discussed. (iii) 2008 Prognoses in relation to the 2008 Budget The 2008 Prognoses in relation to the 2008 Budget was discussed. On a motion made by the Treasurer which was seconded by GRE, the IFDS Accounts were approved. (iv) 2009 Budget The 2008 Budget was discussed. It was noted that the telephone conference expenses had increased and that the expenses incurred from the Telephone Conferences and that the fees from IFDS International Classifications will need to be included in the budget. 8. IFDS COMMITTEES On a motion by the Treasurer which was seconded by AUS, the 2009 Budget was adopted subject to the inclusion of the aforementioned items. The reports received from the chairmen of IFDS Committees on the committee activities during 2008 were noted. Page 7 of 9

(c) (d) (e) (f) IFDS Coaches Commission, Betsy ALISON (USA) It was noted that the report from Betsy ALISON, chairman of the IFDS Coaches Commission was circulated. IFDS Development Committee, Pauline HARRISON (GBR) Pauline Harrison noted that the training materials developed in preparation for the 2008 Paralympic Sailing Competition would be made available to all RNA s. It is planned that the Development Committee would be updating the website www.ifds.org with a marketing focus. IFDS Equipment Evaluation Commission, John TWOMEY (IRL) It was noted that this item was covered under Item 4 of this meeting. IFDS Events & Scheduling Commission, Ian HARRISON (GBR) The chairman of the IFDS Events & Scheduling Commission, Ian Harrison noted that IFDS had received expressions of interest to host the 2009 IFDS Disabled Sailing World Championship from Portugal; Norway; Dubai, United Arab Emirates; Israel and Greece. Details of this event are yet to be confirmed. Sailors and RNA s have expressed an interest in participating in an IFDS Disabled Sailing World Championships during a Paralympic year. The following event dates were noted: 2010 Access Class Combined World Championships, 6-11 June 2010, Rutland, Great Britain 2010 IFDS Disabled Sailing World Championship, One-Person, Two-Person, Three-Person Keelboat, 6-16 July 2010, Medemblik, Netherlands 2011 IFDS Disabled Sailing World Championship, One-Person, Two-Person, Three-Person Keelboat, 1-8 July 2011, Weymouth, Great Britain It was noted that the Sail for Gold Regatta may not include the Paralympic Classes and/or may be conducted on different dates in 2011 and 2012. 2012 Paralympic Sailing Competition, Weymouth, Great Britain IFDS Fundraising Committee, Jan ROMME (NED) It was noted that this item was covered under Item 7 of this meeting. IFDS Medical Committee, Jürgen SCHWITTAI (GER) It was noted that: PH (i) (ii) the facilities for classification in Qingdao were excellent and met all of the needs of the committee. the IFDS International Classifiers were working with the ISAF Race Officials Committee to be included as ISAF Race Officials and will develop a new system of credentialing. (g) (h) (i) (j) Jürgen SCHWITTAI (GER) will step down as Chairman of the IFDS Medical Committee to assume the role of Head of Classification with Bernard DESTRUBE (FRA) taking on the role as the Chairman of the IFDS Medical Committee. Charles SIMPSON (CAN) summarized the changes to the IFDS Functional Classification System (FCS 2005) prior to the distribution of the FCS 2009. It was noted that this was still in draft format with re-numbering and fine details yet to be completed. Final comments are sought from RNA s by January 1, 2009. IFDS Rules & Regulations Committee, Serge JORGENSEN (USA) No Report. IFDS Sailors Advisory Council, Bento AMARAL (POR) No Report IFDS Technical Committee, Colin JOHANSON (AUS) It was noted that the report from Colin JOHANSON, chairman of the IFDS Technical Committee was circulated and it was confirmed that the committee were currently working on the updated Race Management Manual. IFDS Measurement/Classes Committee, Gene HINKEL (USA) No Report CS 9. 2008 PARALYMPIC SAILING COMPETITION In the absence of Phil VARDY (AUS), 2008 Paralympic Sailing Competition Technical Delegate, Ian and Pauline HARISSON (GBR), Assistant Technical Delegate and Secretary to the Technical Delegates presented a report on the very successful 2008 Paralympic Sailing Competition. Thanks to the Technical Delegate team were recorded. 10. ANY OTHER BUSINESS Affiliate Membership Fee The membership fee for Affiliate Members was discussed. It was agreed that the Affiliate Membership Fee (Category D) be reduced from 200 to 30. DS EL Sailor Rankings It was noted that the Secretariat had been working on establishing a Ranking System using the ISAF Sailor Ranking System.
