WA Netball League (WANL) The WA Netball State League commenced with a Pilot season in 1989. 2017 will mark the 28 th season of WANL. Over this time there has been some tweaks to the WANL competition but no major overhaul has occurred. Over the same period there has been significant changes to competition structures and programs that underpin and draw from WANL The Governance & Membership Review provides Netball WA with the perfect opportunity to review its Premier Competition and all other competitions that sit within the Netball WA Competition Framework. A new Netball WA Competition Framework will be developed in 2017-2018 for implementation in 2019. It is proposed that the current WANL Regions will become Licensed WANL Clubs that affiliate directly to Netball WA. WANL Clubs may or may not be connected to a Netball WA geographical Region. If connected to a geographical Region, ALL Club governance and operations will remain completely separate to the operations of the Netball WA Regional Office. A set of Criteria (as part of a Club Accreditation Process) will be developed and all WANL Clubs must address these in an Expression of Interest submission when seeking a Club Licence. The financial modeling to support this structure is currently a work in progress. Any changes to WANL are likely to come into effect from 2019, however there may be some interim changes required in 2018 following anticipated Constitutional changes as a result of Governance & Membership Review. Outlined below is the criteria and other relevant information associated with WANL Club component of the Draft Netball WA Governance Model Version 1 WANL Club Licence Club Governance WANL CLUB Accreditation Criteria & Assessment including but not limited to: o Club must be incorporated and managed by a Management Committee o Club Constitution & Regulations o Organisational policies and procedures, alignment to Netball Australia and Netball WA Policies o Workforce Plan recruitment, selection, screening, induction, training and development, recognition and retention and succession. o Adherence to Codes of Behaviour o Club Compliance Procedure o Strategic Plan o Financial Plan 3- year budget o Alignment to Netball WA High Performance Plan requirements 4
WANL Club Licence Club Partnerships Club Coaching Policy Player Development & Structure Officials Development Policy On- Court Performance Facilities - Training & Home Game Venues WANL Competition Divisions Marketing & Sponsorship Club Membership WANL CLUB Accreditation Criteria & Assessment including but not limited to: o Clubs to align with a minimum of one key Partner i.e. University, another Sporting Club, Major sponsor o Head Coach appointed for each Club o Team Coaches and Assistant Coaches appointed o Club Coach Development Plan (Individual Performance Plans) o Coach Depth Charts developed o Coach Evaluation and review structure o Athlete Development Policy o Club Athlete Development Plan o Athlete Depth Chart developed o Participation in State Team phases and ANL o Officials Development Plan Bench Officials and WANL Match Delegates o Submit annual club periodised plan o Minimum number of court sessions per week o Minimum number of Strength & Conditioning sessions per week o Physical Testing Programs I.e. 2 x sessions per year o Recovery included in annual periodised plan o Health & Wellbeing, Nutrition, Psychology, Drugs in Sports, Integrity Framework o Must have appropriate training facilities and accredited facilities for WANL home games o Must enter teams in all WANL divisions and meet all other competition requirements o Sponsorship funding support for WANL Club o Promotion of Netball WA & Club sponsors & partners o Development of WANL Club support and spectators o WANL Club In the Community 5
