POONA DISTRIC FOOTBALL ASSOCIATION REGISTRATION & TRANSFER RULE FOR SEASON 2018-19 1. The registration & transfer period for the football teams/clubs and players of the association for the season 2018-19 shall commence from 10.00 AM of 02-07-2018 and shall end by 1 PM as per following dates. Third Division & New Team - till21 nd July 2018 Second Division - till 25 th July 2018 First Division - till 27 th July 2018 Super Division - till 31 st July 2018 WOMENS TEAM AND DATE 31 JULY 2018 UNDER 8, 10, 12, 14, 16 TEAMS DATE 31JULY 2018
Please Note: UNLESS AND UNTIL THE ALL INDIA FOOTBALL FEDERATION (AIFF) WESTER INDIA FOOTBALL ASSOCIATION (WIFA) REGISTRATION PROCESS IS COMPLETE PDFA WILL NOT ACCEPT ANY OF YOUR TRANSFER OR REGISTRATION FORMS. 2. ONLY the inter State and international transfer will be done as per the cutoff date intimated by the All India Football Federation provided they have not registered all their 30 players. 3. No Registration and Transfer shall be accepted for local and inter district Transfer after the period mentioned above for the terms as per their respective Division. 4. If any player found making fake signature then in such cases strict action will be taken against these players and the respective club and also monetary fine will also be imposed. 5. The teams/clubs are submitting their form online and it is mandatory to submit one hardcopy of the dully filled form along with cash or DD payment only. NO CHEQUES WILL BE ACCEPTED For online registration visit website www.pdfa.in. 6. IT IS MENDATORY FOR ALL TEAMS /CLUBS TO REGISTER THEIR TEAMS / CLUBS FOR THE NEW SEASON AGAIN, ELSE THEY WILL NOT BE ELIGIBLE TO PARTICIPATE IN ANY TURNAMENT /LEAGUE ORGANISED BY OE UNDER PDFA.
7. The teams / clubs and players /desiring / wishing to register and take transfer are requested to complete the legal documentation with the association. 8. The transfer form shall be submitted along with transfer fee for each player. The transfer form shall not accept without transfer fee. 9. The Fee structures for season 2018-19 ia as below. UNDER 8,10,12,14,16 Rs 2000/- 10. The Local Fresh Transfer Forms /Affiliation Forms /New Registration Form /Referee Form will be available on PDFA website (www.pdfa.in ).The Inter District /Inter State form will be available at the association office. A True Copy of The Inter District /Inter State and International Transfer Form to be submitted at the association office. 11. The duly filled Transfer forms shall be submitted in Duplicate by the player who is seeking transfer accompanied by the association office. 12. The registration and transfer forms, which are incomplete and unsigned, shall not be accepted. 13. The association shall verify the registration and transfer application forms received and if found correct in all respect will be accepted ONLY along with the fee applicable. 14. A football player who has not played for his original football club for the complete season or continuously for not more than three seasons, and if the said player wants to p[lay again for his original Football Team, in such cases he will be treated as a FRESH REGISTRATION. However is shall be the duty of team manager of the
Football Club to intimate the player name to the Association along with a certificate signed by the Team manager and the player certifying that during the said gap the player has not represented any teams / clubs. 15. If a Player does not play for his original teams / clubs for more than three seasons and seeks transfer to other affiliated Football Team or any Football association. In such cases transfer shall be mandatory. 16. In case of player who wants to play after a gap of one season and want to represent other than his original teams / clubs, then in such cases transfer shall be mandatory. 17. In case of Interstate or Inter District Association Transfers, forms will be available at the PDFA association office which is different forms, from the local and Fresh transfers forms. And Its mandatory to complete the procedure of transfer before the cut odd date from AIFF. 18. For Inter District and Interstate Transfers it is mandatory to fulfill Western India Football Association s and All India Football Federation s formalities respectively. 19. There shall be no transfer fee for internal transfers that are transfer od player from C to B or From B to A or Vice versa of same football team / club having A,B& C Teams or more.
20. The association shall allow a player to withdraw the submitted Transfer from on or before the dates mentioned in POINT NO 1.for all divisions. The association shall strictly not allow a player to withdraw the submitted transfer form after the final date.if any Player represents any other new team / club which is not specified in the transfer form, he shall be suspended for one year. 21. After submission of duly signed registration form to the association, the association shall strictly not allow the team / club to make a changes in the last date of submission mentioned. 22. The transfer and Registration of the foreign players shall be as per rules laid down by the All India Football Federation and Western India Football Association. 23. The above mention Rules and Regulations shall followed strictly by the affiliated members.if any football team permits and allows a player to play in their Football Club / Team without obtaining valid transfer from the association, the offending Football team shall be suspended for 6 Months /or fine of Rs.7000/- shall be imposed on the offending team. In case the offence takes place during final match, in addition to the above mention disciplinary action, the offending Football team shall barred from receiving any cash prize and other prizes if any declared by the association organizers.
24. These Transfer Rules are applicable to all Football Club / Team of Central Govt. State Govt. Police, public sectors undertakings, railways, Military Establishment, Bank, BPO s, and IR companies etc. affiliated to PDFA for season 2018-19. 25. Any Player from football team / club ofcentral Govt. State Govt. Police, public sectors undertakings, railways, Military Establishment, Banks, etc. will be treated as normal player by the association and will be allowed to p[lay for any club register under Poona District Football Association. If any player of the above mentioned Teams/Clubs is seeking transfers then the association will not be responsible for the same. The concerned team/club authorities should take precautionary measures. 26. It is not mandatory for the players registered with Football Team/Club of Central Govt. State Govt. Police, public sectors undertakings, railways, Military Establishment, Banks,etc. to be employee of their respective organization. The association will treat those organization teams as normal clubs. 27. It is mandatory for all the clubs to give 2 photographs each of the players registered, Coach, President and Secretary of the Club. 28. Mid-Season Transfer window will open as per the instructions WIFA/AIFF which will be intimate to
Teams/Clubs. Only Fresh Players, inter District, Inter State, International Transfers will be allowed. There will be no mid-season transfer between lo0cal Teams/Clubs. 29.LOAN To take any player on loan the following things need to be done. No Objection Certificate (NOC) from the Secretary of Old Club is Mandatory. No Fresh Player will be allowed to register as player on loan. Internal Loan (Within Maharashtra) and External Loan (Outside Maharashtra) are allowed. No Objection Certificate (NOC) required of the respective association if the player is not register with PDFA. If the Club has registered all its 25 players with the PDFA then they are not eligible to take players on Loan. Fees for Internal Loans Rs.3000 /- per player. Fees for External Loans Rs.4000 /- per player. The last date for the Loan Transfer will be intimated later. SUPER DIVISION FOR SEASON 2018-19 1. 15 Teams
2. All play all once. 3. Bottom 2 teams relegation 4. Registration Fee Rs.10000/- 5. Total matches to be played will be 105 FIRST DIVISION FOR SEASON 2018-19 1. 21 Teams. 2. 3 Groups of 7 Teams 3. Top 2 Teams of Each Group qualify for super league which will be played all play all once in 6 teams. Winner and Runner up will be promoted to super Division. 4. Bottom Team in Each of the 3 Groups will play in relegation battle, which will be all play all once. Bottom 2 will be relegated to second Division. 5. Registration Fee Rs.4000/- 6. Total matches to be played will be 81. SECOND DIVISION FOR SEASON 2018-19 1. 32 Teams. 2. 4 Groups of 8 Teams each. 3. Top 2 Teams of Each Group qualifies for super league which will be played on Knock out basis.winner and
Runner up from the above will be promoted to thefirst Division. 4. Bottom Team in Each of the 4 Groups will play in relegation battle, which will be all play all once. Bottom 2 will be relegated to 3 rd Division. 5. Registration Fee Rs.3000/- 6. Total matches to be played will be 125. THIRD DIVISION FOR SEASON 2018-19 1. 48 Teams Only. 2. 8 Groups of 6 Teams each. 3. Top 2 Teams of Each Group qualifies for super league which will be played on Knock out Format.Winner and Runner up from the above will be promoted to the Second Division. 4. Registration Fee Rs.2500/- 5. Total matches to be played will be 135. 6. Teams will be registered only if ground is made available and they pay Rs.50000/-as registration fees and special approval from Governing Body. Walkover 2 and above: Rs.10000 Fine and relegated to Lower Division with immediate effect. It this is a Third Division team then the said team will NOT be allowed the registered for Season 2018-19. Manhandling Referee/Player/Officials. The said Player or staff will be subject to suspension for period of 6 months to 1 year. Foul Language Show cause notice and suspension as deemed fit by the Governing Body.

New Club Registration New Clubs register under the association after governing body committee members meeting confirmation. 2. CRS from copy At the time of submission and registration all register clubs should produce the CRS (WIFA s- Centralized Registration System) forms along with PDFA registration forms. Please use proper passport size photo for uploading. 4. Image Format should be.jpg/.bmp/.gfi 5. Don t use large size image, it may cause for slow performance. 6. Maximum size limit is 700kb. 7. Save form option available till you click on submit. 8. Once submitted form can t be edited / Open so read carefully information before you click on submits. 9. Take a print before you submit the form.
