ZONE 7 COORDINATING COMMITTEE MEETING Saturday, November 19, 2016 Pocono Manor Inn, Pennsylvania The meeting was called to order at 1:30 PM by the Chairperson, Marjorie Moser. Attending were: Marjorie Moser (Chairperson), Patti Cerio (Treasurer), Dorothy Quirk (Secretary), Betsy Leager (Del Marva PHC), Bob Drake (New England PHC), Karen Roy (New England PHC), Ashley DiMeo (GSPHC), Judy Moyer (GSPHC), Jill Pacelli (Empire State PHC), Kath Reinert (Empire State PHC), Heidi Evelhoch (Pennsylvania PHC), Jacki Walker (Pennsylvania PHC). Alison Umberger (Virginia PHC), Kim Hutchins (Guest). MINUTES: The Secretary was asked to give a synopsis of the minutes from 2016. Motion was made (Drake/DiMeo) and passed that the 2016 minutes be accepted as printed. However, Patti Cerio noted that there were several issues that were mentioned in the minutes that were never addressed/finalized. TREASURER S REPORT: Patti Cerio distributed copies of her financial report and noted the following: There were less horses entered in the show this year than in 2015. However, there were more entries in the classes indicating that there were more horses entered in the classes this year than in 2015. The show lost $5,879. There were only 143 stalls rented this year. This being the lowest stall count in the last six years. Opinions were shared that this could have been due to a rumored boycott of the show and the fact that one barn that always attends the show had moved and was no longer in as close proximity to the Dream Park. The more stalls we rent, the better discount we receive on our Dream Park contract. If we rent 175 stalls, we receive a 20% discount. We automatically receive a 10% discount because we hold four shows on the grounds (the 3 GSPHC Paint shows and the Zone Show). Patti noted that two of our judges were offered to the exhibitors for free. It cost us $5,000 to produce the two judge show. Patti noted we would have broken even on the week-end if we had not offered the free day. We made very little profit on our camper hook-ups. The exhibitors office fees did cover the office staff and announcer s fees. Motion was made (Walker/DiMeo) and passed that the Treasurer s report be accepted. WEBSITE: Motion was made (DiMeo/Drake) and passed that Judy Moyer be paid to handle the Zone 7 website for 2017. ELECTION OF OFFICERS: The following were elected by unanimous vote:

Pg. 2/Nov. 19, 2016 Chairperson: Marjorie Moser Vice-Chairperson Bob Drake Secretary Dorothy Quirk Treasurer Patti Cerio 2016 ZONE SHOW REPORT: Championship Classes: There were 15 Championship classes held with 71 total entries. There were 104 entries in 2015. Office Staff: It was agreed that the office staff was quite satisfactory. Class comments: The trail classes ran from 1:30 7:45. The pattern worked well. There were several requests for more fence classes. However, it was determined that there was not enough manpower available to warrant the few possible additional entries. Ranch Riding had enough entries to possibly be split into Novice Ranch Riding and Open Ranch Riding. Showmanship was divided into Classic (with 15 entries) and Masters (with 12 entries). Discussion ensued about possibly combining it in the future. Awards: The awards were well received. Patti spent $4,094 on them for this year. The awards budget is usually $6,000. There were some 2015 left-over class awards that we used this year. 2017 ZONE SHOW: Show Date: It was noted that the Paint Congress show will be on our week-end in 2017. The Dream Park is available if we choose to move our show back one week-end for 2017. We would be able to return to our original week-end in 2018. Motion was made (Cerio/Drake) and passed that we move the 2017 Zone Show to the July 28-29-30, 2017, week-end for 2017. Office Staff: Sharon Kosovo and Heidi Evelhoch will be contacted about handling the office in 2017. Ring Crew: Bob Drake will be handling the ring crew.

Pg. 3/Nov. 19, 2016 Exhibitors Equipment Fee: The 2017 program will state that the equipment fee is NOT included in the flat day fee. Championship Classes: The Secretary read the new APHA rules/recommendations for 2017 Championship Classes as follows: Each Zone will be given the opportunity to offer one Paint Horse Championship show annually. Each Zone Committee will be responsible for selecting the APHA approved show in which to offer the Championship series. The Championship shall not be held with an APHA Zone Show, unless approved by the APHA. It is recommended that the show be a two-judge show. It was decided to table any further Championship class discussion until we receive more explicit information from APHA. At that time we will present our recommendations to the Regional Clubs. Motion was made (Cerio/Walker) and passed that we draw Club names to determine which Regional club(s) will be offered this opportunity in 2017. Virginia PHC was pulled as the first choice and Empire State was pulled as the second choice. A conference call will be scheduled for January 11 to discuss further plans. Another conference call will be scheduled for June 28 to discuss the plans for the Virginia PHC and the Empire State PHC if they choose to take responsibility for the Championship Show in 2017. First-Time Zone Show Rookie Award: Discussion for this possibility will be tabled for a later conference call. Pattern Books: Judy Moyer volunteered to do them for the show. Trail Warm-Up: This will be held the night previous to the trail classes. Bob Drake wlll do the patterns. Awards: Motion was made (DiMeo/Drake) and passed that Patti Cerio handle purchasing the awards. Sponsor Forms: These will be posted on the website. The meeting was adjourned at 5:00 PM. Motion was made (Leager/Umberger) that Amateur Showmanship be followed by Masters Showmanship. Motion passed with one opposing vote Cerio). Motion was made (Drake/Walker) and passed that all the Youth Solid Bred classes be dropped but that Amateur Solid Bred Walk-Trot classes be added. Motion was made (Drake/DiMeo) and passed that there be no driving classes in the program. Motion was made (Drake/Moyer) and passed that the fence classes be the first classes on Sunday morning. Motion was made (Drake/Moyer) and passed that 7:00 will be the starting time on both show days. Motion was made (Moyer/DiMeo) and passed that Open Ranch Reining and Amateur Ranch Reining be added to the Sunday schedule. Motion was made (Moyer/Drake) that Open Ranch Pleasure and Amateur Ranch Pleasure be added to the Sunday schedule. Motion passed with one opposing vote cast by Cerio. Judy will make the required arena signs. Motion was made (Leager/Umberger) and passed to add Novice Amateur Ranch Riding. Motion was made (Umberger/Leager) to add Novice Youth Ranch Riding. Motion passed with opposing votes cast by Moyer, Cerio, Walker, Pacelli). A letter was read from the GSPHC Youth Club requesting permission to hold a two day show on the Friday preceding the Zone Show. Motion was made (Moyer/Roy) and passed to deny this request.

Pg. 5/Nov. 20, 2016 JUDGES: Motion was made (Drake/DiMeo) and passed to hold the Zone Show with 6 judges. SHOW FEES: Flat Show Fee: Motion was made (Walker/DiMeo) and passed to have a Flat Show Fee of $425/1 horse/1 stall. This fee will include all class fees, APHA fees, and office fees. Not included would be: obstacle/equipment fees, shavings, and camper hook-ups. Motion was made (Umberger/DiMeo) and passed that individual Youth Walk-Trot fees would be $25/class. For all other exhibitors, individual class fees would be $50/class. AWARDS: Motion (which did not pass) was made (Cerio/Moyer) to not offer Halter High Point awards. Motion was made (Umberger/Drake) and passed that the SPB awards include all SPB divisions. Motion was made (Drake/Umberger) and passed that the Green classes not receive a High Point. Motion was made (Drake/DiMeo) and passed that there be only one Youth High Point Division awarded. Motion was made (Moyer/Drake) and passed that $45 be allocated for Class Circuit awards and that $25 be allocated for Resident Class Circuit Awards. These are the same amounts that have been allocated in the past. Medallions (to be discussed at the January conference call) Purchasing medallions as an award choice in addition to ribbons. STALLS: Stalls are to be reserved by July 12. SCRIBES: Judy Moyer indicated that most of the judges now ask for scribes. (To be discussed at the January conference call Scribes be paid $50.) RING CREW: Bob Drake Bob Drake will design the trail patterns. From Friday through Sunday, Bob will see that all courses / patterns will be set up and taken down. Motion was made (Umberger/DiMeo) and passed that the trail course be set up in the Bubble on Friday. Motion was made (Moyer/Leager) and passed that Bob be provided his lodging and half the trail warm up fee in return for being in charge of the ring crew.

Pg. 6/Dec. 20, 2016 If Bob brings a horse(s) to show at the Zone Show, he will receive half the trail warm up fee only. COMPED HOTEL ROOMS: Motion was made (Moyer/Drake) and passed that any Zone delegates who will be working throughout the show will have their hotel rooms comped. Rooms will be comped only if delegates are willing to share a room. OFFICE STAFF CONTRACT: Karen Roy will develop a contract for the office staff. ANNOUNCER: Lester Kosovo RING STEWART: Judy Moyer ASSISTANT RING STEWART: Judy will contact an Assistant. GATE PERSON: (This will be discussed at the Conference Call). ZONE 7 SHIRTS: Kathy Reinert will get information on Zone 7 shirts which we can sell for the show. GIVEAWAYS : Kathy Reinert will chick on sponsors for Giveaways that we can use when exhibitors sign up at the office. SHOW MANAGER / SECURITY: Marjorie Moser will receive $500 to cover these positions from Thursday through Monday morning. STALL RESERVATIONS: Dorothy Quirk will take reservations. Her information will be listed both on the Zone 7 website and also on page 2 of the show program. SHAVINGS: Only pre-ordered bedding will be delivered to stalls. WATER ICE / PRETZELS: Marjorie will check and see if she can get sponsors for water ice and pretzels. (This will be discussed at the January conference call.) LEAD LINE AWARDS: Bob Drake will sponsor these. FREE STALLS: Motion was made (Drake/DiMeo) and passed that each Zone 7 APHA Club receive a certificate for a free stall at the Zone Show, Clubs will be free to decide how to award / distribute this certificate.

ZONE MEETING NOVEMBER 2017: Patti Cerio will clear the November meeting date / information and will bring that information to the January conference call. The meeting was adjourned at 2:50 PM.
