Residents Information Sunday 25 and Monday 26 August We all recognise that Notting Hill Carnival has a significant impact on those who live and work in Notting Hill and the surrounding areas. The Royal Borough of Kensington and Chelsea and Westminster City Council continue to work closely with the organisers, London Notting Hill Carnival Enterprise Trust Ltd (LNHCET), to ensure that not only do we have a great Carnival, but also get a fair deal for our residents. This leaflet aims to offer practical information to residents during the Carnival weekend. It includes details of road and parking restrictions, public transport diversions, safety information and contact details for all the relevant agencies involved in Carnival. Introduction Notting Hill Carnival is organised by London Notting Hill Carnival Enterprises Trust Ltd (LNHCET). During its two-day run, it can attract upwards of 700,000 people to Notting Hill. Its 2013 dates are Sunday 25 to Monday 26 August. The Royal Borough of Kensington and Chelsea and City of Westminster councils will work with LNHCET, the Metropolitan Police, London Fire Brigade, London Ambulance Service, British Transport Police, Transport for London, St. John Ambulance, the Health Protection Agency and the Greater London Authority to ensure the safety of local residents, participants and visitors during the event. The councils main roles are to: ensure that the event is organised as safely as reasonably possible, especially with respect to street trading and sound systems provide public toilets remove rubbish from the main Carnival area overnight on Sunday and Monday, and to clean the entire area at the end of the event make arrangements to have private basement or garden areas cleaned as required. Official start and finish times This year s Carnival will start at 10am. The judging point on Great Western Road will close at 6.30pm and all static sound systems will be off by 7pm and all sound systems on the route will be off by the time Carnival finishes at 8.30pm. This year s Carnival will start at 10am Don t be late! Carnival route The route starts at the northern end of Great Western Road and finishes at the northern end of Ladbroke Grove see the map on pages 8 and 9 for more details. Kensal Road, Woodfield Road and Elkstone Road will be used as marshalling areas for floats preparing to join the parade. A judging zone on Great Western Road will provide a showcase for the bands, floats and spectators. Notting Hill Carnival 2013 5

Road closures and parking restrictions To create a safe environment during Carnival, a number of road closures and restrictions are put in place. From 6am each day, the police will be checking all vehicles entering the area bordered by the blue line on the map (pages 8 and 9) to ensure that only residents are allowed in. From 9am each day all traffic, other than floats and emergency vehicles, will be excluded from the area. It would greatly assist the police if residents moved their vehicles from the carnival area the night before. It may be necessary to prevent pedestrians and vehicles from entering Ladbroke Grove from Harrow Road from 7pm. Even if your usual parking place is not in a restricted street, you may wish to move your car because experience has shown that vehicles may be damaged inadvertently due to the sheer number of visitors attending the event. Kensington and Chelsea resident permit holders can park in the Town Hall car park, Hornton Street, at a reduced rate of 6 per day on Saturday 24, Sunday 25 and Monday 26 August 2013. For more information call 020 7937 7040. To help it s residents Westminster City Council is temporarily extending parking controls in some streets adjacent to the areas affected by Carnival. This means that resident bays will be enforced from 8.30am to midnight from Saturday 24 to Monday 26 August inclusive. Please visit www.westminster.gov.uk/carnival for details. This year Panorama will be held on Saturday 24 August from 7pm to 10pm in Emslie Horniman Pleasance. Kensal Road and Golborne Road to the junction of Elkstone Road will be closed to vehicles. J ouvert will be from 6am until 9am on Sunday 25 August. This will consist of several steel bands playing in Ladbroke Grove. To ensure the clean-up after Carnival runs as smoothly as possible, it would be helpful if residents delayed bringing their vehicles back into the Carnival area until as late as possible or ideally not until the morning of Tuesday 27 August. We know some of these arrangements can be inconvenient. We ask for your patience and recognition that they are there for everyone s safety. Vehicle exclusions for non-residents run from 6am to 11pm. 6 Notting Hill Carnival 2013

Temporary waiting restrictions Kensington and Chelsea also enforces waiting restrictions in much of Campden ward and a small part of Pembridge ward during Carnival, between 10am and 8pm on the Sunday and Bank Holiday Monday. Temporary warning signs will be displayed so please look out for these. To access the temporary waiting restrictions map please visit www.rbkc.gov.uk/carnival Safety zones The safety zones, shown in yellow on the map on pages 8 and 9, are closed to visitors. This is to help with crowd management and the movement of emergency vehicles. Residents will still have access to these areas and their homes. During the weekend, all residents should carry some form of identification showing their name and address. This will help the police patrolling these areas. The councils will place prominent parking suspension signs on the route, and in safety and pedestrian zones, about two weeks before the Carnival. Key points to remember: no vehicles are permitted access to the Carnival area after 9am each day please leave it as late as possible before driving vehicles back into the Carnival area residents must have ID showing their name and address in order to get to their homes if they are in safety zones or if they have to go through a safety zone to get to their home Street trading Full details of authorised sites in the Royal Borough are available from the Royal Borough of Kensington and Chelsea s Street Trading Office in the lead up to Carnival on 020 7341 5147, if you have any problems during Carnival call 020 7361 3002. Full details of sites in Westminster are available from Westminster City Council s Licensing Service on 020 7641 1095. The councils will take action to make sure licensed stallholders stop trading at the time specified on their licence: 7pm in Westminster and 8pm in Kensington and Chelsea. Unlicensed trading We share residents concerns about the problems caused by unlicensed trading and sound systems on private land. For some years the councils and police have adopted a firm policy to combat unlicensed street traders during Carnival and every year there are many prosecutions. We want to tackle the problems caused by a minority who use their gardens to trade to the public during Carnival weekend. It is unlawful to carry out any unauthorised licensable activity (or knowingly allow such an activity to be carried out). Unlawful licensable activities done with a view to profit include: the selling or offering for sale of alcohol performing live music playing recorded music performing dance If you allow such activities to take place on your premises you are committing an offence. Sound systems Noise levels will be monitored by council officers. If levels are too loud the sound system operator will be required to adjust the volume. If you feel that a sound system is creating too much noise in your home, please call the appropriate council. Contact details on pages 14 and 15. Static sound systems operators generally behave responsibly and close down by 7pm and the councils wish to ensure this is maintained. All music on the route will stop by the planned closure of the Carnival at 8.30pm. Clean-up Rubbish will be removed each night from the main Carnival area by the councils waste management contractors. All barriers and signs will be removed by the police. services for residents who are eligible and whose front gardens or basements are littered during Carnival. Please contact your council to see if you are eligible for this service. Westminster residents must pre-register for this service. Contact details on pages 14 and 15. Safety information Information and advice will be available from London Ambulance Service and St. John Ambulance staff who will be in the area during Carnival. There will be a number of mobile treatment centres in operation, together with medical foot patrols and other staff on bicycles and in ambulances. If there is a medical emergency, first look around for help. You can assist by directing people to the nearest First Aid Post or if necessary by reporting it. There will be hundreds of police, medical and stewarding staff nearby who may be able to help or summon help quickly. If you cannot see anyone immediately able to help you, then dial 999 with the following information: the exact location where help is required look out for the street name the number of patients and their age/sex a description of what is wrong for example, chest pains, whether they are breathing, unconscious or bleeding if they are conscious If possible, get someone to signal where the ambulance staff are needed. Remember: if you choose to drink alcohol, drink sensibly wear clothing appropriate for the weather if it is hot and sunny, please protect your skin from the sun and drink plenty of water Notting Hill Carnival 2013 11

Information and advice from the London Fire Brigade If you are having a barbecue during Carnival, please make sure you place it on a flat surface on level ground so it does not tip over. Never use petrol or paraffin to light it. Also make sure you keep the barbecue away from fences, sheds or garden furniture. If fire breaks out, warn other people and get out and stay out. Call the fire brigade by dialling 999. The London Fire Brigade carries out home fire safety visits and will fit a free smoke alarm where needed. For more information visit www.tfl.gov.uk or call 03432 221234. When travelling please allow extra time for your journey as public transport will be busy. Travelling by Tube Stations in the Carnival area For safety reasons some stations may close temporarily to prevent overcrowding. It may be worthwhile waiting until the station reopens rather than finding an alternative station. Ladbroke Grove Station closed on Sunday and Bank Holiday Monday. Latimer Road On Sunday and Bank Holiday Monday the station will close at 11.30pm. 12 Notting Hill Carnival 2013

Notting Hill Gate On Sunday and Bank Holiday Monday the station will be exit only between 12pm and 7pm. Between 12pm and 7pm Circle and District line trains will not stop at this station on Sunday or anytime on Bank Holiday Monday. Royal Oak On Sunday and Bank Holiday Monday the station will be exit only between 11am and 6pm. The station will close at 11.30pm on both days. Bayswater On Bank Holiday Monday between 12pm and 7pm it may be advisable to use this station as Circle and District line trains will not stop at Notting Hill Gate. Paddington (Hammersmith and City and Circle lines) On Sunday and Bank Holiday Monday it may be advisable to use this station instead of Notting Hill Gate/Royal Oak as both these stations will have entry restrictions. Other nearby stations High Street Kensington (Circle and District lines), Holland Park (Central line), Queen s Park (Bakerloo line) and Shepherd s Bush (Central line). Travelling by London Overground London Overground stations near to the Carnival Queen s Park, Kensal Rise, Kensal Green, Kilburn High Road, Willesden Junction and Shepherd s Bush. A normal timetable will run on the London Overground network on Sunday, and a Saturday timetable will run on Bank Holiday Monday. Engineering works will be taking place between Surrey Quays and Clapham Junction on Sunday. Please check before you travel at www.tfl.gov.uk Travelling by bus London Buses will operate extra day and night buses to serve Carnival, especially on Monday evening. Due to road closures, day and night buses will be diverted away from the Carnival area from the first bus on Sunday morning until approximately 3am on Tuesday morning. During these times, buses will start from the Prince Of Wales on Harrow Road to the north of the Carnival area. To the south of the Carnival area buses will start from Notting Hill Gate.
