BASEBALL BY-LAWS Article I Governing Rules The current edition of the National Federation Baseball Rule Book and the By-laws of the League shall be the official rules governing Baseball. Article II Classifications There shall be Varsity and Frosh/Soph teams. A Frosh/Soph player may participate in Varsity league games until his team has played 6 league games. At the time of the 7 th league game he may move down to Frosh.Soph level without violation, or remain with the Varsity for the remainder of the league season Article III Practice and Game Limitations The practice limitations outlined in Article VIII of the General By-Laws shall be in effect. 1.1 No practices or games on Sunday. 1.2 Practice may begin on the Start date set by CCS. Game limitations shall be as follows: El Camino - Number of games: 27 games and 2 scrimmages (in accordance with CCS maximum) GAME FOR GAME. DeAnza 27 games and 2 scrimmages - league playoff games do not count in this total. This limitation applies to each level as well as the individual player. Section 3 Frosh/Soph games shall be played at sites opposite those of the Varsity games. Article IV Game Management 1.1 Starting times for all day games shall be 3:30 P.M., once day light saving begins, game times will be moved to 4:00PM. Saturday games will begin at 12:00 noon. Night games (optional; both schools must agree) will begin at 7:00 P.M. Approved BOM 5.24.18 1

1.2 While the De Anza Division is playing the league playoffs (last week of the season), the El Camino Division will play games on Wednesday and Friday. Rained out or makeup games. 2.1 Any game that has been rained out will be made up the next day, providing field conditions and umpires are available. If games cannot be made up on the next day, the following weekday on the schedule that league games are not scheduled will be the makeup day. If coaches cannot reach a mutual agreement; the League commissioner shall set the date. 2.2 Games that are not completed due to rain, darkness, ties, or any other unforeseen reason will be completed at the site of the Home team, regardless of the number of innings originally played. If this is not possible due to scheduling, i.e., a third round game will be completed at the Visitor s park. The suspended game shall be played immediately prior to the regularly scheduled contest. 2.3 Such a suspended game will be resumed from the exact point the game was called regardless of the score. The official (home)book from the previous stopped game will dictate the number of runners on base, batting line-up and count on the batter (if any) at the time of suspension (weather or darkness). Pitching restrictions follow the original week of play and additional pitches add to that week s game. The pitcher may be changed if pitching limits have been exceeded. Substitutions in accordance with NFHS rules for substitution are allowed. SCVAL Varsity baseball games do not have ties. 2.3 During the (last) round of league, (prior to the league playoff) every effort shall be made to play the varsity game on the day it is scheduled; i.e., if the home site is not available and the visitor s site is playable then the varsity game shall be moved to the visitor s site. The frosh/soph game can be rescheduled. Section 3 Section 4 Section 5 There shall be two (2) umpires for the Varsity games and two (2) umpires for the froshsoph games. Umpires will ask both team scorekeepers to get together to compare pitch counts each half inning. If they cannot come to a common conclusion the home book is utilized. Remember, exceeding (30) outs, (3) appearances, and/or pitch count result in a forfeit. CIF has language for umpires responsibilities. The Home team shall be responsible for keeping the official score/book. Every player shall be in complete uniform. 5.1 The uniform shall consist of baseball shoes, sox, belt, pants, numbered upper jersey, and cap. 5.2 Coaches shall be dressed in appropriate attire. Section 6 Pre-game fielding practice shall be limited to ten (10) minutes per team. Section 7 Home team will take infield practice thirty (30) minutes before game time for ten (10) minutes, to be followed by the Visiting team for (10) minutes. Section 8 Section 9 0 1 Only the coach and/or team captain may approach the umpire to request or question a rule interpretation. Protest may be registered by the coach according to procedures outlined in Article VII of the General By-laws. Wood, aluminum, or ceramic bats may be used. Batting practice will not be held prior to any league game except night games and Saturday games. Report violations to league commissioner. 11.1 Soft Toss, Pepper, Whiffle Balls, and hitting off a Tee are not considered batting practice. Soft Toss is underhand tossing from a short distance. Whiffle Balls can be thrown overhand. No hitting of any kind a batting cage prior to a league day game. Batting cages are off limit. 2 The ten (10) run rule will not be used in varsity league contest. The ten (10) run rule will be used for frosh/soph league contest. Article VI Special Ruling The following re-entry rule authorized in the National Rule Book shall be in effect for all classifications. 1.1 Any of the starting players may withdraw and re-enter once, provided such player occupies the same batting position whenever he is in the line-up. The pitcher whose team is not at bat shall pitch to the first opponent to bat against him until the batter has advanced to first base or has been put out or until there has been a third out. To insure that the requirements of this article be fulfilled, the umpire will deny any coach/defensive player conference, which will violate it. Exception: a pitcher is incapacitated or guilty of flagrant, unsportsmanlike conduct. The following pitching limitation rules shall be in effect for all classifications. Thirty (30) outs, three (3) appearances and pitch counts of 110 for varsity, 90 for Frosh-soph cannot be exceeded in a calendar week throughout the season Monday to Saturday. O days rest 1-30 pitches V and F/S, 31-50 2 days rest V and F/S, 2 days rest 51-75 pitches V and F/S, 3 days rest 76+ pitches V and F/s. (A) A pitcher may finish the current batter if max pitches as been reached. (B) Pitch counts and appearances made count in totals in a suspended game. 2.1 Innings pitched in a no game; i.e. rainout, power failure, etc, shall count towards the total. Approved BOM 5.24.18 3

2.1 If the 30 th out involves a double or triple play, the team will not be penalized. 2.2 An appearance is defined as a pitcher pitching at least one pitch. 2.3 Any violation constitutes a forfeit of the contest. Article VII Play-offs EL-CAMINO DIVISION Teams tied at the end of the regular season shall have their season record against each other determine their standings. (Any teams tied for first are considered Co-Champions) In the event of a three or four way tie at the end of the regular season, the following tie breaking system will be used. 2.1 Head-to-Head competition during the league season. Team with the best record in games against all of the other teams involved in the tie combine the record against all teams involved. Also to Clarify: The tie breaker system when teams are eliminated will continue to go back to the highest criteria. Whether that be head to head or combined record if there was a four way tie and you eliminated one in section 2.2, you would then go back to 2.1 to re-check head to head records 2.2 If teams are tied for first, compare records for the teams against the next highest finishing team in the league, and move down the standings until the tie is broken. 2.4 If teams are tied for any other position, a comparison of the highest finishing team (and move down the standings) will be used until the tie is broken. 2.5 If steps 2.1 to 2.3 have not broken ties, then C.C.S. points (minus any points for champions or champions played) for the last 22 games will be used. If there is still a tie continue CCS tie breaking procedures. DE ANZA DIVISION PLAYOFFS Section 3 PLAYOFFS AND LEAGUE CHAMPIONSHIPS 3.1.There will be a one week league playoff the final week of the season for the Varsity level only in the DeAnza division. 3.2 After round robin play Varsity teams will be seeded 1 to 8 and tie breaking rules identified in sections 1 and 2 above. League playoff format, 7 th and 8 th place teams after round robin league play will play a 2 out of 3 series on Monday/ Wednesday/if Friday to determine who goes to El Camino with games 1 and 3 at 7 th place field. 1 st and 2 nd placed teams after round robin play will receive a first round bye and also receive two of the (4) DeAnza automatic bids to CCS playoffs. and 6 th and 4 th and 5 th play at higher seeded school; winners of these games get the two remaining automatic CCS playoff bids; losers are eliminated from DeAnza division playoffs. But can be entered as at large nominees to CCS playoffs. Wednesday 1 st vs. weakest remaining seed play at 1 st home site, 2 nd vs strongest remaing team play at 2 nd place home site-loser is eliminated from DeAnza division playoffs. Friday the two (2) winning teams play at the highest round robin league finisher s home site to determine division Champion. 3.4 If Tournament winner is different from round robin champion or co-champion they will also be declared a SCVAL champion. If co-champions in round robin play occurs the higher placer in the DeAnza tournament will be declared the A open division automatic team. If still not broken the CCS can determine which champion is the A open division champion. 3.5 Field usage in playoffs -- Higher seeded teams will play at Home starting on Tuesday. 3.6 If one team has defeated the other team twice in round robin play, that team shall be designated the round robin champion. In the event that a third team wins the playoffs, then all three teams shall be declared tri-champions. 3.7 If three or more teams are tied for the round robin championship, the team with the greatest number of wins within the tie shall be designated the first place team and declared the round robin champion. This team shall receive all the benefits associated with winning the round robin championship. 3.8 For CCS Seeding-- CCS only uses points to determine seeding, so league placement does not matter. Section 4 C.C.S. Playoffs 4.1 El Camino division champion will receive an automatic bid to CCS. 4.2 The 1 st, 2 nd, 3 rd and 4 th place teams from the De Anza division tournament will each advance to the C.C.S. playoffs as automatic qualifiers. The 2 nd Place team from the El Camino will advance to the CCS Playoffs. 4.3 All remaining teams will be considered for At-Large berths based on C.C.S. points, regardless of league standings. If teams are tied, and they played head-tohead, the winner will have priority. Otherwise, the De Anza Division team(s) will have priority. Article VIII Special Rulings Baseball Chairperson (s) Approved BOM 5.24.18 5

The Baseball coaches of the De Anza and El Camino shall elect a baseball chairperson (s) for each division. The duties of the Baseball Chairperson (s) shall be: 2.1 Call a meeting of all the Baseball coaches prior to the beginning of the season to go over schedules, by-laws, rule changes, and anything pertinent to the sport. 2.2 Call a meeting of all the league Baseball coaches at the end of the season to review the by-laws, make revisions in the by-laws, et up schedules for the next season, and discuss problems that came up during the season and try to determine how to solve these problems. The sport chairperson shall present any by-law changes to the Athletic Directors and the Board of Managers. 2.3 Compile the season results and send to the League Commissioner as well as the league schools. 2.4 The chairperson(s) shall represent the league on the Baseball Committee of C.C.S. 2.5 The chairperson(s) shall notify the Athletic director and the commissioner of all sports committee meetings. Article IX All-League Selections Deanza will receive 32 first and second team All-league certificates with (1) Honorable Mention certificates to each school. El Camino will receive 24 first and second team All-league certificates with (1) Honorable Mention certificates to each school. Any special awards will be taken from 1 st team certificates except MVP. Article X League Realignment At the end of each season, the champion of the El Camino division will move into the De Anza Division. The last place team from the De Anza Division will move into the El Camino Division after a 3 game playoff of #7 and #8 of round robin. However, if all teams involved in movement agree to a different realignment, then the coaches will vote on a proposal. Approved BOM 5.24.18 6
