After the very successful first two years of the European Team Championships, the city of Izmir in Turkey is ready to host the third edition of the 1st League of the European Team Championships on 18-19 June 2011. European Athletics has been relentlessly pursuing ways of creating new opportunities and interest in our sport, and has been encouraging the Member Federations to come up with innovative ideas to make the sport more attractive for both athletes and spectators. The European Team Championships are the culmination of a lot of research and consultation by European Athletics to the needs and wants of athletics fans, the media and the athletes and we are confident that this formula is a successful one. The first and second editions held simultaneously in four different venues in 2009 and 2010 proved that it is a more than worthy successor to the erstwhile European Cup which began in the 1960s and served athletes and nations very well. The emphasis of this competition is all about the nation and the points individual athletes contribute to their teams rather than individual results. It is a unique competition and based on the feedback received after the first year we have fine-tuned some rule changes that we believe makes the event even more exciting and unpredictable. I am sure that the Turkish athletic federation, which has been entrusted with the 1st League of this year s European Team Championship, will present the fans of Izmir and beyond a top quality event. On behalf of European Athletics, I would like to thank the Turkish federation, the local organisers and the city authorities for their hard work and support in the setting up of this event. We are proud and privileged to have been chosen to host the European Team Championships 1st League. The Event is unique because it brings the national teams together, finest male and female athletes compete for their countries. It is not enough to have few stars in the team, it is often the fighting spirit of every team member which is decisive at the end of the competition. Besides participating to this great Event, the athletes, coaches, officials, media members and spectators travelling to Izmir will have the opportunity to experience the traditional Turkish hospitality. I believe that the time you will spend with us will be something that you will always remember throughout your life. Izmir is quite experienced with organising international sports events. The venue of the European Team Championships hosted the athletics programme of the World University Games in 2005. I feel self-assured that the Championships will be a great success in all terms. I should like to extend my thanks and appreciation to everybody who is and will somehow be involved in organising this Event. It will be a great honour for the City of İzmir and the Turkish Athletic Federation to welcome our friends from eleven nations. We are committed to offering our guests the warmest welcome in June. ABOUT IZMIR

After Istanbul and Ankara, Izmir is the most populous city in Turkey, has been for ages regarded as `The pearl of the Aegean`. The present day Izmir is the most westernized city of Turkey in terms of lifestyle of the inhabitants, their values and ideologies. It is a strategic site for all kinds of cultural activities with its universities, museums, concert halls, cultural and art associations. As such, it is home to many national and international festivals.

The history of Izmir dates back to 3000 B.C. and between 3000 B.C. and late1800 B.C., Izmir was famous over the world as Smyrna. Later in the Turkish era, the city of Smyrna was re-named Izmir.

Izmir is situated in the south of Turkey on the shores of the Aegean Sea with a population of around 3.4 million, the second biggest port after Istanbul, and a very good transport hub.

The centre piece of the square is Izmir's famous Clock Tower which is the "Official" symbol for the city.

Summers are dry in Izmir; the summer months (June through September) are characterized by scarcity of water. Winter in Izmir, on the other hand, is mild with occasional snow and average rainfall. In fact, 77% of the total precipitation occurs in the winter months.

THE OFFICIAL AIRPORT OF THE EVENT IATA CODE: ADB

The official airport is Izmir Adnan Menderes Airport. The airport is located 18 km southwest from the city centre. It served 6.4 million passengers in the year 2010. Various international airline companies have daily direct to Izmir Adnan Menderes Airport. Some of the visiting teams would benefit of a transit flight from Istanbul Ataturk Airport to Izmir Adnan Menderes Airport.

ACCOMMODATION

All teams will be accommodated in two 5-star hotels in the city centre providing full board accommodation. The hotels are approximately 15 minutes to the Atatürk Stadium, and are located at a distance of 15 km to the airport. The athletes hotels offer excellent accommodation of a high international standard. All rooms have free internet connection.

TEAM ENTRIES Each team shall consist of up to a 50 (fifty) athletes; 25 male and 25 female athletes. Only athletes aged at least 16 (sixteen) years on 31.12.2011 may participate in the European Team Championships, except Shot Put (men) and Hammer Throw (men), where only athletes aged at least 18 (eighteen) years on 31.12.2011 may participate. Team entries will be handled through the European Athletics online entry system. The system will be accessible at: www.european-athletics.org in the section Member Federations Zone/ Competition.

TECHNICAL INFORMATION

The programme comprises the following 20 (twenty) events for Women and Men: WOMEN MEN RUNNING 100m, 200m, 400m, 800m, 1500m, 3000m, 5000m, 100m hurdles, 400m hurdles, 3000m steeplechase, 4x100m relay, 4x400m relay 100m, 200m, 400m, 800m, 1500m, 3000m, 5000m, 110m hurdles, 400m hurdles, 3000m steeplechase, 4x100m relay, 4x400m relay JUMPS High Jump, Pole Vault, Long Jump, Triple Jump High Jump, Pole Vault, Long Jump, Triple Jump THROWS Shot Put, Discus Throw, Hammer Throw, Javelin Throw Shot Put, Discus Throw, Hammer Throw, Javelin Throw

Each team shall consist of one athlete in each event (Men and Women), except relays. The winner of each individual event and each relay in each match shall score as many points as there are teams competing, the second will score one fewer, and soon. Athletes or relay teams disqualified or not finishing shall not score. If two or more athletes tie for a place in any event, the attributable points shall be divided equally between them. The team having the highest aggregate number of points shall be the winner of the match, and so on. If two or more teams have the same aggregate number of points, the tie shall be decided in favour of the team having the greater number of event winners. If the tie still remains it shall be decided in favour of the team having the greater number of second places, and so on.

The 3 (three) first classified teams of the First League shall be promoted to the Super League. The lowest 2 (two) or, exceptionally, 3 (three), teams of the First League shall be relegated to the Second League. Subject to the exceptions stated below, only athletes aged at least 16 (sixteen) years on 31 December of the year of the competition may participate in the European Team Championships. Only athletes aged at least 18 (eighteen) years on 31 December of the year of the competition may participate in the Shot Put (men) and Hammer Throw (men). VISA INFORMATION

The following countries require visas to enter Turkey: Belgium Hungary Ireland Netherlands Norway Visas can be obtained at the airport upon arrival, however, as the process would take quite long for large teams, we strongly recommend that the visas should be obtained before leaving your country, from Turkish Embassy or Consulate.

COUNTRIES ENTRY PROCEDURE BELGIUM Ordinary passport holders are required to have visa to enter Turkey. They can obtain three-month multiple entry visas at the Turkish border gates. Official passport holders are exempt from visa for their travels up to 90 days. HUNGARY Ordinary passport holders are required to have visa to enter Turkey. They can obtain one-month multiple entry visas at the Turkish border gates. Official passport holders are exempt from visa for their travels up to 30 days. IRELAND Ordinary and official passport holders are required to have visa to enter Turkey. Ordinary passport holders can obtain three-month multiple entry visas at the Turkish border gates. NETHERLANDS Ordinary passport holders are required to have visa to enter Turkey. They can obtain three month-multiple entry visas at the Turkish border gates. Official passport holders are exempt from visa for their travels up to 90 days. NORWAY Ordinary passport holders are required to have visa to enter Turkey. They can obtain three month-multiple entry visas at the Turkish border gates and stay in Turkey up to 90 days within 6 months starting from the first entry date. Official passport holders are exempt from visa for their travels up to 90 days

FINANCIAL CONDITIONS

According to European Athletics Regulation 610.4 accommodation and full board of participating teams for a maximum of 25 (twenty five) male athletes, 25 (twenty five) female athletes and 13 (thirteen) officials for 4 days will be paid by European Athletics. The following rates must be paid for out of quota team members and for additional days: Officials and athletes outside the quota All team members for additional days Single Room Twin Room 220 CHF per person/night 160 CHF per person/night 220 CHF per person/night 160 CHF per person/night All prices include meals and VAT.

Each team will be allocated a minimum number of single rooms equivalent to 10% of the total number of athletes entered. Any single rooms above the 10% threshold will be charged at the rate of CHF 220. The team leader must settle any extra charges (bar, laundry, telephone, etc) at the hotel reception desk, before departure. The team leader will be requested to provide a credit card or a deposit at the time of checking in at the reception desk to cover any extras.
