ELWOOD SAILING CLUB INC. SEASON 2018-2019 SAILING INSTRUCTIONS (SI) 1 RULES Racing will be under the authority of Elwood Sailing Club Inc. and governed by the Notice of Race (NOR) 2018-2019, the rules as defined in the Racing Rules of Sailing (RRS) 2017-2020 and the Yachting Australia (Australian Sailing) prescriptions there to, including Special Regulations Part 2 for off-the-beach boats. The racing rules will be modified in accordance with rule 86 as follows. Rule 44 when applied to catamaran classes one turn only will be required; rule 49.1 is amended by the applicable class rules where they permit the use of additional devices; rule 63.1 is amended by paras. 2.4, 2.6, 14.3, 16 and 18; rule A2 is amended by the scoring system set out in para. 20. Rule 26 has been changed as in para. 11.4. 2 ENTRIES 2.1 Entries will be accepted on the day of the race from Members and Visitors. 2.2 Members shall enter by completing the three following requirements for race entry 1. Place their club race card in the Race Entry Box and 2. complete the entry details on the Sign On / Sign Off sheet, and 3. on the water, a boat intending to race shall hail the committee vessel prior to the start sequence of the boat s first start of the racing session. The committee vessel will signal acceptance of the boat s hail. The boat shall repeat the process until it observes acceptance by the committee vessel. 2.3 Visitors shall enter by writing their entry particulars on the envelopes provided, enclosing the race fee of $6.00 and placing it in the Race Entry Box, and completing steps 2 and 3 in SI 2.2. Visitors are not entitled to score points for any Club trophies, but may be eligible for prizes on special race days. 2.4 Failure to enter as described above will result in disqualification from that event without a hearing. This amends Rule 63.1 2.5 Boats intending to use a sail having a number or mark that differs from that for the boat on the Club register shall notify the Race Control Centre in writing before starting. 2.6 Boats shall race under the eligibility requirements stated in the Notice of Race. Boats which race with less than the minimum of crew shall race in the Miscellaneous Division. Failure to comply with this sailing instruction may result in the boat being scored Did Not Compete without a hearing, and shall not be grounds for a protest by a boat or grounds for redress. This changes rule 63.1. 1

2.7 The Elwood Sailing Club Inc. is not responsible for the seaworthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment. 2.8 Members and visitors are required to have a minimum of $10M third party insurance cover and by entering a race agree and declare that they comply with this requirement. They may be required by a member of the General Committee to provide evidence of this insurance cover. 2.9 The Elwood Sailing Club Inc. reserves the right to refuse any entry. 3 RACE CONTROL AND NOTICES TO COMPETITORS 3.1 Races will be under the authority of the Race Committee. On-the-water control will be by the appointed Race Officer of the day. 3.2 The Race Communications Centre will be located in the tower on the top of the clubhouse. 3.3 Notices to competitors will be posted on the official Race Notice Board located near the Race Entry Box. 3.4 The Committee Boat will be a vessel flying the Elwood Sailing Club burgee. 4 CHANGES TO SAILING INSTRUCTIONS 4.1 Any changes to the Sailing Instructions will be posted no later than 30 minutes before the scheduled starting time of the first race on the day it will take effect, except that any changes in the schedule of races will be posted at least one week before it will take effect. 4.2 Any change that will apply for the remainder of the season s races will be advised by a notice that will remain on the board. After signalling on the day of initial posting, no further signals will be made for this notice. It is each skipper s responsibility to check the board before sailing. 5. SIGNALS MADE ASHORE 5.1 Signals made ashore will be displayed from the Club Communication Tower balcony. 5.2 When flag AP is displayed ashore 1 minute is replaced with not less than 30 minutes in the race signal AP. 6 SCHEDULE OF RACES 6.1 Races are scheduled to be held at the times and dates set out in the Sailing Program published on the Elwood Sailing Club website for the 2018-2019 season. 6.2 There is no provision for resailing races on days other than the scheduled dates. 6.3 For Special Race Days, extra races may be added to the racing session of the day, at the discretion of the Race Officer. 7 CLASS FLAGS Class flags will be displayed as set out in para. 9.4. 2

8 RACING AREA The racing area will be off Elwood Beach between Point Ormond and the Brighton breakwater. 9 COURSES 9.1 Courses to be sailed will be either 1. For events nominated by the race committee, the course as set out by the Race Committee on the day, or 2. For normal club races, the courses described in 9.4 and Figure 1. 9.2 Code flag T flown on the committee boat no later than the Warning Signal for the first start means Classes are to sail the course set by the Race Committee. 9.3 The Orange flag (one sound signal) indicates that the Committee Vessel will commence a starting sequence in a minimum of 5 minutes from when the flag is hoisted. 9.4 Courses to be sailed by Classes shall be as follows (refer Course Diagram Figure 1.): Flag Class Mark Rounding Order 1 Catamaran YS <78 START A-B-C, A-B-C, A-B-C, FINISH 2 Catamaran YS >77 START D-E-C, D-C, D-E-C, D-C, FINISH 3 Monohull YS <115 START - D-E-C, D-C, D-E-C, FINISH 4 Monohull YS > 114 START D-E-C, D-C, FINISH No boat shall cross the finish line except when finishing (paras. 14). Attention is drawn to the RRS Definition of Finish. 9.5 The Start mark C will also be the leeward mark of the courses (Figure 1). 9.6 Races may be shortened at the discretion of the Race Officer. 10 MARKS 10.1 All marks will be inflatable of self-inflating buoys as follows: 11 THE START START mark Yellow pyramid FINISH mark Red pyramid A Pink cylindrical B Orange cylindrical C Yellow pyramid D, E Yellow cylindrical 11.1 The starting line will be between the Club Burgee approximately amidships of the Committee boat and the Start mark. 3

11.2 A Clearance buoy may be moored from the stern of the Committee boat and shall be considered an extension of the Committee boat. 11.3 Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made. 11.4 Races will be started by using the following signals. Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded. Minutes before Visual signal Sound signal Meaning starting signal 3 Class flag One Warning signal 2 P,I,Z, Z with I,U or One Preparatory signal black flag 1 Preparatory flag One long One minute removed 0 Class flag removed One Starting signal 11.5 A boat starting later than ten(10) minutes after her staring signal will be scored Did Not Start. 11.6 Numerical flag Nine (9) signifies that ALL Classes that have not started will start at the same time. 12 MARK BOATS When a missing mark has been replaced with a mark displaying flag M, the Committee boat may not remain in the vicinity to give sound signals. This amends rule 34(b). 13 SPARE 14 THE FINISH 14.1 The Finish line will be between the Blue flag approximately amidships of the Committee boat and the Finish mark. 14.2 Boats will finish in the direction from the previous mark of the course. 14.3 Boats which cross the finishing line when not finishing the race will be disqualified for that race without a hearing. This amends Rule 63.1 14.4 Attention is drawn to the Racing Rules of Sailing 2017-2020 Definition of Finish. 15 NO BOATING ZONE A no boating zone and speed zones are present adjacent to the Club launch and race area (refer Figure 2). The no boating zone and speed restriction zones are an obstruction as defined in the Racing Rules of Sailing 2017-2020. 16 TWO-TURNS PENALTY The two-turns Penalty when applied to catamarans will require one turn only. This amends rule 44. 4

17 TIME LIMIT Boats which have not finished within 15 minutes after the first boat finishes will be allocated finishing places and times, and asked to proceed to the Start area for the next race. 18 SIGN-OFF / RACE DECLARATION All boats that have entered for a race shall be signed off by a crew member on the specified Sign-on / sign-off Race Declaration sheet no later than 30 minutes after the last boat finishes the final race of the day. Failure to comply may result in those boats being scored Did Not Finish without a hearing. This amends Rule 63.1. 19 PROTESTS 19.1 Protests shall be written on forms available from the Race Communication Tower and lodged there within 1 hour after the last boat finishes the last racing session of the day. 19.2 Protests will be heard in the club Committee Room at a time to be determined by the Race Committee and notified to all parties. 19.3 Notice of a protest hearing will be posted on the official Race Notice Board within 30 minutes of receipt of the protest. 20 SCORING The low point scoring system of Appendix A will apply subject to the amendments specified in the Notice of Race 2017-2020, paras. 13 Scoring System, and paras.14 Prizes. 21 RACE RESULTS Provisional race results will be posted on the Club website as they are finalised, and remain provisional until the end of the racing season. 22 PRIZES Prizes will be awarded as set out in the Notice of Race2018-2019. 23 DISCLAIMER OF RESPONSIBILITY Competitors who participate in Elwood Sailing Club Inc. races do so entirely at their own risk and responsibility. Attention is drawn to Fundamental Rule 4 Decision to Race, which states The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. The Elwood Sailing Club Inc. will not accept any liability for material damage or personal injury or death sustained in conjunction with, or prior to, during or after races. 5
