City of Plano Swimmers 37 th Speedo Greater Southwest Invitational January 10-13, 2019 Sanction #: NT 001-19 Held under the sanction of USA Swimming by North Texas Swimming, Inc. Venue: Alfred J. Loos Natatorium, 3815 Spring Valley Rd., Addison, TX 75001 Location: An indoor 50-meter pool divided into two eight-lane 25-yard competition pools, each with a Colorado Timing System. In between both competition pools are two warm-up/cool-down lanes. Large bleacher seating areas are located above each pool. Water Depth: The minimum water depth, measured in accordance with Article 103.2.3, is 4 feet, 00 inches at the start end and the turn end is 5 feet, 00 inches measured for a distance of 1.0 meter to 5.0 meters from both end walls for the west pool. The minimum water depth, measured in accordance with Article 103.2.3, is 11 feet, 00 inches at the start end and the turn end is 18 feet, 00 inches for a distance of 1.0 meter to 5.0 meters from both end walls for the east pool. Certification: The competition course has not been certified in accordance with section 104.2.2c (4). Sanction: Liability:. This meet has been sanctioned by North Texas Swimming and current USA Swimming rules and any relevant sections of the North Texas Policies & Procedures Manual will apply. All swimmers must be registered as athletes for 2019 with USA Swimming by the meet start date. North Texas Swimming does not allow on-deck USA Swimming registrations. Conduct of the sanctioned event shall conform in every respect to all technical and administrative rules of USA Swimming. IN GRANTING THIS SANCTION AND BY ANY PERSON S PARTICIPATION IN THE MEET IT IS UNDERSTOOD AND AGREED THAT USA SWIMMING, INC., NORTH TEXAS SWIMMING, INC., ALL MEET OFFICIALS, Dallas ISD, Alfred J. Loos Natatorium SHALL BE FREE FROM ANY AND ALL LIABILITIES OR ANY CLAIMS FOR ANY DAMAGES, EVEN IF SUCH LIABILITIES OR CLAIMS ARE DUE TO THE NEGLIGENCE OF SUCH ORGANIZATIONS, ARISING BY REASON OF INJURIES TO ANYONE DURING THE CONDUCT OF THE MEET. Damage to a facility, when proved, will cause the offending swimmer, if unattached, or the offending swimmer s team, if attached, to be held accountable for repairs. USA Swimming Registration: All swimmers, coaches, and officials participating in this competition must be currently (2019) registered with USA Swimming. No swimmer will be permitted to compete unless the swimmer is a member as provided in Article 302. All should also be prepared to present their USA Swimming ID Card or Deck Pass as proof of their registration to the Meet Director or designee at any time. Swimmers who 1) late enter when possible; 2) need to be late-entered ATIONS, ARISING BY REASON OF INJURIES TO ANYONE DURING THE CONDUCT OF THE because of clerical errors by the entering team or the meet host; or 3) are not entered in this meet and choose to enter time trials, if offered, will be required to present their USA Swimming ID card or Deck Pass (or a coach may present the club s official, watermarked roster from the USA Swimming club portal). Current national and LSC regulations do not allow for exceptions to these policies. Meet Format: The 37 th Speedo Greater Southwest Invitational will be a combination of Prelim/Finals and Timed Finals event. Thursday night and Sunday morning sessions will be TIMED FINALS. Friday and Saturday sessions will be PRELIM/FINALS. All Sessions, with the exception of Thursday s session, will be pre-seeded and swum slowest to fastest with Friday and Saturday s Preliminary sessions championship seeded. 1
15 and over, 13-14 and 11-12 events will have A, B Finals. 10 and unders will only have an A final. The A Final will swim first, followed by the B final. Finals A B 15 and over 1-8 9-16 13-14 1-8 9-16 11-12 1-8 9-16 10 and under 1-8 NA Relays during prelim/finals sessions will also be a prelim/finals event. The top four qualifying relays from each age group advancing to finals to form a Super Final. The composition of relays may change between prelims and finals (Article 102.3.6). Swimmers listed on relays must qualify and enter one individual event at this competition. No relay only swimmers. We require coaches to submit relay cards for entered relays to the Clerk of Course by 6:00 pm, the day before each relay event. The City of Plano Swimmers, Inc. will offer mixed gender relays on Sunday, January 13 th, 2019. Mixed gender relays must consist of two male and two female swimmers per relay. The mixed relay will be a Timed Final event. We reserve the privilege to adjust warm-up times, pool configurations, schedules, lane assignments and conduct flyover starts as necessary to best accommodate our participants. We will notify head coaches prior to the start of the meet if we make changes to GSW. Head coaches are responsible for notifying their assistant coaches, swimmers, and families of changes made to GSW. Check-in and Scratch Procedure: The two lanes between the competition pools will be closed during meet. Breaks will be inserted between cycles of events for warm up and cool down. The breaks will be determined by meet host and meet referees. Scratches for all final events are required as outlined in the current USA Swimming, Inc. rules 207.11.6D and 207.11.6E. Additionally, first and second alternates shall be announced along with the qualifiers for finals heat. These alternates shall not be penalized if unavailable to compete in the Finals. For A and B Finals, those swimmers who qualify and then fail to declare their intention to scratch to the Clerk of Course within thirty (30) minutes of their last event of that session and fail to compete in the event in the Finals will be barred from all subsequent competition in the meet. Swimmers may be excused from this penalty by the Meet Referee because of illness, injury or situations beyond the swimmers control. Scratching for ALL PRELIMINARY and TIMED FINAL events is required. For timed final events, scratching is accomplished during the positive check in. A scratch card box will be available at the Clerk of Course for scratching from preliminary events. The City of Plano Swimmers, Inc. will post Check-in and Scratch Sheets at the Clerk of Course. We will separate Check-in and Scratch Sheets by age and sex. The check-in option for all finalists is as follows: SCRATCH Indicates the swimmer will not swim this event during finals. We require check-in at the Clerk of Course for the following individual distances 500-yard Freestyles, and 400-yard Individual Medleys. Check-in options are as follows: indicates that the athlete is present and will swim the event. SCRATCH Indicates the swimmer has scratched from this event. Indicates swimmer is not swimming this event for reasons unknown. We require coaches submit all relay cards to the Clerk of Course by 6:00 pm the day prior to each relay event. 2
Qualifying Times: Swimmers must have achieved an A time to qualify for any offered event, as indicated by the 2017-2020 Motivational Time Standards published by USA Swimming. Sunday events are open to all 13 and over swimmers who qualify and enter one individual event at this competition. 12 & under swimmers must have an A time in order to participate in Sunday events. Seeding preference is as follows: short-course yards, long-course meters, then short-course meters. Age up Date: The age of the swimmer will be his/her age on 01/10/2019. Entry Restrictions: The 37 th Speedo Greater Southwest Invitational will be limited to 700 swimmers. This meet is open to all swimmers from invited clubs that meet qualifying time standards. The host team reserves the privilege to extend invitations to teams outside of North Texas. In no way is the host team obligated to honor requests for an invitation to attend from teams, coaches, or swimmers wishing to participate in GSW. However, coaches may request an invitation for their team, or individual swimmer(s), who want to attend GSW. Entry limits: Session 1 (Thursday): 1 event; Session 2 & 4 (Friday/Saturday): 3 events; Session 6 (Sunday): 5 events Entry Deadline: Entry Procedures: Entries open Monday, December 10 th, 2018 and close Thursday, January 3 rd 2019 at 6:00 PM Central Standard Time. Coaches must submit entries using Hy-Tek Team Manager Software via e-mail correspondence to the Entries Chair. Coaches are responsible for knowing events for which their swimmers qualify. Be sure to include the name, email address, and phone number of the person submitting entries in all email to the Entries Chair. Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. Unaccompanied Swimmers: Any swimmer entered in the meet must be certified by a USA swimming member-coach as being proficient in performing a racing start or must start each race from within the water. A racing start includes all forward starts from the block or deck, and any backstroke start, including the use of ledges. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. Swimmer Photographs and Videos: Deck Changing: There may be one or more photographers and/or videographers on deck at this meet. In the event such personnel are present, parents or guardians of swimmers under the age of 18 who do not wish to have photos or videos of their athletes made are required to contact the Meet Director prior to the beginning of warmups. Photographers and videographers are strongly encouraged to stay out of the area immediately behind the starting blocks, but if present are specifically prohibited from making shots during the start phase of any race. Deck changes are prohibited. Swimmers with Disabilities: Coaches and or swimmers are responsible for notifying the meet referee of any disability prior to the completion and for providing their own assistant or equipment. However, coaches/swimmers may contact the meet director at least 2 weeks in advance of the meet to reserve proper equipment. In any meet sanctioned or approved by North Texas Swimming, Inc., which may include one or more swimmers with visual, hearing, mental, or physical disabilities; the judging of such competitors shall be in strict accordance with the current USA Swimming Rules and Regulations, i.e., Article 105. Coaches and/or athletes must notify the Meet Referee before the event begins if they are to be considered to be judged under Article 105. Officials: All currently (2019) certified and in-training USA Swimming officials are cordially invited to participate. All deck officials must be registered with USA Swimming for 2019 and have a current Background Check and Athlete Protection Course acknowledged by USA Swimming. Please email the Meet Referee prior to the meet with your availability and current certifications. Please report to the Meet Referee at least one hour prior to the scheduled start time of any session to receive your assignments. An officials meeting will be held one hour prior to each session at the pool. This meet has been designated as a National Qualifying Meet for all officials who wish to and are eligible to be evaluated for advancement or re-certification. Request for evaluation should be made to the Meet Referee. The uniform for all sessions will be a white 4
polo shirt with collar over navy blue pants or skirts and white deck shoes with white socks. Shorts are acceptable for Preliminaries, but long pants are required for Finals. Timers: The host team will attempt to provide backup timers for this meet but volunteers from visiting teams will be needed. Awards: Individual Events: Medals 1 st through 3 rd and ribbons 4 th through 8 th. High-Point: We will award a high-point plaque to the outstanding boy and girl swimmer in each age group based on the total number of points earned in individual events during Speedo Greater Southwest. Point Calculation will be based on events from Thursday through Saturday. Award Ceremony will take place Sunday during the meet. Relay Events: Medals 1 st through 3 rd (for all age groups), and Ribbons 4 th through 8 th (12 & under only) Teams: We will award the 1 st through 3 rd place teams with either a banner, plaque, or trophy based upon total points earned during GSW, 2019. Speedo Hot Heat: Winners of these randomly selected heats will win a Speedo prize. Hot heats will be announced prior to the swim. Scoring: We will score all events by age group. Swimmers will have the opportunity to accumulate points in each event they swim with their age group. Teams will accumulate points from performance by attached swimmers. Sunday events will not count towards team or individual scores. NORTH TEXAS SWIMMING, Inc. Safety Guidelines and Warm-up Procedures (Adjust according to your pool and current policies and procedures.) A. WARM-UP PROCEDURES I. Assigned Warm-up Procedures a. Warm-up lanes and times will be assigned to competing teams based on number of entrants. b. All warm-up activities will be coordinated by the coach(es) supervising that lane. c. Dive sprints may be done only under the direct supervision of the coach. II. Open Warm-up Procedures LANE USE POOL PUSH/PACE DIVES/SPRINTS GENERAL WARMUP 10 Lanes 1 and 10 2 and 9 3 through 8 8 Lanes 1 and 8 2 and 7 3 through 6 6 Lanes 1 and 6 2 and 5 3 and 4 a. The first half of the assigned warm-up time shall be general warm-up for all lanes. b. Push/Pace lanes will push off one or two lengths from starting end. c. Sprint lanes are for diving from blocks or for backstroke starts in specified lanes at designated times one way only. d. Dive sprints may only be done under the direct supervision of the coach. e. There will be no diving in the general warm-up lanes circle swimming only. III. Safety Guidelines a. Coaches are responsible for the following: 1. Instructing swimmers regarding safety guidelines and warm-up procedures as they apply to conduct at meets and practices. 2. Actively supervising their swimmers throughout the warm-up sessions, at meets, and all practices. 3. Maintaining as much contact with their swimmers AS POSSIBLE, both verbal and visual, throughout the warm-up period. b. The host team will be responsible for the following: 1. A minimum of four marshals who report to and receive instructions from the Meet Referee and/or Director shall be on deck during the entire warm-up session(s). 2. Marshals will have the authority to remove from the deck for the remainder of a warm-up session, any swimmer or coach found to be in violation of these procedures. 3. The host team shall provide signs for each lane at both ends of the pool, indicating their designated use during warm-ups. 4. Warm-up times and lane assignments will be published in the meet information and posted at several locations around the pool area and the following statement will appear in the meet information: North Texas Swimming Safety Guidelines and Warm-up Procedures will be in effect at this meet. 5. An announcer will be on duty for the entire warm-up session to announce lane and/or time changes and to assist with the conduct of the warm-up. 6. Hazards in locker rooms, on deck, or in areas used by coaches, swimmers, or officials will be either removed or clearly marked. NOTE: Host Clubs, with the consent of the Meet Referee, may modify the time schedule or recommended lane assignments depending on pool configuration, number of swimmers, or other considerations; so long as safety considerations are not compromised. Any such changes will be announced and/or prominently posted in the pool area. 7
