NOTES BOARD ACTION AGENDA ITEM #VI-2 2017 PROJECT PRIORITIES Presenter: Summary: Colleen McGue, Mike Maholtz, and Leigh Holt, MPO Staff Each year the MPO Board adopts an annual list of Priorities. Once adopted, the Priority Lists are submitted to FDOT for its direction and guidance in programming projects in the next tentative Five Year Work Program (Fiscal Years 2018/2019 2022/2023). MPO member jurisdictions submitted applications for prioritization that have been reviewed by the Technical Advisory Committee (TAC) Prioritization Subcommittee based upon criteria adopted by the MPO Committees and MPO Board in April 2017. The final adopted Priority List will become part of the Fiscal Year (FY) 2018/2019 2022/2023 Transportation Improvement Program (TIP) which is the major planning document for securing state and federal funding and will include projects programmed by the Florida Department of Transportation (FDOT) as a result of this project prioritization process Attachments: 1) 2017 Sarasota/Manatee MPO Priorities Summary 2) a. 2040 LRTP Cost Feasible Priorities- Advance s b. These are the highest priority regional projects identified as financially feasible in the 2040 Long Range Transportation Plan (LRTP). Advanced Traffic Management System: The 2040 LRTP cost feasible plan includes $20 million per county over the 20-year period between 2021 and 2040 for expansion of the system. These projects were submitted directly to FDOT for to ensure consistency with the new ATMS Concept of Operations plan which is nearing completion and the mandated by FDOT and compliance with Federal Highway Administration Rule 940. Congestion Management System: The congestion management process identifies significant congestion problems and near-term, lower cost strategies for multi modal mobility management and corridor or intersection congestion mitigation. The LRTP cost feasible plan sets aside $1 million annually in each county, to be shared among jurisdictions, for congestion management projects. Congestion constrained corridors receive priority for these funds. Multi Modal Emphasis Corridor: The MMEC provides a renewed focus on urban revitalization of the /Tamiami Trail scenic highway corridor from the Charlotte line to 17 th Street in Palmetto. The goal is to fund a package of mobility enhancement strategies that directly relate to local government redevelopment strategies that improve walking, bicycling, and transit accessibility. Transportation Alternatives: Non-motorized, transportation alternatives include on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhanced mobility, community activities and environmental mitigation, recreational trail projects, and safe routes to school. Approximately $600,000 is available annually for all jurisdictions. FDOT REQUEST FOR TRANSPORTATION PROJECT PRIORITIES FISCAL YEAR 2022/2023 Strategic Intermodal System: Florida s highest statewide priorities focus on regional, statewide, interstate, and international facilities to facilitate freight movement and economic development. I-75 is the region s interstate roadway. Port Manatee and the Sarasota-Bradenton International Airport are SIS facilities and roads leading into those facilities are considered SIS Connectors. Highway Capacity: Chapter 339.175, Florida Statutes require MPO/TPOs to develop and submit an annual list of priority projects based upon project selection criteria which considers the Strategic Intermodal System (SIS) its connectors, other regionally significant facilities, and the local LRTP. All projects on the state road system are listed as highway capacity projects. Infrastructure Condition: FDOT inspects all public highway bridges and Florida s inventory ranks among the best in the nation. In Manatee and Sarasota Counties, 95 % of all bridges are in good conditions and no bridges are in poor condition. There are currently five major bridges in the FDOT work program that need additional funding for the next phase of development that are ranked here. 32 CMS Congestion Management System: Same as above 25 TA Transportation Alternatives: Same as above 7 MUT Multi Use Trails: In addition to Transportation Alternatives, FDOT has funding available specifically for multi-use trails. 5 RT Regional Trails: Prioritized funding for regional trails designated by the Florida Department of al Protection (FDEP) Greenways and Trails Department. 10 TRIP 3 CIGP Transportation Regional Incentive Program: State funds provide incentives for local governments and the private sector to pay for projects benefiting regional travel and commerce. FDOT will pay up to 50 percent of the non-federal share of project costs for public transportation facility projects. The MPO has regional agreements with both Polk and Charlotte Counties in order to be considered for TRIP funding. Incentive Grant Program: Grants to counties to improve transportation facilities including transit located on the State Highway System (SHS) or to relieve congestion on the SHS, consistent with the local LRTP per Section 339.2817, Florida Statutes.

2040 LONG RANGE TRANSPORTATION PLAN (LRTP) COST FEASIBLE PRIORITIES - ADVANCING PROJECTS These projects have a least one phase already budgeted or underway in the Florida Department of Transportation (FDOT) five-year work program. The Federal Highway Administration (FHWA) and FDOT require advancement of currently funded projects before new projects can be added to the work program so these projects are the TOP PRIORITY FOR MPO AND FDOT FUNDING. s are usually funded on a twoyear cycle. For example, a project that is nearing completion of the DESIGN phase provides a more accurate estimate of the funds needed for the CONSTRUCTION phase. 2040 LONG RANGE TRANSPORTATION PLAN (LRTP) COST FEASIBLE PRIORITIES Advanced Traffic Management System (ATMS) Regional Roadway Investments The 2040 LRTP cost feasible plan includes $20 million per county over the 20-year period between 2021 and 2040 for expansion of the two-county regional system. These projects were submitted directly to FDOT to ensure consistency with the new Sarasota/Manatee ATMS Concept of Operations plan which is nearing completion. ATMS projects must also comply with Florida s Statewide Systems Engineering Management Plan to receive state transportation funds and with Federal Highway Administration Rule 940 to receive federal funds.
