Thompson Mountain Sportsmen Association RANGE REGULATIONS Until further notice and amendment, the following Range Regulations shall apply to all activities upon the Thompson Mountain Sportsmen Association (Association) property and shall be strictly adhered to. Failure to do so may result in suspension of membership privileges and expulsion of day card holders, as the case may be. 1) MEMBERSHIP 1.1 Membership entitles the member to use the Association s facilities subject to the bylaws and Range Regulations of the Association, in an equal manner and to the same extent as any other member and no more. A condition of membership is strict compliance with the bylaws of the Association and these Range Regulations. Failure to comply with the bylaws of the Association and these regulations will result in a complaint to a Director and consideration by the Directors as to steps to be taken against the offending member. All members shall have all licenses and permits required to own, possess and transport the different classes of firearms they wish to use on the range facilities. 1.2 The Thompson Mountain Sportsmen Association has the following classes of Membership: Charter Membership Charter Members have voting privileges. Associate Membership Associate Members have no voting privileges. Family Membership Allows additional members of a Charter or Associate Member s immediate family living in the same household to become a Member of the Association at a reduced rate. Family Members have no voting privileges. Coast Mountain Practical Shooters (CMPS) Membership allows an Association member to use the CMPS facilities on the Association s property. 1.3 An Associate or Family Member who wishes to become a Charter Member of the Thompson Mountain Sportsmen Association will be required to apply to the Executive Council for vetting, and will have to meet the requirements for a Charter Membership. 1.4 All members will be required to write and pass a written examination of the Association s Range Rules and Regulations, as required by the Association s Directors. 1.5 Charter, Associate and Family Members shall: Enjoy all privileges provided by the Association; and Be obligated to promote the welfare of the Association in all its activities; and Conduct themselves in a sportsmanlike manner at all times; and Uphold the Constitution and comply with the Bylaws and Range Regulations of the Association that are in effect at the time; and
Notify the Association of any changes in their address. 1.6 An Associate or Family Member of the Thompson Mountain Sportsmen Association who wishes to become a Charter Member will meet the following criteria: Be an Associate or Family Member in good standing for a period of two (2) consecutive years; and Have attended two (2) work parties in each of those years; and Must maintain all required paper work as required by law to own, possess and carry firearms; and Support and maintain the Association s excellent reputation in the community; and Be responsible for the Association s facilities and help to maintain those facilities by helping whenever on the range property and ensuring that all members are adhering to the range rules as published. 1.7 Only one (1) individual under a Family Membership can hold a Charter Membership at one time. 1.8 All Executive Council Members are required to hold a Charter Membership. 1.9 Associate and Family Members: Have no voting privileges; and Are not eligible to hold a position on the Executive Council. 1.10 All members and guests must stop and sign in with the Range Warden upon arriving at the range, and sign out prior to leaving the range. 1.11 All afterhours access members will sign in the After Hours book regardless of reason for visiting the range. The gate must always remain closed and locked after hours. 1.12 When using Association facilities, each member and guest must display their membership card or a day card upon their person in a visible manner when they sign in with the Range Warden, and at all times while upon Association property. Family members intending to use Association facilities must display membership cards in a like manner. There are to be no exceptions to this rule and failure to have a membership card so displayed must be remedied by the purchase of a day card to be worn in the prescribed manner. This is to apply to all Association members regardless of how well known they may be to the Range Warden. 1.13 Each member is responsible for the activities of their guest(s) and failure by any guest(s) to obey the rules and regulations of the Association will result in the expulsion not only of the guest but also the member, for that day.
1.14 Membership and day cards remain the property of the Association and must be surrendered as requested. 2) DAY CARDS 2.1 Any person not a member of the Association and wishing to use or visit the Association facilities must purchase a day card at the fee fixed from time to time by the Directors of the Association. Such day card issued to a guest shall be worn in a visible manner upon the person at all times while they are on the Association property. 2.2 Once an individual has purchased a day card they are a member of the Association for that day. They shall, in all activities engaged in and upon Association property, obey the bylaws of the Association and these regulations and shall be subject to the same controls as members. Such day cards may be revoked by the Range Warden or any Director of the Association upon such person breaching the bylaws or these regulations. 2.3 The Association bears no responsibility to day card holders to provide insurance protection from theft, vandalism or injury and such person must look to his own personal liability insurance for such protection. 3) RANGE WARDEN 3.1 The operation of the Association property shall be under the direction of the Range Warden whose responsibility it shall be to ensure that these regulations and the bylaws of the Association and all other directives of the Directors of the Association are strictly obeyed. 3.2 The Range Warden shall have the right and responsibility to suspend the privileges of any member for noncompliance with the bylaws or these regulations. Such suspension to be effective until the date of the next Executive meeting and upon so suspending the privileges of any member, the Range Warden shall prepare a report which he shall deliver to a Director for presentation at the next Executive meeting for the further action of the Directors. 3.3 In all matters not covered by these regulations or in case of emergency situations or other situations not contemplated by these bylaws, each member shall follow and comply with the directions of the Range Warden or Director present. 4) ASSOCIATION PROPERTY 4.1 It shall be the responsibility of each member to ensure that they do not damage Association property and that they promptly and immediately report any damage of Association property to the Range Warden or to a Director of the Association or in a report as determined by the Directors.
4.2 No member shall remove any Association equipment from Association property or have any Association property in his possession without leave and authority of the Range Warden or a Director. 4.3 No member shall cut any timber or other vegetation from Association property without the authority of the Range Warden or a Director. No firewood or other materials including earth, rock, stone, gravel or any other thing belonging to the Association shall leave Association property without the authority of the Range Warden or a Director. 4.4 No wildlife shall be injured or killed upon Association property. When wildlife is present upon any of the ranges, all firing shall cease until such wildlife has been removed. 4.5 No fires shall be lit on any Association property without the authority of a Director. 4.6 It shall be the responsibility of each member to ensure that after using Association facilities and property they remove any target, paper or other debris that has been left by their activities. It shall further be the responsibility of every member to ensure that the area immediately surrounding their use of Association property be free of such debris left by other members or day card holders in contravention of these regulations. 4.7 Hiking, fishing, camping, and other activities not specifically provided for in these regulations shall be carried out only with the knowledge and consent of the Range Warden. 4.8 The use of tin cans or bottles as targets or any other unauthorized targets on Association property is not permitted. 4.9 All vehicles on Association property must be parked on the main road or in designated areas. No vehicles will be permitted in areas where firing is taking place. 4.10 Members should be aware that all garbage removal from Association property costs the Association money. All members are required to remove their own garbage. The Association property is not a dumping ground to be used by its membership as a refuse area. Any infractions should be reported to the Range Warden or a director. 4.11 All persons using the Association facilities will insure that firearms are discharged in a safe direction at all times down range into a berm or bullet trap, remembering the effective range of a.22 rifle is 2 miles and a 9mm handgun is at least 1 mile. 4.12 There are designated CMPS only shooting areas on the Association property that may be used by CMPS members only. The props or special targets in these areas are to be used only by CMPS members and are not to be moved to any other areas on the Association s property. There is one designated Executive only area. All Association members shall use
the designated public range or ranges as assigned by the Range Warden or Director on that day only. 4.13 No climbing of berms or the placing of targets or stands on the berms or on a back stop is permitted anywhere on the CMPS or TMSA ranges or Pads 4.14 Members and guests are responsible for the removal of their own garbage from the range property. 4.15 At TMSA we have Wild life and Bears, no food stuffs, garbage may be left on the TMSA property, or in any waste receptacles. This includes coffee cups, sandwich wrappers etc... 4.16 Any member or guest found dumping garbage, recyclables or waste on the range property will have their membership privileges suspended or revoked. 4.17 The TMSA range facility is a NO Smoking property. Smoking will be allowed only in one of three designated smoking areas which are clearly marked and have a JUSTRITE SMOKERS CEASE-FIRE CIGARETTE RECEPTACLES available for their use. The indiscriminate disposal of cigarette butts will not be tolerated and any member or guests may have their range access privileges revoked or permanently suspended. 5) RANGE CONTROL 5.1 The control of all activities shall be according to the bylaws and Range Regulations of the Association under the immediate supervision of a Director of the Association who shall act with the assistance of the Range Warden and other members of the Board of Directors. Any person wishing to use Association facilities shall stop and sign in at the gate or with the Range Warden before using the Range so that the Range Warden can make them aware of the range rules which shall be posted along with appropriate fees and hours of use. A diary provided will be completed by any person using any of the Associations facilities, and all cleanup, etc. as determined will be completed by that person. 5.2 Any person using Association property shall, upon the request of any Association member who first identifies them self as such, identify them self to that Association member and produce to that Association member all necessary permits and licenses showing the lawful use of any firearms in the possession of that person. Photocopies of such permits and licenses will not be sufficient; it will be necessary to produce the original permits and licenses. 5.3 Any children upon Association property under the age of 16 years shall be under the direct control and supervision of an adult at all times.
5.4 Children under the age of 16 are permitted, under strict adult supervision, to use handguns and rifles on the public range, and rifle range only. 5.5 All pets brought onto Association property shall be leashed or otherwise confined and no responsibility is assumed by the Association for the safety of such animals. 5.6 Any firearms handled or viewed away from the firing line shall be so handled and viewed in a safe manner, that being in a muzzle up condition with actions opened in a designated Safety Zone. Under no circumstances will any firearms away from the firing line be charged or chambered with any live ammunition. Any faulty firearm will be ruled off the range, noted by the Range Warden in his log, and will not be used again until a note from a recognized gunsmith is produced attesting to its reliability. 5.7 Firearms will at all times be carried in a muzzle up condition with actions opened with the exception of handguns which may be carried holstered, but they must be empty at all times when being transported. All Safe Storage and Transportation Regulations apply while on Association property. 5.8 Shooting at any range upon Association property shall cease and make way for such works as may be in the process of being carried out by Association members or contractors hired by the Association. Where such works are in progress, Association members will be expected to make such contributions as they reasonably may do to that labour. 6) FIRING LINE 6.1 Rifles and handguns will as far as is possible not be left unattended. 6.2 All firearms will be carried in a muzzle up condition with the exception of handguns which may be carried holstered. Under no circumstances will a firearm be pointed in a horizontal direction except at the firing line and down range in a safe direction or in a designated safety zone in the safe direction. 6.3 Except when in use, all firearms will be visible in a safe condition. This includes the engagement of safeties and/or the opening of all actions. 6.4 Firearms may be loaded only at the firing line during periods in which firing is allowed and they must be pointed down range at all times. Multiple cartridges may be loaded in any firearm. However, upon the call for cease fire, actions shall be opened and the firearms shall be unloaded, including the removal of magazines from firearms. The shooters will leave their firearms on the firing line with barrels pointed down range and will stand back from the firing line. 6.5 During a cease fire no firearms may be handled.
6.6 Rapid fire is permitted only after advising others on the firing line of the intention to do so and only with their consent. 6.7 Under no circumstances is live ammunition to be disposed of upon Association property. It is a breach of these regulations to permit live ammunition to fall upon the ground or not to retrieve it immediately after having done so. Upon a firearm misfiring it should be kept muzzle pointed down range for a minimum of 15 seconds prior to opening the breach, or otherwise investigating the cause of the problem and under no circumstances should the muzzle be other than down range. Ammunition that has misfired shall be delivered to the Range Warden or taken away from Association property to be disposed of by its owner. Under no circumstances is such ammunition to be deposited in garbage containers at the range as their contents are normally incinerated, nor thrown upon the ground where it is subject to being retrieved by children. 6.8 Only authorized ammunition may be used on club property. The use of incendiary, armor piercing, tracer or flechets is expressly prohibited. 6.9 Muzzle loading firearms shall be charged from safe containers, dropping measured loads of powder. Such loads shall at all times be safe and well within the limits of the firearm as set by various loading manuals. There shall be no open containers of powder on the firing line. 6.10 There shall be No Smoking on the TMSA range property except in the clearly labeled designated smoking areas During summer hours no smoking is permitted any where on the TMSA property. 6.11 There shall be no consumption of alcoholic beverages while shooting is in progress. Any person who appears to be under the influence of alcohol or a drug, or is suspected of being under the influence, shall at the request of any member cease shooting and remove himself from the firing line. 6.12 Ear and eye protection is required equipment for all shooters and spectators, while on the Association property. Eye and ear protection will be worn at all times when shooting is occurring on designated ranges and pads. 6.13 Upon command of the Range Warden or at the request of other members on the firing line that there shall be a cease fire, all firearms shall be unloaded, actions opened and members shall stand back from the firing line. Upon a call for cease fire, should any person have a loaded firearm they wish to discharge, they shall raise their hand and call "loaded" and shall then ensure that no one has advanced beyond the firing line before discharging the firearm at the earliest possible time.
6.14 No person shall fire any firearms other than down range and there shall be no firing across a range. 6.15 No firing shall be done at other than approved targets at ranges any closer than 10 yards from the firing line. Approval will be from the Range Warden or any Director. Approved targets include cardboard or paper targets, approved steel targets for handgun and shot gun only, and frangible approved clay pigeons. 6.16 No glass, explosive or other dangerous target shall be used and no target shall be used that will make cleanup of debris difficult or impossible. Non-approved targets include any glass, tin cans, shell casings, metal gongs, steel plate, pipe or posts. 6.17 After shooting, each member shall be responsible for cleaning up their debris left from targets on the range. 6.18 Upon finishing their shooting, each member shall retrieve all shell casings and brass expended by him and either take the same from the range or deposit it in such containers as may be provided. 6.19 No person shall under any circumstances advance in front of the established firing line except upon cease fire. 6.20 The Range Warden shall, as the need arises, set various portions of the range aside for the shooting of certain firearms or for the conduct of various activities. The first positions at the public range are for handgun only (North end). The (South end) of the public range is reserved for rifles only. Events will be booked with a Director, 30 days in advance, so that they may advise the Range Warden of what activities will take place and at what location so that appropriate arrangements can be made to accommodate these activities. The Range Warden shall direct members, guests and day card holders as they arrive at the range as to which areas they may use for their various firearms. Strict adherence to the requests and instructions of the Range Warden is mandatory. 6.21 The indoor range is closed to the discharge of all firearms. 6.22 Any infractions of these rules may lead to expulsion or banning from TMSA 7) COMPLAINTS 7.1 Should any member wish to comment or complain about the conduct of any other member on the range or upon the conduct of the Association as a whole or have any suggestions or other comments to make, they may do so by communicating with any of the Directors or the Secretary of the Association by writing to the Thompson Mountain Sportsmen Association at the address listed below. Such comments and complaints shall be placed
before the next Executive meeting for consideration by the Directors and a reply shall be made to the member. 8) RANGE HOURS Ranges hours are subject to change and are published on the TMSA web site. Coast Mountain Practical Shooters Range and Pad Rules Addendum 1. Only CMPS members are allowed to use the CMPS ranges and pistol pads unless designated by the Range Warden or a member of the Board of Directors. 2. All TMSA Range Rules apply to the CMPS ranges and pistol pads. 3. All discharged ammo cases, brass, etc. must be picked up by the shooter, and all steel reactive targets, and target stands or barricades are to be returned to their designated areas. Paper targets must be removed and disposed of in the designated containers. The CMPS ranges and pistol pads are to be left in a clean condition. All infractions are to be reported to the Range Warden immediately. If the pad is not clean when you arrive it must be cleaned off when you leave. This is a condition of use; report any problems to the Range Warden. 4. Only pistol calibers are to be discharged on the CMPS ranges and pistol pads; no shotgun, rim fire firearms (.22), or disposable case ammo (Blazer) are to be used. 5. Minimum calibre on the CMPS ranges and pads is 9MM/38special. 6. Absolutely no rifles are to be discharged on the CMPS ranges and pistol pads or at any steel targets or gongs. 7. Only authorized, steel or paper targets are to be used on the CMPS pads or ranges. 8. Steel pepper popper targets and B zones are not to be propped up or used in a reverse manner to disable their falling or reactive action. Using these targets in this manner will eventually distort the target and lead to premature failure. 9. No target stands, reactive targets or special props are to be removed from any CMPS ranges and pistol pads unless with the express permission of an Executive member, designated match director, or the Range Warden. 10. Any infractions of these rules may lead to expulsion or banning from either CMPS or TMSA. 11. No climbing on berms or the placing of targets or stands on the berms or the back stop is permitted anywhere on the CMPS or TMSA ranges or pads. 12. As a condition of CMPS membership and use of the special pads and facilities, all persons are required to attend two scheduled work parties per year or equivalent as defined by the TMSA Board of Directors.
