US EQUESTRIAN FEDERATION MEMBERSHIP REQUIREMENTS Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. US EQUESTRIAN FEDERATION ENTRY AGREEMENT By entering a US Equestrian Federation licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider or Handler and on behalf of myself and my principals, representatives, employees and agents. I agree that I am subject to the Constitution and Rules of US Equestrian Federation and the local rules of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules and agree to release and hold harmless the competition, the Federation, their officials, and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the competition may use or assign photographs, videos, audios, cablecasts, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR 908.4. AHA MEMBERSHIP STATEMENT EACH COMPETITOR (THIS INCLUDES AT LEAST ONE RECORDED OWNER AND ALL TRAINERS, DRIVERS, RIDERS, HALTER HANDLERS, COACHES AND THE PERSON(S) SIGNING THE ENTRY BLANK) IN AN ARABIAN HORSE ASSOCIATION RECOGNIZED ARABIAN DIVISION, AT THE TIME OF ENTRY INTO A COMPETITION, MUST SUBMIT A COPY OF A VALID AHA MEMBERSHIP/COMPETITION CARD, JOIN AHA OR PAY AN AHA SINGLE EVENT MEMBERSHIP FEE PER COMPETITOR. WHEN AN AGENT SIGNS FOR THE OWNER AT AN AHA RECOGNIZED COMPETITION, BOTH THE OWNER AND AGENT MUST BE MEMBERS OF AHA OR PAY THE AHA SINGLE EVENT MEMBERSHIP. SINGLE EVENT MEMBERSHIP IS NOT ACCEPTABLE AT AHA REGIONAL OR NATIONAL COMPETITIONS. EXHIBITORS IN WALK-TROT CLASSES ARE EXEMPT FROM AHA MEMBERSHIP REQUIREMENTS AT QUALIFYING COMPETITIONS, BUT MUST HAVE AN AHA MEMBERSHIP WITH COMPETITION CARD AT AHA REGIONAL AND NATIONAL COMPETITIONS. EXHIBITORS IN LEAD LINE CLASSES OR PARENTS/GUARDIANS SIGNING FOR MINORS ARE EXEMPT FROM AHA MEMBERSHIP REQUIREMENTS. (BOD 5/12) US EQUESTRIAN FEDERATION NON-MEMBER/AMATEUR CERTIFICATION: Any exhibitor who wishes to compete at these competitions must be a member of US Equestrian Federation or pay a non-member fee. All persons entering classes restricted to amateurs (adults 18 and over) must present proof of amateur certification issued by the US Equestrian Federation; non-members who require amateur certification must file a nonmember amateur application and pay a $30.00 fee and the $30.00 non-member fee USEF/AHA RULES: Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book and AHA Handbook will be conducted and judged in accordance therewith. Exhibitors are urged to join USEF and AHA to familiarize themselves with the rules. ADMISSION TO ARENA: No person may enter the space set aside for the judging or hold any communication with the judge or examining veterinarian without permission of the show committee or steward, who will arrange an appointment with the judge at a proper time and place. Failure to comply with this request could result in disqualification from subsequent classes and forfeiture of all entries, prize money, awards and ribbons. AGE OF HORSE AND RIDER: For horse show purposes any horse shall be considered to be 1 year old on the first day of January following the actual date of foaling. Junior exhibitors are those who have not reached their 19th birthday by December 1, 2013. Junior exhibitors are considered amateurs and do not need amateur certification. AHA MEMBERSHIP REQUREMENTS: A current AHA Competition Level Membership is required for all owners, trainers, riders, drivers & handlers OR a Single Event Membership must be purchased for $35 per person. AHA YOUTH ACHIEVEMENT AWARDS PROGRAM: An official point sheet will be maintained by the contestant and must be signed by each Show Secretary and submitted to AHA by the rider at the end of each calendar year to qualify for the Youth Achievement Awards. AMATEUR OWNER AND JUNIOR OWNER: Horses entered in amateur owner and junior owner classes must be registered in the name of the competitor or a member of the competitor s family. (Horses registered in a farm/ranch/syndicate/ partnership/corporation name may be shown in Amateur Owner classes provided the family is the sole owner of the farm or entity as defined by USEF. The sale of a horse does not eliminate this registration requirement. (Contracts of Sale or Bills of Sale will not be accepted in Amateur and Junior Owner Classes.) ARENA LOCATIONS: The main arena is located in the Paulhamus Arena. The arena is 100 x 200 and has sandy loam/topsoil footing. Covered warm-up arena is the Contest arena. The Contest arena is 60x180 and has sandy loam/topsoil footing over concrete. There is an uncovered lunging area between the Draft Horse barn and Paulhamus Arena which has topsoil/sand footing. ATTENDANTS: All attendants must be neatly and properly dressed. A white smock is usual. Special attention should be given to dress and demeanor on entering the show ring. Stripping of horses is optional at judge's discretion. BEDDING AND FEED: The first bedding is supplied. Feed is available in the local vicinity. CANCELLATION OF CLASSES: The Show Committee reserves the right to cancel classes with fewer than 3 entries. CAMPER FEES: Camper fee is $25.00 per day and will be collected. Power and water are available on a first-come, first-served basis in the RV lot across 5th Street. To the rear are full hookups, which include septic. All RV must display a current DAHA RV Tag. CONDUCT: Excessive use of a whip on any horse in a stall, runway, schooling area, show ring or elsewhere on the show grounds, before or during a show, constitutes a violation and renders the offender subject to penalty. Except in the harness classes, no whip over six feet long, including snapper, may be used when showing a horse. 3

DISCIPLINE: Exhibitors are warned that any act of discourtesy or disobedience to the officials on the part of the owner, trainer or rider will disqualify the horse from adjudication. The show committee reserves the right to remove a horse, owner, rider or groom from the show without being liable for compensation or damages. It is a violation of USEF rules to commit any act or make remarks during the show considered offensive or made with intent to influence or cast aspersions on the judging, and any exhibitor may be barred from the show for this offense. DISPOSAL OF NEEDLES: Sharps is the title given to hypodermic needles and syringes. Even in the equestrian environment, used Sharps are contaminated by contact with equine body fluids. Awareness of handling and proper disposal of Sharps contributes to the well being and safety of humans and animals. Any owner, trainer, exhibitor or their agents, who improperly disposes of needles or other sharp disposable instruments may be fined $100 by competition management pursuant to USEF rules. Competition management will place Sharps disposal containers in the barn areas. DISPUTE NOT COVERED BY RULES: Should any question arise not provided for in the governing rules, the same shall be referred to the show committee whose decision will be final. DOGS: The Western Washington Fair Management does not allow dogs on the grounds during events. They have been bending this rule for horse shows and will continue to do so with the following understanding: dogs must be on a leash at all times and cannot be a safety or noise problem. Owners must clean up after their dogs and are financially liable for any dog-related incidents, including damage. DRUGS AND MEDICATIONS: Refer to USEF Rules. FIRE MARSHAL RULES: By order of the Fire Marshal, all aisles between stalls must remain open. All materials used for decorative purposes must be treated with flame retardant; this includes stall drapes, even those made of Cordura. Please be prepared to present evidence to the Puyallup Fire Department. The Fire Marshall will be inspecting the grounds. Authorized electrical appliances for grooming purposes may be used. The electrical system may not be altered or tampered with under any circumstances. If electrical extension cords are used, they must be of the heavy-duty, outdoor, type (orange in color). NO SMOKING IS ALLOWED IN THE ARENAS OR BARN AREAS ON THE FAIRGROUNDS. FOOD ON GROUNDS: Food will be available from concessions on the show grounds during the hours of each class session. HORSES ON GROUNDS: Due to limited permanent stabling, only horses entered in the show will be assigned stalls. All horses on the grounds MUST be entered and stabled on the show grounds. THIS RULE WILL BE STRICTLY ENFORCED. All horses on the grounds will be restricted to horse designated areas. HORSE SHOW OFFICE: Located on the SW corner of the Paulhamus Arena, the show office will open from 1:00 6:00 p.m. on April 24, 2014. Thereafter, hours are 30 minutes prior to the beginning of each class session and the end of each class session. IDENTIFICATION NUMBERS: Every horse entered in the Show will be assigned a number. It is important, for the proper handling of the Show, that riders, handlers, or drivers in all classes wear the correct number. Number to be worn on exhibitor's back clearly visible to the Judge at all times when in competition, except for reining and trail classes when number may be placed on saddle pad. LOCATION OF CLASSES: The Show reserves the right to change the arena location of classes with notification to exhibitors. OPERATION OF MOTORIZED VEHICLES: USEF GR 1301.7: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of recognized licensed competitions. Minors who have a valid temporary license may operate the above-described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. PARKING: Exhibitor parking for automobiles, trucks and trailers will be available on the lot located across 5th Street (opposite the green gate). Spectator parking is available in the lot opposite the Blue entrance gate. PARKING ON GROUNDS: No parking is allowed on the show grounds. Temporary permits for loading/unloading, only, will be available. Horse trailers will be allowed on the grounds to load and unload only. PROTECTIVE HEADGEAR: USEF GR801.4. PROTEST: A protest must be writing and addressed to the secretary of the show and accompanied by a deposit of $200.00 for members and $300.00 for non-members. The secretary, show manager or show committee must receive it within 48 hours of the alleged violation. All protests will be handled according to USEF rules. REGISTRATION: In classes for Arabians, horses must be registered with the Arabian Horse Association (or in the case of a foreign entry, which has not been issued said certificate of registration, have been issued a Competition Visa by the Arabian Horse Association), and/or the Canadian Arabian Horse Registry, or, if under 1 year of age, be eligible for registration and registration applied for. Entry must be made under the full registered name. (Only weanlings that have had registration applied for may show without registration papers). Half-Arabians/Anglo-Arabians must be registered with the Arabian Horse Association in the 4

Half-Arabian and/or Anglo-Arabian Registry, or have been issued an Arabian Horse Association (Canadian Partbred Arabian Register) CPAR PERMIT or, if under 1 year of age, be eligible for registry and registration applied for and must be entered under their full registered name. SHOEING REGULATIONS: Refer to USEF Rules. STALLIONS: Stallions may be shown in junior exhibitor/ladies classes. STALL SET-UP FOR BARN FRONTS: For the safety of show spectators, exhibitor s assigned stabling in the front of barns A D will not be allowed vehicle access to the front barn area. Loading can occur via the back of the barns. Your cooperation is appreciated. STALL AND BARN DAMAGE: Stalls may not be structurally altered in any way. Stalls must be vacated in their original condition. Do not put nails, screws or other type of hole producing devices into the stall walls. Hooves are not to be painted on unprotected barn floors and aisles. Exhibitors are responsible for any damage to stalls or barn and will be charged accordingly. The Fairgrounds will be inspecting stalls and barns for damage/alterations. The use of staples, tacks, or tape to attach decorations to walls, buildings, stalls, etc., is prohibited. Decorations must be removed by the exhibitor. STALL AREA CLEANUP: Exhibitors are responsible for cleanup and disposal of materials other than shavings used in stalls. This includes any materials placed in aisles, outside barns or materials used for decorative purposes. The cost of cleanup will be $35/hour and $10 per yard dumping fee for cleanup and disposal of materials other than actual stall bedding. STORM SEWERS: Storm sewers are the drains located in various areas on the fairgrounds which discharge directly into Meeker/Clarks Creek and into the Puyallup River. The water entering the storm sewers is not treated to remove contaminates. Not only are the pollutants hazardous to water life, it contributes to overgrowth in the creek causing water to back up and flood. Nothing is to be poured into the sewers. Anyplace where there is asphalt on the grounds, there are storm sewers for run-off. For that reason it is imperative that nothing be dumped or poured onto asphalt or concrete on the fairgrounds. All shavings and manure dumped onto asphalt or concrete must be immediately disposed of in the designated dumpsite. This includes manure from trailers. TIME SCHEDULE: Entries in all events must be ready and report to the paddock steward promptly. Exhibitors are reminded that although every reasonable effort will be made to maintain a functional announcement system and make adequate class calls, this service is a courtesy. It is the exhibitor's responsibility to have his or her horse at the in-gate on time. UNSUPERVISED CHILDREN: Children are not allowed to ride bicycles or roller blade on the fairgrounds. In the past there have been many incidents of vandalism, which appears to be related to unsupervised children. Who Signs on a Youth Entry?? Q: How do I fill out and sign entries when a minor is involved? A: A parent or guardian (agent, trainer, etc.) must sign in the Parent/Guardian section on the entry blank. If a minor has a trainer other than the parent, the trainer must sign the trainer section and if the trainer has consent from the parent can also sign the Parent.Guardian section of the entry blank. If the minor is the trainer of the horse, then the name of the minor must be included in the print trainer name section; however, the parent must sign the Trainer signature line on behalf of the minor including (parent) besides their signature. Since the minor is considered the trainer (but just can t legally sign) the parent signing the Trainer line does not have to be a member. Leaders must be at least fourteen (14) years of age. 3. The safety of all exhibitors must be of the primary consideration when conduct-ing the class. Any action by any exhibitor, leader or horse that endangers that ex-hibitor or leader must be penalized and will be considered as cause for elimination. 4. Safety is of the utmost importance in tack and attire. a. Saddle must fit rider. b. Rider s feet must be engaged in the stirrups/iron. c. Leading rein must be attached to a cavesson or a halter placed under or over the bridle. d. It is strongly encouraged that the rider wears protective headgear with har-ness secured which passes or surpasses ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. e. Boots are required. 5. There shall be only one rider on each horse entered. 6. Stallions are prohibited. 7. This class should not be placed and similar awards should be presented to all exhibitors. AR244 Class Conduct. 1. Competitors to enter the ring in a counter-clockwise direction at a walk. 2. Leaders are to walk on the near side of the horse. 3. To be shown both directions of the ring at the walk. 4. Entries shall line up on command and stand quietly. 11

Q. How are qualification points determined? The number of points a horse receives is based on the number of horses that are competing at the close of the gate to start the class for all classes shown as a group. This number is determined by all horses who pass through the gate in individual activity classes. Horses earn one point for every horse they beat, and one additional point for themselves. Qualification points are only awarded to horses that place at least 6th in the class. Regional and National qualification points must be obtained in the same AHA Section as listed in the AHA Class List (refer to Article 1367.1 for qualification example).
