1) Call to order at 7:00 2) Review of October minutes a) Modify MBYC handicapper name to John Balazs b) Minutes approved with that amendment New Ratings 3) Centurion 32? (7131) a) Boat has been modified from stock (shorter boom, taller rig) b) Boat rates 180 in other areas, with longer boom and shorter rig c) Motion for 180 across d) Motion passes unanimously 4) Wyliecat 30 Mustang Sally (USA 1? Needs sail number) a) Warren has collected most information, but does not have a sail number yet b) Rates at 144 in northern California and there are a number up there c) Boat is limited to category 4 because there are no lifelines d) Motion for 144 across e) Motion passes unanimously pending sail number 5) Sonoma 30 Red Stripe (18135) a) Boat had a base rating of 108 in San Diego a while ago (no active boats currently) b) Rudder is modified, and was offset to 102 (from 108) in San Francisco due to rudder modification c) PHRF SD does a -3 offset for a rudder modification d) Motion for 105 across (with rudder modification listed on certificate) e) Motion passes unanimously 6) Catalina 36-II Black Cat (51973) a) Standard boat b) Boat gets standard San Diego rating of 144 across 7) Catalina 36-II Everfit (46627) a) Gets standard 144 rating 8) J-105 Snake Wake (435) a) Boat needs to get a US Sailing number b) Gets standard J-105 OD rating of 90/84/84 pending sail number 9) Soverel 33 Shadows (87798) a) Reports that the pole is at short length b) Gets standard rating of 93/93/93 10) Santana 525 Come Monday (57856) a) SoCal base rating is 192 across b) Boat gets standard rating of 192/192/192 11) Sun Fast 38 Bright Star (6934) a) Tabled until next month Second Readings 12) Beneteau First 36.7 Kea (7031) a) Last month the rating was modified from 75/75/75 to 75/78/81 b) Data presented by owner shows that, given target boat speeds, the 36.7 would still lose to the 40.7 by a few second per mile even at the new rating (2:52 margin on a 6 mile course) c) Also showed results from CRA races and Area G s, showing boats performance (lower half of section) and that the proposed new rating would not have moved the boat s position in any of the races Page 2 of 5

d) Another owner reported that the Beneteau 42s7 is faster on all points of sail regardless of rating e) Ron Coalson (French Bred) reported that the First 42, First 36.7, and First 42s7 were identical on reaches, but that the 36.7 was slower downwind f) Warren commented that he believes the 36.7 is slower downwind than it is upwind, so it should not be level rated g) Motion for 78/78/81 h) Motion passes 10-3 13) Adhara 30 s brought by Miss Ali (97036) a) Last month the rating was modified from 84/84/84 to 87/87/87 b) Dan Harlan reports that only 1 of the 3 boats has participated to any large degree this year, and also that the boat has maintained a 90 rating in Long Beach (the boat was given a -6 San Diego offset years ago) c) Dan also reports that the offset was done when the Adhars 30 s were among the fastest local boats; Now it s one of the slowest boats in the section, and often has to race against larger boats d) Dan also said that the other boats would be likely to come out if the offset was eliminated, especially on random leg (since most CRA races are scored random leg) e) Enrique Mereles (Al Na ir) reported that his experience has been that the boat is no longer competitive given the boats they re racing against in section f) Al added that he sees the boat is uncompetitive as well, and deserves time g) Others added that the boats are not good reaching boats h) Ken reported that in the early-mid 1990 s the boats were winning trophies in more than half their races, which is why the -6 area offset was voted in i) He also reported that the boats have not been racing much lately in PHRF races, but they have done some j) Al motioned for 84/87/90 (buoy/rlc/owc) k) Motion passes 11-2 14) Ultimate 24 Boom (4) a) Last month the boat was modified from 99/87/81 to 111/99/93 b) Owner reports that PHRF SD was the first board in the country, and rated at 99/87/81 c) The boat has not performed well here at that rating in class 2 d) SF also rated the boat 99 and has not performed e) The boat has not been able to race against Olson 30 s or J-105s f) Motion for the same 111/99/93 g) Motion passes unanimously Rating Reviews 15) None Officers reports 16) Chair (Al) a) Al is available to go to the next SoCal meeting in Long Beach, but will typically not be available after that b) There are some changes to the SoCal rules being voted on this month, including changes to how asyms are measured and allowing boats to carry both asymmetric and symmetric spinnakers c) PHRF San Diego annual meeting is January 10 th at Fiddler s Green Page 3 of 5

d) We got a letter asking if we want to provide results to the Union Tribune, so we may want to start providing that information e) We are back into US Sailing f) SoCal is changing the performance factor formula a little bit, especially to correct sprit boats in the off-wind rating 17) Vice Chair (Marty) a) Letters to 33 potential sponsors have been sent and a few responses have come back b) Quantum, Margaritaville, and J-Boats have responded c) Officers should talk with people they know to see if they re interested in sponsorship 18) Handicapper (Warren) 19) Roster Secretary (Mike and Jean) a) Renewal letters are being sent 20) Treasurer (Alec) a) Area G s were almost break-even it only cost around $350 21) Past Chair (Brian) a) Overall calendar has not yet been published for next year by SDAYC b) Suggest that at the annual meeting that we allow people to vote on whether to return to the old style series or keep the 2003 series i) Suggest that we stick with 2 mini-series no matter what ii) But, could either add Midwinters and Area G s back in or keep them out iii) From Marty: We ll put up for a vote whether to use the new or old schedule, but we ll stick with 2 mini-series regardless c) Class 1 is set to race north bay (courtesy of SGYC) when the other classes race in south bay d) Perpetual trophies need to be brought to the next meeting and will be held by Al Other Business 22) Bill Sedgwick reported that SGYC would like to add the San Clemente island race to the San Diego high points series a) Brian reports that the race is run under SoCal ratings and class breaks, so it s hard to do under the SD high points series b) Marty suggested that it s probably not possible to add it this year, but it could be proposed for 2005 23) Class breaks a) Have decided to break class 6 into two sub-classes (174 and below, and above 174); Will have one start, but will be scored as two classes (aligns with south bay) b) Change upper end of class 4 to a handicap of 153, with class 5 being boats with handicaps of 156 or higher c) Recommend that the Ranger 33 s be allowed to petition into class 5; CF27 s will be able to stay in class 4 d) Class 3 note should be 37 foot boats, not 39 foot boats e) Marty expressed concern that the CF27s should not move to class 5 24) Nominations for officers a) Marty for chair b) Don Prince for vice chairman c) Collapse the treasurer job into the vice-chairman s job d) Ken Gust would head a membership committee e) Publicity spot needs to be filled Lisa-Marie Kackowski has offered to help us with this (helped with Challenge America this past year) Page 4 of 5

f) Other officers spots will be re-nominated 25) Mike McGinty a) Have worked up a new database along with Ken, which will be provided to all local yacht clubs b) If clubs will use it, PHRF can get race data and series data simply, and all local PHRF rules and membership requirements are enforced through it c) Handles scoring if clubs want to use it 26) Adjourned at 9:25 Page 5 of 5
