08-3 November 208, Luanda (Angola) Symbols used: L: Long Cross S: Short Cross W: Women s Cross According to the CISM Regulations only military personnel in active duty and in possession of a valid military ID card may participate in the competition. PARTICIPATION WITH COMPLETE TEAM AND INDIVIDUALS A nation can participate in the Coss Country championship with individuals in three (3), two (2) or one () event. Individuals in one () or (2) events. In this case, the delegation cannot include more than three (3) persons beside the appointed athletes. PARTICIPATION WITH INDIVIDUALS A nation can participate in the Cross Country Championship with individuals in three (3), two (2) or one () event. In this case, the delegation can include only two (2) persons at most if the number of athletes is not less than three (3). If the number of athletes is less than three (3) only one () person is authorized to be with them. 4. ACCESS TO THE LOCATION OF THE COMPETITION The location of the competition will be next to the Kilamba Multipurpose Pavilion. Travel expenses to and from Luanda will be the responsibility of the participating country. The organizing committee will arrange transportation to and from the place of arrival at the place of stays in Angola and transportation during the competition. Places of arrival and departure: 04 de fevereiro International Airport, Luanda (Angola). All the participants should use the indicated above arrival point. Address of the competition: The location of the competition will be next to the Kilamba Multipurpose Pavilion. The Organizing Committee is responsible for the transportation of participants from the place of arrival to the place of accommodation, training and competition. 5. CONDITIONS OF STAY a. Board and lodging shall be provided for all participants, as well as transport for all CISM related events at the expense of the organizer. b. Participants will be required to pay extra expenses such as telephone calls,laundry, travel to non-event related locations (táxi) and additional food and beverages. c. Any cost before the foreseen arrival date andor after the departure date must be covered by the participants. d. Nations arriving before 08 Nov 208 and departing after 3 Nov 208 will be responsible for all expenses incurred during the period outside the official competition dates. CISM Officials such as the Official CISM Representative (OCR), CISM Track and Field Sports Committee members and 6

08-3 November 208, Luanda (Angola) other authorized representatives are authorized to arrive on 07 Nov 208. e. In accordance with the Statues and traditions of CISM, any political orand religious action during the competition, in particular the dissemination of propaganda documents, pictures, clothing, brochures, reviews etc., is strictly forbidden. Any contravention will result in immediate exclusion of such nation. f. Additional persons will not be accepted without oficial written permission of the organizers. The costs for board and lodging are at their own expense. g. The Organizers will provide medical assistance to the participants for the duration of the event which includes first aid and transportation to the hospital. However, the Organizers are NOT responsible for: Hospitalizations; Surgical operations or other special treatments; Repatriation in case of death; Other expenses incurred due to illness andor accident such as compensation for loss of income,etc. h. To cover the above mentioned risks, participants must arrange suficiente insurance in their home countries and this insurance must be valid in Angolan. A copy of the insurance certificate and policy must be provided to the Organizers if requested. i. In Angola the tap water is safe to drink. j. Menus are widely varied. Please indicate diet and religion-related requirements on the final agreement (Annex 2B). 6. REGULATIONS OF THE CHAMPIONSHIP The current CISM Regulations,Edition July 207, the current IAAF Rules, the current CISM Sports Regulation, Edition October 206,,as well as rules given below will apply throughout. Rules: EVENT S DISTANCE LONG CROSS:,5 KM (5 laps) SHORT CROSS: 4,6 Km (2 laps) WOMEN'S CROSS: 4,6 Km (2 laps) REFRESHMENT Water and other suitable refreshments shall be available at the start and the finish of all races. For all events, drinkingsponging stations shall be provided at every lap if weather conditions allow such provisions (Art 250.9. IAAF Regulation). RUNNING DRESS Should be clean, conceived and puto n in a way not to offend (Art 43.. IAAF Regulation). SHOES Athletes can run barefooted, with one or with a pair of shoes within the limits of the regulation( Art. 43. 4. IAAF Regulation). TRAININGS The organizer can establish a plannings such that all delegations are able to take advantage of the running path until the eve of the event. CLASSIFICATIONS For each of the three (3) organized events, it is established a general individual classification and a general team classification. GENERAL INDIVIDUAL CLASSIFICATION 7

The number corresponds to the concurrent`s place in the arrival order. point to the st 2 point to the 2nd 5 points to the 5th, etc. GENERAL TEAM CLASSIFICATION From the general individual classification, it is established a general team classification for every event using the following procedure. A. Long Crross Only the points attributed to the first (4) runners of each team are counted. B. Short distance and Women`s Cross By analogy, only the points given to the first three (3) runners of each team will be counted up. FINAL RESULTS The team which gets the lowest number of point will be declared winner (Article 250. 8. IAAF Regulation). In na equal case: the advantage will be given to the team whose last runner will be the nearest to the winner. INCOMPLETE TEAMS If, before the beginning of the event, a team is reduced to four (4) athletes in the Long Cross, three (3) athletes in the Short Cross and women's Cross, the team will participate in the team classification. In any other case, the concurrents will depart and take part only in general individual classification. 7. ANTI-DOPING Anti-Doping tests will be conducted in accordance with the CISM Regulations Chapter IX, CISM Anti- Doping Rules, the concerned CISM Sports Regulations, the current IAAF Rules, and all WADA rules, mainly the World Anti-Doping Code, and the International Standard for Testing. The number and type of tests, as well the athletes to be tested shall be determined by the CISM Anti-Doping Commission. These procedures will follow the concerned CISM Test Distribution Plain (TDP). In case an athlete has a Therapeutic Use Exemption (TUE), the Chief of Delegation should send this TUE to the CISM GS until 30 days before the Opening Ceremony. This TUE will be submitted to the TUE Commission to analysis and further approval. 8. UNIFORM Uniforms are mandatory. The type of uniform to be be used: combat dress. The uniforms are mandatory for the opening and closing ceremonies. 9. CUSTOMS AND VISA PROCEDURES For information regarding passport and visas for entry into Angola, please contact the Angolan Embassy in your country or the respective embassy serving your country. Make sure that you apply for your visa in time! 0. WEATHER CONDITIONS The temperature in November in Angola is between 28-32⁰ C. The probability of rain is 65%.. RIGHTS OF MEMBER NATIONS A. Active member nations have the right to: 2. Be invited top all CISM Championships. B. Inactive member nations have the same rights as active member nations except that: 2. They do not participate in any CISM event until they have met their financial obligations. Article 7.2. PARTICIPATION - MILITARY STATUS A. Only military personnel on active duty in Armed Forces may take part in competitions organized by CISM. B. No one may be recalled to active duty in the Armed Forces for the purpose of participating in a CISM competition. In the case of an intermittent military service, the athletes regularly recalled may not take part in CISM competitions, under any circumstances, if more than 8 months have elapsed between this recall and the end of their last call to arms. C. Exceptions to the above may be authorized by the General Assembly, upon recommendation of the Board of Directors. D. All military participants in a CISM event shall be in possession of proper documentation which signifies active military service of the member nation he represents. The documentation can be:. A valid military identity card for those athletes who are authorized to present their military identity cards abroad, 3

By signing the final entry, the Chief of Delegation confirms the military status of the participating athletes. If there are last minute changes in the participation of the athletes, the verification file may be signed by the Chief of Mission, but shall be confirmed by the Chief of Delegation by official letter. F. If one of these documents is not available, participation is refused. Article 7.24. PARTICIPATION OF AN INACTIVE MEMEBR NATION Athletes or teams of an inactive member nation may not participate in any CISM event (art.0 of the Regulations). Article 7.30. CHIEF OF MISSION A. Chief of Mission. Chiefs of Mission shall be familiar with CISM regulations. 2. Missions must not only participate or be present at sports events, they are also required to participate in information conferences on CISM, study days, commemorative and cultural events and ceremonies organized by the host nation. B. Conduct of a mission. The Chief of Mission is responsible for the behavior of his team in sports and general discipline. He shall ensure that members of his mission respect the rules and directives prescribed by CISM and organizers of the championship. The respect of schedules is particularly important as they form the basis for the effective conduct of competitions and ceremonies. 2. The Chief of Mission shall also enforce the rules concerning behavior and dress during the ceremonies. He plays an important role in promoting the CISM spirit among his mission, a spirit represented by friendly attitude towards other missions, courtesy towards organizers and fair-play in competition. Article 8.6. ABSENCE OF A MISSION WITHOUT NOTIFICATION If a mission which submits a preliminary agreement andor final entry is absent without notifying the host nation in time, a sanction will be imposed (CISM Regulations, Art..2). Article 8.7. RULES OF STAY A. General. The Chiefs of Mission are responsible for the discipline of their mission. The missions fall under the jurisdiction of the organizing nation. During events, all athletes present on the playing fields are equal before the jury, the referees and to themselves. No one may use his rank to impose his views on sports matters. 2. Civilian members of the missions shall conform to the discipline accepted by all other participants. B. Military uniforms 4

Unless otherwise approved by the Official CISM Representative, all participants shall wear military uniform during official ceremonies such as the opening and closing ceremonies and medal-awarding ceremonies. Individuals without proper uniform will not be allowed to participate in the championship. 2. The presentation of medals takes place, in principle, during the closing ceremony. The presentation of medals may be done in sports uniform, if for organizational reasons it is not possible to wear military uniforms. This is the case e.g. when the presentation immediately follows a championship sports event. Sports uniforms shall respect the corresponding national criteria (training suit, sports shoes, etc.) Displaying the national flag on the podium by the recipient (athlete or team) at a medal awarding ceremony is forbidden. Individuals failing to respect these prescriptions shall not receive their medal(s) during the official ceremonies. C. Forbidden actions. In conformity with the statutes and traditions of CISM, any political or religious propaganda during a CISM event, in particular the dissemination of documents, pictures, brochures, reviews, etc. is strictly forbidden. 2. Any contravention shall result in the exclusion of the mission from further competition and may result in additional sanctions (Regulations Art..2). Article 8.9. ACCOMMODATIONS E. All missions, including those of the host nation, shall be accommodated under the same conditions. If the conditions are in accordance with the CISM norms and standards, the missions are expected to accept the accommodation provided by the organizing nation. G. ( ) Any mission that does not accept the accommodations provided by the organizing nation and judged as adequate by the Official CISM Representative will not be allowed to participate in the championship.
