SPECIFIC REGULATIONS Article 1. ORGANIZATION The race is organized by ALCIDE S.L.U. under the regulations of the International Cycling Federation (UCI). This regulation includes the specific features of the XXXI edition of the Clásica de Almería. For all matters not provided in these regulations the UCI regulations will be applied. Article 2. TYPE OF RACE The race is reserved for cyclists of categories ELITE MEN AND SUB-23 UCI, and is registered in the UCI calendar EUROPE TOUR. The race is classified in class ME 1.HC and under UCI regulations, in accordance with the article 2.10.031 the following points are awarded: 200, 150, 125, 100, 85, 70, 60, 50, 40, 35, 30, 25, 20, 15, 10, 5, 5, 5, 5, 5, 5, 5, 5, 5, 5, 5, 5, 5, 5, 5, 3, 3, 3, 3, 3, 3, 3, 3, 3 and 3 points to the first FORTY cyclists qualified in the race. For UCI EUROPE TOUR classification. In case of an accident or incident that could impinge upon the normal conduct of a race, race director, after obtaining the agreement of the commissaries panel may decide: a. to modify the course. b. to temporarily neutralise the race. c. to restart the race or stage, taking account of the gaps recorded at the moment of the incident. Article 3. PARTICIPATION In accordance with article 2.1.005 of the UCI regulations, the race is open to the following teams: UCI World Teams, UCI Professional Continental teams, UCI Continental teams and National Team of the country of the organiser and is by invitation of the organization. In accordance with article 2.2.003 of the UCI regulations, the number of cyclists per team is restricted to a maximum of SEVEN and a minimum of FIVE, accompanied by SEVEN technicians, not admitting this organization teams with less cyclists except with the prior agreement with this team. The cyclists, team managers, technical staff of the participating teams and followers in general by the fact of enrolling or crediting in the race, acknowledge these rules and the agreement of the terms specified therein. According to article 1.2.053 of the UCI regulations, if a UCI registered team is entered but fails to appear, the signatory of the entry and the team that be represents shall be jointly and severally liable to pay the organiser an indemnity equal to twice the travel and subsistence expenses agreed in writing. In other cases of failure to start, the signatory of the entry and the team which he represents shall be jointly and severally liable to pay the organiser a penalty charge equal to the travel and subsistence expenses agreed in writing. A rider dropping out of the race shall immediately remove his body number and transponder and hand it in to a commissaire or to the broom wagon. Article 4. RACE HEADQUARTER All team members enrolled in the race must be in possession of a license issued by a National Federation, member of the International Cycling Union and extended under UCI regulations and specifically referred to articles 1.1.006, 1.1.010, 1.1.022 1.1.023 and they declaring knowlegde of its regulations. The race headquarters will be open on Saturday 10 th February from 11:00 a.m. at Plaza de Toros de Roquetas de Mar in Avda. Curro Romero in Roquetas de Mar. Phone: 950 32 52 74 Email: clasicadealmeria@hotmail.com Team managers shall confirm the starters and collect the race numbers from the race headquarters on Saturday 10 th February from 17:00 pm to 18:00 pm at Plaza de Toros de Roquetas de Mar. The Commissaires' panel meeting will be held on Saturday, 10 th February at 18:00 p.m. at Plaza de Toros de Roquetas de Mar. The Sports Directors meeting, organized under Article 1.2.087 of the UCI regulations, in the presence of Race s Direction and members of the Commissaires' panel, will be held at 19:00 p.m. on 10 th February at Plaza de Toros de Roquetas de Mar. The Commissaires' panel meeting with all the people who follow the race: motorcycle, photographers, radio and television reporters and a representative of law will take place on Saturday, 10 th February at 18:30 p.m. at Plaza de Toros de Roquetas de Mar. The arrival s race headquarters will be open on Sunday 11th February from 14:00 p.m. at the finish line in Avd. Rey Juan Carlos I. To take the body numbers, plates and transponders, the Sport Directors must submit to the Commissaires' panel, the original licenses of the cyclists and the technical team. The race organizer is responsible for it and its proper development. It is represented in the race by its Director General, Technical Director and regulators of circulation race. The responsible for assuring the respect with the rules and sporting control of race, in collaboration with the Director General, shall be Commissaires' panel constituted for the President and two Additional Commissaries, two Commissaries on motorcycle and a timekeeper and judge arrival. Article 5. RADIO TOUR AND VEHICLES FOLLOWERS Information about the race will be broadcast using the frequency of 77,775 MHz. All following vehicles shall be equipped with radio tour receiver and the corresponding plate distinctive and its occupants must wear the credential that facilitates the organization. Without these requirements they won t be able to follow the race. No vehicle may overtake the Race Direction or the Commissaries panel vehicles without authorization and in any case whit the red flag. Article 6. NEUTRAL TECHNICAL SUPPORT Neutral service support is secured by SHIMANO - MACARIO with 3 sufficiently equipped vehicles. The organization has a conditioned bus for the cyclists who dropped out the race. Article 7. FINISHING DEADLINES Any rider finishing in a time exceeding that of the winner by more than 8% shall not be placed. The time limit may in exceptional circumstances be increased by the commissaires panel in consultation with the organiser. Article 8. CLASSIFICATION OVERALL INDIVIDUAL BY ARRIVAL TIME It will be established based on the order of arrival at the finish line OVERALL MOUNTAIN CLASSIFICATION. It s calculated using the total of the points earned by each cyclist in the top slope. The best climber shall be who more points earn. In the event of a tie in the overall mountain classification, in agreement with the Article 2.6.017, the following criteria shall be applied in order until the riders are separated: 1. number of first places in the highest category climbs; 2. number of first places on climbs in the next inferior category and so on; 3. general individual classification by time. OVERALL INTERMEDIATE SPRINTS. favor of the riders with best number of wins in intermediate sprints. If tie continue will be resolve by best classified in the Overall Individual by Arrival Time. Points on places specified: 3, 2, and 1 point in each intermediate sprint, to the three first classified. FIRST REGIONAL RIDER (ANDALUZ). It will be for the andalusian licensed cyclists best classified in arrival line. MOST COMBATIVE RIDER. This distinction is awarded at the end of the race by Commissaries Panel and Race Direction. Article 9. PRIZES The following amount of prize money will be awarded: See Annex 1 The total amount of prize money awarded for the race will be: 20.000 ANNEX: PRIZES LIST. Each of the prizes may be considered gotten and shared equally by every one of the members, who participate in the race, belonging to the same team as the rider who got the position in the classification entitles these prizes. According to article 1.2.075 of the UCI regulations, the contribution by the organiser to the travel expenses of the teams is fixed by a contract between them and Alcide S.L. Article 10. ANTI-DOPING TESTS Anti-doping tests are carried out under the legislation of the International Cycling Union and of the Kingdom of Spain. Medical control will take place in Pabellón Infanta Cristina to 200 meters from finish line Article 11. AWARDS CEREMONY In agreement to UCI regulations, the protocol events will have priority, and they shall be immediately developed at the end of the race. As the article 1.2.112 of the UCI regulations indicates the following cyclists must attend the protocol. Article 12. PENALTIES The UCI s scale of penalties will apply in all circumstances. Article 13. OTHER REGULATIONS SIGNATURE CONTROL. The cyclists shall be in the appointed place in the road book for the starting concentration at least fifty minutes before and to sign the signature sheet. The signature control will be closed ten minutes before the time determined for the calling. DETOUR OF VEHICLES. All vehicles other than those of the event management, the commissaires, the official doctor and the sports director of the winner, provided that the latter has a clear lead of at least one minute over the rest of the field, shall be inexcusably diverted by the detour determinate for the organization. TUNNELS. The pass through tunnels will be announced by the organization to the President of the commissaires panel. The commissaries checked well before the pass of the race that the lighting of these tunnels is subject to the provisions of the UCI. All cases not provided for this Regulation shall be resolved by the UCI Regulations. Article 14. The organization is not responsible for any accidents that may cause or suffer the riders, technical staff of the teams and spectators of the race before, during and after of it. Neither the debts they may incur in the course of the race. According to Article 1.1.006 of the UCI regulations, Riders and technical staff must be adequately insured against accidents and civil responsibility, as long as they comply with the safety standards established in the UCI regulations (1.2.061, 2.2.015 and following). Also, ALCIDE S.L. accordance with the article 1.2.034 of the UCI regulations have a civil responsibility insurance covering risks related to the holding of his race in which all its members, riders, technical staff and organization are covered. All cases not provided for this Regulation shall be resolved by the UCI Regulations. ANNEX: THE ENVIRONMENT. The Clásica de Almería is an event which takes care of and promotes a green image of cycling. So the organization, in cooperation with the province institutions, to minimize the negative impact on the environment and on the countryside area, has set up in the feeding zone, a specialist staff to pick wastes which riders they may throw in that area. Also they will pick the bottles or bags which riders throw in the last 20 kilometers and they will clean the areas of departure and arrival. Consejo de Ciclismo Profesional de la RFEC Página 6
