FINAL BULLETIN BANJO MEMORIAL JUNIOR CARNIVAL CONDITIONS OF ENTRY SATURDAY 14 th OCTOBER 2017 GENERAL CONDITIONS This carnival will be conducted in accordance with the current edition of the Surf Sports Manual including Bulletins. All competitors must be current financial and proficient members of their Surf Life Saving Club. All competitors must be proficient in the following to enter this carnival: U8-U14: U15: Relevant age Junior Preliminary Skills Evaluation Relevant age Competition Evaluation Surf Rescue Certificate proficiency All appointed officials, team managers and competitors are directed to obtain a copy of the current Surf Sports Manuals and Bulletins and make themselves familiar with the current procedures. All competitors are required to wear high visibility vests as per the SLSQ High Visibility clothing Policy. All competing Clubs shall provide officials and water safety personnel as per attached roster. The responsibility is on the competing club to arrange any substitutes for officials now not available. Failure to provide the required ratio of officials will result in the competing club being excluded from the event. All Carnival Officials will be appointed to their respective sections and duties. Appointments will be posted to the Members portal on Thursday 12 th October. All Team Managers are required to attend the above briefing. Failure by any club to be present at this briefing may preclude them from competing in the event. Team Managers should be identified with "TEAM MANAGER" shirts whilst in the competition arena. Team Managers are requested to enter the competition area only when necessary to report in marshalling areas or to approach the Referee. LATE and ADDITIONAL ENTRIES Late Entries: Late entry fees will be applied from 12.01pm on Friday 6 th October 2017. Late entry fees will be charged at $34.00 per person + the appropriate pppe fee: $5.50 per event Clubs may submit their own late and additional entries on SLS Carnival Manager from Friday 6 th October 12.01pm to Wednesday 11 th October at 12.00Pm. Any further entries from 12.01pm on Wednesday 10th October until the day of the carnival will need to be lodged with the administration on the day of the carnival by the closing times set below. For competitors not entered in the carnival, the team manager must provide a completed late entry slip with competitor s full name and age group and all details of all events wishing to be entered completed ready for handing to the marshall. Late and/or additional entry slips can be found via this link: sls-sunshine-coast-late-entry-form or sls-sunshine-coast-additional-entry and to be printed and handed into Carnival Admin on the morning by the closing time below. Late and Additional Entry close time: 7.15am on Saturday 14 th October 2017 DRESS OF COMPETITORS Competitors must be dressed as per the conditions outlines in the current Edition of the Surf Sports Manual and or bulletins/amendments. Competitors shall wear costumes, clothing or dress as approved by SLSA. All competitors are required to wear high visibility vests as per the SLSQ High Visibility clothing Policy. A competitor shall be not be permitted to take part in any competition if, in the opinion of the Referee, the competitor is not properly dressed or their high visibility rash shirt/vest does not meet the acceptable standards. TEAM MANAGERS Team Managers nominated by the club are responsible for the behaviour of their club members during travel to and from the event. Sunshine Coast Branch and the host Club have gone to considerable effort to ensure the success of the event. It is therefore the responsibility of all managers to ensure that the behaviour of club members reflects the true image of surf life saving. A Disciplinary Committee has been appointed to deal with any misbehavior should the occasion arise. All Clubs MUST complete the Team Managers Declaration before the start of the carnival. Failure to do so may result in competitors being unable to start. Clubs are allowed one (1) Club Team Manager, and one (1) Female Age Manager and one (1) Male Age Manager per age group. Any changes of Team/Age Manager personnel must be reported to Carnival Referee and a current blue card must be produced. NO BLUE CARD, NO CHANGE. IRB and WATER SAFETY REQUIREMENTS The host club will provide 2 x fully serviced and operational IRB plus 2 x qualified/proficient IRB crews (2 drivers and 2 crew persons, 4 in total for the duration of the entire event. The top four (4) clubs based on competitor numbers will provide a qualified IRB crew and fully serviced and operational IRB for a half day shift. All crews must abide by the SLSA/SLSQ Water Safety Policy and wear appropriate High Vis Vests, cap and PFD. All water safety personnel must arrive with the SLSA approved water safety uniform and rescue tube. Water safety personnel are to be provided by competing Clubs at a ratio of 1:15. Personnel will attend on a roster basis as provided by the Coordinator and circulated with the final bulletin. Failure by any Club to provide IRB and water safety personnel as per the roster will exclude that Club from competing. No places are recorded or scores given for U8-10 competitors. The winner of the Banjo Memorial Carnival will be the club who has the highest Handicap Point score. The Trophy is displayed at the Branch Headquarters. PROTESTS Will only be accepted from Team Managers on the approved "Protest Form" and lodged in accordance with the current edition SLSA Surf Sports Manual/Bulletins. In the event of a competitor requiring assistance - if official assistance is rendered, the competitor must retire from the race. All Protests shall be lodged with the appropriate carnival official in accordance with the procedures set down in the current edition SLSA Surf Sports Manual, and shall identify the specific sections/clauses in the Surf Sports Manual upon which the protest is based. Clubs may appeal a dismissed protest to the Appeals Committee. A fee of $110.00 per individual/team must be lodged. If the appeal is upheld the fee will be returned. If the appeal is dismissed the fee is retained by Sunshine Coast Branch. DRUG USE Surf Life Saving Australia supports the Australian Government, the Australian Sports Commission, the Australian Olympic Federation, and the Australian Sports Drug Agency in their efforts to eradicate the use of drugs in sport. The Association has published a list of prohibited drugs, and provides for severe penalties in the event of drug use. Any event conducted by the Association is subject to random drug testing, without further notice. competitors refusing to submit to a drug test will be subject to prescribed penalties. BEACH PROTECTION/CLUB TENTS Use of the dunal areas is prohibited during the event. To protect the dunal area, only formal beach access ways are to be used for access and all signage and fencing must be observed for coastal protection. Club tents are not to be erected on the sand dunes by direction of the Carnival referee and Gympie Regional council. SECURITY No Security will be available at the carnival. Members and clubs who leave their equipment overnight at their own risk and the host club/branch will not accept any responsibility for lost, stolen or damaged equipment. CARNIVAL PARKING All clubs, competitors and officials are to read and obey the parking signs set up by the Regional Council and the Carnival Committee. GENERAL All clubs must adhere to the wearing of the Pink High Vis competition vests at all times within the competition arena including during warm ups and warm downs. Failure to do so could see the offending club being suspended from competition. Warm up arenas will be: Solid colour - (craft) Split colour - (swim) First aid personnel will be supplied by Rainbow Beach SLSC and appointed members who have expressed interest and will be found in the first aid tent on the beach. With the usual co-operation and assistance by all officials and competitors the carnival can be conducted so that competitors are given the opportunity to compete fairly and to the best of their ability.
